Coronavirus protected Armenian constitution

The worldwide spread of the COVID-19 virus affects political life. The parliamentary elections scheduled for April 13 have been canceled. The referendum on reducing the number of deputies, which was supposed to be held on March 29 in Italy, was also canceled. In Iran, the virus has captured a significant part of the republic’s political elite.

This week, the Central Election Commission of Armenia announced that it was stopping preparations for a referendum on constitutional amendments, despite the fact that a week ago, Prime Minister of Armenia Nikol Pashinyan assured the public that the spread of the virus was under control and that there was nothing to hold a referendum on time threatens.

Armenian opposition jokingly said that the coronavirus stood up for the constitution. Indeed, he COVID-19 had the strongest opposition to Pashinyan, one of the opposition Armenian politicians.

The opposition’s passivity is demonstrated by inaction when it comes to the formation of a coordinated opposition to the referendum. There was no one who was able to unite the opposition forces, taking responsibility, and explain to the public on points what the illegitimacy of the forthcoming will is. However, this does not prevent skeptics from militantly criticizing Pashinyan on social networks and numerous interviews. The opposition does not seek to unite even around the figure of the current chairman of the Constitutional Court of Armenia Hrayr Tovmasyan, indirectly confirming the charges against him. Each for himself determines the most winning strategy, since no one doubts that the referendum will definitely be held.

Meanwhile, Pashinyan had time to properly conduct a reconnaissance of forces. The success of the referendum can be determined by two conditions: a long campaign, during which critics of the will exhaust their counterarguments and no longer pose a threat, as well as an early vote at the most right time. Since the beginning of this year, Pashinyan and his team had little time for campaigning, and against the backdrop of general hysteria caused by the rampant spread of the coronavirus, it will be extremely difficult for Pashinyan to maintain the necessary emotional atmosphere in advance of the referendum. Moreover, Pashinyan did not want to give the opposition an opportunity to criticize him for the fact that, for the sake of his political line, he neglected measures to prevent the virus, allowing a mass event during the epidemic.

The decision to postpone the referendum is an exclusively demonstrative measure. The leadership of the republic will refer to the current constitution, as well as the state of emergency introduced in the country, according to which a referendum can be held no earlier than 50 and no more than 65 days after the end of a martial law or state of emergency. During this time, the authorities will demonstrate a successful fight against the consequences of the spread of coronavirus, the number of cases will not exceed a critical mark, those infected will be cured. Pashinyan personally promised to isolate himself immediately in case of infection, demonstrating decisiveness and at the same time proximity to the people, since the likelihood of infection of the Armenian prime minister, according to his administration, could be caused by short-term contact with an Armenian citizen who returned from Italy.

The postponement of the referendum does not mean the abolition of the presidential election in the self-proclaimed NKR. The “presidential” and “parliamentary” elections should be held there on March 31, and no one is going to cancel them, since no cases of coronavirus infection in the unrecognized republic have been identified. The closed regime allows local authorities to assert that “NKR” is not in danger, and preventive measures are preventive in nature. The elections in the self-proclaimed NKR are Pashinyan’s second and no less important problem, since the loyalty of the top political elite towards the current Armenian government depends on their outcome. Consequently, the Armenian prime minister will prefer to resolve his political issues as they arrive, since “running after two birds with one stone” is extremely risky, especially since Pashinyan has already achieved his goals in the issue of the NKR elections. None of the current presidential candidates of the self-proclaimed republic criticizes the Armenian authorities and does not act as an opposition to Yerevan.

A constitutional referendum will be held in Armenia anyway. Legally or illegally, whether the state and society need it or not, all this will recede into the background, because the authorities declare the need for voting as a prerequisite for fulfilling their promises and solving the list of tasks for which they elected it. If successful, Pashinyan will allow himself a number of high-profile decisions, striving to fix the correctness of the decision made in the public representation in the short term after the referendum. After that, any talk about the opposition for a long time will not be relevant.

Azerbaijani hackers try to spread panic in Armenia

ArmInfo. The National Security Service of Armenia has revealed several cases of hacking of account users of Armenian social networks by Azerbaijani hackers.

According to the NSS press service, in the course of monitoring the  social networks carried out by the body, in order to avoid  misinformation against the background of the situation with  coronavirus, records were revealed that there are allegedly cases of  deaths from the virus in Armenia.  As it turned out, in a number of  cases, these pages were hacked by Azerbaijani hackers and spread  misinformation on behalf of users from Armenia.

Moreover, the country’s Police also issued a statement in which it  noted that according to the agency, the Armenian users of social  networks did not know that similar records were published on their  pages in social networks. It was later established that these records  were made from Azerbaijani IP addresses. It should be noted that to  date 136 cases of coronavirus have been registered in Armenia. The  country on March 16 passed to a state of emergency, which will last  until April 14. 

EC to allocate EU2 million for "strengthening freedom" of media in Armenia

ArmInfo. The European Commission intends to allocate 2 million euros to non-profit  organizations established in the European Union to “strengthen freedom” of media in Armenia. This is stated in a new EC tender, the text of which was reviewed by RT.

“The global goal of this call for proposals is to contribute to the  consolidation of democracy, the development of a vibrant media  environment and the support of media freedoms by encouraging the  creation of an independent, professional, more innovative and  financially sustainable media sector in Armenia,” the document  states.

According to the rules of participation in the grant competition, one  of the areas of activity under the project is the implementation of  measures aimed at increasing the number of journalistic materials,  the purpose of which is to increase the level of media literacy,  promote a deeper understanding of critical thinking and fight against  misinformation.

Also, initiatives that claim to participate in the project can be  aimed at improving the methods and standards of professional  journalism and a number of other goals.

It is expected that the result of the program will be strengthening  the capacity of the media and civil society organizations , as well as increasing  the access of citizens of the country to .

As stated in the document, NGOs established in the European Union in  cooperation with at least two organizations, co-applicants created in  Armenia, can apply for a grant.

Earlier it was reported that the Bureau of Democracy, Human Rights  and Labor Relations of the US State Department plans to allocate more  than $ 640 thousand to develop a culture of democracy in Armenia. The  allocated funds, as specified, will be used to increase the  resilience of the population of the republic “to negative influence.”

Armenian media outlets are in a state of confusion since the Armenian government declared a state of emergency.

On March 16, 2020, according to Point 23 of Decision 298, limitations have been placed on reporting coronavirus cases inside and outside of Armenia, the health condition of different people, the sources of the infection, the people whom those infected possibly came into contact with, the number of those who have been quarantined, and any information that might cause panic. Articles may only be published using information from the commanding body as the source.

Now, the authorities are following media articles and issuing warnings. Several websites have been ordered to remove articles, which, according to the authorities, may cause people to panic.

The head of the Union of Journalists of Armenia and the editor-in-chief of 168.am, Satik Seyranyan, said in an interview, “The 6th Division of the police called me and they initially attempted to remove an article from one of our employees about Hrant Bagratyan’s Facebook post. I demanded that this order be issued in writing because we need to have a basis for this. They need to tell us what their order is based on and explain why they are demanding that we remove that article. There is a lot of confusion on different websites. They are demanding that some websites remove some articles, and in the meantime, other websites are posting the same articles. The 6th Division called again, and I said that there is a state of emergency and we are working from home. We are all in self-isolation and I am not working from the same place all the time.”

Many editors are not working from their offices or newspaper headquarters; they are working from home instead. They are not able to check the newspaper’s email. Satik Seyranyan does not exclude the possibility of the police sending her a notification via email, but she did not receive anything on her personal email.

It is strange for Seyranyan because Hrant Bagratyan is considered to be a serious professional. He was the Prime Minister of Armenia during one of the most difficult time periods. Does he care about Armenia less than those in the commanding body? “They don’t know what will cause people to panic. Nikol Pashinyan’s statements do not cause panic, such as the ones about the food supply. They are not only judging this subjectively, but absurdly as well.”

Sports: Sports: Armenian Olympic Champions, silver and bronze medal winners to receive lifetime payments

Armenia’s Olympic Champions will henceforth receive lifetime payments amounting to AMD 200 thousand (about $400), the Ministry of Education, Science, Culture and Sport informs.

For the first time in the history of independent Armenia, silver and bronze medal winners will also get lifetime payments amounting to AMD 140 thousand and AMD 100 thousand respectively.

The same regulation provides for a lifetime payment of 100 thousand drams for non-Olympic sports for athletes who have won the World Championships in chess, sambo and ship modeling.

The decision applies to all athletes included in the teams of both the Republic of Armenia and the former Soviet Union, if they reside in Armenia and are citizens of the Republic of Armenia.

Sports: Armenia national football squad new manager returns to Spain

Spaniard Joaquin Caparros, the newly appointed manager of the Armenian national football team, has returned from Yerevan to Spain, Marca reports.

“Armenia is also in a state of emergency, and we have returned home,” Caparros said, in particular. “Now is the time to work from home and analyze. The sport is now in the backburner. We all must fight and overcome this infection. We are all in the same battle.”

According to Spanish media, the 64-year-old football specialist has chronic leukemia. After arriving in Yerevan, he had taken a coronavirus test.

More than 250 Gather for 4th Annual Armenian Genocide Education Luncheon


More than 250 community leaders, dignitaries, educators, and supporters attended the Armenian National Committee of America – Western Region Education Committee’s fourth annual Armenian Genocide Education Luncheon. The event was held on Saturday, March 7 in Burbank, CA. Held since 2016, the Luncheon seeks to honor K through 16 public school educators who have gone above and beyond to incorporate a comprehensive lesson plan on Armenian Genocide studies within their classroom curriculum.

The event opened with the singing of the United States and Armenian national anthems, performed by Sosie Haboyan and Sose Hovannisian, respectively.

Education Committee Chairwoman Alice Petrossian then led a moment of silence for former Assemblymember Katcho Achadjian, who had unfortunately passed away a few days prior to the event.

Following Petrossian, Event Committee Chairwoman Sedda Antekelian welcomed the attendees and thanked them for making the sold-out event a success. She then opened the program with a clip of testimony from Armenian Genocide survivor Hagop Asadourian, who is one of 400 interviewees from the testimony collection of the Armenian Film Foundation, that have all been integrated and digitized into the University of Southern California Shoah Foundation’s Visual History Archive and used for educational purposes via USC Shoah Foundation’s online website for teachers and students, IWitness.

Following the testimony presentation, KTLA 5 News Reporter Ellina Abovian, who served as the Master of Ceremonies, took the stage to recognize the dignitaries and educators who were present at the luncheon. The list of dignitaries included Congresswoman Jackie Chu, Glendale Councilman-Elect Ardy Kassakhian, Glendale Community College representatives, including Superintendent David Viar, Board of Trustees President Vahe Peroomian, Clerk Yvette Vartanian Davis, Board Member Armine Hacopian and Trustee-Elect Sevan Benlian, Los Angeles Unified School District Board Member Scott Schmerelson. Following the keynote speech by Hovannisian-Kevorkian, ANCA-WR Board Member Anahid Oshagan, highlighted the litany of projects that the tireless members of the Education Committee members have been engaged in for years, including teacher workshops, preparations of teaching resources about the Armenian Genocide, as well as their continued advocacy to include Armenian Genocide in various educational curriculums.

The program also featured talented musicians from Lark Musical Society, who performed “Adagio by Aram Khachatryan and “Haberban by Komitas, as well as a beautiful dance performance of “Vagharshapat by AYAC Areni Dance Group.

Two Zaruhy “Sara” Chitjian Armenian Heritage Awards were presented to Saakanoush Markarian, R.D. White Elementary School (GUSD), and Nancy Nazarian, Glen Hammond Curtiss Magnet Middle School (LAUSD).

Master of Ceremonies Ellina Abovian presented the Armenian Genocide Higher Education Award, awarded to college professors who are dedicated to highlighting the history of the Armenian Genocide and its impact in students’ lives today in higher education institutions. The Armenian Genocide higher Education Award was presented to Dr. Maria Armoudian, Senior Lecturer of Politics and International Relations at the University of Auckland in Auckland, New Zealand.

Dr. Rubina Peroomian, Lecturer and Research Associate at the University of California, Los Angeles, presented the prestigious Armenian Genocide Education Legacy Award, of which she was also a past honoree. The Award is presented to educators who have dedicated a lifetime of efforts aimed toward educating and providing resources for their students and other educators about the Armenian Genocide and its lasting legacy for humanity. The recipient of 2020 Armenian Genocide Education Legacy Award was presented to Dr. Richard G. Hovannisian, Professor Emeritus, UCLA.

ANCA-WR Treasurer Hermineh Pakhanians, as well as ANCA-WR Education Committee Chairwoman Alice Petrossian partook in the ceremony of presenting the awards.

At the conclusion of the luncheon, ANCA-WR Education Committee Chair Alice Petrossian announced the renaming of the Armenian Genocide Higher Education Award to the Richard G. Hovannisian Higher Education Award. Petrossian concluded by stressing the importance of genocide education within school curriculum and requested the attendees to nominate educators from their local districts for next year’s luncheon.

Asbarez: Prelacy Issues Appeal About Coronavirus

As the entire world is grappling with the Coronavirus pandemic, first and foremost we ask the Lord to protect us all, to lead us to safe and healthy days, and hasten the recovery of those infected.

Following the decision of His Holiness Karekin II, Catholicos of All Armenians, and His Holiness Aram I, Catholicos of the Great House of Cilicia, and with the health and safety of our community as our top priority, Western Primate Archbishop Hovnan Derderian, and Western Prelate Archbishop Moushegh Mardirossian hereby announce that, effectively immediately, Divine Liturgy and Great Lent Sunrise and Vigil services will be conducted behind closed doors and without the participation of faithful until April 9, Maundy Thursday.

The services will be live streamed on the website and/or Facebook page of each respective Church, whenever possible.

We are certain that our faithful will continue to offer their individual prayers within their homes. Churches will also maintain regular working hours to offer parishioners the opportunity to light candles and say prayers in compliance with official orders limiting the number of people in one place as well as maintaining a safe distance from one another.

In addition, we ask for baptisms and funerals to take place with the presence of immediate family members only. For other rites and services, further information can be obtained from Church offices.

“Der Voghormya” prayers will continue to be offered during Great Lent services and Divine Liturgy for the swift resolution of this crisis, speedy recovery and good health for all.

Once again, we urge all to monitor the situation closely and heed all national, state, and local guidelines as well as updated directives for Church services.

Prayers are needed more than ever in these challenging and uncertain times. Thus, we urge our faithful to follow the services online and join us in prayer from their homes, beseeching the Lord for strength, peace, and healing, for the abatement of the pandemic and return to normalcy.
