Parliament gives green light to legislation allowing to track the phone activity of citizens

The National Assembly of Armenia voted to pass in the first reading the draft legislative proposing amendments and supplements to the RA Law on the state of emergency regime and the RA Law on electronic communication. The draft bill was approved by 57 in favor, 24 against and 1 abstained votes.

According to the legislative initiative, during the emergency situation due to the coronavirus pandemic, the government is enabled to intervene with the rights of the citizens to data protection, privacy, the inviolability of personal and family life as well as freedom of communication.

According to it, the government will be using citizens’ cell phone location data to legally track and monitor their mobile phone information, including the time, duration of incoming and receiving calls. The measures are to be taken in order to find people that the person with the virus has come in contact with so they can enforce quarantine controls and monitor their movement.

The Head of the ruling fraction at parliament Lilit Makunts clarified that interference into the freedom of communication and privacy does not envisage access to the content of the phone conversation and messages. Makunts added that for the second reading the fraction will propose suggestions to the process of elimination of the collected information and development of control tools over the procedure.

Armenian doctor dies of coronavirus in Italy

Armenian doctor Ghevont Mouradian has died of coronavirus in the town of Salsomaggiore Terme, Northern Italy, Horizon Weekly reports, citing Parmatoday.it. He caught the virus while performing his duties as a doctor.

More than 50 doctors in Italy have reportedly died due to complications from coronavirus as the country continues to struggle with the massive impact caused by the pandemic.

Italy’s National Federation of Orders of Surgeons and Dentists (FNOMCeO) released a list of names of the dead doctors amid a blistering attack on the lack of personal protective equipment (PPE) available.

Dr. Mouradian was born and raised in Qamishli, Syria, reports Yerakouyn.

Turkish press: Ankara says Karabakh elections ‘violate international law’ – Turkey News

Turkey on March 30 called Armenia’s attempt to hold elections in the occupied Upper Karabakh region “a flagrant violation of international law.”

The “so-called” presidential and parliamentary elections set for March 31 in Upper Karabakh – also known as Nagorno-Karabakh, a region illegally occupied by Armenia – show Armenia’s “efforts to unilaterally legitimize the current unlawful situation” there, the Turkish Foreign Ministry said in a statement.

“This is a flagrant violation of international law as well as U.N. Security Council resolutions and OSCE [Organization for Security and Cooperation in Europe] principles,” the statement added.

The elections undermine efforts for a peaceful and permanent solution in the Upper Karabakh region, said the statement, urging the international community and the OSCE Minsk group to not recognize the illegal polls.

“Turkey does not recognize these illegitimate elections,” which would further violate the sovereignty and territorial integrity of Azerbaijan, said the ministry, stressing Turkey’s continued support for efforts to find a fair and permanent solution to the Upper Karabakh conflict.

Azerbaijan and Armenia, two former Soviet republics, fought a war over the disputed region of Upper Karabakh in 1988-1994. The two signed a cease-fire in 1994, but never reached a peace deal. Upper Karabakh remains unrecognized internationally as a separate state.

Turkey maintains that any resolution of the Upper Karabakh conflict should take into account Azerbaijan’s territorial integrity.

Upper Karabakh is an internationally recognized territory of Azerbaijan which has been illegally occupied since 1991 by Armenian military
aggression.

Four U.N. Security Council and two General Assembly resolutions, as well as decisions by many other international organizations, refer to this fact and demand the withdrawal of Armenia’s occupation forces from Upper Karabakh and seven other occupied regions of Azerbaijan.

The OSCE Minsk Group – co-chaired by France, Russia and the U.S. – was formed to find a peaceful solution to the conflict, but has yet to get any results.

Chairman of the National Commission for Human Rights (NCHR) of Pakistan Justice (Retd) Ali Nawaz Chowhan has condemned the so-called “parliamentary elections and presidential elections” to be held in Azerbaijan’s Nagorno-Karabakh region occupied by Armenia.

According to DND News Agency, the chairman stated that holding of election by Armenia in occupied Nagorno-Karabakh is against all international norms because the region is illegally occupied by Armenia.

“I strongly condemn the holding of so-called “parliamentary elections” and “presidential elections” of the illegal regime, established by Armenia in the occupied Nagorno-Karabakh territory of Azerbaijan by the occupying forces of Armenia, which are to be held on , and join my government and the UN in support of Azerbaijan. I also once again condemn the genocide committed by Armenia in the town of Khojaly against Azerbaijani civilians. Armenia will be accountable for its aggression and Genocide, said Ali Nawaz Chowhan.

It is with profound sadness that we mark the loss of Mr. Patrick Devedjian, a 
noble French statesman and a champion of all Armenians, who passed away over the 
weekend. 
Leading with grace and dignity, Mr. Devedjian was the consummate civil servant. 
From lawyer to minister, parliamentarian to president, and most recently as 
president of the Paris Haut-de-Seine District, he was recognized for his 
prominent career as an attorney who ceaselessly advocated for human rights. His 
strong convictions have left a deep imprint on the laws for which he fought and 
the lives he touched throughout his public life. 
Among his many impassioned causes, he ensured that the voice of French-Armenians 
was heard. His relentless pursuit of justice to achieve recognition of the 
Armenian Genocide led to the passage of groundbreaking legislation in France.
AGBU was honored to work with Mr. Devedjian over the years and we extend our 
sincere condolences to his wife, children, grandchildren and the entire Armenian 
community in France. He leaves behind an inspiring legacy of standing up for 
truth and justice against all odds. Thank you Mr. Devedjian for all you have 
done for your people.

During the 90th General Assembly held in Paris in February 2019, the AGBU 
Central Board of Directors awarded Mr. Devedjian with the Boghos Nubar Prize, 
the highest distinction conferred by AGBU to community members who work 
tirelessly in service of society. 
The following speech by AGBU President Berge Setrakian was delivered on the 
occasion of this award, as a last tribute to the man, to the compatriot and to 
the legacy he leaves for future generations.
Monsieur le Ministre, cher Patrick,
 
Il y a ceux qui veulent se rendre honorable par la politique, et ceux qui 
veulent rendre la politique honorable. 
Il y a ceux pour qui, oublier ses racines est la condition de la réussite, et 
ceux qui tirent leur force et leur courage de ces racines qu’on veut leur faire 
oublier.
Il y a ceux, enfin, qui veulent laisser une trace dans l’Histoire, et ceux qui y 
parviennent parce qu’ils inscrivent leur vie dans l’Histoire.
Entre les uns et les autres, Cher Président, Cher Patrick, tu te reconnaîtras.
 
Mais pour ceux qui ne te reconnaîtront pas, il suffira d’évoquer ces onze années 
passées à la présidence du Département des Hauts-de-Seine dont la gestion, après 
avoir été longtemps « les écuries d’Augias » de la politique française, est 
devenue aujourd’hui le modèle français de la rigueur et de la probité.
Il suffirait également d’évoquer ces trois ministères, aux Libertés Locales, à 
l’Industrie et à la Relance économique que tu as occupés sous deux présidents, 
et de ces mandats passés à la Mairie d’Antony, où pendant dix-huit ans sans 
discontinuer, tes électeurs t’ont renouvelé leur confiance. Après trente cinq 
ans de vie politique, tu fais partie de ces hommes politiques qui, parce qu’ils 
ont été hommes d’honneur, ont rendu l’honneur à la politique.
 
C’est ce sens de l’honneur et ce sens du service, et pour une part, ce sens du 
sacrifice de soi, qui te fait l’héritier d’un autre grand soldat de la 
République, arménien d’origine lui aussi, qui a été un des premiers à rendre, au 
prix de sa vie, son honneur à la France. Je veux parler de Missak Manouchian.
 
Tu en es l’héritier au sens symbolique du terme, mais aussi, d’une certaine 
manière, au sens réel, quand on sait le soin que tu as pris, personnellement, 
jusqu’à la fin, au bien-être de son épouse Méliné Manouchian.
Lors du procès des quatre de l’Opération Van qui avaient pris d’assaut le 
consulat de Turquie en 1981, elle avait dit en désignant ces hommes qui se 
tenaient devant elle dans le prétoire : « Ce sont tous mes enfants ».  Tu 
faisais partie de ces hommes, toi qui fus l’avocat, dès la première heure, de 
ces combattants de la mémoire. Tu étais à leur côté, alors même que tu faisais 
campagne pour ton premier mandat de maire, conscient du poids que cet acte de 
conviction et de courage pouvait avoir sur ta carrière. Tu étais le défenseur de 
la Cause Arménienne avant de devenir le défenseur de la République, au nom de 
cette valeur commune avec Missak Manouchian, l’exigence de justice.
Mais ton combat pour la justice ne s’est pas arrêté là. Alors que grâce à 
l’ensemble de ces actions, le Génocide des Arméniens entrait dans l’espace 
public français ; il entra, par ton action personnelle, dans la loi française, 
celle du 29 janvier 2001. La vaste campagne négationniste qui l’a suivie a 
conduit l’Assemblée Nationale à examiner une nouvelle loi, pénalisant le 
négationnisme du génocide des Arméniens. Tu en fus l’un des défenseurs, certain 
que cette loi, visant la propagande d’un Etat étranger sur le sol français, 
n’était en rien incompatible avec la liberté d’expression qui te tient tant à 
cœur.
 
A tous ces combats, en succéda un autre : celui mené pour la survie de 
l’Arménie. 
En 2008, l’Arménie fut classée parmi les pays les plus pauvres de la planète. A 
ce titre, elle entrait dans le cadre de la coopération décentralisée du 
département des Hauts-de-Seine que tu commençais à présider. Un an après, le 6 
janvier 2009, tu signais avec le Fonds Arménien de France une convention en 
faveur du développement durable agro-pastoral dans le Tavoush. Aujourd’hui, dix 
ans après, en 2019, ce programme est plus que jamais actif et productif, et 
constitue un modèle de rigueur dans sa gestion et un exemple d’efficacité dans 
ses résultats. Grâce à l’action du Département des Hauts-de-Seine et ton action, 
le Tavoush est aujourd’hui un petit bout de la terre de France en Arménie.
 
Tout comme Aznavour dans l’art, tu es devenu, ne t’en déplaise, pour les 
Arméniens d’Arménie et de la Diaspora, l’emblème de la réussite, de la probité 
et du courage en politique. Certes, l’UGAB veut t’honorer parce que tu es ce que 
tu es, parce que tu fais ce que tu fais, mais elle veut aussi t’honorer pour ce 
que tu représentes aux yeux des générations futures, pour ces jeunes que l’UGAB 
veut accompagner dans leur rêve et leur désir d’excellence. C’est parce que tu 
démontres, par ton action et tes valeurs, que leurs rêves et leurs désirs 
peuvent se réaliser dans l’efficacité et le respect de l’éthique, que nous 
voulons te remercier aujourd’hui. Tu es, comme dit l’expression, le phare qui 
leur montre le chemin.
 
Et chaque fois que des jeunes voudront se dédier à la vie publique, à la vie 
politique, avec toutes les valeurs qui sont les tiennes, l’UGAB te montrera du 
doigt, et leur dira : suivez son exemple, cet homme d’honneur est notre honneur 
à tous.

YEREVAN, MARCH 30, ARMENPRESS. Number of people infected with the novel coronavirus (COVID-19) around the world has surpassed 723,000, according to the data released by coronavirus research centers.

Death toll is over 33,000.

151,798 patients have recovered.

5% of the infected are in serious condition.

US is leading in the world in terms of the largest number of infected people (142,637 confirmed cases). 2,485 deaths were reported.

Then comes Italy which confirmed 97,689 cases so far. Italy is the first in the world with the coronavirus death cases as 10,779 patients have died.

China, where the COVID-19 outbreak started, has appeared in the third place with the number of confirmed cases (81,470). Meanwhile, the Chinese authorities announced about the stop of the spread of the virus inside the country.

China is followed by Spain. The total number of infected people in Spain is 80,110. The country also has a high death toll – 6,803.

Then comes Germany with 62,435 confirmed cases and 541 deaths, followed by France (40,174 confirmed cases, 2,606), Iran (38,309 confirmed cases, 2,640), UK (19,522), Switzerland (14,829).

Georgia confirmed 91 cases, Russia – 1534, and Turkey – 9,217.

According to the data of the World Health Organization, coronavirus cases have been confirmed in more than 195 countries and territories.

In late December 2019, Chinese authorities notified the World Health Organization (WHO) about an outbreak of a previously unknown pneumonia in the city of Wuhan, central China. WHO declared the outbreak of the novel coronavirus a global pandemic and named the virus COVID-19.

YEREVAN, MARCH 30, ARMENPRESS. The Armenian parliament is debating a government-backed bill envisaging amendments to the law on personal information that would give the authorities tools for surveillance and tracking of direct contacts of confirmed coronavirus cases using cellphone location data.

Minister of Justice Rustam Badasyan told lawmakers that this surveillance method will only be used during a pandemic-related state of emergency and will be enforced exclusively as long as the state of emergency is imposed.

He said the interference into the personal data will be “limited”.

Badasyan said the new surveillance method will give the authorities tactical means to rapidly trace direct contacts of coronavirus patients.

He emphasized that the content of phone calls or messages will not be accessible to the authorities. As a precaution, the law also envisages criminal liability for hypothetical illegal use of the PI.

The law also envisages introducing electronic communication means and applications for monitoring information on a person’s health, self-quarantine and to implement certain supervision.

He said they have studied international experience in developing the law.

YEREVAN, MARCH 30, ARMENPRESS. Prime Minister Nikol Pashinyan has called on students not to miss classes as schools and universities have deployed remote learning amid the COVID19 pandemic. He emphasized that the social problem in Armenia can be solved only through education.

“Dear children, dear parents, I am convinced that the social problem in Armenia is a problem of qualification, professionalism, skills and knowledge, and this problem can be solved only through education. Today we have to solve the social problem of at least tomorrow, if not today’s, including through education. Don’t miss a single class. We are preventing tomorrow’s poverty through today’s education,” PM Pashinyan said on social media.

Coronavirus cases reach 482 in Armenia

YEREVAN, MARCH 30, ARMENPRESS. 58 more cases of the novel coronavirus (COVID-19) have been confirmed in Armenia, bringing the total number of infected people to 482, Healthcare minister’s spokesperson Alina Nikoghosyan said.

“As of March 29, 58 new cases of coronavirus were confirmed in Armenia. 25 of them are under quarantine, 31 are direct contacts. The direct contacts of the remaining two cases are being clarified”, she said.

So far, 3 death cases have been reported in the country.

30 patients have recovered.

On March 16 Armenia declared a 30-day state of emergency to fight against the spread of the novel coronavirus. The state of emergency is effective until April 14, at 17:00.
