U.S. State Dept.: Armenia, Azerbaijan have more IFVs than they’re supposed to

PanARMENIAN.Net – Both Armenia and Azerbaijan now possess more infantry fighting vehicles than they are supposed to under the Treaty on Conventional Armed Forces in Europe (CFE), according to a new report by the United States Department of State.

The State Department has published its annual Report on Adherence to and Compliance with Arms Control, Nonproliferation, and Disarmament Agreements and Commitments.

Although both countries continue to express their full support for the Treaty, the State Department said their “equipment total for armored infantry fighting vehicles (AIFVs) continued to exceed the relevant Treaty-Limited Equipment (TLE) sub-limit in 2019.”.

The report said other Treaty implementation practices raised concerns as to the two countries’ fulfillment of certain other Treaty obligations.

Besides, Azerbaijan also failed to notify at least one major military exercise or activity for calendar year 2019, which the country is obliged to do under the Vienna Document.

These days, your average professor of Turkish language and literature rarely has a grasp of a Western language, while their skills in reading or speaking Eastern tongues – other than Ottoman Turkish or the Turkic languages of Central Asia – is even more of a rarity. This is mostly due to the fact that the Turkish language and literature departments haven’t offered foreign language courses to their students for a long time. Racist cultural policies, a symptom of the early Republican era, aim to steer the fledgling Turkish republic away from the thousand years of cultural ties it enjoyed with the Islamic world, leaving experts in the Turkish language and literature with superficial linguistic knowledge. As a result of such shallow aims, most of studies concerning classic Turkish literature reflect a mechanical standard focusing on stylistic or thematic interpretation. Turkish professors of our time generally lack the quality of critical and comparative reading of texts, which is stage one of every linguistic and literary criticism.

On the other hand, Turkish professors raised before the 1933 university reform, who had the chance to experience both the late Ottoman and early Republican eras, were generally fluent in at least two or three foreign languages, including French, Arabic, German and Persian. Ottoman secondary and high schools offered language classes including Arabic, Persian and French. For instance, Mehmet Fuat Köprülü, the founder of the modern Turkish language and literature department at Istanbul University, learned these three foreign languages at school before enrolling in law school. Perhaps the best example of a Turkish professor with a treasure of foreign language knowledge, however, was Ali Nihat Tarlan, who was awarded by the Pakistani and Iranian governments for his work concerning the literary traditions of both within the context of a wider understanding of Turkish literature.

Early life

Ali Nihat Tarlan was born in 1898 in the old Istanbul neighborhood of Vezneciler to a family of intellectual public servants from Dagestan. His grandfather, Pullu Hacı Ali Efendi, a rich man of Dagestan, migrated to eastern Erzurum province, where Tarlan’s father Mehmet Nazif Bey was born. Mehmet Nazif served as the military accountant for the Third Ottoman Army in the Macedonian province of Bitola.

Ali Nihat was schooled in Bitola while his father was stationed there. His father also taught him Arabic, Persian and an appreciation of literature in general. Ali Nihat enrolled at a private elementary school in Bitola. While at home, he was schooled in French by a private tutor. He recalled one occasion at the Rehber-i Maarif (Guide to Education) school, when he performed a theatrical play in French to local military staff. As a reward for his amateur performance, he was gifted some books – including volumes of Turkish poetry, fiction and nonfiction.

Ali Nihat enrolled in the Military High School in Bitola, yet had to move to a French college in Thessalonica when his father was transferred there in 1909. The following year, his father retired, and the family returned to Istanbul.

After graduating from the Vefa High School and serving as a military translator, he enrolled at the French, Persian and Turkish departments of the Darülfünun (Istanbul University). He earned his Ph.D. in Turkish literature with a dissertation on the legend of Layla and Majnun, a love story familiar to all Islamic languages – including Turkish, Arabic and Persian – thus became the first to hold a doctorate in literature in Turkey in 1922. Süleyman Nazif, a major poet, wrote a special article in praise of Tarlan’s dissertation.

Professor of three types of literature

Ali Nihat Tarlan taught Persian at the Mektebi Sultani (Galatasaray High School) during his years at the Darülfünun. After he earned his doctoral title, Tarlan began his career as a teacher of French and Turkish in various high schools in Istanbul, including schools belonging to the Armenian minority. He worked as a teacher for almost 14 years.

Tarlan received his professorship thanks to a special study on the poetry of Şeyhi, a 14th-century Turkish bard, at Istanbul University’s Department of Turkish Language and Literature in 1933, which was after the so-called university reform.

Tarlan became a full professor of Turkish in 1941, replacing İsmail Hikmet Ertaylan as head of the Old Turkish Department. He worked there until his retirement in 1972.

Tarlan was described as a hardworking researcher and a strict professor. His studies include many textual criticism and commentaries of many classical Turkish authors such as Şeyhi, Nefi, Nabi, Nedim, Şeyh Galib and Ali Şir Nevai, as well as the likes of Iranian and Pakistani authors, including Firdausi, Muhammed Iqbal and more.

Turkey’s Ministry of Education awarded Tarlan for his doctoral dissertation, while the Iranian government granted him the honor of Nişan-ı Ali Humayun (the Royal High Order) in 1973 and Pakistan honored him with the Nishan-e Pakistan (Star of Pakistan) in 1961 for his studies on Iqbal.

Ali Nihat Tarlan died on Sept. 30, 1978, in Istanbul leaving more than 20 works of criticism and commentary on the classical Islamic literature in Turkish, Arabic and Persian.

Washington, D.C. – As part of the inspirational April 24th campaign to provide 1.5 million meals to individuals and families in need across the United States, and as a symbolic gesture of gratitude to America for the humanitarian relief provided to the Armenian people during the Armenian Genocide, the Boston Armenian community rallied support and also raised awareness through the purchase of 3 billboards, reported the Armenian Assembly of America (Assembly).
“This is an amazing example of our community at work, seeing our best and brightest here in Boston come together to continue the effort to Feed America. This is at the core of Armenian Assembly’s objective to bring our community together in a meaningful way,” stated Assembly Co-Chair Anthony Barsamian. “Starting with our strong community in southern California, Boston and other communities continue to organize and raise awareness about the Armenian Genocide while giving back to those in need during the current state of emergency. 1st Deputy Prime Minister Andrey Belousov will temporarily replace Mikhail Mishustin.

YEREVAN, MAY 1, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan addressed a congratulatory message on the occasion of the International Day of Labor and Workers, the PM’s Office told Armenpress.

The message says:

“Dear compatriots,

I congratulate all of us on the International Day of Labor and Workers.

Work is the only tool to solve the problems existing in our reality, and guided by the logic of human and national dignity, we should solve all issues facing us with our work.

Work is also the most creative platform for human cooperation, and the contemporary civilization has been created thanks to this cooperation. And therefore, the most important essence of work is not only using the existing opportunities, but also creating an opportunity for others.

My wish is for all of us to perceive work in this way because I continue to believe that personal effort and the productive work of that effort are the formula of solving all our problems. The efficiency of work is specifically important, but this is impossible without education, knowledge, skills. Education in its turn is work, and I see the solution of all our problems in the education-work-education formula.

Dear people,

This year due to the novel coronavirus pandemic many people are working in a remote mode, and many in more loaded and risky conditions.

Those working in healthcare, law enforcement, state security spheres, productions and import of food, medical items and medicines, deserve great appreciation, because their work ensures the viability of the country during the crisis.

Also, all employers deserve appreciation, who despite the economic difficulties continue keeping jobs, do not make cuts and also use the government’s anti-crisis programs, take actions to minimize the losses and develop further.

Despite the crisis the government of Armenia will continue its consistent policy of economic development by promoting the work and the working people.

Our anti-crisis programs are first of all directed to those people and companies who have worked in accordance with the Labor and Tax Codes of Armenia. By this we not only paid our tribute to these working people, but also took advantage of the fact that it’s easier to identify the registered employee in case when he/she losses job during the crisis and needs assistance. Having a registered job is an important guarantee for the protection of working rights, and I call on all employed people to demand employers to register their jobs and support the government in protecting their working rights.

Dear compatriots,

The Armenian people are known as hardworking, creative, talented people. And with their work and creative talent the Armenian people will build their dream homeland. This process has stated, will continue and will reach its victorious end despite the crisis.

The message says:

“Dear compatriots,

Today is Labor Day.

This year it is being celebrated under the emergency situation, for some – medical personnel, taxi and ambulance drivers, policemen, rescuers, and their colleagues – in a non-stop working regime. First of all, I would like to congratulate, to express gratitude and send congratulations to the people working in the mentioned areas, especially to doctors and other medical workers for whom hospitals have become homes and families. They deserve the greatest commendation, also special attitude and praise from the state.

I also thank all those individuals who work these days on a tight schedule with no complains. They understand that their extra efforts can save a life, bring bread to our families, uphold the security of the country and our citizens.

Dear Compatriots,

Because of the coronavirus pandemic some of you have temporarily been out of job, some lost their jobs, the only means of their daily living. I understand the situation your families are going through and I share your concerns. I also understand what it means to be out of job in this situation. I know that many of you at this time are looking for a rescue buoy. There is a need for assistance, there is also a need to hold each other’s hand tight, because we cannot move forward without helping each other, especially in the emergency situation. All of you are hard workers, work loving people. And it doesn’t matter where you are because of this emergency situation – on a construction site, surgery room, working on your thesis, in a service, or waiting for a call from your employer.

Today serious social problems exist even in the most developed and wealthy countries. We are in a difficult situation too. On one hand, the pandemic and its consequences, on the other, financial and economic problems, and also social and human problems. In any case, we all and primarily the state, have things to do.

The solution of the problem is in the state-employer-employee triangle which should become a solid entity. But first and foremost the solution is in responsibility, discipline, vigilance, and care for the working people so that we are able to defeat the pandemic as soon as possible and return to our normal lives.

We are used to overcoming difficulties, and today too, we have to do it together. Overcoming is work too, which cannot be done unilaterally.

Be strong and be resolute.

Health, fortitude and tenacity to your mind, body, and soul.

Coronavirus cases in Russia grow by 7,933 in one day

YEREVAN, MAY 1, ARMENPRESS. The number of coronavirus cases in Russia rose by 7,933 to 114,431 in the past 24 hours, TASS reports citing the anti-coronavirus crisis center.

Meanwhile, 13,220 people have recovered, 1,169 people have died.

“In Russia, a total of 114,431 cases (+7.4%) coronavirus cases were detected in 85 regions. Over the past day, 1,601 people recovered and were discharged, for the entire period – 13,220 people. At the same time, 96 deaths were confirmed per day. For the entire period 1,169 people died from coronavirus”, the center said in a statement.

It was noted that 3,534 (44.5%) of the newly found cases were asymptomatic.

In late December 2019, Chinese authorities notified the World Health Organization (WHO) about an outbreak of a previously unknown pneumonia in the city of Wuhan, central China. WHO declared the outbreak of the novel coronavirus a global pandemic and named the virus COVID-19. 

According to the data of the World Health Organization, coronavirus cases have been confirmed in more than 210 countries and territories.

YEREVAN, MAY 1, ARMENPRESS. 82, new cases of the novel coronavirus (COVID-19) have been confirmed in Armenia in the past one day, the National Center for Disease Control and Prevention said.

Thus, the total number of confirmed cases has reached 2,148.

The number of people who recovered from the virus has increased by 48. The total number of recoveries has reached 977.

One more patient (27-year-old woman) has died. The death toll has reached 33.

The active cases are 1136.

So far, 22,177 people have passed testing.
