Greek Parliament ratifies Armenia-EU CEPA

YEREVAN, JULY 8, ARMENPRESS. The Parliament of Greece has ratified the Armenia-European Union Comprehensive and Enhanced Partnership Agreement (CEPA) with majority of votes, the Armenian Embassy in Greece told Armenpress.

“The session has been chaired by Vice-Speaker of the Greek Parliament Athanasios Bouras from the New Democracy party. The Agreement has been submitted to the Parliament on June 24”, the Embassy said, adding that the Communist Party of Greece voted against the ratification.

Armenia and the European Union signed the CEPA in Brussels on November 24, 2017.

Armenian defense minister holds farewell meeting with Ambassador of Belarus

YEREVAN, JULY 8, ARMENPRESS. Defense minister Davit Tonoyan had a farewell meeting with Ambassador of Belarus Igor Nazaruk, the ministry told Armenpress.

The defense minister thanked the Ambassador for the active and productive work during his tenure aimed at strengthening the Armenian-Belarussian inter-state relations, wishing success to the official in his future activities.

Issues relating to the Armenian-Belarussian cooperation in the defense sector, as well as the future development directions of the mutual relations were discussed at the meeting. The officials also discussed the process of events implemented within the frames of multilateral formats, as well as regional security issues.

Armenian President holds farewell meeting with UAE Ambassador

YEREVAN, JULY 8, ARMENPRESS. President of Armenia Armen Sarkissian received today Ambassador of the United Arab Emirates (UAE) to Armenia Mohamed AlZaabi on the occasion of completion of his diplomatic mission, the Presidential Office told Armenpress.

President Sarkissian thanked the Ambassador for the efforts aimed at developing the Armenia-UAE relations, as well as for his personal contribution to the works on deepening the cooperation in different spheres.

The Armenian President expressed his gratitude to the UAE side for the recent humanitarian aid, in particular medical items, sent to Armenia to fight the novel coronavirus (COVID-19) pandemic.

Talking about the development prospects of the bilateral ties, the Armenian President highlighted the constant development of comprehensive cooperation with the UAE, adding that the complete utilization of existing great potential will raise the bilateral relations to a new level.

In his turn the UAE Ambassador thanked for the partnership and stated that he is leaving Armenia with warm memories.

Iran respects Armenia’s decision: Ambassador on opening Armenian Embassy in Israel

YEREVAN, JULY 8, ARMENPRESS. Ambassador of Iran to Armenia Abbas Badakhshan Zohouri commented on Armenia’s decision to open an Embassy in Israel.

In an interview to Armenia’s Public TV, the Ambassador said Iran respects Armenia’s decisions.

“Our country’s position towards Israel has been presented for years, we take actions for the sensitive attitude we have not to create problems with our neighbors. But Israel has always tried to ruin our best relations with our neighbors. Iran respects Armenia’s decision. We are always expressing our concerns during the meetings with officials. Our position is the following: we have good relations with the neighbors and do not want to damage them”, the Iranian Ambassador said.

On September 2019 the Armenian government made a decision to open an Embassy of Armenia in Tel Aviv, Israel.

Commenting on the Armenia-Israel relations, Armenian foreign minister Zohrab Mnastakanyan said Armenia has its interests which it must pursue and has never conducted and does not have any plans to conduct a policy with one partner at the expense of another partner.

As for the Armenia-Iran relations, the FM stated that there is a very active and inclusive dialogue between the two countries, as well as quite a large-scale agenda.

Iran’s balanced position on NK conflict settlement has not changed, says Ambassador

YEREVAN, JULY 8, ARMENPRESS. Ambassador of Iran to Armenia Abbas Badakhshan Zohouri commented on the contradictory statements of the Iranian Ambassador to Azerbaijan over the Nagorno Karabakh conflict settlement.

In an interview to Armenia’s Public TV, the Iranian Ambassador said Iran’s balanced position on the NK conflict settlement has not changed.

The reporter said the Iranian Ambassador to Azerbaijan sometimes is making such statements which differ from the official position of Iran and asked the Ambassador what is the official position of Iran in this respect.

“We have always expressed the position of the Islamic Republic of Iran on the Nagorno Karabakh conflict settlement, no change has taken place in our position. If there are people who express other opinions, they are not official stances, and the balanced position which has been adopted by Iran has remained unchanged. And any change would have been presented by the spokesperson of the Iranian foreign ministry which has not been done”.

Armenian President hosts outgoing head of CoE Office in Yerevan

Huge match-fixing scheme uncovered in Armenian soccer

A lengthy international investigation into Armenian soccer has exposed a massive match-fixing conspiracy.

The investigation was conducted by Armenia’s National Security Service (NSS) and Interpol and implicated 54 people and five clubs in Armenia’s First League (which is in fact the second division in Armenia; the top is the Premiere League). Forty-five people have received a lifetime ban from international soccer and the five clubs have been disqualified for two years.

“The decisions were made after the Football Federation of Armenian (FFA) received undeniable evidence from international organizations and law enforcement agencies,” FFA President Armen Melikbekyan said in a July 2 statement announcing the investigation’s results.

Melikbekyan was elected president of federation in December following the departure of his predecessor, Artur Vanetsyan, who was head of both the NSS and FFA during the time that the matches were fixed but then fell out with Prime Minister Nikol Pashinyan. The investigation began during Vanetsyan’s tenure at the FFA; he has since become a prominent government critic, but the soccer investigation seems not to have a political tinge to it.

Evidence for the scheme was gathered over a year and a half, Artur Azaryan, the general secretary of FFA told local website vnews.am. “UEFA has provided us with a detailed report on each team’s games for the season, as well as the individual actions of all the players and their chances of participating in the match-fixing.”

Many of the implicated players were foreign, in particular Russian, Ukrainian, Belarusian, and Latvian. Several of them had had previous records of match fixing.

Kirilis Grigorovs, a Latvian national, was involved in match-fixing controversies in Latvia, Ireland, the Czech Republic, and Cyprus before signing on with FC Yerevan in September 2019.

Midfielders and goalkeepers were disproportionately represented among the named players, as match fixing typically depends on defensive “lapses.”

“If we look closely, you see that none of the goalkeepers were locals and the central midfielders also mostly were foreign,” said Rafael Khalatyan, the editor of armfootball.com, in an interview with Eurasianet. “These people were exposed in match fixing scandals in other countries, like Egor Lugavoy from Torpedo, Yuri Okul, a coach from Ukraine who was disqualified in Ukraine and now has been disqualified with FC Aragats, Vitali Ridlevich from Belarus also played for Aragats. In other words, they were people who knew how the process of match fixing worked.”

It’s not clear who organized the scheme, and the NSS and FFA have not given any clues. Second-tier soccer in the former Soviet Union is widely susceptible to match fixing, as the teams have few fans, the matches aren’t televised, and the outcomes are of interest mainly to bettors. Neighboring Georgia also has been the subject of several match-fixing scandals and investigations.

“In this particular case there were a suspicious number of bets [on the fixed matches] in Asia, especially China,” said one source with an Armenian bookmaker, speaking to Eurasianet on condition of anonymity.

As a result of the investigation, the FFA has tightened the restrictions for licensing a club for the First League. The people implicated in the scheme will not face charges as match fixing isn’t a crime under Armenian law, but the FFA is trying to change that. “We have applied to the Ministry of Justice to come up with a legislative initiative and to define a relevant article in the Criminal Code,” Azaryan said.

”On July 6, Azerbaijani President Ilham Aliyev gave an interview to local TV channels, the tone and vocabulary of which, in parts regarding the settlement of the Azerbaijan-Karabakh conflict, go beyond the elementary diplomatic ethics. Through peremptory accusations against the OSCE Minsk Group Co-Chairmen of their inaction, the President of Azerbaijan tries to shift his own blame on them for the lack of results in the negotiation process. By hindering the restoration of the full-format trilateral negotiations, regularly challenging the principle of peaceful settlement of disputes and threatening by the use of force, trying to distort the essence of the conflict, encouraging racist and anti-human views and behavior patterns in their country, Azerbaijani authorities deliberately create additional obstacles in the process of peaceful settlement of the Azerbaijan-Karabakh conflict. And the aforementioned interview serves as another vivid confirmation of this.

In this regard, the attitude of Azerbaijan towards the restoration of the full-format trilateral negotiations is indicative. At various stages of the Azerbaijan-Karabakh conflict settlement, the negotiations were conducted in various formats. However, the most effective negotiations were the ones with the direct participation of Artsakh in them: both on the Artsakh-Azerbaijan bilateral and the Artsakh-Azerbaijan-Armenia trilateral basis. It was in the trilateral format with the full participation of Artsakh that the most significant result in the process of the Azerbaijan-Karabakh conflict settlement was achieved – the conclusion of the termless agreement on the cessation of fire and hostilities in May 1994. Therefore, trying to postpone the restoration of the trilateral negotiations, Azerbaijan artificially delays the process of peaceful settlement of the Azerbaijan-Karabakh conflict.

Both the historical and legal arguments cited in the interview do not withstand any criticism. However, while the Azerbaijani President’s ignorance of the history of the region makes just a harmless background, his misconceptions of international law can pose a serious threat to peace and security in the South Caucasus.

In the context of the Azerbaijan-Karabakh conflict settlement, Azerbaijan’s reference to Article 51 of the UN Charter is completely groundless and is an unsuccessful attempt to mask its aggressive and militaristic policy. Firstly, Azerbaijan was not subjected to aggression for the Article 51 of the UN Charter to apply. On the contrary, it was precisely Azerbaijan that transformed the political problem into an armed conflict by its own actions, trying to suppress the right of the people of Artsakh to self-determination by force, and after gaining independence unleashed a full-scale war against the Republic of Artsakh. Secondly, in May 1994, Artsakh, Azerbaijan and Armenia signed a trilateral ceasefire agreement, thereby putting an end to the military phase of the conflict and committing themselves to the peaceful settlement, in accordance with the UN Charter. In this regard, we consider it necessary to remind the Azerbaijani side that the resolution of international disputes by exclusively peaceful means is one of the fundamental principles of international law enshrined in the UN Charter.

All the speculations of Baku that Article 51 of the UN Charter gives it the right to use force in the context of the Azerbaijan-Karabakh conflict were rejected by the international community in April 2016, when Azerbaijan launched a large-scale attack on Artsakh. The OSCE Minsk Group co-chairing states – the United States, Russia, and France, as well as the United Nations Secretary General, the OSCE Chairperson-in-Office and the Council of Europe Secretary General were unanimous on the need to strictly comply with the 1994 agreement on ceasefire and the 1995 agreement on it strengthening. Against the background of the consolidated position of the international community on the need for an exclusively peaceful settlement of the Azerbaijan-Karabakh conflict, the threats to launch a new war cannot be regarded otherwise than an attempt by Azerbaijan to put itself out of the international community and international law.

Instead of senseless and unpromising accusations of others for its own mistakes and miscalculations, Azerbaijan should strictly observe its commitments to a peaceful settlement of the conflict and conduct full-format negotiations in good faith”.

MFA Armenia spokesperson comments on Azerbaijani president’s announcements

Question: During his visit to Khatai district, President of Azerbaijan Ilham Aliyev made a historical excursion about Armenia and the Armenian nation. He also commented on Armenia’s domestic processes, Nagorno-Karabakh peace process, as well as criticized the OSCE Minsk Group Co-Chairmanship. We would like to ask for your comment on that. 

Answer: My colleagues have already issued comments on this issue. I would simply like to add that President Aliyev, who was malicious about the spread of COVID-19 in Armenia a few weeks ago, today has no other words to address his society in lockdown than bringing forward the image of “useful enemy”. The Armenophobia is the last line of defense of Aliyev’s power, and hiding behind it describes the evolving domestic crisis and desperation in Azerbaijan at its best.

It’s ridiculous that Armenia’s domestic processes, human rights and freedoms have been reviewed by a leader of a country where for decades political and economic power has been in the hands of a single family, defined internationally as a repressive regime. It’s noteworthy that Ilham Aliev, with his hostile and racist comments, expresses irresponsible and disrespectful attitude, first of all, towards the statement of the OSCE Minsk Group Co-Chairs issued a week ago, which contained concerns about the inflammatory and provocative rhetoric.

As the Prime Minister Pashinyan stated at the recent joint session of the Security Councils of Armenia and Artsakh: “attempts to turn the Nagorno-Karabakh conflict into a long-term Armenian-Azerbaijani enmity within which our peoples will fight on everything – past, present, future and the whole region – is in the interests of neither the Armenian nor the Azerbaijani people.”
