Armenia PM: We have 1,400 beds for coronavirus patients

Only a fraction of the beds for patients with the coronavirus are being used. Armenia’s Prime Minister Nikol Pashinyan announced this Tuesday on Facebook livestream.

“The tension in the healthcare system has eased a bit; the system has adapted,” he said. “As of today, we have 1,400 beds for the coronavirus [patients], but only half of them are in use, which means we are not very tense, and we can say that it is also good because we have seen a reduction in very severe cases; two people who were very severe are in a better condition.”

According to the Prime Minister, if the statistics decrease, the government will start conducting a strategy of easing the current state of emergency in Armenia.

“Statistics tell us that our policy of restrictions may be effective,” Pashinyan noted. “And please maintain the restrictions more strictly and seriously during this week so that we can start adopting a strategy of easing the regimen from Monday, if the statistics gives an opportunity for such a thing.”

CIVILNET.First Case of Coronavirus Confirmed in Nagorno Karabakh

Nagorno Karabakh has reported its first case of COVID-19.

According to a press release, two tests were sent to Armenia after susected infections on April 6. One of them has come back positive. 

According to the Nagorno Karabakh Health Ministry, the infected individual returned to Nagorno Karabakh from Armenia, where there are already 853 confirmed cases and 8 deaths. The second person tested is his neighbour, who was taken to the same unit because of breathing issues.

Seventeen citizens who had been in contact with him in the past few days are now in self-isolation. 

The village where the infected individual lives is 89 km from Karabakh’s capital of Stepanakert. The Health Ministry says after isolating citizens, the situation is now under control.

“In order to avoid false and unverified news, we once again urge you to follow the official news, which is presented through the information headquarters of the interdepartmental commission coordinating the prevention of the spread of the new coronavirus,” reads the ministry’s statement.

On March 31, simultaneous parliamentary and presidential elections were held in Nagorno Karabakh.

The elections took place despite serious concerns about the spread of COVID-19 in Nagorno Karabakh. The authorities in Stepanakert, which did not record any coronavirus cases back then, dismissed calls for the postponement of the elections made by several presidential candidates and prominent public figures in Armenia. More than 300 observers and journalists came from Armenia to monitor the election.

About 77,000 or 73% of eligible voters participated in the presidential and parliamentary elections in Nagorno Karabakh.

CoE: There were major reductions in incarceration rates in Armenia

The Council of Europe has published new statistics on the European prisons, including Armenia.

The overall imprisonment rate – the number of inmates per 100,000 inhabitants- remained stable in Europe from 2018 to 2019, according to the Council of Europe Annual Penal Statistics for 2019.

On 31 January 2019, there were 1,540,484 inmates in the 50 prison administrations (out of 52) of the Council of Europe member states for which these data are available, which means that the overall imprisonment rate, an indicator mainly determined by the length of prison sentences, was 106 inmates per 100,000 inhabitants. In the 45 prison administrations that provided data for both 2018 and 2019 the global incarceration remained stable, with a very slight increase from 104 to 104.5 inmates per 100,000 inhabitants. The proportion of inmates not serving a final sentence also remained stable (22%).

According to the press release, there were major reductions in the incarceration rates in Armenia (-36%) and North Macedonia(-29%), followed by Iceland (-14%), Bosnia and Herzegovina (Republika Srpska) (-11%), Romania (-10%), Republic of Moldova (-8%), Russia (-8%), Azerbaijan (-7%), Norway (-7%), Latvia (-6%) and Estonia (-5%).

Armenian official: Citizens are more interested in culture during crisis

Recently, citizens of Armenia have been showing more interest in culture, and it is the government’s objective to do everything possible to accelerate the pace. This is what Deputy Minister of Education, Science, Culture and Sport of Armenia Arayik Khzmalyan told reporters today.

He emphasized that from March 17 to April 5, six plays of the Armenian National Academic Theater of Opera and Ballet named after Alexander Spendiaryan have been broadcast on Facebook with over 840,000 views, and the number of subscribers of the Theater has increased by 5,000.

“Other theaters and cultural institutions, including Sundukyan Theater and the Armenian National Philharmonic Orchestra, are also active. The Ministry of Education, Science, Culture and Sport is also launching a program for young talents and the program for 14 animated films,” Khzmalyan stated.

The deputy minister also clarified that international projects have been affected the most by the restrictions, including the programs for international days in Armenia and days of Armenia in foreign countries.

Armenian opposition party MP: No parliament of the world introduces rejected bill again

Head of the Bright Armenia faction of the National Assembly of Armenia Edmon Marukyan today went live on Facebook and addressed the Prime Minister of Armenia and the administration of the National Assembly, asking them to withdraw the highly criticized 30% bonus funds and only the bonuses of top officials, including ministers, deputies and heads of various government agencies and gear all the funds towards the created and to-be-created social support programs so that unemployed citizens and citizens working per diem can benefit from them.

Marukyan also offered the government to make large expenditures to fix the socio-economic situation a little.

He also talked about the extraordinary parliamentary session during which it was proposed to locate people with phones and said this won’t have any impact on the fight against the coronavirus pandemic. “The chairperson of the parliament’s health committee also talked about this and stated that there can’t be any impact. The opposition voted against the bill, and it didn’t pass. Afterwards, the ruling party convened another session and passed the bill. This is regression in terms of democracy and has nothing to do with saving lives. A rejected bill isn’t introduced in any parliament of the world.”

IC: On the fact of death of 20-year-old soldier Garegin Babakekhyan his comrade-in-arms was arrested

On the fact of death of 20-year-old soldier of the Artsakh Defense Army Garegin Babakekhyan, his comrade-in-arms A.P. was arrested.  According to the  IC of Armenia, On the fact of the death of Garegin Babakekhyan, a  criminal case was opened under Article 360.1, Part 2, Clause 3 of the  RA Criminal Code. A conscript soldier A.P., was charged with Article  365, Part 1 of the RA Criminal Code, for committing crimes under  Article 114, Part 2, Clause 11. Detention was chosen as a  precautionary measure against him.

The preliminary investigation of the criminal case continues.  As  ArmInfo previously reported, on one of the combat positions of the  Artsakh Defense Army, located in the southeastern part of the Contact  Cine of the troops, on April 3, the body of a soldier Garegin  Babakekhyan  with gunshot wound (born 2000) was found. 

Political strategist: The outcome of the second round of elections in Artsakh, was in any case predetermined

ArmInfo.Masis Mayilyan’s refusal to participate in the second round of the presidential election in Artsakh goes beyond standard scenarios. Political strategist Vigen  Hakobyan expressed a similar opinion to ArmInfo.

As a result of the presidential elections held in Artsakh on March  31, not one of the candidates won 50% of the vote. The second round  of voting is planned for Arayik Harutyunyan (with the most votes in  the first round,  49.6% ) and Masis Mayilyan (26.7% ). However, on  April 5, Masis Mayilyan called on the Artsakh people to boycott the  second round, making it impossible to carry out the threat of the  spread of the coronavirus.

“Taking into account the results of the first round and already  noticeable serious disagreements in the tandem of Masis Mayilian –  Samvel Babayan, the outcome of the second round was  any case  predetermined. I do not exclude the situation in which Mayilyan could  refuse the second round with the filing of Yerevan. Moreover, since  according to available information, both he and Harutyunyan left for  Yerevan after the election, “Hakobyan noted.

The political strategist explains Harutyunyan’s success in the first  round by two years of his work in this direction, accompanied by a  rejection of the image of a government official and, accordingly,  from an official point of view on a number of issues. In this light,  he highlighted certain problems observed in the same period between  Stepanakert and Yerevan and, of course, his financial and  administrative resources, the latter first of all, consisted of the  heads of rural and urban communities, who are members of  Harutyunyan’s “Free Homeland” party.

Among the features of the first round, the political strategist  singled out Yerevan’s rather loyal attitude towards Harutyunyan. The  latter, in turn, stated that he might not agree with the Armenian  authorities on one single issue – Artsakh’s issue. According to the  political strategist, Harutyunyan thus hinted that his position as  President of Artsakh in resolving the conflict with Azerbaijan could  be tougher than the position of Armenia.

“Thus, Harutyunyan makes it clear about the possibility of the  distribution of roles between Yerevan and Stepanakert in the  negotiations on the Artsakh issue. Such tactics have been repeatedly  used in the negotiations, both as a result of coordination and as a  unilateral initiative of the Artsakh authorities. It is known that  the position of Yerevan and Stepanakert did not always coincide.   These relations were especially difficult during the presidency of  Levon Ter-Petrosyan,” Hakobyan concluded.  

Parliamentary elections are over in Artsakh and five political forces  have won seats in the National Assembly of Nagorno-Karabakh. These  are: the political alliance representing the Free Fatherland and  Christian-Democratic parties received  40.4% of ballots, the United  Fatherland party – 23,63% of ballots, the Justice party of Artsakh –  7.9%, the ARF-D – 6.4% and the Democratic Party of Artsakh – 5.81%.

Armenia’s coronavirus cases rise to 853 as of April 7

Armenia has confirmed 20 new coronavirus infections, bringing the total number of cases to 853 in the country as of 11 a.m. Tuesday, April 7, the National Center for Disease Control and Prevention reported.

So far, 87 people have recovered and 8 have died from COVID-19 in Armenia.

The results of 4,287 tests have come back negative.
