Armenia coronavirus cases reach 977

YEREVAN, APRIL 11, ARMENPRESS. The number of coronavirus cases in Armenia has increased by 11 and the total cumulative number has reached 977, PM Nikol Pashinyan said on social media.

The PM said he is following the numbers online and these 11 cases will be reported on April 12th in the official statistics.

Earlier on April 11 the healthcare ministry reported 966 cumulative total cases.

EUR exchange rate up by 1.01 drams to 537.60 drams. Russian Ruble exchange rate up by 0.01 drams to 6.67 drams. GBP exchange rate down by 0.12 drams to 612.85 drams.

The Central Bank has set the following prices for precious metals.

Gold price up by 417.04 drams to 26540.49 drams. Silver price up by 0.81 drams to 239.64 drams. Platinum price down by 140.50 drams to 11606.97 drams.

More Armenians to be evacuated from Moscow amid coronavirus crisis

YEREVAN, APRIL 11, ARMENPRESS. Red Wings airline will operate the third charter flight from Moscow to Yerevan on April 12 at 15:40 to evacuate Armenian nationals who were stranded at the Russian capital due to cancelled flights amid the COVID-19 pandemic, the Armenian Embassy in Russia said.

Listed passengers are advised to report to the Domodedovo airport’s 25-30 check-in desks at 12:00, the embassy said.

All arriving passengers will be quarantined for 14 days in Armenia.

In Armenia a man sewed up his mouth in front of the Parliament

The man sewed up his mouth in front of the Armenian Parliament in Yerevan for seed and social problems, said Saturday in a press-service Ministry of emergency situations of the country.

It is noted that the signal about the incident was received at the remote duty of the national crisis management center on April 11 at 16.52 GMT. The place was sent to employees of operative group of the centre and a psychologist.

Armenian Minister of Health: “The spread of coronavirus is out of control”

On the morning of April 10, the number of cases reached 937. Of those, 149 have recovered, and 777 are still hospitalized and under medical surveillance. Two deaths were reported during the day, bringing the total for the country to 12.

Coronavirus continues to spread across Armenia, and as the Minister of Health stated, the situation is no longer under government control.

In this regard, Arsen Torosyan suggested that the government extend the state of emergency, which was declared on March 16 and was scheduled to end on April 14.

The Armenian authorities have yet to come to an official decision. In any case, doctors decided to prepare for the worst.

At the same time, Armenia is receiving financial and humanitarian aid from different countries and organizations.

The situation has gotten out of control

Recently, the number of people infected each day began to decrease, which gave rise to hope that the disease had peaked and that the curve is now sloping downward. However, the Minister of Health is of the opposite opinion. Arsen Torosyan presented his less than optimistic predictions to the parliamentary health committee:

“We can’t assume that proliferation has stopped and that we’re already past the peak. Why? Because whereas earlier, for example, we had 50 cases, but from a single source of infection, now, when we look at cases all from the same large industrial enterprise, now we have 16, 20, 30 cases, but from 10 or 20 different people. Consequently, the coronavirus infection has spread out of control.”

After making this statement in parliament, Arsen Torosyan announced his proposal to extend the state of emergency:

“We believe that this is important in terms of ensuring the efficacy of our efforts to prevent coronavirus.”

He believes that even if the state of emergency is lifted, it will be impossible to quickly return to the way things were before. Long-term measures must be taken in order to break the viral chain of infection:

“We need to monitor, identify and treat new cases of infection, and those who come in contact with the infected should be isolated. And we need to do this until a vaccine for the virus is developed, or until people recover.”

One option being discussed is extending the state of emergency by one month.

What aid is Armenia receiving?

Doctors believe that for now, the country has enough supplies to handle the expected increase in the number of coronavirus patients.

At the same time, Armenia has been receiving assistance since the beginning of April in its fight against coronavirus from various countries and organizations.

The European Union announced that they would be allotting 92 million euros to implement projects to combat coronavirus. The EU delegation in Yerevan said on its Facebook page that this sum will be directed towards urgent and short-term needs:

“The funds will be used to supply medical equipment and supplies, retrain medical staff and laboratory staff, support small and mid-sized businesses and the business community, as well as provide social and humanitarian assistance to victims of the coronavirus outbreak.”

Russia provided Armenia with coronavirus test systems to be used in the labs.

In addition, two Russian Ilyushin Il-76 transport aircraft carrying military specialists and medical equipment have already landed in Yerevan.

A mobile laboratory was also given to the country so that they could diagnose coronavirus among military personnel – both on Armenian bases and the Russian military base located in Gyumri.

A large batch of medicines, medical supplies and equipment arrived from China, which consisted of:

120 ventilators,

2 oxygen filling stations,

60,000 tests,

60,000 medical masks,

280,000 protective masks,

20,000 protective goggles,

100,000 hazmat suits.

The packaging attracted special attention. All medical equipment arrived in boxes with the inscription:

“May our friendship be higher than Mount Ararat and longer than the Yangtze River.”

The Aurora Humanitarian Initiative also provided aid to Armenia. They wired the Ministry of Health $120,000 for the purchase of mechanical ventilation devices.

“The outbreak of the epidemic forced the world, including the Armenian healthcare system, to quickly mobilize its forces and use all its resources to have a timely response. The response of our state to this health crisis was adequate. However, we must not underestimate the importance of having the necessary equipment,” said the Armenian Minister of Health.

COVID-19 spread peak is yet to come in Armenia, said famous plastic surgeon, Armenian chief microsurgeon Artavazd Sahakyan told Armenian News -NEWS.am.

According to him, citizens should be isolated if possible.

“As of right now, mass testing and isolation of people are the best epidemic control measures. Of course, this is a large-scale work, but only thanks to this we will be able to control the situation in the regions, which, as the minister says, has got out of control,” he said.

According to the doctor, there is no need to panic, it is necessary to be guided by anti-epidemiological rules.

He noted that the peak in the spread of coronavirus is yet to come.

“I’m sure that the peak is still ahead, and we can get the real picture only after mass testing. The people themselves should be responsible, and everyone should think about their personal hygiene, avoid communication, maintain social distance, otherwise we will follow the path of Italy,” he said.

Artavazd Sahakyan believes that it is necessary to tighten isolation rules.

“No matter how many people are fined now, citizens do not have money to pay fines, so the punishment should be more effective, e.g. detention for several days,” he said.

The doctor also advised replacing the arrest of people over 65 with a house arrest, as they are at risk.

“This is a humane step, as the infection is especially dangerous for them,” he noted.

According to the latest data, 977 cases of coronavirus infection have been registered in Armenia. The death toll has reached 13, and 173 people recovered.

CIVILNET.OPEC+ Orders Unprecedented Supply Cuts, But Expensive Crudes Still At Risk: Petrostrategies

The article was published in the World Energy Weekly, a publication of Petrostrategies, a French think-tank specializing in energy sector.

On April 9, during an extraordinary eleven-hour video conference (webinar), the OPEC+ countries agreed to slash their production by an official volume of 10 million b/d for May and June 2020, as compared to a benchmark production level of 43.85 million b/d, corresponding to a cut of 22.8%. The implementation of their agreement, however, will depend on the attitude of two countries, Mexico and the United States. Will Mexico pledge to reduce its output by the volume requested by other OPEC+ countries (i.e. 400,000 b/d), or will it persist in wanting to reduce it by only 100,000 b/d? OPEC+’s final statement ends as follows: “The agreement is conditional on the consent of Mexico”, a sentence which was allegedly added at the request of the Saudis. The Mexican minister left the conference before it ended. The decision is now in the hands of his President, Andres Manuel Lopez Obrador (AMLO), one of whose main policy goals is to increase his country’s oil production. During the video conference, AMLO was called by his Venezuelan counterpart, but when PETROSTRATEGIES went to press, he had not yet given an answer. The OPEC+ agreement has therefore not been signed by the countries that negotiated it.

The second question is: how big will the drop in US production be over the coming months, and will it be deemed sufficient by Russia, a key OPEC+ country whose Energy minister seems to have played a central role during the video conference? In Russia, influential political currents refuse to accept that the Americans may continue to increase their oil market share at the expense of the OPEC+ countries which are reducing theirs to support prices. Vladimir Putin’s support for this viewpoint in early March was one of the main reasons why the previous OPEC+ meeting failed on March 6, after which Saudi Arabia launched a price war

The production cuts by OPEC+ countries will be implemented on the baseline of the levels reached in October 2018. However, Saudi Arabia and Russia will have to reduce their output compared to a reference level of 11 million b/d. In so doing, the two countries would therefore theoretically cut their production by 2.5 million b/d each. Together, OPEC+ countries (including Mexico) would reduce their crude oil production to 33.85 million b/d. But although the output of other OPEC countries is currently almost at the same level as in October 2018 (it has fallen by around 500,000 b/d, according to PETROSTRATEGIES’ estimates), that of Saudi Arabia and Russia has varied. The Wahhabi kingdom’s current production is thus estimated at 12.3 million b/d – furthermore, this level has not been confirmed by so-called secondary sources ; the cut actually accepted by Riyadh would therefore be 3.8 million b/d. Conversely, current production in Russia is only 10.4 million b/d; the actual reduction in Russian production would therefore be only 1.9 million b/d. In reality, therefore, the reduction in OPEC+ production from the current level would amount to some 10.9 million b/d.

After the initial reduction of 10 million b/d planned for May and June, the OPEC countries have agreed to lower their production by 8 million b/d over the following six months (from July 1 to December 31, 2020), then by 6 million b/d over the following sixteen months (from January 1, 2021 until April 30, 2022), compared to the agreed baselines. “The agreement will be valid until 30 April 2022, however, the extension of this agreement will be reviewed during December 2021”, said the final OPEC+ statement. In addition, on June 10, 2020, OPEC+ will hold a video conference to “determine further actions, as needed to balance the market”.

The OPEC+ countries are hoping that other countries will join their effort to cut supply (Saudi Arabia’s Minister of Energy, Abdulaziz bin Salman, mentioned the United States, Canada and Brazil). “They will do it in their own way, using their own approaches, and it is not our job to dictate to others what they can do based on their national circumstances”, said the Saudi minister. The main question-mark is the United States of course. Donald Trump praised the OPEC+ deal, saying in his peculiar style that it was “a great day”. A senior Trump administration official welcomed the deal, saying: “These commitments would send an important signal that all major oil producing states will respond in an orderly manner to market realities caused by the Coronavirus pandemic”. According to the EIA, US oil output declined by 600,000 b/d during the week ending April 3, to 12.4 million b/d. The DoE agency is forecasting a fall of 2 million b/d until the first quarter of 2021. American officials worked hard to convince OPEC+ countries that although free market rules prevent them from telling companies what to produce, low prices prevailing on the market will be responsible for shifting the US oil supply towards lower levels.

Perhaps the most important aspect of the OPEC+ agreement is the duration of the planned reductions: two years, which is unprecedented. This can be explained by uncertainty about how long the pandemic will last, and how serious its impact on oil demand will be; and also, no doubt, by the fact that it was almost impossible for countries in this group to decree and apply a more massive reduction volume, i.e. 15 to 20 million b/d. Of course, no one expects all OPEC+ countries to faithfully meet their reduction commitments, let alone over such a long period. One may deduce that even if oil prices recover somewhat over the coming months, and after the end of the pandemic, they will not rise very much. The huge excess stocks that are piling up all over the world will burden prices for a long time to come. One is therefore justified in thinking that crude oil prices will remain moderate and that production of expensive oils (from sands and shale) will decline.

The Armenian representative in parliament, Vartkes Mahdessian, took delivery early Saturday of a large consignment of protective gear for healthcare workers, as the number of COVID-19 cases in Cyprus reached nearly 600 the previous day.

Mahdessian accompanied House Speaker Demetris Syllouris at Larnaca airport where the cargo of 50,000 medical masks, 5,000 face shields and 4,000 protective overalls arrived and will be delivered to the government’s Health Services for distribution to hospitals.

“We are grateful to President Syllouris for all his assistance to ensure the timely arrival of the medical supplies from China, with the contribution of the CDA Group,” the Armenian MP said.

“Our frontline healthcare workers and medical professionals deserve our full support and the gratitude of our community for all they are doing to combat the COVID-19 coronavirus. We thank them warmly for their efforts, the care they are providing and the exhaustive time they are contributing in this battle against the pandemic,” Mahdessian said.
