CIVILNET.Pashinyan Kicks off Lively “Yes” Campaign as Armenia Prepares for Constitutional Referendum

On March 10, Armenian Prime Minister Nikol Pashinyan announced he would take a break from his official duties to hold rallies across the country ahead of the constitutional referendum slated for April 5. The same day, Pashinyan, who is supporting the “yes” campaign in favor of the referendum’s passage, began his tour in Armenia’s southernmost region, Syunik.

In his rallies, Pashinyan has repeatedly excoriated the country’s Constitutional Court, a majority of whose judges would be dismissed if the referendum passes. In one speech, for instance, Pashinyan claimed that the Constitutional Court “does not represent the people” and labeled it “the only remaining institution in Armenia that is not in compliance with the current constitution”. In another speech, Pashinyan urged high voter turnout, going so far as to say that “there is no force in the world that can challenge the decision of Armenia’s sovereign citizens”.

However, Pashinyan’s campaign has already encountered its fair share of difficulties. Most recently, a video went viral on Armenian social networks that showed Pashinyan scolding a man in the village of Kurtan in northern Armenia for approaching him with a request to help him improve his family’s living conditions. In the video, Pashinyan advised the man, named Mekhak Arakelyan, to find work himself and said that the government is not obligated to help with such issues. Unbeknownst to Pashinyan at the time, Arakelyan is unable to work due to serious health problems. Though Pashinyan later issued an apology, the video continued to generate much discussion online.

In a second faux pas for the “yes” campaign, another incident was caught on video, during which a young woman on the Yerevan metro ripped up a booklet supporting the “yes” campaign and threw it at Pashinyan. Though Pashinyan’s reaction was much more balanced—he replied “we respect your opinion, that is what democracy is for”—the video’s widespread circulation online has, nonetheless, distracted from Pashinyan’s get-out-the-vote message.

Pashinyan later addressed the incident by sharing the video himself on his Facebook page in an attempt to spin it in a positive light for the “yes” campaign. In his commentary, Pashinyan connected the young woman’s open and direct criticism of him with Armenia’s increasing political openness and democratization, noting that the young woman “will continue to live her normal life and freely express her point of view…because she lives and will live in a free and happy Armenia”.

Meanwhile, the “no” campaign has been critical of Pashinyan’s conduct, particularly his use of state resources at his rallies. For instance, Ruben Melikyan, a former deputy Minister of Justice and the leader of the “no campaign”, chided Pashinyan for traveling to Syunik region to begin his rallies onboard a helicopter that belongs to the prime minister’s office, even though Pashinyan is campaigning as a private citizen, not in an official capacity.

Aside from holding campaign rallies, Pashinyan also posted a “Declaration on the Referendum” on his Facebook page, laying out six points justifying his support of the referendum. The text broadly addresses two topics. First, it claims that elections prior to the 2018 Velvet Revolution did not express the free will of the people and that, moving forward, the electoral system must ensure free _expression_ of the people’s will. Second, it criticizes the corrupt system that developed before 2018, in which political and economic interests became intertwined, and under which the judiciary regularly put the interests of the elite above state and national interests.

Armenia’s Ongoing Constitutional Court Dispute

The constitutional referendum scheduled for next month was called as a result of a bill passed by Armenia’s National Assembly on February 6. The referendum proposes to eliminate a grandfather clause in the country’s constitution allowing Constitutional Court judges appointed before April 2018, when a 12-year term limit was implemented, to serve beyond that limit. If approved, the referendum would result in the removal of seven of the Constitutional Court’s nine judges, including chairman Hrayr Tovmasyan.

For several months now, Tovmasyan has been engaged in a bitter feud with the current administration led by Pashinyan. The dispute centers around widespread perceptions that Tovmasyan is politically biased in favor of the authorities who dominated the country prior to 2018. The National Assembly’s decision to call the referendum represented a significant escalation in tensions between the current government and the court head.

The “yes” campaign is being supported by the ruling My Step alliance. In contrast, the “no” campaign is not being supported by any political parties, but rather by a group of more than 60 lawyers and others led by Ruben Melikyan.

In accordance with amendment procedures in Armenia, the referendum will pass only if the total number of votes in favor represents more than both 25 percent of the country’s eligible voters and 50 percent of the voters who choose to participate in the referendum. That figure is roughly 650,000 people.

Zohrab Sianosyan, a 26-year-old Armenian contract soldier, was killed by gunfire from the Azerbaijani Armed Forces. This was reported in a statement issued by the Armenian Ministry of Defense:

“On March 10, at about 15:30, Private Zohrab Sianosyan, a contract soldier, born in 1994, was fatally wounded in the chest and died as a result of a shot from the enemy’s side while at his combat post in one of the military units in the southeast.”

The Azerbaijani side has not yet commented on this information.

Armenia parliament majority: CC judges who are politically influenced will not approve reforms we are initiating

Some of the judges of the Constitutional Court (CC) are obviously politically influenced by some political groups, parties, or individuals. Lilit Makunts, head of the majority My Step faction in the National Assembly of Armenia, stated this during the YES campaign—in the forthcoming referendum on constitutional amendments—in Goris town.

According to her, the CC judges do this openly and by voicing political texts. “They do it in spite of the fact that the judge has no right to engage in politics and has no right to voice political texts,” Makunts said. “Taking into account also that the Armenian government has initiated a large agenda for judicial reforms which implies that the judicial system [in the country] should be cleaned, changed, and its work should become effective, naturally, those CC judges who are politically influenced will not approve that reforms’ agenda we are initiating.”

She stressed that the judiciary in Armenia should be independent so that if any force tries to rig the elections in the future, the CC, which the people will change by saying “yes” in the forthcoming referendum, will not correct any fraud.

Gulen-linked Multicultural Mosaic Foundation recognizes Armenian Genocide

The Multicultural Mosaic Foundation (MMF), a Colorado-based nonprofit organization which derives its inspiration from the Turkish Muslim religious leader Fethullah Gulen, voted to recognize the Armenian Genocide on March 7, The Armenian Mirror-Spectator reported. 

MMF issued a statement on March 8 explaining the context, as follows: “MMF established a committee three years ago tasked with learning what happened in 1915 to the Armenian citizens of the Ottoman Empire. For the last three years members of this committee have been attending lectures and dialog sessions with scholars of Ottoman history, Armenian history and genocides. Further, committee members engaged in meetings with family members who survived the Armenian Genocide. The study of academic articles, watching documentaries, panel discussions, private discussions were also part of the three-year journey.

“At the end of the three years the committee decided to vote on the recognition of the Armenian Genocide. The committee of about 20 members voted unanimously in favor of recognizing the Armenian Genocide. This vote was presented to the board as a recommendation to recognize the Armenian Genocide. Mosaic’s board followed the recommendation of the committee and recognized the Armenian Genocide on March 7, 2020.”

MMF was careful to note in its statement that the decision was made by MMF alone and only reflects its own position, as no other affiliated organization or platform participated in its decision-making process. MMF also defined itself as an organization “dedicated to the promotion of understanding, dialog and peace among all cultures and faith traditions.”

Tatev Monastery Complex miniature, Armenian cross-stone replica exhibited for the first time in Washington

The miniature of the Tatev Monastery Complex and the replica of a 15-16th century cross-stone kept in the museum area of the monastery complex were exhibited for the first time at the Museum of the Bible in Washington D.C. on March 7. 

The exhibits were donated to the museum by Initiatives for Development of Armenia (IDeA) Foundation and Aurora Humanitarian Initiative ahead of the 10th anniversary of construction of Wings of Tatev aerial tramway and launch of Tatev Revival Project, IDeA Foundation reported. 

Within Tatev Revival Project, Tatev Monastery Complex, one of the religious, cultural and enlightenment centres of Armenia in the 9th century is being reconstructed. Cultural heritage is one of the key directions of IDeA Foundation, which is evidenced by Foundation’s over 150 projects aimed at preservation and restoration of cultural heritage in Armenia and the Armenian World.

The donated works will become part of the permanent exhibition representing Tatev Monastery Complex at the Museum of the Bible in Washington D.C. They will also be showcased at a major exhibition “Breath of God”: Armenia and the Bible, which will be held from September 2021 through March 2022. The exhibition will be dedicated to Armenia as the first country to have adopted Christianity as an official religion.

“Tatev Monastery will have a central role in the “Breath of God”: Armenia and the Bible exhibition. We hope that guests are inspired to visit the historic and beautiful site of Tatev and the surrounding area. This exhibition will be the first fully Bible-focused major exhibition on Armenia, which will have a special emphasis on Armenian-Americans and the American Diaspora in relation to the Bible. It will also be the most technologically advanced major exhibition on Armenia to date, and it will include many artifacts never before shown outside of their country of holding,” says Dr. Jeffrey Kloha, Chief Curatorial Officer at Museum of the Bible.

The visitors will learn about the Armenian Bible, history of the Armenian Church, rituals and liturgy, Armenian language and alphabet, Armenian church art and cultural heritage, the Armenian Genocide, history of revival of Armenian national identity intertwined with the Bible.

The exhibition will also focus on one of the biblical topics – “Following the Flood: The Second Chance of the Humanity” and the story of Noah’s Arch on the biblical Mount Ararat. The latter is also the key idea underlying
