Artsakh Republic President Bako Sahakyan met today with the delegation of the Television and Radio Commission of the Republic of Armenia led by head of the structure Tigran Hakobyan.

Issues related to the cooperation of Armenia and Artsakh in the sphere of telecommunication were discussed during the meeting attended by chairman of the Artsakh Republic State Commission on Regulating Public Services and Economic Competition Michael Virabyan.

Bako Sahakyan welcomed the monitoring of TV and radio companies conducted during the pre-election campaign within the framework of the cooperation between the regulatory bodies of the two Armenian states qualifying it significant and demanded.

The Head of the Television and Radio Commission of Armenia Tigran Hakobyan, in turn, attached importance to the monitoring conducted by the Artsakh State Commission on Regulating Public Services and Economic Competition, including its technical equipment, methodology, the process of monitoring and the final conclusion. “This means the standards of European regulations are implemented in Artsakh Republic,” Hakobyan noted.

Minsk mediators voted for elections in Nagorno-Karabakh

The co-chairs of the OSCE Minsk Group ( Igor Popov of the Russian Federation; Stephane Visconti of France; and Mr. Andrew Schofer of the United States of America) made a statement regarding the elections held in Artsakh  today, noting that they took into account the fact of the so-called  “general election”.

As the OSCE press service told ArmInfo, in the context of a  comprehensive settlement of the Nagorno-Karabakh conflict, the co-  chairs recognize the role of the people of Nagorno-Karabakh in  determining their future in accordance with the principles and  elements set forth in the statement of the co-chairs of March 9.  2019. “At the same time, the co-chairs note that none of the co-  chairing countries or any other country recognizes Nagorno-Karabakh  as an independent and sovereign state. Accordingly, the co-chairs do  not accept the results of these as a factor affecting the  legal status of Nagorno-Karabakh. They also stress that the results  in no way predetermine the final status of Nagorno-Karabakh or the  result of ongoing negotiations on a lasting and peaceful settlement  of the Karabakh conflict, “the statement by the co-chairs reads. 

NKR CEC: On April 14, the second round of presidential elections will be held in Artsakh

ArmInfo. The second round of the presidential election will be held in Artsakh, the NKR CEC reports.

According to the source, the second round of elections will be held  on April 14, since none of the candidates crossed the threshold of  50% of the vote. According to the CEC, former state minister of  Artsakh Arayik Harutyunyan received 49.25% of the votes, NKR Foreign  Minister Masis Mayilyan followed him by 26.4% of the votes, former  Security Council leader, Artsakh hero Vitaly Balasanyan closes the  top three leaders by 14.7% of the votes.

Minister: Highly discussed bill does not provide for wiretapping

ArmInfo.Yeserday the Armenian parliament adopted a draft amendment to the laws “On the legal regime of emergency” and “On electronic communication”, which gives a green light to the receipt of data on the movement and phone calls of  citizens. The bill caused mixed reactions in connection with fears  that telephone conversations will be tapped. Meanwhile, RA Minister  of Justice Rustam Badasyan notes that such mechanisms are not  provided for by the document.

At a press conference on April 1, the minister emphasized that it was  exclusively about establishing a circle of contact persons of a  citizen who has coronavirus. A system specially developed for these  purposes will generate and analyze data on the location and phone  calls of the virus carrier. If the data on the geolocation of the  contacting persons and their telephone conversations coincide, then  the relevant information will be sent to the Ministry of Emergencies,  the Police and other state bodies that are competent to resolve  issues related to self-isolation of persons who came into contact  with the patient.

The above adjustments can be applied only in case of emergency  declared in connection with the risk of an epidemic. Thus, in the  case of an emergency introduced in connection with other  circumstances, they are not applicable.

As Badasyan emphasized, listening and recording text messages, based  on the draft law, are technically impossible. In addition, the  possibility of transferring data to third parties and foreign  organizations is excluded. The Minister also informed that all the  data collected should be deleted upon completion of the emergency or  other emergency measures.

The program for monitoring telephone calls and establishing  geolocation has been developed taking into account international  experience, and will make it possible to quickly identify a circle of  potential virus carriers. They will be contacted by representatives  of the Ministry of Emergencies, and when deciding on self-isolation,  additional data will also be taken into account. Badasyan recalled  that, according to the RA Ministry of Health, in Armenia the number  of patients with coronavirus doubles every 7 days, which indicates  the importance of expanding preventive measures.

Answering a question regarding the possibility of hacking the  database by hackers, the minister noted:  “There is a chance that an  asteroid will fall on Earth tomorrow and there will be serious  consequences, or hackers will attack the database of operators. There  is a possibility of everything, but this bill has nothing to do with  it>. Badasyan also expressed hope that citizens would not boycott the  bill by switching from telephone communication to various instant  messengers, thereby endangering the health of their loved ones. 

The commandant`s office allocated a sports and concert complex for isolation under coronavirus

Srbuhi Arzumanyan: 5 political forces will be represented in the Artsakh parliament

ArmInfo. According to preliminary data of the parliamentary elections in Artsakh, 5 political forces got seats in the new parliament of Artsakh. Head of the Artsakh  Central Election Commission, Srbuhi Arzumanyan, announced this on  April 1 at a meeting with journalists.

She said that the total number of voters was 104,350, and 76,712  voters participated in the vote. <73.5% of voters participated in the  elections. The number of invalid ballots was 2418 or 2.8 percent.

To get seats in the National Assembly, the parties had to overcome  the 5% threshold, and the blocs – the threshold of 7%. According to  her, 5 political forces will be represented in parliament>, the head  of the CEC said.

Thus, the following political forces will be represented in the new  NKR parliament: Free Homeland – United Civil bloc (Arayik  Harutyunyan) – 29688 votes (40.4%), “United Homeland” party (Samvel  Babayan) – 17365 votes (23.63%), ” Justice” party Artsakh (Vitaliy  Balasanyan) – 5865 votes (7.9%), ARF- “Dashnaktsutyn” – 4717 votes  (6.4%), Artsakh Democratic Party (Ashot Ghoulyan) – 4269 votes  (5.81%).

Armenia’s coronavirus cases climb to 571 as of April 1

Armenia has confirmed 39 new coronavirus infections, bringing the total number of cases to 571 in the country as of 11 a.m. Wednesday, April 1, the National Center for Disease Control and Prevention reported.

So far, 31 people have recovered and three have died from COVID-19 in Armenia.

The results of 2,704 tests have come back negative.

Azerbaijani press: Azerbaijani community issues appeal on so-called "elections" in Nagorno-Karabakh

The Azerbaijani community of the Nagorno-Karabakh region has issued an appeal in connection with the so-called “elections” held in the occupied territories of Azerbaijan,Trend reports on April 1.

“In the occupied Nagorno-Karabakh region of Azerbaijan on March 31, 2020, another “election show” was organized, called the “presidential and parliamentary elections”. This step of occupier Armenia and its accomplice – the puppet regime has no legal basis, is a big blur on the name of democracy and elections,” the appeal states.

As noted in the document, now when the world is facing a coronavirus pandemic, and people’s lives are in danger, Armenia and its puppet regime, remaining committed to their essence, even in this situation continue illegal activities, conducting the show called “elections”:

“This is another indicator of “values” on which Armenia and the occupant regime are based; and their “attitude” towards the members of the Armenian community of Azerbaijan’s Nagorno-Karabakh region, which they hold captive, confirms how much indifferently the regime approaches to the lives and destinies of these people. We believe the Armenians living in Nagorno-Karabakh will finally understand that they are a tool in the hands of Armenia and the puppet regime which don’t value them, turning them into a victim of fake games instead of protecting them from the threat of pandemic,” the appeal states.

The appeal stresses that the holding of so-called “elections” in the occupied Nagorno-Karabakh region is a gross violation of the fundamental human rights of Azerbaijanis who were subjected to ethnic cleansing and expelled from their native lands:

“The UN, OSCE, other world organizations and the international community have previously made statement in connection with these falsified “elections”, condemned the illegal elections in the occupied territories of Azerbaijan, declaring the inviolability of the internationally recognized borders of our country,” the appeal notes.

“These so-called “elections” are another strike to the negotiation process, and serves to escalation of the situation. We are convinced that the Armenians living in Nagorno-Karabakh will participate in the legal elections, which will be held in accordance with the Constitution and other laws of Azerbaijan together with Azerbaijanis who will return after the restoration of the internationally recognized borders of Azerbaijan,” the appeal states.

Singer of Yerevan Opera Theatre Choir Anna Sardaryan passed away

Singer of the Choir of the Armenian National Academic Theater of Opera and Ballet Anna Sardayran passed away aged 50.

Deputy Director of the Theatre Karine Kirakosyan told Armenpress news agency, Sardaryan died on Tuesday. “According to the reports we received she has died from pneumonia,” adding the staff at the Theater of Opera and Ballet convene their sincere condolences to the family members and relatives of Sardaryan.

Azerbaijani press: Pete Tase: So-called “elections” held in Nagorno-Karabakh is blatant act of provocation

The so-called “presidential and parliamentary elections” held on March 31st, 2020, sponsored by the fascist government of Armenia inside the sovereign territory of Azerbaijan, is a blatant act of provocation, Peter M. Tase, strategic adviser on international affairs and public diplomacy to governments, universities and corporations in Europe and the Americas, told Trend.

He noted that Yerevan is scoffing the four UN Security Council Resolutions, and orchestrating a mockery to the Organization for Security and Cooperation in Europe.

It demonstrates once again the aspirations of Armenian leadership to maintain the current status-quo inside the sovereign territory of Azerbaijan and foster ambiguous statecraft practices that encourage greater levels of poverty inside Armenia, the expert believes.

He said it is becoming a deep concern that the international community is not swiftly acting and making condemning public statements on this matter.

The policy pursued by Armenian authorities in this region of Azerbaijan is a serious threat to European security and serves as a dangerous precedent for other conflict zones in Europe, Tase believes.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from Nagorno Karabakh and the surrounding districts.
