Methodological and comparative study documents with respect to addressing systemic human rights violations, inter alia, in the armed forces, published and transmitted to the Armenian Governmental Agent

In the context of the cooperation with the Armenian Government Agent before the European Court of Human Rights the Methodology for assessment of systemic human rights violations as derive from the case law of the European Court of Human Rights, and the Comparative research on Inter-Institutional Committees accredited to the Governmental Agents’ Offices in some Member States of the Council of Europe were finalised and are published on-line.

The both studies were prepared under the Project “Human rights and Women in the armed forces of Armenia” is implemented by the Council of Europe within the framework of the Council of Europe Action Plan for Armenia 2019-2022 and funded by the United Kingdom. Action Plan level funding is provided by Germany, Ireland, Liechtenstein, Norway and Sweden.

National Film Academy: Armenian Cinema Day to be officially celebrated for first time this year

The Armenian National Film Academy issued a congratulatory message on Armenian Cinema Day to be officially celebrated in the country for the first time on April 16.

“We congratulate the film industry workers, Armenian culture-loving public, particularly all the people who appreciate the art of cinema.

“At the initiative of the Union of Cinematographers of Armenia, Armenian National Film Academy, representatives of professional guilds, as well as other film industry workers and organizations, this wonderful idea came to life, culminating their efforts and purposeful struggle,” the message read.

“This year, Armenian Cinema Day will be officially celebrated for the first time in our country. On April 16, the greatest samples of our film heritage will be broadcast on Armenian TV: films made in different periods, which reflect our identity, character and lifestyle. On that day, TV viewers will have the opportunity to enjoy a real show of their favorite movies, to watch separate programs about the art of filmmaking which has its own place in Armenian culture, as well as an informative video dedicated to Armenian Cinema Day,” it said.

The academy stressed Armenia is home to many talented filmmakers, cinematographers, actors and other professionals, whose works take part in many leading international film festivals and win awards.

“Amid the coronavirus epidemic around the world these days many calls for staying home are made, which won’t in any way prevent people from being close to culture. The highly relevant stay-home call is fully in line with the message of April 16.

“We once again congratulate on Armenian Cinema Day, and say, ‘Stay home and watch Armenian films’,” the message concluded.  


Armenian Catholicos requests authorities release ex-president Robert Kocharyan from prison

Catholicos of All Armenians Garegin II said on April 14 that, given the coronavirus situation and the health condition of ex-President of Armenia Robert Kocharyan, it may be good to start considering his release from prison.

On April 15, the head of the Armenian church received a harsh response from the prime minister’s spokesperson.

This was followed by an appeal from the press service of the Mother See of Etchmiadzin, asking people not to politicize the words of the patriarch:

“Unfortunately, only a fragment of the original sentiment expressed by the Catholicos of All Armenians was presented, and his mention of the second president of Armenia has been taken out of context and twisted.”

In July 2018, Robert Kocharyan was charged with overthrowing the constitutional order. This was in reference to the use of brutality while breaking up a demonstration in Yerevan in March 2008, which resulted in the death of 10 people. After the Velvet Revolution in the spring of 2018, the new Armenian government resumed the investigation of those events, and Robert Kocharyan was one of the first accused.

The first time he was arrested in connection to these charges was on July 28, 2018. The ex-president’s lawyers have repeatedly tried to convince the court to change the terms of Kocharyan’s punishment. They succeeded twice. The last time Kocharyan was arrested on June 25, 2019.

What the Catholicos said

News.am cited Garegin II as stating that Kocharyan should be subject to the full judicial process, but that steps should also be taken to prevent his health from deteriorating. It was also said that, taking into considering the opinion of medical professionals, the patriarch considers it a possibility to change Kocharyan’s punishment – that is, to release him from prison.

The ex-president periodically receives in-patient treatment in medical clinics. The last time Robert Kocharyan was hospitalized on March 7. He was discharged from the hospital on April 3.

The head of the church said that in light of the coronavirus pandemic in many countries of the world, special attention is paid to those in custody:

“There are many welcome steps being taken, such as releasing and (or) changing the sentence of prisoners who are not dangerous to society, in order to protect them from the dangerous virus. In such matters, the Church’s position is based on the divine message of love, compassion and care. And in this sense, our call is to ensure that the authorities of our country take the necessary steps.”

Harsh response from the government

The response from the authorities was not long coming. It was voiced by a spokesman for the prime minister the very next day. Mane Gevorgyan stated that the government does not intend to comment on the “hopes and desires” of the Catholicos.

Moreover, she recalled a time that the church, or rather, the head of the press service of the Mother See of Etchmiadzin, Priest Vahram Melikyan, vouched for another prisoner.

She was referring to his plea to change the sentence of businessman Samvel Mayrapetyan, who is also involved in the criminal case regarding the events of March 2008.

“Mairapetyan left the country under the pretext of treatment in January 2019 and, despite the demand of the investigating authorities and guarantees of Vahram Melikyan, did not return to Armenia,” said the prime minister’s spokesperson Mane Gevorgyan.

The head of the press service says that the government expects that the Mother See of Etchmiadzin will recall the incident with Mairapetyan and provide an explanation.

Opinions of the defense

Kocharyan’s lawyers also took issue with his detention during the coronavirus epidemic:

“Kocharyan is in the risk group for coronavirus, as he is over 60 years old and has health problems, but continues to remain in the penal institution, while there are already confirmed cases of COVID-19 there.”

The defense states that Kocharyan’s imprisonment in light of the current situation is a sign of inhumane treatment.


Dutch Supreme Court upholds judgment in anti-Armenian rant case

PanARMENIAN.Net – The Dutch Supreme Court has upheld judgments ruled by lower instances on the violent nature of an anti-Armenian statement by the chairman of the Turkish-Azerbaijani Cultural Association Ilhan Askin.

Armenia’s ambassador to the Netherlands Tigran Balayan broke the new on Twitter Tuesday, April 14.

Back in 2014, Askin attended a rally against the opening of a memorial in Almelo in memory of the victims of the Armenian Genocide and declared that “Karabakh will become the grave of the Armenians.”

“This judgement is a result of dedicated fight of #Dutch-Armenians against manifestations of racism,” Balayan said Tuesday.

“Dutch Court upheld its role as a true guarantor of tolerance and rule of law.”

A Dutch court had earlier handed Askin a one-month conditional sentence and 120 hours of community service.

Artsakh acted and acts in accordance with demands of situation, says President Sahakyan

YEREVAN, APRIL 14, ARMENPRESS. President of Artsakh Bako Sahakyan says the second round of presidential election, which launched today in Artsakh under the current state of emergency, is justified and well-grounded.

“As for the elections we have considered the possible risks and created additional capacities so that the holding of this political process would not create additional problems. I consider the state’s actions completely justified and well-grounded, we do not see contradictions. Quite the contrary, we have acted and act in accordance with the demands of the situation. Our actions aim at creating favorable conditions for our homeland, by ensuring our country’s development, security and public relations”, the President of Artsakh told reporters today.

He added that the anti-coronavirus inter-agency commission is capable of fulfilling its tasks like previously and in the future as well.

The voting in the second round of the presidential election has kicked off in Artsakh today. Two candidates – president of the Free Fatherland party Arayik Harutyunyan and current foreign minister Masis Mayilyan are running for the presidency. They received 49,26% and 26,4% of votes respectively during the first round.

On April 12 Artsakh declared a state of emergency to battle the spread of the novel coronavirus. The state of emergency is effective until May 12. The first case of coronavirus has been confirmed in Artsakh on April 7. Currently, the number of confirmed cases is 6.

The Central Bank has set the following prices for precious metals.

Asbarez: AIM Fund Shows A World of Compassion


Two candidates for the AIM Fund’s cochlear implant surgery

In 1999,  it came to the attention of medical professionals in the United States and Armenia, that children in Armenia, who could benefit from cochlear implant surgery, were not being treated and depriving them of the gift of hearing, and the opportunity to lead happy, successful lives. 

The burden of having a child or young adult with Stage IV deafness/profound hearing loss can cause hardship for the entire family and their community.  In 2003, The Armenian International Medical Fund (AIM Fund) was founded to give the gift of hearing to as many Armenian children and youth as possible through cochlear implant surgeries. 

Many of these youngsters have a family history of profound hearing loss, and some have a history of meningitis, or ototoxicity to certain antibiotics. The AIM Fund also facilitated an implant for a soldier who lost his hearing while serving the homeland, and a four-year-old child living close to the border.  Half of the recipients are from Yerevan and others are from the remaining regions.  AIM has also implanted children from as far away as Artsakh and Kapan.

Despite several challenges in 2019, AIM Fund has exceeded the goal by operating on a record number of patients (15) during its two medical missions. This brought the total to 130 cochlear implants and Bone Anchored Hearing Aids (BAHA) being implanted.  The organization said that there is a 100 percent success rate in the operation, making possible for recipients to hear and speak.   The ideal age to be implanted is 1-3 years of age.

For its 20th Medical mission in July of 2020, AIM Fund has more than 15 children and young adults on the surgical list for a cochlear implant or BAHA.  The organization is making every effort to raise sufficient funds to operate on all of the children and young adults on the list. 

AIM Fund expressed gratitude to people like Dr. Artin Massihi, who held an amazing fundraising event on February 23 at his residence.  The guests caught the spirit of volunteerism and the passion to see that every child receives an implant.  As Dr. Salpy Akaragian, Founder and President stated, “I am privileged to work with such professional and caring members, the chain of kindness keeps on growing each year.”

Due to the coronavirus pandemic, AIM Fund’s dinner for March 22nd was postponed until the Fall.  In the interest of the children waiting for a cochlear implant, the medical mission will take place in July 2020 and any contributions will be greatly appreciated.

AIM Fund is grateful to everyone who has supported us over the years, including:  the government of Armenia, Ministry of Health, and Erebouni Medical Center (Dr. H. Kushkyan).  We would like to give special recognition to Dr. Akira Ishiyama (UCLA Otologist Surgeon) and Dr. Shukuryan and his team in Armenia.




Asbarez: Catholicos Karekin II Calls for Kocharian’s Release

His Holiness Karekin II, Catholicos of All Armenians on Tuesday cited the coronavirus pandemic as his reason in calling for the immediate release of Armenia’s former president Robert Kocharian, who is in custody and awaiting trial on charges of breaching Armenia’s Constitution by allegedly ordering security forces to fire on protesters after the 2008 presidential elections resulting in the deaths of eight civilians and two police officers.

Saying “human life is of utmost importance, and caring for it is the responsibility of each of us,” the Catholicos stressed the need for changing the preventive measure against Kocharian.

He said given the opinion of medical professionals regarding Kocharian’s health he should be released.

“A number of preventive humanitarian measures are being carried out in different countries around the world in connection with the COVID-19 pandemic, among them are including changes to incarceration of prisoners who are at risk or have chronic or underlying conditions,” Karekin II told news.am.

The frontrunner in Artsakh’s presidential runoff elections, Arayik Harutyunyan, is expected to become Artsakh’s next president, according to unofficial results and a congratulatory message from Armenia’s President Armen Sarkissian. Official data indicate that when polls closed at 8 p.m. local time, 44.9 percent of eligible voters took part in the elections, an almost 30 percent decline from the March 31 elections, which saw a 73 percent voter turnout.

Harutyunyan’s press secretary, citing preliminary results, took to Facebook to announce that his candidate had received 87of the voter. He also offered “congratulations to all.”

In offering his own congratulations—and effectively validating the elections—President Sarkissian said that Harutunyan will be assuming Artsakh’s presidency at a “complicated and critical time, when everything is contingent upon developments around the world, especially the complex geopolitical machinations taking place in our region.”

“The Republic of of Artsakh, once again proved that it is an established country with its own governmental structures, and most important, with its citizens,” Sarkissian said in a statement issued by his press office.

“Now, more than ever, there is a need for us to be united and unified,” said Sarkissian.

Sarkissian expressed confidence that Harutyunyan, who has served as Artsakh’s state and prime minister, will be able to strengthen the [civic] atmosphere of harmony and compassion in Artsakh; establish and secure Artsakh’s security; economic and political development; and bring the people together around unified aspirations.

In a statement posted on his Facebook page, Hautyunyan congratulated the people of Artsakh for a successful runoff elections given what he called the harsh conditions imposed by the global coronavirus pandemic and said, “We are moving forward. We must create our people’s prosperous future.”

In his statement Harutyunyan said that he would leave the matter of the voter turnaround to be assessed by political analysts, saying that he believed that a segment of the population—both his and his opponent’s supporters—might have thought that the results of the election were predetermined and they didn’t think that their participation was necessary.
Soon after the polls closed on Tuesday, Artsakh’s Central Election Commission secretary Gayane Arushanyan told Armenpress that 47,050 people voted in the elections, compared with the 76,728 who turned out on March 31.

Tuesady’s runoff elections were taking place two days after Artsakh declared a state of emergency to contain the spread of the coronavirus. Despite initiating stringent social distancing guidelines, the order stressed that the elections would go on as scheduled, with the government ensuring the public health by instituting strict sanitary and hygiene directives, which included disinfecting all polling stations in Artsakh.

Harutyunyan was the frontrunner in the March 31 elections, which also included a parliamentary elections, in which his Free Homeland coalition won the majority (40.4 percent) of the votes. In the presidential polls, however, Harutyunyan and runner up Masis Mayilyan, who is the Artsakh Foreign Minister, did not receive the required 50 percent of the votes, forcing a runoff.

On April 5, Mayilyan called for the postponement of the runoff elections, citing the safety of the population because of the coronavirus pandemic. He urged his supporters to not take part in the Tuesday’s voter. Officials in Artsakh have reported six cases of the coronavirus.
