Foreign Ministry: Armenian students returning from U.S. to be put in 14-day quarantine

Armenian Foreign Ministry spokeswoman Anna Naghdalyan issued comments on the situation with the Armenian FLEX students studying in different high schools of the United States.

Below is the full text of the spokesperson’s comments published by the ministry’s press service:

“As already was stated, the Embassy of Armenia in the U.S. has been in constant contact with the Armenian students who were studying in high schools of different U.S. states within the framework of the FLEX program, and with the program representative in Armenia.

On April 9, due to the agreement reached between the Foreign Ministers of Armenia and Georgia, and in cooperation with the American Councils, the transfer of the Armenian and Georgian FLEX students to Armenia and Georgia, respectively, was organized.

The Embassy of Armenia in the United States and the American Councils coordinated the safe transportation of the students from 19 U.S. states to the city of Chicago, followed by the Doha-Tbilisi flight and the transfer to Armenia by bus.

The Embassy of Armenia in the U.S. and the Armenian Honorary Consulate in Chicago provided Armenian students with necessary medical safety equipment. The greeting and escort of the Armenian students to the departure lounge at Doha Airport has also been coordinated.

As a result of this collaboration, 34 FLEX students and another student studying in the U.S. within the ACES program are returning to Armenia. Upon their return to Armenia, they will be placed under a mandatory 14-day quarantine.

This is yet another good example of the cooperation between Armenia and Georgia in terms of organizing the return of citizens amid the situation with COVID19 pandemic. We thank the American Councils for organizing the transfer of Armenian students quickly and smoothly, as well as our Georgian partners for their support and effective collaboration.”

Armenia High-Tech Industry Ministry against Beeline-Ucom procedure

The Ministry of High-Tech Industry of Armenia has issued a statement stating that it hasn’t given its consent to the Beeline-Ucom transaction.

The statement reads as follows:

“During the state of emergency, the Ministry of High-Tech Industry urges the communication and telecommunication operators of Armenia, as well as their employees to show responsibility and be guided by the obligations reserved to them by the Law of the Republic of Armenia on the Legal Regime of State of Emergency and the decisions of the Commandant, placing the uninterrupted operation of the communication and telecommunication services in the Republic of Armenia at a high level.

In response to the news about Ucom CJSC acquiring the stocks of Veon Armenia CJSC, the Ministry of High-Tech Industry informs that it has not given consent to the procedure and that the issue is under consideration.

The Ministry of High-Tech Industry calls on the mass media to not speculate the situation for no reason, taking into consideration the importance of uninterrupted work of communication and telecommunication services during the state of emergency.”

As reported earlier, yesterday the presses reported that the administration of Ucom, that is, the chief specialists for technical maintenance, under the leadership of the directors, have submitted letters for resignation, and among them are brothers Alexander and Hayk Yesayan, who are among the founders of Ucom.

It is stated that the reason is that the owners of Ucom want to appoint head of Beeline Andrey Pyatakhin director of Ucom.

Pakistan on Thursday rejected the so-called presidential and parliamentary elections held on March 31 in Nagorno-Karabakh — a region illegally occupied by Armenia.

“The presidential and parliamentary elections held on March 31, 2020 in Nagorno-Karabakh, occupied territory of the Republic of Azerbaijan, is a clear violation of international norms,” Aisha Farooqui, spokeswoman of the Foreign Ministry, said during a weekly briefing.

The election constitutes a clear breach of international law and UN Security Council resolutions, she added.

“It is taken as an attempt by Armenia to hamper the ongoing negotiation process for finding a lasting solution to the Nagorno-Karabakh conflict through peaceful means,” said Farooqui.

Nagorno Karabakh is an internationally recognized territory of Azerbaijan which has been illegally occupied since 1991 by Armenia.

Four UN Security Council and two General Assembly resolutions, as well as decisions by many other international organizations, refer to this fact and demand the withdrawal of Armenia’s occupation forces from Nagorno Karabakh and seven other occupied regions of Azerbaijan.

The OSCE Minsk Group – co-chaired by France, Russia and the U.S. – was formed to find a peaceful solution to the conflict, but has yet to get any results.

Pakistan also expressed deep concern over the lack of medical supplies in Indian-administered Kashmir where 170 cases of coronavirus were reported.

The Pakistani diplomat also condemned the Israeli government’s move of stopping ventilators from entering Gaza amid the COVID-19 pandemic.

“Blockade of the Gaza Strip violates international law and is condemnable, Pakistan calls for the immediate lifting of the blockade in order for Palestine to fight against the coronavirus pandemic,” Farooqui said.

The global death toll from coronavirus has surpassed 90,000, with over 1.5 million cases confirmed worldwide, according to U.S.-based Johns Hopkins University.

Armenia’s PM: We are directly on the verge of recession

Armenia’s government is undertaking measures to stimulate the economy and overcome the harsh crisis phenomena in the conditions of coronavirus pandemic, Armenia’s Prime Minister Nikol Pashinyan stated at Eurasian Inter-Governmental Council’s video-conference today.

“Unfortunately, we are on the verge of recession. Apparently, it will be impossible to avoid it. Nobody knows the scenario of this crisis and how long the pandemic will last. In the created unprecedented conditions it is necessary to ensure uninterrupted functioning of free trade regime in the sidelines of the EAEU, restriction of products and services inside EAEU is inadmissible. The uninterrupted cargo transportation in the EAEU is of prior significance for Armenia,” the head of the Armenian government said, adding that Russian-Georgian border is of vital strategic significance for Armenia.

The PM also thanked Russian government for support, and voiced Armenia’s readiness to assist EAEU partners within its capacity.

“We must reinforce our union even in conditions of pandemic and serious challenges of the growing recession. We must prove the viability of our organization and be ready to get use of the economic opportunities that may be created in post-crisis period,” Pashinyan stated, voicing readiness to host regular session of EAEU Inter-Governmental Council in fall this year.

FM: Over 63,000 Armenia citizens have returned from abroad

The return of our citizens to Armenia is one of our functions that is extremely essential, important and is a great obligation and duty. The coronavirus pandemic completely changed the logic of our ordinary lives, and all countries and regions were affected. This is what Minister of Foreign Affairs of Armenia Zohrab Mnatsakanyan said during an interview aired on Armenian Public Television.

“The most important thing has been and still is to disallow the spread of the pandemic in Armenia and provide all the necessary resources and the opportunities to resist this pandemic.  The government’s actions have been aimed at ensuring a necessary environment and the necessary measures to prevent the spread of the pandemic, minimizing pressure of the pandemic on our normal lives and creating an environment for Armenians to get back on track and for the Armenian government to get the economy back on track after this is over. In this sense, the Ministry of Foreign Affairs has its share of the job, that is, by working with other government agencies and coordinating the activities through the Commandant’s Office. As far as resources are concerned, my counterparts played a huge role in helping provide all the drugs, equipment and accessories. One of the recent examples was the plane that carried necessary accessories that Armenia had purchased in China. Armenia is currently preparing for the second flight,” Zohrab Mnatsakanyan said.

According to the foreign minister, international cooperation is extremely essential, especially now, and Armenia really praises the cooperation that it has established with several countries.

The foreign minister also considers the issue of citizens of Armenia abroad an extremely important issue. “The Ministry of Foreign Affairs of Armenia is still in contact with citizens of Armenia abroad and those who are registered at Armenia’s embassies. In this period, based on our data, 63,322 citizens have returned to Armenia starting from March 1, and 1,870 citizens of Armenia are registered in 47 countries. In the initial period, we addressed our citizens and asked them to stop traveling and return to Armenia. Most citizens responded, and this is why there are over 63,000 citizens who have returned to Armenia. I praise, respect and thank all citizens who unite around the Armenian embassies and consulates and make a contribution.

Over the past week, 440 Armenians of Russia returned to Armenia via two flights. We are trying to address each issue and case individually and systemically. Their return to Armenia is ensured whenever there is an opportunity. Upon their return to Armenia, we make sure the healthcare and security systems are safe and comprehensive, and in this sense, the 14-day quarantine requirement arises from this goal. Armenian students from Israel should have crossed the border of Armenia by now, and 34 young Armenian students of the United States are on their way to Armenia. The latter is a great example of cooperation with our colleagues in the United States and Georgia. They will reach Tbilisi and then head towards Armenia. I’m certain that they will arrive in Armenia tomorrow morning,” Zohrab Mnatsakanyan said.

I ran has resumed exports, in a limited quantity, to Armenia via Nordouz border crossing since last week. 

According to Rouhollah Latifi, the spokesperson of the Islamic Republic of Iran Customs Administration, with 250 trucks passing through the border on Aras River, trade with the neighboring country is normalizing after weeks of moratorium, Mehr News Agency reported. 

“Armenia imported over $430 million worth of Iranian goods last [fiscal] year [March 2019-20] to become the country’s second export destination in Eurasian Economic Union after Russia,” he said. 

“The transit route for Armenian products to Iraqi Kurdistan via the Bashmagh-Marivan border crossing in the western Iranian province of Kurdestan has also reopened.” 

Armenia’s Deputy Economy Minister Varos Simonyan told reporters on Monday that the Armenian government has not set any restrictions on the import and export of products with Iran, except for medical products.

He added that trade is carried out at Meghri border checkpoint and Agarak Terminal, or is transferred with the accompaniment of police officers and with the permission of the Health Ministry, the State Revenue Committee and other relevant state bodies. 

“There are restrictions on the trade of medical products with all countries that aren’t part of the Eurasian Economic Union,” the deputy minister was quoted as saying by News.am.

Armenia’s coronavirus cases reach 937 as of April 10

Armenia has confirmed 16 new coronavirus infections, bringing the total number of cases to 937 in the country as of 11 a.m. Friday, April 10, the National Center for Disease Control and Prevention reported.

So far, 149 people have recovered and 11 have died from COVID-19 in Armenia.

The results of 5,160 tests have come back negative.

The initial court hearing in Hrayr Tovmasyan v. Nikol Pashinyan case has been set for May 13, Panorama.am learned from DataLex, an online database providing information regarding court cases in Armenia.

According to the source, the sides were notified of the date of the court hearing on March 31.

The Constitutional Court chairman filed a civil lawsuit against the prime minister in February, demanding an apology for his “slanderous remarks” made in the town of Kapan.

The case was assigned to judge Gayane Khachatryan of the Yerevan Court of General Jurisdiction on 21 February.

Speaking at a big press conference in Kapan on 25 January, Pashinyan stated that Tovmasyan had “repeatedly offered him his services”, which was strongly denied by Tovmasyan in a subsequent statement.

“From now on, I will wait patiently for 20 days for Pashinyan to publish any objective fact or credible evidence substantiating his allegations. In case of a failure to do so, I will ask my lawyers to file a lawsuit against Nikol Pashinyan for slander,” Tovmasyan said.

In a Facebook post later in the day, the PM promised to publicize the requested credible proof upon reaching Yerevan. As proof of what he was saying, he posted a photo of a pen on Facebook, claiming that it was a gift from the top court head to him. 

Azerbaijani press: Opening of Armenian embassy in Tel Aviv to negatively affect regional security

The number of efforts which are made by Armenia to strengthen relations with Israel has greatly increased recently.

In accordance with the Armenian government’s decision made in 2019, a diplomatic mission of Armenia is planned to be opened in Tel Aviv in the first half of 2020.

“The opening of an embassy in Tel Aviv will not benefit the region’s security in the future,” Ex-ambassador of Iran to Azerbaijan Mohsen Pakayeen told Trend.

“Therefore, Iran must delicately express its attitude to the opening of the Armenian embassy in Tel Aviv and carefully evaluate the possible negative impact of this event in the region,” Pakayeen said.

Armenia maintains extensive trade and economic ties with Iran – 2.5 billion cubic meters of natural gas are annually exported through the Tabriz-Meghri pipeline.

Iranian political analyst Tavakkol Lotfi told Trend that the opening of the Armenian embassy in Tel Aviv may create problems in Armenia’s relations with both Iran and Arab countries.

“Armenia’s pro-Western policy may also be assessed as a factor disturbing Russia,” Lotfi added. “If Armenia continues to develop ties with the US and Israel, a number of problems will arise in relations with Russia.”

A number of experts said that if Armenia loses Iran’s support, as well as the aid of the Armenians living in various countries which is delivered through this country, then Armenia may face even more economic and social problems. If Iran reconsiders relations with Armenia and makes adjustments, Armenia will face a deep crisis.

“By opening an embassy in Tel Aviv, Armenian Prime Minister Nikol Pashinyan wants to strengthen his position as a politician capable of managing Armenia and its foreign policy,” Iranian expert Elyas Vahedi said.

“Pashinyan, having no experience in governing the country, came to power with populist statements,” Vahedi added. “Up till now, he could not prove that he is worthy to rule Armenia, which for many years has faced incredible difficulties.”

“This casts doubt on the legitimacy of Pashinyan’s power,” Vahedi added. “Apparently, he thinks that by strengthening relations with Israel, he will demonstrate success, at least in diplomacy. But this, of course, will ruin relations with Iran.”

Hossein Amir Abdollahian, special assistant to the speaker of the Iranian parliament for international affairs, severely criticized Armenia on March 15.

“Armenia’s intention to open a diplomatic mission in Tel Aviv is surprising and this step will negatively affect security in the region,” Abdollahian added.

It turns out that Iran is aware of Armenia’s two-faced and hypocritical policy, with which it traditionally maintains strategic relations. Geopolitical realities and political history testify to the fact that the relations with Iran have always been of strategic importance for Yerevan due to its isolation as a result of aggressive politics and geographical location in the region.

Therefore, Iran’s assistance is important from the point of view of the existence of Armenia as a state. Relations between the two countries since Armenia’s independence have been developing well thanks to Iran’s good-neighborly policy. Armenia receives huge benefits from these relations, covering many spheres (including trade, energy, etc.).

From a geographical point of view, the neighborhood with Iran is a “happy ticket” for Armenia. After all, Armenia’s most influential patron – Russia does not border it directly. Relations with Turkey and Azerbaijan have been destroyed due to the occupation of Nagorno-Karabakh region and seven surrounding districts by Armenia. Armenia’s ties with Georgia are also weak. That is, moving away from Iran, Armenia puts itself in a difficult position.

Of course, it is still difficult to talk about Russia’s immediate reaction. However, it is obvious that Moscow will not want Yerevan’s rapprochement with Israel and the US, having left its zone of influence.

“The opening of the embassy is the contribution to the expansion of bilateral relations and protection of Armenia’s interests in the region,” Armenian Foreign Minister Zohrab Mnatsakanyan said.

Armenia, which occupied 20 percent of the Azerbaijani lands and carried out ethnic cleansing on these lands, thinks that the opening of an embassy in Israel will serve to the development of relations with this country and balance Azerbaijan’s political and economic superiority in the South Caucasus region.

Briefly, the Armenian political elite will approve Pashinyan’s this step in the short term while in the long term this will lead to Armenia’s strategic isolation.

“The uncertainty reigns in the foreign policy of aggressor country Armenia,” Azerbaijani MP Elman Nasirov said. “A country with a syndrome of uncertainty will sooner or later put itself into a dead end in the international politics and this is only a matter of time.”

“All the signs of such a situation are clearly visible in Armenia,” Nasirov said. “Therefore, trying to maneuver, Pashinyan’s government rushes in search of new “patrons” by turning away from old “friends”. So, the Armenian leadership is zealously trying to bring some warmth into the traditionally cold relations with Israel.”

“Iran will never forgive Armenia for its treachery,” Azerbaijani political expert Bahruz Guliyev said. “If Armenia continues to make efforts to open an embassy in Tel Aviv, it will receive a powerful political and economic blow. So far, Armenia has only been warned. Otherwise, Iran will severely punish Armenia.”

“Taking into account Iran’s assistance to Armenia, regional projects between the two countries, including economic and political ones, Armenia’s desire to get closer to Israel testifies again that Armenia easily sacrifices friends for the sake of its own interests,” Ilyas Huseynov, chief consultant of the internal policy analysis department of the Azerbaijani Social Research Center, political analyst, said.

Of course, Armenia’s intention to strengthen ties with Israel, that is, a state having serious political contradictions with its “vital” neighbor testifies to the cynical political hypocrisy.

Obviously, Armenia will fail to maintain the relations with its strategic partner – Iran and to develop the relations with Israel as an independent player.

YEREVAN, APRIL 10, ARMENPRESS. A Soviet-made RG-42 fragmentation grenade was found near the Karen Demirchyan Sports and Concert Complex in Yerevan on April 9, emergency services said.

The Ministry of Emergency Situations reported that they received a 911 call around 14:34 on Thursday. First-responders from the Engineering Detachment of the Civil Protection Division of the Rescue Service transported the corroded grenade to a special area where it was disposed of.

Authorities did not mention if the grenade was live.

The RG-42 was introduced in the Soviet Union in 1942 during WWII and was produced until sometime in the mid-1950s.
