Armenian authorities asked Venice Commission to submit an opinion on constitutional changes

ArmInfo. On May 15, Ruben Melikyan, an authorized representative of the “NO” campaign camp, received a letter from the head of the Council of Europe Directorate General for Human Rights and the Rule of Law Mr.  Christos Giacomopoulos.

Mr. Giacomopoulos also expressed optimism that with the assistance of  the Venice Commission it will be possible to find a solution that  will respect both the Constitution of the Republic of Armenia and the  requirements of the rule of law>, the message posted on the   Facebook page says.

We add that the issue of dissolution of the Constitutional Court is  included in the agenda of the constitutional referendum. The  referendum was originally planned to be held in Armenia on April 5 of  this year, but it was postponed indefinitely due to the emergency  position introduced due to the coronavirus. 

Deputy Minister of Labor and Social Affairs Gemafin Gasparyan dismissed

ArmInfo. RA Deputy Minister of Labor and Social Affairs Hemafin Gasparyan has submitted a resignation letter.

In his addressing, Gasparyan noted that during the team work all the  foundations had been laid that increased the effectiveness of the  body and its focus on citizens. , he said.  To recall, Gasparyan was appointed to  this position in February 2019.

Another batch of Chinese medical supplies arrived in Armenia

A charter flight organised by Armenia’s Commandant Office delivered another batch of medical supplies from China to Yerevan on Friday, the foreign ministry reported. According to the report, the supplies consist of surgical masks, gloves, protective suits, safety lenses, thermometers, ventilators, testing kits, medicine, raw materials for production of COVID-19 testing kits.

As the source detailed, major part of the supplies have been obtained by state funds.

The plane also carried vital medical supplies and equipment donated by EU to developing countries through a WFO programme, other international donors, and Chinese state bodies.

Turkish press: Lack of knowledge about non-Muslims of Turkey

Not long ago, I had asked my students of communication and media if they knew who the Rums are. In a class of about 30 young Turks who — at least some of them — would aim to work as journalists or media people, one or two answered, but wrongly: The Greek-Cypriots, they said. A third one, though, knew better, and said, they are some people who are “Orthodox” and they go to the “Rum Patriarchate,” which is in Fener.

She knew more about the subject because she had attended the Epiphany feast  on the shores of the Golden Horn where crowds of Greek-Orthodox faithful gather to watch the ceremony in a  usually cold day of January and where the “Rum Patriarch,” the Patriarch Bartholomeos as is his official title, conducts the service. 

My student had attended such a ceremony, and probably, like many Turks, she had also watched the ceremony at other times on Turkish television. She also told me that she had Rum friends with whom they socialize. For years now, the Epiphany or Theophany as it is known, has been one of the few events regarding the Greek-Orthodox community in Istanbul, that is covered regularly by Turkish TV.

This particular ceremony is also known by several Turkish citizens who choose to actively participate in the spectacular “blessing of the Waters” ceremony, by diving into the freezing waters of the Golden Horn on Jan. 6 to catch the holy cross thrown by the Patriarch. 

I was somewhat encouraged that at least one person in the class knew more about the Rums of Istanbul. And I insisted on the subject taking the risk to ask my knowledgeful student, how many did she think the Rums are. Half a million, she said!

So, it was not a surprise when I read an interesting interview by one of the most active members of the community of the Rums who live in Turkey, mostly in Istanbul but also on the island of Gokçeada (Imvros), Bozcaada (Tenedos) and very few in İzmir.

Laki Vingas, chairman of the Yeniköy Rum Foundation and former joint representative of the of minority foundations in the General Directorate of Foundations, was asked his opinion about a recent episode that has stirred the community of the Rums: The publication by the magazine Gercek Hayat of a List with names of the purported “Founding members of the organization FETÖ.”

Among the names and pictures on the cover of the magazine were the Patriarch Bartholomeos as well as the late Armenian Patriarch Shnork I and Chief Jewish Rabbi Isaac Haleva.

Both Bartholomeos and Haleva expressed their regrets for such an “unfounded” attack and expressed their concern over possible attacks against sacred sites.

Vingas, and I am sure his opinion is shared by the majority of his community, is upset. He thinks that Turkish politicians and media are treating them as “ready-to service-commodities.” In other words, the Rums feel they are being used either negatively or positively according to the political and social circumstances of the day.

Ignorance of the minorities, he claimed, has a lot to do with that as well as preconceived perceptions. Of course, don’t we know this so well when we are referring to the Turks and Greeks? 

But I felt a sense of strong affiliation with Vingas when I noticed the example he put forward as a typical “lack of knowledge” case about the Rums, an ancient community, once populous and strong and now small but resilient. He mentioned that a close Turkish friend of his thought that the Rums numbered half a million. Just like my student! There must be a reason why they would pick up this number, perhaps against the huge population of their country, half a million would be a logical number for a minority.  

I have been living side by side with the Rums of Istanbul for a number of years. I have witnessed their constant worry about their future, their presence, their existence in this country. They are trying their best, they preserve their institutions, their traditions, their memory, their education, their language.

They do not want to feel that their presence is a countdown. I admire their energy and after all their strong bond with this land, in spite of everything. This deep bond makes them feel “heimatlos” whenever they leave this land, even if they end up living in Greece. However, all is not a helpless struggle.

My cleaning woman from Bolu, who could not read and write when I met her years ago and knew that this city was inhabited only by  Muslim Turks, is now not only literate, but knows about the Rums, the Patriarchate in Fener, knows that the Rums are few but also knows about Catholics who she says are “many more.”

YEREVAN, MAY 15 ARMENPRESS. The special session of the National Assembly of Artsakh for the inauguration of President-elect Arayik Harutyunyan will take place on May 21 at 18:00 at the Shushi center of youth and culture, President of the National Assembly of Artsakh Ashot Ghulyan said.

The voting in the second round of the presidential election was held in Artsakh on April 14. Former prime minister and former state minister Arayik Harutyunyan scored a landslide victory in the second round of the Artsakh presidential election. Artsakh’s electoral board announced that Harutyunyan, the head of the Free Fatherland Party, garnered 88%, or 39860 votes.

The turnover was 45% (47165 voters).

Harutyunyan’s rival, the incumbent foreign minister Masis Mayilyan, garnered only 12% of votes.

Minister presents details of coronavirus infected patients’ health condition

YEREVAN, MAY 15 ARMENPRESS. 690 coronavirus infected patients in Armenia have developed pneumonia, ARMENPRESS reports Healthcare Minister of Armenia Arsen Torosyan told azatutyun.am.

‘’35 are in critical situation, 65 in serious situation and 11 are switched to artificial ventilation devices’’, Torosyan said.

He noted that the numbers with pneumonia grows together with the growth of patients, but the number of patients in critical or serious situation remains relatively stable, which is a good indicator.

‘’The number of patients switched to artificial ventilation devices is near 10, we never recorded more cases, I mean 11 is the highest number we have ever recorded’’, the Minister said.

A total of 4044 cases have been recorded in Armenia by May 15, 1666 of which have recovered.

YEREVAN, MAY 15 ARMENPRESS. 4 new coronavirus cases have been reported in Artsakh, ARMENPRESS was informed from the Information Center of Artsakh.

‘’We have received the results of the 27 out of the 57 tests sent to Armenia for examination. 4 citizens tested positive for the novel coronavirus, who are the family members of an infected person from Shahumyan region and had bee self-isolated. The health condition of the patients is satisfactory’’, reads the statement.

The results of the remaining 30 tests will be available in the near future.

A total of 24 cases have been confirmed in Artsakh by May 15. 62 people are isolated. The total number of the tests is 554.

Armenia distributed 84,4 billion drams within framework of anti-crisis measures

The Armenian government distributed a total of 84,4 billion drams on the sidelines of its anti-crisis measures between 48,400 legal entities and nearly 1,1 million individuals, Prime Minister Nikol Pashinyan said during a press conference today, presenting 100 facts about the new Armenia.

The PM firstly reminded that the government has adopted a total of 18 anti-crisis measures to eliminate the socio-economic consequences of the novel coronavirus (COVID-19).

“Within the framework of the anti-crisis measures a total of 84,4 billion drams have been distributed as of today, which were used by 48,400 legal entities and nearly 1 million 100 thousand individuals. With the first anti-crisis measure the government subsidized the interests rates of loans worth 31,7 billion AMD received by 513 economic entities. The loan received for paying salaries and taxes has been subsidized completely, in other words, the loan is available at 0%, the expenditures for raw materials, equipment, utility bills and good  were subsidized by 6-10%, this means that the loan is available at 2-6%”, the PM said.

According to the 2nd anti-crisis measure, the government subsidized the interests rates of agricultural loans worth 11,6 billion AMD of 8,195 economic entities and individuals completely, the loan is available at 0%. Pashinyan added that the government has also provided 6 billion drams to the banking system to provide agricultural loans. “As we had a crisis situation, and the banks were seeing greater risks for providing agricultural loans, we have provided 6 billion drams from the budget to the banks so that they can provide loans to the rural people. Later the banks must return these sums to the government”, Nikol Pashinyan said.

With the 3rd anti-crisis measure the Armenian government subsidized the privileged loans worth 8,3 billion AMD of 744 economic entities which have a 24-500 million AMD annual turnover.

The Armenian government on May 14 made a decision to extend the coronavirus-related state of emergency for another 30 days, until June 13.

According to the latest data, the number of confirmed coronavirus cases in Armenia has reached 4,283. 1,791 patients have already recovered. 55 death cases have been registered.
