Coronavirus politics: why has Armenia become the regional leader in coronavirus deaths?

Armenia is lifting the quarantine in the midst of a rise in the daily number of new COVID-19 cases. The total number of cases is rapidly approaching 4,000. And this means that the healthcare system may soon be unable to hospitalize new coronavirus patients: only those who experience complications will be admitted to the hospital.
 
Why did Armenia, a country with a relatively small population which closed its borders, end up becoming the regional leader in coronavirus cases?
 
Who is to blame?
 
The first coronavirus case in Armenia was reported on March 1. By mid-May, the country already has 3,500 patients. Around 30% of them have recovered, and 47 have died.
 
This is the largest figure among the three countries in the region. For comparison, the number of COVID-19 cases in Georgia is around six times lower than in Armenia. Azerbaijan also has fewer infections – around 1,000 less.
 
Armenia declared a state of emergency at the beginning of March. Cafes and restaurants were closed, as well as practically all businesses, hair salons, and stores, with the exception of grocery stores. People were not allowed to go outside unless absolutely necessary, and even then had to fill out a special form indicating their expected return.
 
The country closed its border with Iran and Georgia. Some experts believe that this decision was made in a timely manner, others think it was too late, and furthermore, at the onset of the epidemic, the country’s leadership did not have the proper attitude towards the situation. This is also evidenced by the Bright Armenia opposition faction MP Gevorg Gorgisyan.
 
“In the beginning, the authorities didn’t treat the virus threat seriously. While the opposition talked about the need to close the border with Iran, shut down air travel between countries, and quarantine all those coming into the country, the authorities conducted a campaign and made frivolous statements about the virus. Today, the result of these actions is plain to see.”
 
Coronavirus hit the Armenian political establishment during an active campaign for constitutional changes. Mass gatherings were held in many cities with Prime Minister Nikol Pashinyan in attendance, who, as a result, had to take the coronavirus test two times. At that time, the head of the cabinet stated that they had managed to cope with the epidemic quickly, and Minister of Health Arsen Torosyan announced that COVID-19 was not a serious disease.
 
Ruling My Step Alliance MP Eriknaz Tigranyan said that the state of emergency and steps taken by the commandant’s office were timely, and that the large number of infected people was not due to mistakes on the part of the authorities.
 
“Our first case was reported on March 1. We then followed the steps decided upon by the government. On March 16, we declared a state of emergency. At the initial stage, not much was known about the virus. And even the World Health Organization did not have a single unified point of view on some issues. However, the commandant’s office took all the necessary steps.”
 
The MP believes that the statistics in other countries do not reflect the real situation, since neither Georgia nor Azerbaijan are testing as much as Armenia.
 
“In Georgia, there have this category of people who are ‘under surveillance.’ And it is still not clear what exactly this means. And we test everyone who is suspected of having the virus. Many countries are not doing what we are doing, and only treat those who have complications.”
 
At the same time, the commandant’s office and the Armenian Ministry of Health have repeatedly stated that if not for the measures they introduced, hundreds of thousands of people could become infected with the coronavirus. These restrictions made it possible to control the spread of the virus in the country. However, not all residents complied with quarantine.
 
Why didn’t the quarantine work?
 
Everyone acknowledges that far from everyone adhered to the quarantine restrictions. This is most likely the main reason for the rapid spread of the disease.
 
Opposition MP Gevorg Gorgisyan believes that a more effective control system has been introduced in European countries. In Armenia, the special travel forms citizens needed to fill out were more formal.
 
“Our citizens could write anything on a piece of paper and leave the house. People did not take this step seriously. The decisions made by the commandant’s office were not substantiated and logical enough to ensure that they were well implemented.”
 
Politicians note that even large fines did nothing to remedy the situation, since many were certain that the authorities would later waive them.
 
Some citizens really did not take the situation seriously, notes ruling My Alliance Faction MP Narek Zeynalyan, however, the commandant is not to blame for this:
 
“There were a lot of factors in play here. For example, national characteristics, the habit of visiting one another. And this has become one of the reasons for the spread of the disease. The commandant’s office took the same steps that were taken around the world.”
 
Opposition MP Gevorg Gorgisyan insists that these necessary measures were taken too late:
 
“In those countries where they started to impose these restrictions earlier, for instance, New Zealand and Georgia, the situation is much better than in Armenia.”
 
Will the numbers continue to grow?
 
In Armenia, more than a hundred new cases are reported daily, and the growth rate has not decreased over the past 10 days. The commandant’s office admits that it is no longer in control of all of the epicenters of infection, which continue to pop up spontaneously around the country.
 
Oppositionist Gevorg Gorgisyan is certain that we should not expect to see a slowdown in rate of infection in the near future, even despite the improved weather conditions:
 
“The virus is spreading all over the world. And even the prime minister said that in the fall, perhaps, there will be a second wave. Some forecasts predict that this situation may last a year.”
 
There is no question that borders will be opening in the near future, says Eriknaz Tigranyan. But all states are being forced to lift restrictions, as the economy needs to be revitalized. Hundreds of enterprises have already returned to normal operations. There is no other way, the ruling party MP is sure, and people should get used to living and working in new conditions.
 
Ruling party MP Narek Zeynalyan also talks about the citizens’ need to observe the precautionary measures and about everyone’s personal responsibility:
 
“The restrictions have been lifted, but this does not mean that you do not need to use masks, gloves, and antibacterials.”

NEWS.am Sport continues presenting the young Armenian football players who play abroad, but dream of playing for the Armenian national team one day.

Armenian forward David Davtyan, 18, has played at the football academies of the Brugge, Cercle Brugge, and Gent clubs of Belgium.

“David was born in Stavropol in August 2001. We moved to Belgium when he was 2.5 years old,” his father, Hayk Davtyan, told NEWS.am Sport. “David started playing football at the age of 6, at the school of Brugge where he spent two years. In 2009-2018, my son played at the academy of Cercle Brugge and went through the whole system of the club. In 2018-2019, David played for Gent’s U18 and U19 teams.

In the 2015/16 season, my son was called twice to the Belgian U15 national team, and in the 2017/18 season, he joined the Armenian U17 national team with great pride, taking part in test matches in Serbia. Receiving a new invitation from the Armenian national teams will be a great reason for pride and joy for our family.
David, who has trained at the Topsport Academy for several years, is currently a free agent. We are discussing several proposals received from Belgian teams. The coronavirus pandemic obstructed us a little bit, but we hope that everything will be settled in the near future.”

On 12 May 2020 the second group of 17 Armenian judges dealing with criminal cases enrolled in studying the HELP online course on Reasoning of Criminal Judgments.

There currently is a strong need in Armenia to develop the competences of judges to make correct use of the case law of the European Court of Human Rights (the Court) while drafting judgments and judicial acts.

This course was designed to address the needs of judges who, in the process of domestic adjudication, are required to refer to the case law of the Court. The course deals with the requirements for the reasoning of domestic judgements under several European Convention on Human Rights Articles: 2, 3, 5, 6, 8 and 10 – and relevant case law of the Court. It explores the obligations of domestic courts concerning the extent and content of the reasoning they provide when deciding domestic criminal cases, and provides an overview of the relevant case law developments. The participants will study the course for eight weeks; successful graduates will receive certificates of completion from the Academy of Justice of the Republic of Armenia and the Council of Europe.

The course was translated, adapted to the Armenian legal context and launched by the Council of Europe in cooperation with the Academy of Justice of the Republic of Armenia within the framework of the Project “Supporting the criminal justice reform and harmonising the application of the European standards”, which is part of the European Union and Council of Europe .

Azerbaijan Army to conduct large-scale drills involving up to 10,000 military personnel

ArmInfo. In accordance with the  plan approved by the President of the Republic of Azerbaijan Ilham  Aliyev, the Large- Scale Operational-Tactical Exercises of Azerbaijan Army will be held from 18th to 22nd of May, the Ministry of Defense   told.

As APA reports, the exercises will involve up to 10,000 military  personnel, up to 120 tanks and armored vehicles, up to 200 missiles  and artillery systems of various caliber, multiple launch rocket  systems, and mortars, up to 30 army, and frontline aviation, as well  as unmanned aerial vehicles for various purposes.

During the exercises, issues of combat readiness, planning, and  comprehensive support of operations, the interoperability of  headquarters of various types and branches of troops will be worked  out, as well as firing and maneuvering capabilities of the shock  troops created under the conditions of the exercises will be checked.

The exercises concept provides for the use of troops in selected  directions, the infliction of massive strikes by missile forces and  artillery, the conduct of bombing assault aviation attacks, as well  as the use of high-precision weapons throughout the depth of the  operational formation of enemy troops. 

Deputy Minister: It has become impossible to identify sources of the spread of COVID-19 in recent days

ArmInfo. To date, 33 patients with  coronavirus are in critical condition, 6 are connected to a  ventilator.  Deputy Minister of Healthcare of the Republic of Armenia  Lena Nanushyan announced at a May 14 press conference.

According to her, at the moment, 660 patients with coronavirus have  been diagnosed with pneumonia, 66 patients are in serious condition.  Nanushyan informed that the growth rate of coronavirus in Armenia is  about 5%. The deputy minister also noted that today Armenia is at the  third, final, stage of circulation of the coronavirus. As Nanushyan  explained, in recent days it has become impossible to identify the  sources of distribution of coronavirus and identify an exact circle  of contacts of virus carriers. In March, at the first stage of the  circulation of coronavirus, isolated and imported cases of  coronavirus were recorded in the republic; further, at the second  stage, cluster outbreaks began to be recorded (among members of the  same family, at enterprises, and so on). Meanwhile, if earlier it was  possible to accurately identify the sources of spread of COVID-19,  then at the third stage of the circulation of the coronavirus, this  became a difficult task. Despite this, as Nanushyan emphasized, all  efforts are aimed at controlling the epidemiological situation in the  country, including by increasing the level of training of medical  staff.

The deputy minister also said that, taking into account the spread of  coronavirus, a strategy has been developed according to which the  treatment of mild cases can be carried out at home with the control  of primary care. In the meantime, asymptomatic patients are isolated  in hotels where appropriate medical supervision is provided.

Nanushyan informed that Armenia has purchased 100 ventilation  devices, and another 60 are at the purchase stage. Meanwhile, she  found it difficult to answer ArmInfo’s question regarding whether the  Aventa-M brand IVL devices, which, presumably, caused fires in  hospitals in Moscow and St. Petersburg, are used in medical  institutions in Armenia.  In total, 3860 cases of coronavirus were  confirmed in the republic, 1572 people recovered, 49 died.   Currently, 2218 patients are receiving actual treatment.

MP Hrachya Hakobyan sues several opposition activists

ArmInfo.  Brother-in-law of the Prime  Minister of Armenia, MP from the “My Step” faction, Hrachya Hakobyan  sued several opposition activists, in particular, chairman of the  “Civic Consciousness” public organization Narek Samsonyan,  founder of the “Adekvad” association Artur Danielyan, former member of the  Council of Elders of Yerevan Marina Khachatryan and social activist Gagik Hambaryan.

According to the information center of the judicial information  system, in his lawsuit, Hakobyan demands from the above-mentioned  persons official refutation and apologies for offensive statements  that defame his honor, business reputation and dignity. The case file  is held by Judge Daniel Mkheyan. 

Tigran Avinyan: Starting May 25, wearing masks in Armenia will become mandatory

ArmInfo.Beginning May 25, wearing masks will become mandatory in Armenia. On May 14, Deputy Prime Minister and Commandant of Armenia Tigran Avinyan stated this from the rostrum of the parliament.

He noted that wearing masks will become mandatory not only in  enclosed spaces, but also in public places.  “All violators will be  fined,” Avinyan emphasized. The commandant stated that it is not  necessary to wear medical masks in several layers, the mask can even  be sewn at home from ordinary fabric. “In the near future, personal  protective equipment against the virus will be in great demand in the  country,” Avinyan noted.

Harutyunyan said his Chief of Staff will be Karen Danielyan. Lusine Gharakhanyan will be appointed Minister of Education, Science and Sport.

Aram Sargsyan will serve as Minister of Urban Development.

He said that his Free Fatherland Alliance has held a meeting and decided to select Artur Tovmasyan as candidate for Speaker of Parliament.

The bloc’s parliamentary faction will be led by Artur Harutyunyan.

1,958 more people infected with coronavirus in Iran

YEREVAN, MAY 13, ARMENPRESS. According to the latest data, the number of people infected with the novel coronavirus (COVID-19) in Iran has increased by 1,958, bringing the total number of cases to 112,725, RIA Novosti reports.

50 more deaths have been registered in the past one day. The death toll has reached 6,783.

So far, 89,428 patients have recovered
