Lilit Makunts: If Edmon Marukyan lays down his mandate, Sasun Mikayelyan will do the same

ArmInfo.  Head of the “My Step”  parliamentary faction Lilith Makunts from the rostrum of the  parliament again referred to the incident took place in the National  Assembly on May 8.

Makunts again condemned the incident. , said the head of the faction. The head of  the faction noted that everything that happened should have political  consequences. If Edmon Marukyan lays down his mandate, Sasun  Mikayelyan will do the same. Moreover, MPs Artak Manukyan and Vahe  Galumyan are also ready to lay down their mandates, but under the  condition that the MPs from Bright Armenia Hrant Ayvazyan and Sarkis  Aleksanyan will lay down their mandates. We are waiting for the  reaction of the MPs from “Bright Armenia”, concluded Makunts.

It should be noted that the work of the National Assembly of the  Republic of Armenia on May 8 was interrupted due to the conflict that  arose between head of the Bright Armenia faction Edmon Marukyan and  MP from the My Step faction Sasun Mikayelyan. Other members of  parliament were involved in the assault. Clarification of relations  with the participation of parliamentarians continued during the  announced break, after which the conflicting parties finally  dispersed.

Singapore-based university revises predictions on coronavirus end date for Armenia

The Singapore University of Technology and Design (SUTD) has announced that their predictions about the end date of the coronavirus disease (COVID-19) in specific countries, including Armenia, have been revised.
It is noted that all previous research models that used the SIR (susceptible-infected-recovered) model descriptions on the spread of infectious diseases and data of coronavirus cases have been removed from the website of the university.

The experts have examined data received from 131. According to the initial prediction by the Singapore-based university, COVID-19 100 per cent may end in Armenia in August 2020.

To remind, Armenia has confirmed total number of 3,392 coronavirus cases in the country as of 11 a.m. Monday, May 11.

Music: 16th Khachaturian International Competition to be held online

The 16th Khachaturian International Competition will kick off on June 6, the composer’s birthday.

Given the situation created by the coronavirus and the restrictions on the freedom of movement across the world, organizers have decided to hold the competition online.

The whole competition, the opening and closing concerts will be broadcast on the official website of Khachaturian competition.

A number of technological innovations will be used throughout the competition.

The event will be held on June 6-15 and will feature violinists aged 16-32. Aram Khachaturian’s works will also be performed within the framework of the competition.

The Khachaturian Competition is a member of the World Federation of International Music Competitions. Organized by the Aram Khachaturian Competition Cultural Foundation, the event aims to identify talented young musicians and provide them with opportunities for professional advancement.

Armenian President signed law "On confiscation of property of illegal origin"

ArmInfo.Armenian President  Armen Sargsyan today signed the  law “On Confiscation of  Property of Illegal Origin” adopted on April 16 by the National  Assembly.  As the RA President told ArmInfo in the press service, the  law was submitted to the head of state for signature by the  Parliament on April 21 of this year.

“The government justifies the adoption of the law by the need to  increase the effectiveness of the fight against crime and, in this  regard, the need to confiscate illegally acquired property as a  result of criminal activity.

During the discussion of the bill and after its submission to the  president for signature, many non- governmental organizations,  foreign investors, representatives of the legal and professional  community and business circles, human rights defenders and individual  citizens expressed their concern to the head of state’s apparatus  regarding the constitutionality of this law, about possible  corruption risks after its application, as well as negative  consequences from the point of view of economic development,  investment environment and financial stability, “the statement reads  on the website of the President of Armenia, it is added that in this  regard, an employee of the presidential apparatus There were wide  discussions with the initiators of the law on all the issues voiced.

At the same time, they emphasized in the office of the President of  Armenia that the head of state appreciates the fight against crime,  but at the same time, they assured that the law will be applied  according to the “letter of the law” and only as a tool to combat  crimes of especially high public risk. Moreover, the report notes  that the unfair application of the law can undermine the credibility  of the state and jeopardize its effectiveness.

“The law affects the framework of fundamental human rights and  provides for the possibility of interference with these rights, so  their application must be ensured by proportionate legal guarantees.  The particular sensitivity of issues related to personal data,  business and professional activities, as well as the protection of  bank secrecy information, as for business community and the public as  a whole, “the RA President assured.

At the same time, the message of the apparatus of the head of the  Armenian state indicates the importance, when applying the law, to  take into account the right of individuals to privacy and family  life, constitutional requirements for the protection of personal data  and exclude any disproportionate interference in them; as well as to  eliminate the abuse of data and ensure that the rights of individuals  are not violated, and that the information received is not used for  other purposes, does not interfere with the activities of business  entities, and does not lead to unequal competition from investors and  businessmen.  It is also recalled that the President appealed to the  Constitutional Court on February 6 this year, challenging the  constitutionality of the Law on Amendments to the Code of Criminal  Procedure of the Republic of Armenia, as well as some provisions on  amendments and additions to the Bank Secrecy Law, and consideration  of the application is scheduled for 16 June.

Having assured that the law should be applied with high  responsibility, excluding corruption, discrimination and the risks of  unlawful influence, effective legal protection of the interests of  individuals, guarantees of assistance, clear and efficient mechanisms  for the return of unfairly confiscated property, and compensation for  losses should be unconditionally ensured, that the law will work for  the benefit of the state and citizens.

“It is also expected that the law will be applied with  unconditionally high liability to third parties who were not involved  in any criminal activity who in good faith acquired property, in  particular property mentioned in investment programs and business  operations, excluding possible negative consequences for investments  and the business environment, “the head of state added to the office,  assuring that the RA President will closely monitor the application  of this law in the future.

Note that the country’s parliament at the plenary meeting on April 16  in the second and final reading adopted the draft law “On  Confiscation of Property of Illegal Origin”. The application of the  law on confiscation in favor of the state of illegally acquired  property in Armenia will be carried out in stages.  As RA Minister of  Justice Rustam Badasyan said, the law provides for the confiscation  of illegal property if its value exceeds 50 million drams. The  document allows the confiscation of property, the acquisition of  which is not justified by legal sources of income in the volumes  provided for by the project. In respect of such property, a  presumption of unlawful origin is in effect, which may be refuted by  the defendant on the presentation of evidence justifying the  acquisition of property. We are talking about the unaccounted  property of only politicians and entrepreneurs. According to the  minister, the burden of proof of the illegality of property lies with  the state. That is, not the official should prove his innocence, but  the state – his guilt. Inspection may be subject to property acquired  a maximum of 10 years before the inspection. In exceptional cases, if  there is strong evidence, the investigation may affect the period  from 1991. As part of the Prosecutor General’s Office, a new  competent authority will operate that will allow for the study of  assets and confiscation of property that is unjustifiably acquired in  favor of the state. 

Artsakh army’s retaliation has been ‘painful’ for official Baku – Defense Ministry

The Artsakh Republic Defense Ministry reacted to the statements of Azerbaijani Defense Minister Zakir Hasanov, revealing the reasons behind them.

A statement issued by the ministry’s press service reads:

“In recent weeks, the response of the Artsakh army to the ceasefire violations initiated by the adversary along different parts of the line of contact between the Artsakh-Azerbaijani opposing forces seems to have been rather painful for the military-political leadership of official Baku.

Most likely, this is the reason why for several days already, the leadership of the Azerbaijani Armed Forces, in particular, the defense minister, has been regularly visiting different sections of the frontline, trying to somehow encourage their demoralized soldiers.

The Azerbaijani defense minister paid a similar visit to the northeastern and eastern parts of the contact line on May 4, which was fully monitored by the relevant services of the Defense Army.

Adhering to the requirements stemming from the appeal of the UN secretary general to observe the ceasefire amid the pandemic, the Artsakh Armed Forces command staff informs that any movement of the adversary on the frontline, including at the top level, is under the control of the relevant Defense Army services, while the frontline troops are ready to take necessary measures based on the situation.”

Arsen Torosyan: 1,550 beds provided for coronavirus patients at the moment

Armenia’s Minister of Health Arsen Torosyan took to Facebook on Tuesday to again warn of the worst-case COVID-19 scenario in the country.

“Yesterday I talked about a scenario of the spread of coronavirus disease, which fortunately has not happened yet. And we must do our best to ensure that this never happens,” Torosyan wrote.

In such a scenario, the total number of coronavirus cases is forecast to reach 524,032, of which 26,202 cases are expected to be critical.

At peak occupancy 12,445 beds will be needed.

Armenia has 12,000 beds overall, with 1,550 beds provided for coronavirus patients at the moment, Torosyan said.

Azerbaijan’s Foreign Minister Elmar Mammadyarov says Armenia is taking steps to disrupt negotiations for the Nagorno-Karabakh conflict, while adding there is still a chance for the two countries to resolve the long-standing conflict.

In an interview with Minval.az this week, Minister Mammadyarov shared his views on different aspects of the conflict, saying the Armenian side may try to hamper the negotiation process, but diplomacy could still lead to a settlement.

“As a person who has been directly involved in negotiations for many years, I personally believe that there is an opportunity to resolve the conflict through negotiations, it is only necessary for the parties to show political will,” he said. “If we want peace, security, normal good neighborly relations and, finally, progress, then the grave consequences of the conflict must be eliminated, and states must respect each other’s territorial integrity within their internationally recognized borders. There is no other formula for the world.”

The conflict in the Nagorno-Karabakh region of Azerbaijan began in the late 1980s following Armenia’s ungrounded claims to the region which is an internationally recognized as part of the sovereign territory of Azerbaijan. In 1991, a war broke out between the two countries as Armenia launched a full-fledged military campaign against Azerbaijan after the dissolution of the Soviet Union. The so-called pretext for the military intervention was illegal claims to the Azerbaijani region where partial Armenian population was living next to indigenous Azerbaijanis.

The bloody war stopped with a ceasefire in 1994. By that time, Armenia occupied the Nagorno-Karabakh region and seven surrounding districts of Azerbaijan, which comprise 20 percent of the country’s internationally recognized territory. More than 30,000 ethnic Azerbaijanis were killed during the war, while one million people were displaced.

The government of Azerbaijan has been actively seeking a political solution to the conflict since the negotiation process kicked off in 1994, involving international mediators from the U.S., France, and Russia under the OSCE Minsk Group. Minister Mammadyarov said Azerbaijan’s position remains unchanged as it calls for liberating the internationally recognized territories of Azerbaijan and restoring the rights of the internally displaced Azerbaijanis. Armenia, however, refuses to agree to these terms.

“The occupying country has so far voiced many statements, completely groundless, misleading, and aimed at deceiving the international community. Feeling driven into a dead-end in the framework of the negotiation process, Armenia is taking steps to disrupt it, carrying out provocations. This is what they want to achieve – to damage the negotiation process while shifting responsibility to Azerbaijan,” Mammadyarov said during the interview.

By keeping the Azerbaijani lands under occupation for nearly three decades, Armenia violates the demands of international law addressed in four resolutions adopted by the UN Security Council in 1993. The legally binding documents call for immediate and unconditional withdrawal of the Armenian military from the occupied territories of Azerbaijan. Armenia has failed to fulfill the resolutions, while it has also rejected the phased settlement proposal that was recently supported by Sergei Lavrov, Foreign Minister of Russia, which is one of the co-chairing countries of the OSCE Minsk Group.

Mammadyarov said the elements of a phased settlement include the liberation of the occupied territories around Nagorno-Karabakh, the return of Azerbaijanis expelled from these territories and the opening of communications between Azerbaijan and Armenia.

“It is supposed to provide conditions for the joint residence of both [Azerbaijani and Armenian] communities of the Nagorno-Karabakh region for some time, with consideration at subsequent stages of the status of the region in the framework of observing the territorial integrity of Azerbaijan,” the minister said.

“For the Armenian side, which claims that these elements were allegedly not discussed and that no document is lying on the negotiating table, instead of deceiving their compatriots, it would be better, without wasting time in vain, to prepare their own people for peace, as it agreed in the face of the international community,” he added.
