US Embassy encourages authorities to investigate pressure against opposition candidates during local elections in Armenia

The U.S. Embassy in yerevan has issued a statement, commending the Armenian people for their participation in municipal elections on October 17, November 14, and December 5, as well as their what it described ‘continued commitment to Armenia’s democratic trajectory.’ 

It is noted that a small number of Embassy staff observed the elections in a visitor capacity and were pleased to see the elections were generally calm, peaceful, and well-administered, the competitive nature of the elections, the vibrancy of Armenia’s democracy, and the significant progress Armenia has achieved over the years. 

“We also note reports of pressure against opposition candidates and encourage authorities to investigate credible allegations of abuse.  As we work to perfect our own democracy, we welcome Armenia’s commitment to its democratic reform agenda and look forward to strengthening our bilateral ties based on shared democratic values.

Hero of the USSR, test pilot Gurgen Karapetyan passed away

Hero of the USSR, Honored Test Pilot and Flight Safety Advisor to the General Director of the Russian Helicopters holding company, Gurgen Karapetyan, died at the age of 85, TASS news agency reported. 

Gurgen Karapetyan, an Armenian by nationality, was born in 1936 in Sverdlovsk (currently Yekaterinburg). In 1961 he graduated from the Moscow Aviation Institute, studied at the helicopter department of the Test Pilot School. From 1962 to 1993, he worked at the flight test complex of the Mil Moscow Helicopter Plant. Karapetyan tested the Mi-26 and Mi-28 helicopters, also took part in the tests of the Mi-2, Mi-6, Mi-10, Mi-14, Mi-24 helicopters and their modifications, set ten world aviation records for speed and carrying capacity.

In total, Karapetyan has mastered several dozen types of helicopters, gliders and airplanes. He spent more than 5.5 thousand hours in the air, flew all types of Mi helicopters.

In May 1986, Karapetyan took part in the elimination of the consequences of the accident at the Chernobyl nuclear power plant. The title of Hero of the Soviet Union with the presentation of the Order of Lenin and the Gold Star medal was awarded to Karapetyan in 1991.

Armenian parliament speaker tries to justify himself after scandalous video recording emerges online

There are numerous hero soldiers in the Armenian army, but unfortunately, there are soldiers, including officers, who failed to fulfill their duties and were taken prisoner, Armenian National Assembly Speaker Alen Simonyan told reporters in the parliament on Tuesday, commenting on the scandalous video recording of him talking about prisoners of war (POWs).

In the video, which emerged online earlier on Tuesday, he says: “I consider those POWs as non-existent”. According to Simonyan, the servicemen in question laid down their arms, fled and got lost, as a result of which they ended up in Azerbaijani captivity.

The parliament speaker noted that those who did not fulfill their military duties and were taken prisoner must be held to account.

As for the statement that “those POWs are non-existent” for him, Simonyan claimed that the video was edited. He explained that the part of the conversation was about the position of the state in various situations and negotiations. He regretted that some people introduced themselves as supporters, addressed questions to him and secretly recorded the conversation.

“During the conversation I noticed a young woman pointing her phone at me. I asked her not to film as I didn’t want our conversation to be made public. She assured me that she was not recording,” Simonyan said.

Opposition Armenia faction suspends its activities in international organizations

The opposition Armenia parliamentary faction is suspending its activities in international organizations and will resume them only if all bans and restrictions imposed on its MPs are lifted, the Armenia alliance said in a statement on Tuesday.

It says that parliamentary delegations involving the Armenian faction MPs, among others, were formed back in August. However, the opposition lawmakers have not taken part in the activities of the delegations to date due to “unlawful” arrests and restrictions on the movement of MPs, including those involved in the delegations.

“In fact, it is an obstacle to the constitutional activity of MPs. All trials have exclusively political overtones and lack any legal grounds. This situation is unprecedented for a member state of the Council of Europe and shows that Armenia is no longer a democratic state, where the rule of law prevails,” reads the statement.

The faction will notify the relevant international organizations of its decision.

Armenian MP: Azerbaijan taking negotiation process out of OSCE Minsk Group format

MP Hayk Mamijanyan, the secretary of the opposition With Honor parliamentary faction, on Tuesday commented on the cancelled meeting of the Armenian and Azerbaijani foreign ministers in Stockholm.

The meeting was expected to be held on the sidelines of the Organization for Security and Co-operation in Europe (OSCE) Ministerial Council, but Baku called it off following an Armenian parliamentary delegation’s visit to Artsakh.

Speaking to reporters in the parliament, Mamijanyan attributed the decision to cancel the meeting to Armenia’s weak position in negotiations.

The opposition MP noted that Azerbaijan’s long-held dream is to transfer the discussions of the Artsakh issue to a different platform, with the process aimed at questioning the efficiency of the OSCE Minsk Group.

“It can be stated that Azerbaijan torpedoed the process in general. It is also obvious that the Azerbaijani side is taking the negotiation process out of the Minsk Group format, which is unacceptable to Armenia,” the lawmaker said. 

Relatives of missing, captured soldiers protest outside Armenian government

Parents and other relatives of missing and captured Armenian soldiers gathered outside the Armenian government on Tuesday evening to voice their indignation over the statements of National Assembly Speaker Alen Simonyan on prisoners of war (POWs).

A scandalous video recording emerged online earlier on Tuesday, in which the speaker can be heard saying, “I consider these POWs as non-existent”. According to Simonyan, the servicemen in question laid down their arms, fled and got lost, as a result of which they were captured by Azerbaijani forces.

One of the protesters, Arsen Ghukasyan, said that his son had gone missing for over one year.

“We have gathered here today to raise our voice. Who is he calling a deserter, my son? My child fought till the last bullet and it is not known where he is now. He has done more than all of them can do together,” the angry man said.

Ghukasyan noted that they were going to place the photos of 300 missing soldiers near the government building walls.

“These boys sacrificed their lives for the country. If your children don’t come home for a couple of days, what will you do?” he added.

Azerbaijani press: President urges Armenia to give date for Zangazur corridor opening [UPDATE]

President Ilham Aliyev has said that Armenia has to give a date when the Zangazur corridor will be opened, and then there will be no problem in this case.

He made the remarks at his meeting with residents of Guba region’s Gonagkand settlement on December 6.

Aliyev recalled his remarks made during last year’s 44-day war and stressed that he had “said that they should give us a timetable of when they would vacate our lands, and we were ready to stop the war”.

“I say the same thing today. I tell them to give us a date of when the Zangazur corridor will be opened, and there will be no problem in this case. Therefore, I think that both the Armenian leadership and the Armenian public must understand this. We have achieved what we wanted, and we will do that again,” he said.

He underlined that it would be better if the issue is resolved constructively through negotiations and mutual understanding.

Noting that the construction is underway in both Karabakh and Zangazur, the president emphasized that the recent work shows that if there are any revanchist tendencies, “this issue will be resolved immediately on the spot”.

“Because since the war ended, there have been several such attempts by Armenia, and they saw the bitter consequences of that. Therefore, it is not too late. I have repeatedly appealed to them, saying that they must accept our conditions and put an end to any insincere approach to roads and communications,” he said.

The head of state added that if this happens, then all the peoples of the South Caucasus will live in peace and tranquillity.

Speaking about the Karabakh war, Aliyev stressed that “it is a victory for all of us”.

“Every citizen of Azerbaijan brought that holy day closer with hard work. We kept Karabakh in our hearts during the entire period of occupation, and a generation of young people grew up who did not see Karabakh. They have liberated Karabakh at the cost of their lives. We have restored historical justice. We have restored the dignity of our people. A new era is beginning now,” he said.

Moreover, speaking about the visit to Gonagkand, he stated that this village has a great place in the history of Azerbaijan.

Stating that the main problem of the village was the problem of roads, he added that the construction of the Guba-Gonagkand highway can be considered a historic event.

“This is a beautiful tourist area. Since there was no road, tourists did not come here. I am sure that now beautiful recreation areas, hotels and public places will be created in these beautiful places. In other words, this part of Guba will revive, I have no doubts about that,” he said.

Azerbaijani press: UN court rejects Armenia’s lawsuits against Azerbaijan

The UN International Court of Justice has rejected Armenia’s main lawsuit on the immediate return of the so-called prisoners of war, Trend reported on December 7.

The court also rejected Armenia’s lawsuit to close the Military Trophy Park in Baku, Azerbaijan.

At the same time, Armenia’s claim on the investigation of war crimes by Azerbaijan was not approved.

The court also ruled that the Armenian state should take urgent measures against groups and individuals making violent calls on ethnic grounds in Armenia.

The failure to satisfy Armenia’s claim on these three issues stems from the timely and substantiated submission of evidence to the court by the Azerbaijani side.

The International Court of Justice (ICJ) is the principal judicial organ of the United Nations. It was established by the United Nations Charter in June 1945 and began its activities in April 1946.

The court is composed of 15 judges elected for a nine-year term by the General Assembly and the Security Council of the United Nations. The seat of the Court is at the Peace Palace in The Hague (Netherlands).

The court has a twofold role: first, to settle, in accordance with international law, through judgments which have binding force and are without appeal for the parties concerned, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized UN organs and agencies of the system.

Turkish press: Turkish security forces kill top PKK terrorist in Şanlıurfa

Security forces killed a top wanted PKK terrorist in a counterterrorism operation in Turkey’s southeastern Şanlıurfa province, Interior Minister Süleyman Soylu said Tuesday.

The militant, identified as Ferhat Tunç, codenamed “Rubar,” was allegedly responsible for the terrorist group’s activities in the so-called Gap-Rıha area.

The operation was carried out by police squads, intelligence units and special operations squads, Soylu said, as he congratulated the security forces for their diligent work.

The Interior Ministry also made a statement, noting that the operation was carried out in the Hacılar village of Bozova district.

The security forces, backed by drones, surrounded the compound where the terrorist was located and told him to surrender, but the latter responded by opening fire. Security forces then responded and killed the terrorist, the ministry said.

A gun, two hand grenades and organizational documents were confiscated during the operation.

Turkish security forces regularly conduct counterterrorism operations in Turkey’s eastern and southeastern provinces, where the PKK has attempted to establish a strong presence and build bases. The Turkish Armed Forces (TSK) also carry out cross-border operations in northern Iraq, a region where PKK terrorists have hideouts and bases used for carrying out attacks in Turkey, with particular attention paid to targeting high-level terrorists.

In its more than 40-year terrorism campaign against Turkey, the PKK, listed as a terrorist organization by Turkey, the U.S. and the EU, has been responsible for the deaths of some 40,000 people, including women and children.

Turkish press: UN top court to rule in tit-for-tat accusations by Azerbaijan, Armenia

The top court of the United Nations is expected to decide on Tuesday on tit-for-tat requests by Azerbaijan and Armenia for emergency measures to ease tensions after last year’s Karabakh war between the Caucasus archrivals.

The former Soviet republics, which battled for six weeks in autumn 2020 over the Armenian-occupied region of Nagorno-Karabakh, both allege racial discrimination by the other side.

In September, the rivals each asked the International Court of Justice (ICJ) located in the Peace Palace of The Hague to take steps against the other, pending the resolution of a full case that will take years.

The ICJ’s chief judge Joan Donoghue “will deliver its order on the request for the indication of provisional measures made by the Republic of Armenia” at 2 p.m. GMT, the court said in a statement. Its ruling on Azerbaijan’s case will follow immediately afterward.

The ICJ was set up after World War II to resolve disputes between United Nations member states. Parties that have agreed to let the court adjudicate their disputes are obliged to follow its rulings, but the court has no means to enforce them.

During hearings in October, Armenia and Azerbaijan both accused the other of breaching a U.N. treaty, the International Convention on All Forms of Racial Discrimination (CERD).

Azerbaijan accused Armenia of laying landmines as part of a campaign of “ethnic cleansing.”

It said that after the liberation of Nagorno-Karabakh last year, when Azerbaijani civilians tried to return to their homes they found the area had been “carpeted” with landmines by Armenia.

Armenia also accused Azerbaijan of fuelling a “cycle of hate” by indoctrinating generations of people into a “culture of fear, of hate of anything and everything Armenian.”

Azerbaijan said on Saturday it had freed 10 Armenian soldiers captured last month during fresh fighting, following Russian-mediated talks. Armenia in exchange passed on maps of minefields.

The swap came after Azerbaijan’s President Ilham Aliyev and Armenia’s Prime Minister Nikol Pashinian agreed to ease tensions last week at a rare meeting in Russia’s Black Sea resort of Sochi.

As Azerbaijan last month marked the first anniversary of its victory liberating the Armenian-occupied territories in the Karabakh region, its foreign ministry released a statement saying new realities have emerged in the South Caucasus region, and Armenia has to choose between regional cooperation and illegal and unfounded territorial claims against its neighbors.

Recently, Aliyev said that Azerbaijan offered to resolve border disputes and reach a permanent peace deal with Armenia but hasn’t received any reply so far. Speaking at the opening of the 8th Global Baku Forum, Aliyev said that Azerbaijan and Armenia are in the post-conflict era now, and Baku is ready to make a peace deal with Yerevan. Armenia must cease its territorial claims that go against Azerbaijan and pursue a peaceful agenda in the South Caucasus, Hikmet Hajiyev, an aide to Aliyev, also told Daily Sabah last month.

Relations between the former Soviet republics of Azerbaijan and Armenia have been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, a territory recognized as part of Azerbaijan, and seven adjacent regions.

Before the Second Karabakh War, about 20% of Azerbaijan’s territory – including Nagorno-Karabakh and neighboring regions – had been under Armenian occupation for nearly three decades.

New clashes erupted on Sept. 27, and the Armenian military continued its attacks on civilian and Azerbaijani forces for 44 days, even violating three humanitarian cease-fire agreements.

During the 44-day conflict, Azerbaijan liberated several cities and 300 settlements and villages that were illegally occupied by Armenia for almost 30 years.

The fighting ended with a Russian-brokered agreement on Nov. 10, 2020, with the cease-fire seen as a victory for Azerbaijan and a defeat for Armenia.

Two months later, the leaders of Russia, Azerbaijan and Armenia signed a pact to develop economic ties and infrastructure to benefit the entire region. It also included the establishment of a trilateral working group on Karabakh.
