Moscow urges Karabakh conflict parties to show restraint

ArmInfo. The Russian Foreign Ministry commented on the latest tension on the Armenian-Azerbaijani state border.  So, on March 12, during a weekly briefing, answering  the corresponding question, Russian Foreign Ministry spokeswoman  Maria Zakharova noted that Moscow was monitoring the situation in the  Karabakh conflict zone.

“Unfortunately, there was a violation of the ceasefire on the  Armenian-Azerbaijani border, resulting in deaths and injuries. I  would like to express my condolences to the families and friends of  the victims. We urge the parties to exercise restraint, refrain from  using force, intensify the negotiation process, aimed at achieving  settlement by political means, “said Zakharova, while assuring that  Moscow is closely monitoring this topic and, if necessary, makes  comments.

To recall, on March 10 at about 3:30 p.m., a contract serviceman of  the Armed Forces of Armenia, solider Zohrab Sianosyan, born in 1984,  was killed at a sniper shot at Armenian positions located in the  south- eastern direction of the Armenian-Azerbaijani state border.   In this regard, the Armenian Foreign Ministry issued a statement  accusing Baku of trying to deliberately aggravate the situation on  the Armenian-Azerbaijani border. “Azerbaijan’s periodic attempts to  aggravate the situation on the border with Armenia, to expand the  geography of tension, and not apply existing mechanisms to reduce  escalation, indicate that Azerbaijan’s steps to destabilize regional  security and peace are deliberate. Such actions by Azerbaijan suggest  that the introduction of international mechanisms to reduce the risks  of the Karabakh peace process is an important priority, and the  implementation of existing agreements in this direction is necessary  my conditions for the further strengthening of the peace process “,  the Foreign Ministry of Armenia said.

To note that since the beginning of March, there had been an  escalation of the conflict on the Armenian- Azerbaijani state border.  According to the Armenian side as a result of the shootings, one  soldier was killed and another one was injured.  The Azerbaijani side  also reported the death of two soldiers. The Armenian Armed Forces  also prevented an attempt to sabotage the enemy in the Tavush  direction of the state border.

David Babayan: Karabakh must restore its status as a full-fledged party to the negotiations

ArmInfo. There can’t be a return to the past in the Karabakh issue, ” David Babayan, NKR  President’s Spokesperson and presidential candidate from the “Artsakh  Conservative Party” stated in an interview with ArmInfo’s  correspondent.

Babayan stated that, in particular, there can be no return to the  past in terms of the status and territory of Artsakh, emphasizing  that security remains in the first place for the NKR. “Karabakh must  again restore its status as a full-fledged party to the negotiations  on the Artsakh issue. We need to work in this direction, but  certainly it should’nt be considered that restoring a full-fledged  format will be an easy task. Azerbaijan will do everything possible  to prevent this. This is a very long and laborious process, we should  be patient, “he said.

The candidate for presidency of Artsakh touched upon the topic of the  so-called “Azerbaijani community of Karabakh” emphasizing that such a  state concept does not exist. “This is an artificial concept. It is  not a state entity, it is not a party to negotiations, its status has  not been recognized by any state, interstate or international  organization. That is, the status of the Republic of Artsakh, as a  party to the conflict and a party to the negotiations, has been  recognized by the international community through the OSCE. And we  will never agree to equalize our status with the status of this  “community”, “Babayan noted.

Touching upon relations with Yerevan, the NKR presidential candidate  said that there are people who today say that if they are not in  power in Artsakh, a crisis may arise in relations between the two  countries.  Babayan did not agree with this point of view,  emphasizing that no matter who is in power in Armenia and Artsakh,  they are obliged to maintain fraternal relations with each other. “We  are one homeland, two states.  Even if the leaders of Armenia and NKR  never knew each other, they are obliged to support each other and be  brothers. The most important achievement today is our unity,” he  stressed.

Babayan also said that relations between the two republics should  continue to develop in all directions, as life is very dynamic and  does not stand still.

Regarding his election program, the presidential candidate noted that  the program is multilateral. “It concerns domestic policy, foreign  policy, socio-economic field, defense, environmental sector. We pay  special attention to rural development, since we believe that the  gene pool of our population is maintained in the village. We are  thinking of creating the so-called Red Book of endangered villages.  We have villages from which there is an outflow of the population. In  some of them over the past half century, the population has decreased  10-fold. We propose that these villages be included in the so-called  Red Book and the state will implement a certain policy there. For  example, prices for gas, electricity, Internet, water will be very  low. It’s a tool for reanimation of villages, we will see if we can  get the villages out of this difficult situation. If it doesn’t work,  we will introduce other changes. We attach great importance to  creating border strongholds in Artsakh, which differ from the border  settlements as such. Take for example the village of Talish. We  believe that it cannot be perceived as an ordinary village, because  there is a danger that we may lose it. It is located just a kilometer  from the Azerbaijani border, it was razed to the ground. In April  2016, villagers were again attacked. Now the state is conducting a  large-scale project there again, but Azerbaijan can once again raze  all these programs to the ground with one shot. But, if this village  receives the status of a stronghold settlement, a kind of support  bastion, similar to Cossack villages, the situation will change  dramatically. Only the army should be there, and behind this  stronghold should be the village of Talish, which, in turn, will help  the stronghold>, Babayan said.

He also noted that the “Artsakh Conservative Party” attaches  particular importance to environmental safety, foreign and domestic  policy. “We believe that Artsakh should continue to strengthen and  expand its relations with historical partners, fraternal countries.  With Russia, with Iran, with America, with Georgia, with all  countries where there is an Armenian community, and with which we  have had friendship relations for centuries. Because otherwise we  will not be able to resist the challenges, “the presidential  candidate emphasized.

Regarding his chances of winning, Babayan said: “We will strive to  win. Sometimes I am asked why I have run in elections, whether my  chances to win are little. This is similar to a situation when a  person goes to war. Does anyone go into the army, only if 100% sure  that he will remain alive? After all, he must be prepared for the  fact that he can be injured or even killed. If a person is in the  army only in the firm belief that he will remain alive, such an army  will be incapacitated. We have entered this field without external  pressure, without any assistance from outside, without any  expectations. Since we have created a political party, we will  participate in all the upcoming elections. We have already  participated in the elections to local governments, we had two  candidates for the Council of Elders and both of them passed in  Stepanakert and the village of Sos. We will fight regardless of  circumstances, market conditions, surveys and public opinion,  “Babayan concluded.

It should be noted that on March 31, 2020, presidential and  parliamentary elections will be held in Artsakh.

Armenia saw 95 forest fires in one day, minister says

At a government meeting on Thursday, Armenia’s Minister of Emergency Situations Feliks Tsolakyan said that the number of fires has increased dramatically in the country in recent days, which is not typical of this time of year.

Informing that employees of the ministry are facing some difficulties while moving from one place to another and putting out fires, the minister asked the local governments to seriously deal with the problem.

“Villagers gather and burn leaves, residues of their orchards. But then they fail to monitor the process and the fire spreads,” he said.

“There are fires for other reasons, too. We have forest fires that are not typical of this season. For example, we recorded 95 fires yesterday,” Feliks Tsolakyan said.

Deputy Prime Minister Tigran Avinyan proposed Vache Terteryan, Deputy Minister of Territorial Administration and Infrastructure, to discuss the issue with Feliks Tsolakyan and implement measures, involving regional administrations in them. 

Teenager beaten up in Armenian city in stable condition

A 13-year-old girl beaten up in Armenia’s second largest city of Gyumri is in stable condition and is already able to speak, spokesman of Sourb Astvatsamayr (St. Mary) Medical Center Gevord Derdzyan said on Facebook.

She is still receiving treatment at the intensive care unit of the hospital and is under the supervision of doctors, Derdzyan said.

The girl and her 43-year-old mother were brutally beaten by a Gyumri man on March 5. The woman died, while her daughter was taken to hospital with multiple injuries. She was in critical condition. 

Armenian PM says constitutional referendum campaign will stop if necessary

The campaign for the referendum to change Armenia’s constitution will be cut short if the need arises, Prime Minister Nikol Pashinyan said on Thursday.

He made the remarks while campaigning for a “Yes” vote in the April 5 referendum at Zaritap community of Vayots Dzor Province.

The statement comes after Armenia confirmed three new coronavirus infections on Wednesday, bringing the total number of cases to four in the country.

“No political goal can be put above the health and safety of citizens of the Republic of Armenia. If we feel that something is wrong, we will not let anyone make a decision before us, we will let you know,” he said, urging people to follow the recommendations of the Ministry of Health, be vigilant but not panic.

A number of politicians, including Bright Armenia faction head Edmon Marukyan, have called for all mass events to be cancelled. 

Sports: Ilya Antonov’s home club wins Armenian football cup semi-finals

Estonian national team footballer Ilya Antonov’s home club, Ararat-Armenia, defeated rivals Gandzasar in the semi-finals of that country’s national football tournament, 1:0, ERR’s sports portal reports.

Ararat took the lead after 54 minutes when Nigerian player Louis Ogana scored, which remained the only goal of the game. Antonov started the game on the bench and stayed there until the end of the match, Soccernet.ee reports.

The semi-finals second leg is to take place on March 22. If they win, Ararat will face another Armenian top league club in the finals. Clubs Urartu and Noah will face each other in the second semifinal.

Ararat Armenia currently lie top of the league.

Music: PostClassical Charts ‘An Armenian Odyssey’ – The Georgetowner

PostClassical Ensemble was lucky. “An Armenian Odyssey: The Color of Pomegranates,” the chamber orchestra’s major spring production, preceded — barely — the ban on public gatherings intended to slow the spread of COVID-19.

Apart from any then-unknown health risks, which we hope were minimal, the audience of two or three thousand, including a large subset of D.C.’s Armenian American community, was lucky too. Because the concert, presented on March 4 at Washington National Cathedral, was a powerful, moving and musically exquisite experience.

Overseen by executive director Joseph Horowitz and music director Angel Gil-Ordóñez, who co-founded the “experimental orchestral laboratory” in 2003, the event was part of a mini-festival of music and film marking the 100th anniversary of Armenian-American diplomatic relations. As such, it opened with brief remarks by Ambassador Varuzhan Nesesyan of the Republic of Armenia and Marie Royce, assistant U.S. secretary of state for educational and cultural affairs.

The 90-minute musical program, without intermission, consisted of a single piece, a world-premiere commission by Armenian composer Vache Sharafyan, who has been an official composer for Yo-Yo Ma’s Silk Road Project since 2001.

The two dozen PostClassical regulars were supplemented by Zulal, an Armenian American vocal trio; 31-year-old Armenian cellist Narek Hakhnazarian, a gold medal winner at the 2011 International Tchaikovsky Competition; and two Armenian masters of the duduk, an ancient double-reed instrument made of apricot wood: Jivan Gasparyan, aged 91, and Jivan Gasparyan Jr.

PostClassical is known not only for thematic, cross-cultural programming but for performances incorporating other media. For “An Armenian Odyssey,” a large screen was suspended over the musicians. On it (and on smaller screens placed along the tremendous nave on both sides), images created by Armenian-Syrian artist Kevork Mourad to correspond to the music were projected. There were also projections of colored light and patterned slides on the columns, arches and ceiling of the nave.

“An Armenian Odyssey” was in two parts: “Homage to Sayat-Nova” and “Diaspora and Rebirth.” The second part, featuring Hakhnazarian, was Sharafyan’s Second Cello Concerto, written in 2013.

Sayat-Nova (1712-1795) is Armenia’s national bard. Born in Tbilisi, now the capital of the Republic of Georgia, he wrote, composed and sang in Armenian, Persian, Georgian and Azeri. Unfortunately, none of his lyrics was shared in English at the event. Here is the opening of a poem or song, as translated by Alice Stone Blackwell: “I beheld my love this morning, in the garden paths she strayed,/All brocaded was the ground with prints her golden pattens made.”

Audience members unfamiliar with Sayat-Nova were introduced to him, at least in outline (pun intended). As depicted in Mourad’s drawings, the bard fell in love with a princess, was banished from the Georgian court, became a priest, settled at Haghbad Monastery and, in his 80s, was beheaded for refusing to convert to Islam.

The music began with a father-and-son duduk duet lasting several minutes. The nave of the cathedral, where PostClassical is ensemble-in-residence, is not acoustically ideal for some musical genres, but for this instrument — a cross between an oboe and, when played in tandem, bagpipes — it was perfect: haunting, timeless and vaguely Eastern (also a Eurocentric term, but preferred to Oriental).

This mood continued, heightened by the use of cymbals, drums, bells and gong, the precise and pleasing vocalists of Zulal — who sang with and without words and later played ocarinas — and the always excellent orchestra under Gil- Ordóñez’s fluid conducting.

Solos by concertmaster Netanel Draiblate, oboist Fatma Daglar and trumpeter Chris Gekker, among the area’s top instrumentalists, frequently caught the ear as the music progressed. Though he was not positioned at the front of the stage, Hakhnazarian, on a raised platform at center during the second half, made his cello sing out, especially in the many passages written in a high register.

How to describe Mourad’s illustrations, which he refers to as “live and pre-animated drawing”? At different times, they remind one of Javanese shadow puppets, of children’s book illustrations, of Edward Gorey’s line-drawings, of South African artist William Kentridge’s animations. That they paired with the music so seamlessly was remarkable. While absorbing the music, one’s attention was fixed on the images. Backgrounds evolved, figures shifted, scenes changed as if a camera was panning. Most striking were the segments of live drawing, when the huge, blurred hand of the artist appeared on the screen.

A few moments (as best I can recall and interpret them) to give you an idea: In “Homage to Sayat-Nova,” the puppet-like figure of the bard “walks” across a courtyard and kneels before the princess, a blue figure in an upper window, and the courtyard fills with townspeople. Later, an orange fire burns in a fireplace as the lovers dance and a window curtain flutters in the breeze. In the “Diaspora and Rebirth” section, the genocide is depicted with a blue wash of massacred figures and smoke rises in a black sky from burning churches. Depicting the “Velvet Revolution” of 2018, in a large plaza with a golden statue in the center, dozens of arms are raised under a yellow-orange sky.

Next spring, there will be another opportunity to see a collaboration between PostClassical Ensemble and Mourad in D.C., when Manuel de Falla’s “Master Peter’s Puppet Show” will be presented with his visuals, a production seen earlier in New York, where Mourad now lives.

PostClassical’s “Cultural Fusion: The Gamelan Experience,” in which two gamelan orchestras participated — demonstrating the influence of the Indonesian genre on European and American composers — was named the best classical music event of 2019 by Washington Classical Review. Though that performance was truly a unique spectacle, “An Armenian Odyssey” matched it as an audience-pleasing _expression_ of the ensemble’s commitment to its brainy, innovative and labor-intensive path.







Media bridge with Arab countries – ARMENPRESS expands cooperation

It started with the summarization of the works done, as well as the discussion of the agenda of the pan-Armenian forum of journalists to take place soon. Catholicos of the Great House of  Cilicia Aram I received on March 1 the members of the Coordinating Council of the pan-Armenian forum of journalists.

“The meeting with His Holiness Aram I was very important. The previous plenary session took place again in Antelias under the auspices of Aram I. We discussed the agenda and the possible places of the expected forum”, Director of ARMENPRESS news agency Aram Ananyan said.

The members of the Coordinating Council of the pan-Armenian forum of journalists focused on various issues such as media challenges and ways to withstand them, as well as professionalism of journalists.

“The modern world rapidly changes and the media feels the changes most of all. And here cooperation and exchange of experience is of key importance. I would also mention pan-Armenian issues, I mean we should talk about anything that unites us, and together should search the best ways for development of the Armenian media. By the way, for the first time we will try to bring to focus the problems of foreign-language Armenian media”, Ananayan said, adding that they also try to involve Armenian journalists working for foreign media outlets in pan-Armenian discussions.

Speaking about the expansion of cooperation, Aram Ananyan highlighted the meetings with the heads of partner news agencies both in Lebanon and the UAE.  Speaking about his meeting with the Director of the National News Agency of Lebanon Ziad Harfouche, Aram Ananyan noted that they discussed issued related to the development f cooperation between the two news agencies, which plan to sign a memorandum of cooperation in the near future.

“Our cooperation with the news agency of Lebanon is not something new and I think we will be able to make our cooperation formal in the near future. During our discussions we also touched upon the issue that the National News Agency of Lebanon can have an Armenian-language newsfeed in the future”, Aram Ananyan said, expressing readiness to provide assistance in all possible forms.

Issues of expanding cooperation were discussed also in the UAE, where ARMENPRESS Director attended ‘”International Government Communication Forum-2020” (IGCF). The state news agency of the UAE, WAM, hosted the forum. ARMENPRESS and WAM signed a memorandum of cooperation still a year ago in Yerevan and according to Aram Ananyan, ARMENPRESS ha s a serious and professional partner in the person of WAM.

“We have to partners in the region of the Persian Gulf – the news agencies of Kuwait and the UAE. In the sidelines of the forum I also met with the new leadership of the News Agency of Jordan and outlined the ways for bilateral cooperation. We also presented our version of the memorandum for discussions, aiming to establish a media bridge with Jordan as well”, Ananyan said.

According to the Director of ARMENPRESS news agency, it’s very important to raise awareness of Armenia in the Arab world. Aram Ananyan noted that Armenia is quite interesting for Arabic media, adding that Armenia and the Armenian people have a positive reputation and it’s necessary to strengthen it. ARMENPRESS news agency has some advantage here, since it is the only media outlet in Armenia with Arabic newsfeed, which is appreciated by the partners. Aram Ananyan emphasized that he discussed cooperation prospects also with Secretary General of the Federation of Arab News Agencies Farid Ayyar.

“You can rely on me in my new position” – Donald Tusk to Prime Minister Pashinyan

YEREVAN, MARCH 9, ARMENPRESS. The Prime Minister of Armenia Nikol Pashinyan met with European People’s Party (EPP) President Donald Tusk at EPP headquarters in Brussels, ARMENPRESS was informed from the Office of the Prime Minister of Armenia.

Welcoming the Armenian Premier, Donald Tusk said: “Mr. Prime Minister, I am pleased to welcome you in my new position but with a feeling of traditional friendship. I mean traditional friendship not only with you, but also with Armenia. You can rely on me in my new position.”

Donald Tusk stressed that the Europeans, including society and politicians, have high confidence in Armenia’s new government and personally in the Prime Minister, which is an important political capital.

Thankful for the warm welcome, Nikol Pashinyan said: “We highly appreciate your role in the development of EU-Armenia relations. We are convinced that as EPP President you will contribute to the further development and progress of our cooperation.”

The parties exchanged views on a broad range of issues relating to cooperation between Armenia and the European Union. They highlighted the need for close cooperation between Armenian parliamentarians and EPP faction deputies in the European Parliament.

Touching on Armenia’s judicial reform, Nikol Pashinyan gave details of the upcoming constitutional referendum. The interlocutors exchanged views on the ongoing fight against corruption in our country.

The EPP President hailed the reforms being implemented in Armenia and expressed readiness to promote the development and deepening of cooperation with Armenia.

Josep Borrell salutes developments in Armenia’s judicial system in a meeting with Pashinyan

YEREVAN, MARCH 9, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan met with High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission Josep Borrell.

As ARMENPRESS was informed from the Office of the Prime Minister of Armenia, the interlocutors highlighted the intensive development of Armenia-EU relations and discussed issues referring to the future assistance to reform implementation in Armenia. Josep Borrell reaffirmed the readiness of the EU to support the reform implementation in Armenia. He saluted the fight against corruption, the developments in judicial system and other spheres in Armenia.

As an important component of Armenia-EU cooperation, PM Pashinyan and Josep Borrell highlighted the maximally speedy ratification of the Comprehensive and Enhanced Partnership Agreement by the EU member states and its full realization.

The sides also referred to the possibilities of starting Armenia-EU visa liberalization talks.

Pashinyan and Josep Borrell exchanged views on the negotiation process of Nagorno Karabakh conflict settlement.  The High Representative for Foreign Affairs and Security Policy and Vice-President of the European reaffirmed EU’s support for a peaceful settlement.
