Armenia’s Health Minister Arsen Torosyan has presented an analysis of the pace of spread of coronavirus in different countries.
 
The Minister has shared pictures of curves showing the doubling rate of COVID-19 cases. In different countries the cases have doubled within two to ten days. Armenia is currently at a 7-day rate, which is similar to the scenario observed in Japan.
 
“Now, assuming this rate is maintained, we will have about 1,000 cases on April 7 and 2,000 cases on April 14, and so on. And the task for all of us is to slow that pace so that we first level the number of new cases and recoveries, and then register less new cases than recoveries,” Minister Torosyan explained.  
 
“If the pace is maintained and not set as smooth as in South Korea, we will have to treat patients with little or no symptoms at home, as many countries do, with just no choice. I do not think this is a desirable scenario for us, as the healthcare system will not be able to carry that burden. No health system in any country can bear this burden,” he added.
 
Therefore, he emphasized the importance of staying home and strictly adhering to self-isolation guidelines, at least because of the risk of administrative liability.
 
Arsen Torosyan said that what’s being done by Armenia’s healthcare system is a result of dedicated service of health workers and other agencies.
 
“But ‘we’ cannot break this pace alone, we should do it ‘all together’,” the Minister stated.
 
 
 
 

If not government restrictions 89% of Armenia’s population would have been infected: Tigran Avinyan

If the government has not set restrictions after March 1 the 89% of Armenia’s population would have been infected in 75-80 days, commandant, deputy Prime Minister Tigran Avinyan told the reporters today.

He said in such case the number of infected in Yerevan only would have reached 8,200.

“The prevention works are aimed at reducing the intensity of spread of the disease,” Avinyan said.

The commandant said they are working to gain a bigger number of tests and reduce the restrictions.

Avinyan also said the movement of people has essentially reduced.

The statement of the Foreign Ministry of Turkey on the elections being held in Nagorno-Karabakh is yet another _expression_ of Turkey’s hostile policy towards the Armenian people, Armenian Foreign Ministry said in a statement.

“In line with its traditional method of selective interpretation of international documents, on one hand Turkey invokes the relevant UN Security resolutions and on the other hand  ignores their call to refrain from any hostile actions in the context of Nagorno-Karabakh conflict explicitly addressed to the states in the region. While it is Turkey that has been imposing land blockade on the Republic of Armenia for decades and supporting aggressive and atrocious actions unleashed against the people of Artsakh, including in April 2016,” the statement reads.

“The reference of Turkey’s Foreign Ministry to the OSCE principles and the Minsk Process is equally groundless. We recall that the OSCE/CSCE decision of March 24, 1992, which laid a foundation for the Minsk Process, refers to the elected representatives of Nagorno-Karabakh as a participant in the process. Elections must be held to have elected representatives, and from this viewpoint, elections conducted in Artsakh don’t contradict, but derive from the logic and fundamental documents of peaceful process.

Turkey’s attempts to act as an international guardian of human rights and its appeals to the international community are more than bankrupted in the light of its constant violations of the rights of peoples and territorial integrity of its neighbors and its aggressive policy which breaches the norms of international law and democracy.”

The submitted package of laws doesn’t guarantee that we can save people’s lives. This is what secretary of the Bright Armenia faction of the National Assembly Gevorg Gorgisyan said during an accelerated discussion in the second and final reading of the package of bills on making amendments to the Law on the Legal Regime of State of Emergency and related laws held as part of the special session of the National Assembly today.

According to the deputy, this comes very late. “We won’t be able to detect citizens among the circle of people who have contracted the virus. The bills can become a serious tool for controlling citizens with the excuse of saving lives,” Gorgisyan emphasized.

The legislative amendments stipulate that, during the regime of state of emergency, the relevant authorities will be able to collect public data in the electronic network. The Government of Armenia will have the opportunity to locate citizens and follow their moves, contacts and interactions online, phone numbers, readdressing of phone calls, as well as phone calls and their duration, but, according to the Ministry of Justice of Armenia, not the content of the phone conversations.

CIVILNET.Nagorno Karabakh to Have Second Round of Presidential Elections

None of the 14 candidates could pass the 50% threshold in the presidential elections that took place in Nagorno Karabakh on Tuesday. 

Former Prime Minister Arayik Harutyunyan and the leader of the biggest parliamentary party, “Free Motherland,” got 49.3% of votes. His contestants Foreign Minister Masis Mayilyan received 26.4% percent, and Vitaly Balasanyan, a retired army general and hero of Artsakh received 147% percent of votes. 

On March 31, parliamentary elections simultaneously were held in Nagorno Karabakh. According to preliminary results, five parties and political blocs will be represented in the 33-member National Assembly. 

The Free Motherland and United Civil Alliance, led by Arayik Harutyunyan, will receive 16 seats. 

The United Motherland Party, led by Gagik Baghunts and backed by former Nagorno Karabakh army commander Samvel Babayan, will receive nine seats.

The Justice Party of Artsakh, led by Vitaly Balasanyan, as well as the Armenian Revolutionary Federation will receive three seats each.

Current Parliament Speaker Ashot Ghuyan’s Artsakh Democratic Party will receive two seats.

76,471 or 72.7% of eligible voters participated in the presidential and parliamentary elections on March 31.

According to Nagorno Karabakh law, the second round of presidential elections must be held within two weeks, by April 14.

Arayik Harutyunyan, who is now the main contender in the second round of elections, will compete with Masis Mayilyan in the second round.

He did not rule out his cooperation with any of the presidential candidates and parties that entered into the new legislature to form a government. 

At a press conference after the elections, Arayik Harutyunyan also said that he would be ready for the postponement of the second round of elections because of the risks related to the coronavirus pandemic. He said it is up to the government whether to postpone or hold elections on April 14. Harutyunyan himself is not going to have gatherings for his campaign.

Elections took place despite the risk of pandemic

The elections took place despite serious concerns about the spread of coronavirus in Karabakh. The authorities in Stepanakert, which have recorded no coronavirus cases so far, dismissed calls for the postponement of the elections made by several presidential candidates and prominent public figures in Armenia. More than 300 observers and journalists came from Armenia to follow the elections.

International response

The OSCE Minsk Group mediators, represented by Russia, France and the United States, released a statement saying that they “do not accept the results of these “elections” as affecting the legal status of Nagorno-Karabakh and stress that the results in no way prejudge the final status of Nagorno-Karabakh or the outcome of the ongoing negotiations to bring a lasting and peaceful settlement to the Nagorno-Karabakh conflict.”

However the “Co-Chairs recognize the role of the population of Nagorno-Karabakh in deciding its future in accordance with the principles and elements reiterated in the Co-Chairs’ statement of 9 March 2019.”

The European Union also made a statement reiterating that it does not recognize the legitimacy of the elections.

“In view of the so-called ‘presidential and parliamentary elections’ in Nagorno-Karabakh on 31 March 2020, the European Union reiterates that it does not recognise the constitutional and legal framework within which they are being held. This event cannot prejudice the determination of the future status of Nagorno-Karabakh or the outcome of the ongoing negotiation process,” the statement read.

On March 31,Armenia’s National Assembly voted to reject the legislative package on amendments to the Laws on Legal Regime of the State of Emergency and on an addendum on electronic communication, which would have allowed the government to monitor citizens’ phone calls for the prevention of the spread of coronavirus.

The draft legislative package had been passed one day earlier amid intense debates between the deputies, but in the end, it didn’t receive sufficient votes to become a law.. 

A total of 65 deputies from the ruling My Step parliamentary faction voted for the package.

The Bright Armenia and Prosperous Armenia opposition parties boycotted the vote, expressing their disagreement with the adoption of this controversial law. 

Following the vote, Armenia’s Prime Minister Nikol Pashinyan stated during a Facebook live that the government will bring the bill back to the National Assembly.

“If someone is tested positive for coronavirus, we need to know with whom he or she has been in contact with. Taking into account the international experience, we concluded that it would be easier to find who the person has been in contact with via a computer,” he said.

The bill was presented by Justice Minister Rustam Badasyan as a measure to prevent the spread of COVID-19 by monitoring the movement of infected individuals and their phone calls.

Under the bill, mobile operators would provide the government with data necessary to determine the location of their customers, ther telephone numbers, as well as the date, start and end of telephone conversations, along with other personal data. 

On March 30, speaking on behalf of the Prosperous Armenia Party, Naira Zohrabyan pointed out the importance of solving social and economic problems in the current situation.

“This is a retreat from democracy,” she stated.

According to Edmon Marukyan of the Bright Armenia Party, “It is about collecting and processing large amounts of personal data, which will require large financial resources. And we are in a crisis.” 

Civil society members also expressed their concern noting that the measure would be an erosion of the protection of personal data.

Samvel Martirosyan, a media and IT security expert, told CivilNet that this legislation can become an instrument of political control. He stressed that according to the draft law, the data collected can be personalized and authenticated. 

“We are dealing with disproportionate regulation, which is dangerous from the point of view of personal data protection,” he said. Moreover, according to Martirosyan, there is no guarantee that this data won’t be maliciously used and will be eliminated after the state of emergency, as provisioned by the bill. 

Speaking about similar measures in South Korea, Martirosyan pointed to the deficiency of the judicial system in Armenia, to deal with human rights violation cases when they are brought to courts.
