Sherman Condemns Sumgait, Kirovabad and Baku Massacres

Representative Brad Sherman, a senior member of the House Foreign Affairs Committee, in powerful remarks submitted to the Congressional Record on Monday, condemned the Azerbaijani massacres of Armenians in Sumgait, Kirovabad and Baku and commemorated those who were killed during those pogroms.

Below is the text of Sherman’s statement.

I stand in solidarity with the Armenian American community in commemorating the pogroms against Armenians in the cities of Sumgait (February 27-29, 1988), Kirovabad (November 21-27, 1988) and Baku (January 13-19, 1990).

Thirty-three years ago, in the Azerbaijani town of Sumgait, peaceful Armenian residents were brutally targeted on the basis of their ethnicity and subjected to unspeakable crimes. The New York Times reported Armenians being “hunted” down and an account of a pregnant Armenian woman, who had been disemboweled. The U.S. Senate passed an amendment in July of 1989, noting that even the Soviet government had termed the murder of Armenians in Sumgait a “pogrom.”

The Sumgait Pogroms were the beginning of an escalation of violence against the Armenian minority, with a wave of anti-Armenian violence spreading to Kirovabad in November 1988 and to Baku in January 1990, which culminated in the forcible expulsion of 390,000 Armenians from Azerbaijan and the 1991-94 war over Artsakh (Nagorno Karabakh).

In response to the Sumgait and Kirovabad pogroms, over 100 leading academics and human rights advocates, including the Executive Director of the NAACP and Elie Wiesel, placed an advertisement in The New York Times titled: “An Open Letter to International Public Opinion on Anti-Armenian Pogroms in the Soviet Union.” The letter appealed to the international community to condemn the atrocities and prevent further violence by stating: “The international community of states . . . must prove the authenticity of its commitment to human rights in order to ensure that, due to indifference and silence bordering on complicity, another genocide does not occur.” (July 27, 1990, The New York Times)

Unfortunately, Azeri attacks against Armenian civilians have only continued. In its latest bout of aggression against Armenia and Artsakh in the fall of 2020, Azerbaijan carried out indiscriminate attacks against civilians. A report by Human Rights Watch found that Azeri forces used inherently indiscriminate cluster munitions and artillery rockets or other weapons that did not distinguish between military targets and civilian objects. Multiple strikes hit residential homes in less than a minute, suggesting bombardment of civilian areas.

Today, Armenians are still held captive in Azerbaijan, with no planned date to be returned to Armenia. Armenian prisoners of war have been subjected to physical beatings and other inhumane treatment at the hand of Azerbaijan. The government of Azerbaijan must be held accountable by the international community, and I will continue to work in Congress to shed light on and learn the lessons of such past and present atrocities.

YEREVAN (Azatutyun.am)—Angry demonstrators blocked the entrances to the parliament building in Yerevan on Tuesday as an alliance of Armenian opposition parties tried to step up its campaign for Prime Minister Nikol Pashinyan’s resignation.

The Homeland Salvation Movement already set up a tent camp on nearby Marshal Bagramyan Avenue on February 25 after the Armenian military’s top brass also demanded that Pashinyan and his cabinet step down.

Leaders of the alliance told supporters to also block adjacent Demirchyan Street, from which most lawmakers enter the parliament building, after it became clear that President Armen Sarkissian will not challenge the legality of Pashinyan’s decision to fire the country’s top army general.

Sarkissian appeared to have deliberately missed a legal deadline for asking the Constitutional Court to declare the decision null and void.

Protesters have been blocking Baghramyan Avenue for over 10 days

Vazgen Manukyan, a leader of the Homeland Salvation Movement, condemned Sarkissian’s stance as he addressed supporters on Marshal Bagramyan Avenue. “We don’t have a president,” he said before telling them to march to Demirchyan Street and blockade the parliament compound.

The protesters were confronted by hundreds of riot police guarding the main entrance to the compound. They pitched several tents at the blocked street section later in the evening.
Several opposition lawmakers stood in between the two sides to prevent violent clashes between them. The police clad in riot gear did not try to disperse the crowd.

“Do not succumb to provocations,” Ishkhan Saghatelyan, another opposition leader, told the protesters. “None of us is going to break through the National Assembly gate.”
“This is our civil disobedience action against this parliament,” he said. “We believe that this parliament has nothing to do.”

The opposition alliance blames Pashinyan for Armenia’s defeat in the war with Azerbaijan stopped by a Russian-brokered ceasefire on November 10. It already staged a series of street protests later in November and in December in a bid to force him to resign. The alliance resumed the protests on February 20.

Pashinyan has rejected the opposition demands. He offered to hold snap parliamentary elections after the chief of the Armenian army’s General Staff and 40 other senior officers issued on February 25 a joint statement also demanding his resignation.

The Homeland Salvation Movement says that the elections must be held by an interim government.

YEREVAN, MARCH 9, ARMENPRESS. President Armen Sarkissian’s Office is denying media reports alleging that he secretly visited Azerbaijan on November 17th in 2020.

The presidency said that this information is “an explicit lie and disinformation.”

“The president hasn’t been in Baku neither on that day, nor on any other day,” the presidency said.

It further mentioned that on November 17th, 2020, Sarkissian was hosting in his office the new Canadian ambassador to Armenia for the latter’s presentation of credentials.

The presidency called on news outlets to refrain from spreading “absurd, explicitly fake information and statements of persons of unknown origin.”

2nd Army Corps Commander reports to PM “successful implementation of mission on ensuring security”

YEREVAN, MARCH 9, ARMENPRESS. The 2nd Army Corps Commander Arayik Harutyunyan reported to Prime Minister Nikol Pashinyan that they are successfully implementing their mission on ensuring security, the Prime Minister’s Office said.

During a meeting at the Gegharkunik Province government headquarters, Harutyunyan told Pashinyan that their next important objective is the improvement of frontline infrastructures and implementation of engineering works.

“It was briefed that the situation at the frontline is calm and is under complete control.”

Armenian authorities look into allegations of UNICEF Rep.’s espionage for Azerbaijan and UK

YEREVAN, MARCH 9, ARMENPRESS. The prosecutor’s office says they don’t have any information about UNICEF Representative to Armenia Marianne Clark-Hattingh’s alleged espionage for Azerbaijan while in office. 

However, the prosecution said they are looking into the allegations.

A spokesperson for the general prosecution told ARMENPRESS that they don’t have ground to initiate criminal proceedings yet.

“The authors of these [allegations] reports, in case they possess information containing certainty and specificity, must turn over this information to law enforcement agencies. The prosecution is studing these reports,” spokesperson Arevik Khachatryan said.

Marianne Clark-Hattingh’s duties as UNICEF’s Representative to Armenia were terminated by the Armenian Government due to “failures in implementing her mandate and uncooperative conduct”.

However, some news outlets began reporting that the real reason of her ousting is that Armenian authorities revealed that she was involved in espionage and collected intelligence for the governments of Azerbaijan and the United Kingdom.

PoW situation discussed at meeting between Armenian, Japanese justice ministers

YEREVAN, MARCH 9, ARMENPRESS. Armenian Justice Minister Rustam Badasyan had a meeting with Japan’s Minister of Justice Yōko Kamikawa while in Kyoto for the 14th UNODC Congress, the justice ministry said in a news release.

Badasyan thanked for the hospitality and invitation to the congress and noted that Armenia and Japan have many similarities, such as ancient civilization, rich culture and innovative spirit. He highly appreciated Japan’s stance in the UNHRC over the matter of the return of Armenian PoWs, as well as the Japanese government’s 3,6 million dollar assistance to Armenia for eliminating the consequences of the 2020 war.

Speaking about the Turkey-sponsored large-scale Azerbaijani military aggression against Artsakh in 2020, Badasyan noted that during the 44 days of war the Armenian people witnessed gross violations of international conventions committed by the Azeri forces.

“Currently, the issue of concern for us all is the return of the Armenian prisoners of war. Azerbaijan refuses to return them contrary to the terms of the ceasefire agreement. This is a gross violation by Azerbaijan of the Geneva Convention on Treatment of Prisoners of War,” Badasyan said.

Minister Kamikawa thanked Badasyan for participating in the Congress and attached importance to effective bilateral cooperation and expressed readiness to continue it. She expressed hope that the Kyoto declaration of the Congress will become a guideline for countries for strengthening the rule of law and assured that Japan – as a country presiding over the congress – will continue to contribute to deepening of rule of law.

The ministers underscored that the high-level mutual contacts are a good basis for deepening bilateral cooperation.

Artsakh search and rescue mission still halted due to bad weather

STEPANAKERT, MARCH 9, ARMENPRESS. Artsakh rescuers won’t resume search operations for missing troops today because of heavy snowfalls.

The State Service of Emergency Situations said they will restart the operations as soon as weather conditions allow it.

The search and rescue mission was halted on March 8 due to fog and low visibility.

So far, Artsakh rescuers retrieved the remains of 1490 servicemen and civilians since the 2020 November 10 ceasefire was signed.

Menendez collecting Senate signatures on letter asking President Biden to recognize Armenian Genocide

WASHINGTON, MARCH 9, ARMENPRESS. US Senator Robert Menendez (D-NJ), Chairman of the Foreign Relations Committee, is collecting Senate signatures on a bipartisan letter calling on President Biden to follow the lead of Congress in fully and formally recognizing the Armenian Genocide, reported the Armenian National Committee of America (ANCA).

The Senate letter cites President Biden’s April 2020 Armenian Genocide Remembrance Day statement, in which he pledged “to support a resolution recognizing the Armenian Genocide,” noting that, since “Congress has already made its position clear. It is time for the executive branch to do so as well.”

Armenia, Cuba discuss prospects of cooperating in EEU framework

YEREVAN, MARCH 9, ARMENPRESS. Armenia and Cuba expressed readiness to strengthen partnership and bolster political dialogue.

In a phone call, Armenian FM Ara Aivazian and his Cuban counterpart Bruno Rodríguez Parrilla attached importance to deepening of cooperation also in international organizations.

Aivazian and Parilla exchanged ideas over integration processes, namely over prospects of cooperation within the framework of the Eurasian Economic Union (EEU) – of which Armenia is a member of and Cuba an observer.

“In this regard, minister Aivazian attached importance to the expansion of the geographic boundaries of the EEU’s foreign economic relations. Ministers Ara Aivazian and Bruno Rodríguez Parrilla expressed conviction that the status of an observer state will enable Cuba to more effectively cooperate with EEU members, namely in industry, healthcare, energy, transport and agriculture,” the Armenian foreign ministry said in a readout.

International and regional agenda items were also discussed.

YEREVAN, MARCH 9, ARMENPRESS. The Armenian Ministry of Foreign Affairs revealed the reasons behind suspending Marianne Clark-Hattingh’s duties as UNICEF’s Representative in Armenia.

Foreign Ministry spokesperson Anna Naghdalyan told ARMENPRESS that the Armenian government made the decision to suspend Clark-Hattingh due to her “failures in implementing her mandate and uncooperative conduct.”

“UNICEF’s Representative in Armenia Marianne Clark-Hattingh’s failures in the implementation of her mandate and her uncooperative conduct were problematic for the Armenian side, hence the Government of Armenia made a decision to suspend Clark-Hattingh’s tenure as UNICEF’s Representative in Armenia. The UN Resident Coordinator and representatives of UNICEF were notified on the decision,” Naghdalyan said.

A replacement for Clark-Hattingh is yet to be named.
