Today marks fourth anniversary of 2016 April War

Four years have passed since the 2016 April War. Azerbaijan unleashed a large-scale offensive along the entire Artsakh-Azerbaijan Line of Contact on the night of April 1 to 2, using almost all types of military equipment available in its arsenal.

Wide-scale military clashes started between the Armed Forces of the Republic of Artsakh and the Republic of Azerbaijan, which were later dubbed the Four-Day War or April War.

The military confrontation is considered to have taken place from April 2-5, but, in fact, the hostilities continued after those four days, when the first and strong momentum of the Azerbaijani attack was broken thanks to the heroic battles of the Armenian army.

Yes, the April War gave the Armenian people new heroes, unfortunately, at the cost of their lives.

Whereas the Azerbaijani side, which once again violated the ceasefire agreement signed by it 25 years ago, once again did not hesitate to resort to its practice of killing civilians, including the elderly, shooting at schools, killing and injuring children, “taking hostage” dead or wounded servicemen…

Criminal cases have been launched into the hostile actions of Azerbaijanis, not worthy of a man and a soldier.

Anton Bruckner’s ‘Requiem’ to pay tribute to fallen heroes of April War

The National Centre of Chamber Music will present the performance of Anton Bruckner’s “Requiem” to pay tribute to the hero soldiers fallen during the 2016 April War.

The video of the performance will be shown on the center’s official Facebook page on April 4, at 8:30pm.

Bruckner’s “Requiem” has been performed in Armenia for the first time at the initiative of the National Centre of Chamber Music, it said in a Facebook post.

The concert has been performed by the National Chamber Orchestra of Armenia and Hover State Chamber Choir under the baton of Vahan Martirosyan, the artistic director and chief conductor of the orchestra. 

Robert Kocharyan reportedly remains in hospital

Armenia’s second President Robert Kocharyan is still in Erebouni Medical Center, Pastinfo reported, citing his son, Levon.

The ex-president continues to receive inpatient care upon doctors’ instructions and it is yet unclear how long he will remain in hospital, his son said.

Kocharyan was taken to Nairi Medical Center after experiencing sudden blood pressure fluctuations late on March 7. Afterwards, he was transferred to Erebouni Medical Center, where he was set to receive treatment for a few days.

According to a notice of the hospital, Kocharyan has been diagnosed with acute vestibulopathy, third degree pulmonary hypertension, arrhythmia, increased risk for coronary heart disease with frequent ventricular extrasystoles.

Serzh Sargsyan visits Yerablur pantheon

On the fourth anniversary of the April War of 2016, Armenia’s former president Serzh Sargsyan visited Yerablur Military Pantheon on Thursday and paid tribute to the memory of those who fell during the April military aggression launched by Azerbaijan as well as the heroes of the Artsakh liberation war.

The press office of the third president reports that Sargsyan also laid flowers at the tomb of Sparapet Vazgen Sargsyan, Commander Andranik Ozanyan and at the Memorial to Perished Freedom-Fighters.

Number of houses damaged by Azerbaijani fire in Baghanis village

On March 30, 2020 at about 18:30 the adversary opened fire from its combats positions  toward Baghanis village of Tavush region.

Armenia’s investigative Committee reports that as a result of the fire, the window glasses and the roofs of seven houses in Baghanis village as well as the front door of the school canteen were damaged. The Inspection of the site revealed numerous bullets of various calibers.

As the source said two criminal cases were initiated in the RA IC Tavush Regional Investigative Department according to articles of the Criminal Code on murder attempt out of motives of national, race or religious hate or fanatism for the purpose of depriving two or more people from life.

Coronavirus: Yerevan Subway temporarily suspends operation

YEREVAN, APRIL 1, ARMENPRESS. The Yerevan Metro has been temporarily closed within the frames of the operations aimed at preventing the spread of the novel coronavirus (COVID-19) in Armenia, the Subway’s spokesperson Tatev Khachatryan said on Facebook.

“Under the order of the State of Emergency Commandant, the restrictions on certain types of movement and economic activity have been extended until April 12 inclusive. According to the new decision, public transport operation, with the exception of railway transport, has been suspended. The operation of taxis is allowed”, she said.

On March 16 Armenia declared a 30-day state of emergency to fight the spread of the novel coronavirus. The state of emergency is effective until April 14.

Armenia COVID-19 active cases reach 537

YEREVAN, APRIL 1, ARMENPRESS. 39 new COVID-19 cases have been recorded in Armenia, bringing the total cumulative number of infections to 571, the NCDC said.

537 are active cases.

Three patients have died and 31 have recovered.

Armenian President holds phone talk with renowned scientist Yousef Babikian

YEREVAN, APRIL 1, ARMENPRESS. President of Armenia Armen Sarkissian had a telephone conversation with famous scientist, Professor in genetics studies Yousef Babikian, the Presidential Office told Armenpress.

The officials discussed Prof. Babikian’s studies on natural and organic materials aimed at enhancing and restoring the human immune system, as well as the joint actions being carried out with the Armenian scientists in the Rhea Pharmaceutical laboratory founded by Mr. Babikian in Armenia.

The Armenian President and Mr. Babikian also discussed the global coronavirus pandemic and the cooperation opportunities in fighting the disease in Armenia.

Prof. Babikian is currently one of the leading scientists at the Charoen Pokphand Indonesia, which is a largest multi-functional company operating in Thailand, China and Indonesia.

COVID-19. Parliament’s second Attempt to adopt the Bill on tracking People’s Movements with Phone Data was successful

The National Assembly adopted the bill on phone-tracking people’s movements in order to prevent the spread of Coronavirus.

71 MPs from My Step faction voted in favor of the bill; there were no against and abstained votes. The opposition – Prosperous Armenia and Bright Armenia parties – did not take part in the session.

This was the second discussion of the bill on March 31. The first attempt had failed. Taking into consideration the importance of the bill, the government had submitted it to NA for the second time in a day, to conduct a discussion and voting in an emergency regime.

My Step confirmed that the Government and the Commandant’s office need to use this tool in the state of emergency caused by COVID-19. The bill allows collecting, processing and using (as required) all the data that will allow to define the location, date, start time of citizens’ phone conversations.

Commandant Tigran Avinyan once again declared that they aimed at working effectively and introducing new technological tools to prevent the pandemic.

“Based on the obtained data, an employee of the Ministry of Emergency Situations will call a citizen to inform that the person may have contacted a Coronavirus-positive case. That person should be self-isolated. The data will be obtained automatically, without a human interference,” Tigran Avinyan said.

According to Avinyan, the government would like to make the situation more controllable and to decrease the virus spread quotient, and even if just one person’s life is saved as a result of this bill, it means the measure is justified.

The bill of the second reading was a bit different from the first reading draft – it was adapted to the suggestions made by MPs.

The adopted bill does not stipulate providing information about the end time of the phone call by mobile operators. It’s completely enough to record just the mere fact of the phone call.

It has been clarified that various data (including data related to medical confidentiality) related to Coronavirus-positive patients, as well as contacts of their contacts, can be used as and when required.

According to the bill, the collected data shall be depersonalized, and the personalized data shall be destroyed after the state of emergency. All the collected data must be destroyed in a one-month period after the state of emergency.

The bill bans the preservation and usage of depersonalized statistic data.

The requirement related to secret data is valid not only for persons transmitting the data and working with the database but also for the third parties – positive cases, people having symptoms, people undergoing treatment, as well as their contacts.

According to the government decision, it is stipulated to launch a commission in order to destroy the data collected in the days of the state of emergency. The commission may include also representatives of parliament factions and experts.

Despite these changes, Artur Papyan, the co-founder of Cyberhub, an IT support hub and a threat lab for Armenian civil society, thinks that the bill is not proportionate to the existing situation.

“The data of 3 mln citizens will be collected and processed; certain operations will be conducted. However, they don’t specify how they will use the data and what kind of results will they achieve… After all, they have to deal with human rights issues,” Papyan says.

Papyan says there’s never a guarantee that the data obtained from three service providers will not be used for other purposes, for example, during public gatherings and other events,

“They create a legislative framework and technical resources for public control. Later, there might be a temptation to make use of those data.”



Russian plane with medical equipment departs for US: TASS

YEREVAN, APRIL 1, ARMENPRESS. A Russian plane carrying medical equipment, face masks has departed for the United States on the sidelines of the anti-coronavirus fight, reports TASS news agency.

A spokesperson for the US Administration told TASS that the US authorities are expecting the Russian plane to arrive on April 1.

On March 31, Kremlin spokesman Dmitry Peskov said that the possibility of sending medical equipment to the US by Russia was discussed in the telephone talks between Russian President Vladimir Putin and US President Donald Trump on March 30.

In late December 2019, Chinese authorities notified the World Health Organization (WHO) about an outbreak of a previously unknown pneumonia in the city of Wuhan, central China. WHO declared the outbreak of the novel coronavirus a global pandemic and named the virus COVID-19. Cases of coronavirus have been reported in over 200 countries.
