YEREVAN, JUNE 26, ARMENPRESS. The Constitutional amendments entered into force, Prime Minister of Armenia Nikol Pashinyan said on Facebook.

“Starting from now Hrayr Tovmasyan is no longer the President of the Constitutional Court, and Felix Tokhyan, Hrant Nazaryan and Alvina Gyulumyan are not members or judges of the Court.

Three new judges of the Constitutional Court must be elected within two months.

All state bodies of Armenia must take into account this reality and be guided by it”, the PM said.

Judge of the Constitutional Court of Armenia Vahe Grigoryan says the adoption of the Constitutional amendments by the Parliament, according to which the President of the Court and three judges who served 12 years are being replaced, is a courageous and historic step and is solving the crisis around the Court.

“I think this is a solution to the crisis around the Constitutional Court. And I definitely welcome this step of the Parliament. This has been a courageous step for various reasons, I think this has been a historic step because by making these changes the Parliament for the first time donated this change to the highest court – the Constitutional Court, with this highlighting the Court’s importance in Armenia’s public administration system and viewing it as a major crisis which needs to be solved”, the judge told reporters today outside the Constitutional Court.

He said there are currently 6 judges in the Court.

On June 22 the Armenian Parliament adopted the Constitutional amendments bill which proposes to replace the Constitutional Court President and CC judges who have served no less than 12 years in their position.

The bill was passed unanimously with 89 votes in favor.

With the adoption of the bill, the tenures of Constitutional Court Judges Alvina Gyulumyan, Feliks Tokhyan and Hrant Nazaryan were suspended, while the current President of the Court Hrayr Tovmasyan will continue serving as Constitutional Court member.

The bill has been drafted by more than 50 MPs of the ruling My Step faction.

The Constitutional amendments have already entered into force. Three new judges of the Court must be elected within two months.

YEREVAN, JUNE 26, ARMENPRESS. Foreign minister of Armenia Zohrab Mnatsakanyan had a telephone conversation with Iraq’s deputy prime minister, minister of foreign affairs Fuad Hussein, the Armenian MFA told Armenpress.

The Armenian FM congratulated his Iraqi counterpart on appointment, wishing success in his key mission.

The ministers discussed the situation with the novel coronavirus and the actions and measures taken at local levels to address the challenges of the virus and restore the normal life.

The officials also praised the centuries-old Armenian-Iraqi relations and reaffirmed their mutual readiness to make efforts to further deepen and expand these ties. In this context they highlighted the activity of the Armenian-Iraqi inter-governmental commission.

The Armenian and Iraqi FMs highly valued the role of the Armenian community of Iraq in the country’s socio-economic, political life, as well as in making closer the two peoples and countries. Minister Mnatsakanyan thanked his colleague for the traditional warm attitude and care shown to the Armenian community.

The FMs also discussed a number of international and regional issues, both emphasizing the importance of regional stability and peace.

They exchanged views also on the developments in the Middle East.

COVID-19: Armenia reports 759 new cases, 814 recoveries in past 24 hours

YEREVAN, JUNE 26, ARMENPRESS. 759 new cases of the novel coronavirus (COVID-19) have been registered in Armenia in the past 24 hours, bringing the total number of confirmed cases to 23,247, the National Center for Disease Control and Prevention said today.

814 more patients have recovered. The total number of recoveries has reached 12,149.

13 people have died in one day, raising the death toll to 410.

The number of active cases stands at 10,557.

The number of people who had a coronavirus but died from other disease stands at 131.

So far, 105,046 people have passed COVID-19 testing.

Oldest judge in Armenia’s Constitutional Court to temporarily fulfill powers of CC President

YEREVAN, JUNE 26, ARMENPRESS. The oldest judge in the Constitutional Court of Armenia, Ashot Khachatryan, will temporarily fulfill the duties of the President and the Vice President of the Court until a new president and vice president are elected, Constitutional Court judge Vahe Grigoryan said on Facebook.

On June 26 the Constitutional amendments adopted by the Parliament entered into force. Accordingly, the tenures of three judges of the Court have been suspended, and Hrayr Tovmasyan is now serving as CC member, not as President of the Court.

Currently there are 6 judges in the Court. The three new judges will be elected within two months.  

The new President and Vice-President of the Court will be elected by the Constitutional Court after the whole staff of the Court (9 judges) will be ready.

Armenian defense minister’s spokesperson Shushan Stepanyan said on Facebook that this year marks the 28th anniversary of the formation of the Armenian Air Force.

“On the occasion of this day we congratulate the pilots and the crew of the Air Force, as well as all of us, wishing a peaceful sky.

If necessary, the combat divisions of the Armenian Air Force will bring their major contribution to ensuring the country’s defense and security”, she said.

Coronavirus: Artsakh reports 1 new case in past 24 hours

YEREVAN, JUNE 26, ARMENPRESS. 1 new cases of the novel coronavirus have been confirmed in the Republic of Artsakh, bringing the total number of cases to 114, the ministry of healthcare said.

The total number of recovered patients stands at 77.

At the moment 68 people are quarantined.

1,828 COVID-19 tests have been conducted so far.

No death case has been registered in the Republic.

YEREVAN, JUNE 26, ARMENPRESS. Justice Minister of Armenia Rustam Badasyan commented on some statements over the recent changes in the Constitutional Court.

“The claims according to which the changes to the Constitution should enter into force only after the change to the constitutional law on the Constitutional Court, have nothing to do with the reality.

Those political forces, which are trying to create an artificial agenda, are incapable of undermining the leadership’s programs in any way, these are meaningless attempts.

Yesterday, one of the most ridiculous incidents was registered in the political history of Armenia: they decided that if “few votes” are lacking, it is possible to “slightly round” the number, which proves the level of this fight.

President of Artsakh visits Tigranakert military range

STEPANAKERT, JUNE 26, ARMENPRESS. President of Artsakh Arayik Harutyunyan visited today the Tigranakert training range to watch the combat tactics phase of the military exercise involving different military units of the Defense Army, the Presidential Office told Armenpress.

Accompanied by Defense Minister Jalal Harutyunyan, the President of Artsakh got acquainted with the latest local and foreign production sights and cameras, their technical capacities.

Arayik Harutyunyan thanked the commanding staff of the Army for organizing the military exercise at the highest level, stating that the demonstrated results once again prove that the Armenian Armed Forces are the real restraining measure of the aggressive behavior of the adversary’s military-political leadership.

The military exercise was also attended by Armenia’s Chief of General Staff of the Armed Forces Onik Gasparyan, as well as other officials.

The Vatican issued another stamp marking the Pope’s 2016 visit to Armenia

The Vatican has issued a new stamp on the fourth anniversary of the Pope’s visit to Armenia. The Holy See chose this stamp to mark the United Nations International Year of Plant Health (IYPH), the Armenian Embassy to the Holy See reported.

The stamp depicts Pope Francis and His Holiness Karekin II, Catholicos of All Armenians, watering the symbolic vine planted in Noah’s Ark, thus confirming that the theme of plant and earth health is a spiritual value.

In 2017 the Vatican issued stamps dedicated to the Pope’s 2016 visit to Armenia—“Visit to the First Christian Nation.”  That stamp was designed by Daniela Longo and depicts the pope in front of the Dzidzernagapert Memorial Monument.

Upon arriving in Armenia on June 24, 2016, the pope broke from his officially-prepared remarks and denounced the Armenian Genocide calling it the “First of Deplorable Catastrophes” of the 20th century.

“The occasion was the commemoration of the centenary of the Metz Yeghern, the ‘Great Evil’ that struck your people and caused the death of a vast multitude of persons. Sadly, that tragedy, that genocide, was the first of the deplorable series of catastrophes of the past century, made possible by twisted racial, ideological or religious aims that darkened the minds of the tormentors even to the point of planning the annihilation of entire peoples,” said Pope Francis in Armenia.
