STEPANAKERT, MARCH 17, ARMENPRESS. Members of Parliament from Artsakh Gegham Stepanyan and Davit Melkumyan had a meeting with Russian State Duma lawmaker Konstantin Zatulin during their working visit to Russia.

Melkumyan said they discussed the current situation in Artsakh and the region and the humanitarian and security challenges.

“During the meeting we attached importance to the steps aimed at bolstering comprehensive cooperation between Artsakh and Russia, encompassing not only the security sector but also political, economic, educational and cultural,” Melkumyan said in a statement.

MP Garo Paylan barred from inspecting construction site on Armenian cemetery in Ankara

YEREVAN, MARCH 17, ARMENPRESS. Turkey’s opposition lawmaker Garo Paylan (HDP) filed a parliamentary inquiry regarding the ongoing construction of shops carried out by the Housing Development Administration of Turkey (TOKİ) on an Armenian cemetery in Ulus, Ankara.

Paylan, ethnically Armenian, visited the area to inspect it but was banned from entering the construction site.

“The Ankara Branch of the Chamber of Architects previously announced that the excavation was illegally ongoing in an area allocated for the reconstruction of the Provincial Bank, which had been demolished. It also noted that there was an Armenian and Catholic cemetery in the construction site, adding that human bones were found during excavation,” Bianet reported. The chamber of architects had called the ongoing construction “barbarism.”

In his Parliamentary question addressed to Minister of Environment and Urbanization Murat Kurum, Paylan has said that even though the officials from the Museum of Anatolian Civilizations examined the area, concrete is still being poured there.

“In spite of this, the construction is still ongoing and concrete is being poured on the area where the graves are located,” Paylan said, according to Bianet.  Paylan asked the government to explain why the construction hasn’t been stopped yet and whether or not they are aware that “TOKİ is destroying the cultural assets and urban memory of Ankara.”

YEREVAN, MARCH 17, ARMENPRESS. Deputy Prime Minister of Armenia Mher Grigoryan and his Russian counterpart Alexey Overchuk held a working meeting in Moscow.

As ARMENPRESS was informed from the Office of the Armenian Deputy PM, the sides discussed Armenian-Russian bilateral trade and economic cooperation issues. During the meeting the sides also referred to the joint works carried out in the sidelines of the Eurasian Economic Union.

Prominent artists, intellectuals and culture professionals of Latvia have made a statement, appealing to Azerbaijan to speed up the exchange of bodies, prisoners of war, and hostages and their return to Armenia, ARMENPRESS was informed from the Embassy of Armenia in Lithuania, Litvia and Estonia.

The announcement particularly says:

”We, artists, intellectuals and culture professionals of the Republic of Latvia, professing our belief in the importance of humane values and joining the initiative of our Lithuanian colleagues, appeal to the authorities of Azerbaijan not to hinder the immediate return to the Republic of Armenia of prisoners of war (PoW) and other detainees, as well as the bodies of the soldiers killed in action and perished during the recent Karabakh war. According to our information, Armenia has already returned to Azerbaijan all PoWs.

We are certain that the unconditional and immediate return of all PoWs is one of the first steps necessary for the renewal of mutual trust between the Republic of Azerbaijan and the Republic of Armenia.

We call the international community to join this humanitarian initiative thus helping overcome the humanitarian disaster in Nagorno Karabakh (Artsakh) caused by the recent war.”

The European Court of Human Rights (sitting as a Chamber of seven judges) decided on March 9 to notify the Committee of Ministers, pursuant to Rule 39 § 2 of the Rules of Court, of the following interim measures indicated under Rule 39 in relation to the recent armed conflict between Armenia and Azerbaijan:

 the decision taken on 29 September 2020, clarified on 4 November 2020, containing an indication of general measures directed at both States; and

 78 decisions taken by the President of the relevant Section between 13 October 2020 and 5 March 2021 in regard to requests for interim measures relating to 249 Armenians allegedly captured by Azerbaijan. These requests have been brought by the Armenian Government within the framework of the inter-State application Armenia v. Azerbaijan (no. 42521/20) and by relatives of alleged captives in 62 individual applications.

As ARMENPRESS was informed from the Armenian Representation to the UCHR, the Court informed the Committee of Ministers that 58 of the mentioned Armenians had been repatriated between December 2020 and February 2021 and that seven of them had been found deceased, according to the Armenian Government (however, the individual applicants in six cases claim that they have not received any evidence of the death of their relatives). Of the 249 Armenians, 72 are still in Azerbaijan, their captivity and detention having been acknowledged by the Azerbaijani Government. In regard to the remaining 112 individuals, the Azerbaijani Government claim that they have not been able to identify them among their captives.

Rule 39 has been applied with respect to 229 of the 249 Armenians. As regards the other 20 individuals, the examination under Rule 39 was suspended or no decision was taken because the individuals concerned had been repatriated in the meantime. The Government of Azerbaijan have been invited to provide specific information on the individuals concerned, including the conditions of their detention, any medical examinations they have undergone and details of the measures that have been taken or are planned to be taken to repatriate them.

On 19 February 2020 the President of the Section lifted the interim measures with respect to 41 Armenians, including 40 repatriated individuals as well as one person whose remains had been found during a search. Rule 39 measures thus remain in force with respect to 188 Armenians allegedly captured by Azerbaijan.

The Court decided to notify the Committee of Ministers of the measures taken by it, having regard to the Azerbaijani Government’s failure to respect the time-limits set by the Court for the submission of information on the individuals concerned and the rather general and limited information provided by them.

For the sake of completeness, it is to be noted that the Court has also received Rule 39 requests, lodged by the Government of Azerbaijan, relating to 16 Azerbaijanis allegedly captured by Armenia. Twelve individuals out of this group were acknowledged as captives by the Armenian Government and repatriated in December 2020. The other four individuals have not been acknowledged as captives by Armenia. Given the nature of the information received from the Armenian Government, the Court decided not to apply Rule 39 in any of these cases and instead suspended its examination under Rule 39.

The Court retains jurisdiction over future Rule 39 requests. The measures already indicated remain in force until otherwise ordered.

Armenian FM praises ties with Sweden

Armenia and Sweden are united with relations based on mutual respect and the vision of raising these ties to a qualitatively new level, Armenian Foreign Minister Ara Aivazian told his Swedish counterpart Ann Linde, who is the incumbent OSCE Chairperson-in-Office and is in Yerevan on a visit.

“Today’s meeting was a good opportunity to address the potential of cooperation in various sectors and to outline the joint actions for fully utilizing it. The active work of ambassadors and embassies has special role in this process,” Aivazian said at a joint press conference, welcoming the opening of Sweden’s resident embassy in Armenia.

“We highly appreciate Sweden’s support in the realization of reforms agenda in Armenia,” the Armenian FM said.

Linde is also scheduled to meet with President Sarkissian and Prime Minister Pashinyan.

Artsakh reports 4 new cases of coronavirus in one day

STEPANAKERT, MARCH 16, ARMENPRESS. 4 new cases of COVID-19 have been confirmed in the Republic of Artsakh in the past 24 hours, the ministry of healthcare reported.

As of March 16, 11 infected citizens receive treatment in hospitals, meanwhile the other confirmed cases receive treatment at home.

The ministry has once again urged the citizens to follow all the rules to prevent the further spread of the virus.

Peace built based on the destruction of peaceful settlements of Artsakh, including Hadrut region, the elimination of the Armenian population and the creation of Azerbaijani settlements in their place cannot be steady and lasting, Foreign Minister of Armenia Ara Aivazian said at a joint press conference with OSCE Chairperson-in-Office, Swedish Foreign Minister Ann Linde in Yerevan.

The FM said Armenia has always acted in support of exclusively peaceful settlement of the Nagorno Karabakh conflict at all its stages.

“Armenia and the Armenian people have always and sincerely addressed a message for peace. As a nation who survived the first Genocide of the 20th century, we know the value of peace and security. In all stages of the Karabakh conflict Armenia has acted exclusively in support of the peaceful settlement. Today as well we completely understand the opportunities which peace and real reconciliation could bring to our region, however, peace is not just a nice word.

The peace which has been built based on the destruction of the peaceful settlements of Artsakh, including the destruction of Hadrut region, the elimination of the Armenian population and the creation of Azerbaijani settlements in their place cannot be stable and lasting. We will continue our fight for fair and dignified peace, in close cooperation with our international partners”, the Armenian FM said in his remarks.

OSCE Chairperson-in-Office, Swedish Foreign Minister Ann Linde has arrived in Armenia as part of her regional visit.

South African strain of coronavirus found in Russia

YEREVAN, MARCH 16, ARMENPRESS. Doctors have detected the South African coronavirus strain in Russia, TASS reports citing the sanitary watchdog website.

“There have been detected 28 isolates linked to the British variant and two related to the South African variant, and no isolates related to the Brazilian variant have been found”, the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing said.

In 16 other cases different coronavirus mutations were recorded.

Lately, 8,159 samples were collected from several groups of people, including those who had arrived from abroad and their contacts, patients who don’t respond to treatment, children with severe forms of illness.

The tests are carried out by 14 scientific and research organizations of the sanitary watchdog.
