Azerbaijani press: People like Harlem Désir made OSCE turn into instrument for political orders (ANALYTICS)

Azerbaijan became a member of the Organization for Security and Cooperation in Europe (OSCE) in 1992 (then it was called Conference on Security and Co-operation in Europe –CSCE). The fact that the OSCE is the first European Institution to which Azerbaijan has joined after gaining independence testifies to how much the country attaches importance to this organization.

The OSCE was once considered the most important organization and regional platform in the field of security in Eurasia. The organization has three main areas of activity – political-military, economic-environmental and human rights. Of those, Azerbaijan attaches particular importance to the political-military area. Following the occupation of nearly 20 percent of Azerbaijani territory by Armenia, the Minsk Group that is directly dealing with the conflict resolution and the co-chairing institution of this Group were established under the OSCE.

Unfortunately, the OSCE Minsk Group has long been unable to achieve progress in resolving the conflict.

Moreover, the lack of dynamic and effective decisions and steps in terms of economic-environmental terms is regrettable.

Finally, the human rights issue has turned in the hands of a group of countries into a tool of political pressure on others.

Thus, the OSCE, which in fact should play a leading role in ensuring peace and security in the Eurasian space, is currently unable to defend its principles, taking a double-standard and unbiased position. The OSCE has already lost its credibility, and the organization’s decisions are ineffective.  

Because of such an ineffective activity and the policy of double standards, the European space is experiencing the lack of progress in areas that are directly included in the OSCE mandate. Firstly, there is no progress in resolving conflicts in the OSCE region, and secondly, in Europe there is a sharp spread of Islamophobia, anti-Semitism and other negative trends. And the OSCE still remains silent on such important issues. 

Instead, there is a bias attitude and attempts are made to influence some countries, including Azerbaijan, based on the political orders of a group of countries.

Of course, such an approach causes the dissatisfaction of Azerbaijan which puts much emphasis on cooperation with the OSCE and expects the organization’s contributions to the settlement of the Armenia-Azerbaijan conflict.

The process of election to a number of key leadership positions is currently ongoing within the OSCE (OSCE Secretary-General, Director of the Office for Democratic Institutions and Human Rights of the OSCE, OSCE Representative on Freedom of the Media and OSCE High Commissioner for National Minorities). There is a proposal for the re-election of current officials to these posts.

Azerbaijan, pursuing an independent foreign policy, using its sovereign right as an OSCE member, opposed the reappointment of Harlem Désir as OSCE Representative on Freedom of the Media.

Azerbaijan considers Désir’s activities to be biased, non-objective and non-independent. He does not receive information in the field of mass media from bona fide sources. All this is a gross violation of the representative’s mandate.

Désir speaks from an anti-Azerbaijani and pro-Armenian position.

An analysis of his statements and tweets shows that Désir uses any minor incident in Azerbaijan to discredit and slander the country. He, without finding out the essence of the incident, hurriedly, unreasonably and groundlessly reacts to any such event in Azerbaijan. He deliberately exaggerates and politicizes problems. At the same time, he makes very few, and mostly neutral statements and comments regarding Armenia. The fact that Désir did not react to the death of Armenian politician and journalist Mher Yeghizaryan as a result of the hunger strike also raises big questions. It seems that Désir’s position on human rights issues is based on political geography.

The OSCE countries have long been conducting a deliberate misinformation campaign against Azerbaijan in the information space, especially in Western Europe. Désir not only did nothing to prevent this, but also directly contributed to this process.

The spread of Islamophobia and anti-Semitism in the information space of the OSCE countries has increased, and the results of Desiree’s efforts to combat this are also unsatisfactory.

Although the issue of illegal conflict zones by journalists was raised in various media forums, Désir always prevented this.

He fails to adequately respond to new challenges. For example, no recommendations or initiatives have been made regarding the activities of the media institutions of the OSCE countries amid the COVID-19 pandemic. No guidelines have been developed in this regard.

Désir lacks the necessary knowledge and experience appropriate to his position.

How does Harlem Désir, who was conditionally jailed for 18 months and fined 30,000 francs in 1998 on charges of abuse of state property, want to teach something to Azerbaijan?

Thus, Azerbaijan is not satisfied with Désir’s activities and justly objected to his reappointment. Because of people like Désir, the OSCE has become an instrument of political orders of some countries and lost its effectiveness and importance.

Azerbaijan, as an active OSCE member, believes that the organization should return to its basic principles and goals, and act objectively, effectively, without bias and within the framework of its mandate. To this end, the OSCE must pay special attention to the resolution of the protracted conflict in its area and be active in the field of security and economy. At the same time, the organization, within the framework of its powers to ensure human rights, must also act objectively and without bias. Only in this case will the OSCE be able to revive its important role in the Eurasian space. The OSCE should be the organization of all participating countries, not just the United States and Western Europe.

Azerbaijani press: Azerbaijan dismisses rumors on its air space used to attack

Reports on Russia’s ‘Container’ radar system detecting unknown planes using Azerbaijan’s air space to carry out attacks on Iran are an absolute lie, Azerbaijan’s Defense Ministry said, answering the media request.

Such reports were disseminated by pro-Armenian forces, they are unreasonable and completely false, the ministry noted.

“The dissemination of such reports is aimed at undermining the Azerbaijani-Iranian relations,” said the ministry. “The reports are apparently disseminated with the aim of damaging good-neighborly relations between the two countries and are nothing but deliberate slander.”

The ministry also stressed that to date there have been no steps taken from Azerbaijan against the neighboring Iran, and won’t be taken in the future.

Azerbaijani press: Political analyst: Sovereignty of Karabakh is out of the question

As we all remember, from the very beginning of the premiership, Nikol Pashinyan introduced, as one of his fundamental theses, a statement that Karabakh is supposedly a completely sovereign territory and therefore its representatives should participate fully in the negotiations to resolve the conflict. And that the Armenian leadership in no case can interfere in the affairs of Karabakh, Russian political scientist Grigory Trofimchuk told News.az commenting on the visit of the Armenian Foreign Minister Zohrab Mnatsakanyan to the occupied territories of Azerbaijan.

“At the same time, all the representatives of the Armenian authorities, as in this case with the visit of Foreign Minister Zohrab Mnatsakanyan, are not just visiting this region, but by all means demonstrating direct interference in its “sovereign” affairs, and even already conducting some kind of negotiations “to discuss the conflict”. How is that? Already without the Azerbaijani side, or what? That is, Pashinyan himself violates what he has so snobbishly proclaimed and what he still insists on,” he said.

The expert noted that once Pashinyan declared to the whole world, including the OSCE Minsk Group co-chairs, such a thesis about “sovereignty”, as it seems to all of us, he should follow his own logic: “However, in practice, we see that Pashinyan himself directly coordinated the elections of the leadership in this enclave, and the two Security Councils held joint meetings there – that is, no sovereignty can be discussed here at all”.

Thus, says the political scientist, Nikol Pashinyan is just mocking the common sense and those politicians who participate in the negotiations.

“Including, of course, all co-chairs, who apparently have not yet understood it,” he summed up.

Turkish press: Armenians, Western politicians exploit 1915 events to sow hatred against Turkey, German expert says

Armenian genocide allegations surrounding the events of 1915 are being used by the Armenian diaspora and Western politicians to sow hatred against Turkey, said a German political scientist.

Speaking to the New York-based Turkish-American Security Foundation (TASFO), Christian Johannes Henrich, the director of the Research Center for Southeast Europe and Caucuses in Germany, said governments and parliaments of other countries should stay away from the topic.

Turkey and Armenia should first discuss the issue and related questions about the allegations “unconditionally and openly with the support of scientists,” said Henrich.

“The topic is being used by the Armenian Diaspora and some Western politicians to stir up resentment against Turkey. There is structural anti-Islamic racism in Western countries which is cherished and cared for by various people,” he added.

Regarding the silence in the Christian world over the killings of Turks and Muslims from 1915-1923, Henrich recalled that the first Prime Minister of Armenia, Hovhannes Katchaznouni, confirmed the outrages against Turks, Kurds and Arabs in eastern Anatolia then.

“He based it on blind trust in Russia. However, these parts of the story are hidden. You will hardly find a book by a Western author that mentions the Muslim victims through Armenian and Russian massacres,” he said.

Turkey’s position on the events of 1915 is that the deaths of Armenians in eastern Anatolia took place when some sided with invading Russians and revolted against Ottoman forces. A subsequent relocation of Armenians resulted in numerous casualties.

Turkey objects to the presentation of these incidents as “genocide,” describing them as a tragedy in which both sides suffered casualties.

Ankara has repeatedly proposed the creation of a joint commission of historians from Turkey and Armenia as well as international experts to tackle the issue.

The Armenian Revolutionary Federation Supreme Council of Armenia on Sunday issued an announcement on the occasion of Republic of Armenia’s Constitution Day. This is the holiday is being marked in the backdrop of a constitutional impasse in the country, where the ruling My Step bloc’s parliamentary faction passed amendments to the law of the land without the participation of the opposition forces represented in the legislature.

Dear Compatriots,

We congratulate you on the Republic of Armenia’s Constitution Day.

The Constitution has a unique role and significance in the effort to create a state based on stable civil society, self-rule, democracy and rule of law.

However, the mere existence of a Constitution is not a guarantee when it is not being respected, when, by exploiting the people, the Constitution is being interpreted and utilized within a narrow personal and political contexts, ignoring the interests of the public and the nation.

Sadly, for a long time now, the current political leadership has been demonstrating this exact behavior, by sowing division in society, dismantling constitutional institutions, weakening the government’s resolve, instigating mistrust in the future by creating new challenges and threats.

On this holiday, we affirm the ARF’s determination to return the country to the path of constitutionality and natural development, through national consensus.

White House Press Secretary Kayleigh McEnany referred to the “Armenian Genocide Memorial” during her daily briefing on Monday when discussing implications of removing monuments around the country in response to the social justice movement that has dominated national discourse since the May 25 killing of George Floyd in Minneapolis by police officers that has sparked the nationwide Black Lives Matter movement.

“There seems to be zero understanding of history when you’re defacing the statue of Matthias Baldwin and John Whittier and Ulysses S. Grant,” said McEnany in response to a reporter’s query about an explanation for President Trump saying over the weekend that many of the problems the United States is currently facing stem from “extreme indoctrination and bias in the education system.”

“There seems to be a lack of understanding and historical knowledge when the Armenian genocide memorial, remembering victims of all crimes against humanity, including slavery, is vandalized,” said McEnany in an apparent reference to the recent defacing of the Armenian Genocide memorial in Colorado, which is on the grounds of the state’s capitol and was vandalized along with other monuments there during last month’s social justice protests.

“There seems to be a lack of understanding of history when the first responders sculpture is damaged, when the Polish war hero statue, the World War I Memorial, the Lincoln Memorial, the World War II Memorial, and absolutely the Robert Gould Shaw and the 54th regiment Washington Memorial that honored African American soldiers who fought valiantly in the Civil War was damaged in Boston,” contended McEnany. “We need to have a better historical understanding.”

“We may be witnessing, in this one-off statement, the first steps toward an all-of-government recognition of the Armenian Genocide – the clear consequence of last year’s near-unanimous passage of H.Res.296 and S.Res.150,” said Armenian National Committee of America Executive Director Aram Hamparian.

“Our success in navigating adoption of these two landmark measures cemented the broad-based, bipartisan consensus among Democrats and Republicans, in the House and Senate and among 49 of our 50 U.S. states that Turkey does not deserve and will not get a veto over U.S. policy on the Armenian Genocide.”

The foreign ministers of Armenia and Artsakh Zohrab Mnatsakanyan and Masis Mayilyan on Saturday met in Stepanakert and to discuss the latest developments in the ongoing Karabakh conflict settlement process, after Mnatsakanyan met with his Azerbaijani counterpart last week during a video conference mediated by the OSCE Minsk Group co-chairmen.

During the meeting, the sides touched on a wide range of issues related to the current stage of the Azerbaijan-Karabakh conflict resolution process, with Mnatsakanyan briefing Mayilyan on the results of the recent video conferences he held with Azerbaijani Foreign Minister Elmar Mammadyarov.

In this context, the sides noted the importance of taking practical steps to reduce risks and to maintain stability in the conflict zone, which are aimed at ensuring the irreversibility of the peaceful settlement process. The Foreign Ministers stressed the inadmissibility of the threats and provocative statements recently voiced by the Azerbaijani authorities at various levels, emphasizing that such rhetoric jeopardizes the peace process and hinders the formation of an atmosphere of confidence.

At the same time, the need for the full-fledged participation of official Stepanakert in the negotiations to increase the efficiency of the peace process was reiterated.

Following the one-on-one talks, an expanded meeting was held with the participation of the Artsakh Foreign Ministry senior staff and the delegation accompanying Mnatsakanyan to Artsakh.

There, the sides discussed the implementation of a plan to enhance consultations between the two ministries. The two sides praised the professional and practical nature of cooperation between the ministries. They also exchanged views on expanding Artsakh’s footprint in the international arena the coordinated steps needed to advance this effort.

Specific reference was made to the latest developments in the Karabakh conflict settlement process with both parties emphasizing that the destructive and aggressive rhetoric used by Azerbaijan’s military and political authorities deprives the parties of the opportunity to make progress in the peaceful settlement process.

President Harutyunyan reaffirmed the official Stepanakert’s commitment to the peaceful a settlement of the conflict under the auspices of the OSCE Minsk group and the need for Artsakh’s full-fledged participation in the negotiations.

Artsakh Foreign Minister Mayilyan also attended the meeting.

2020 marks the 100th anniversary of U.S.-Armenia relations, with the United States officially recognizing the Republic of Armenia on April 23, 1920, and welcoming Dr. Karekin Pasdermadjian (Armen Karo) as the first Armenian Ambassador to the U.S.

Artsakh Will Seek Liberation of all Its Territories, Says Foreign Ministry

The authorities of the Republic of Artsakh reaffirmed their determination to advance the liberation all of its territories and the restoration of Artsakh’s territorial integrity, the Artsakh foreign ministry said in an announcement.

On July 4, 1992, the Azerbaijani armed units, with their more superior manpower and military equipment, employing heavy artillery and combat aircraft launched a large-scale offensive in the direction of Martakert town of the Republic of Artsakh. Martakert was completely destroyed, and the Armenian population of the town of about 13 thousand people was forced to leave their homes and become internally displaced persons, finding temporary shelter in the capital city Stepanakert and in various settlements of the Republic of Armenia.

Following the capture of Martakert, the Azerbaijani army continued the offensive, destroying about 80 percent of the region, looting the Armenian settlements and subjecting their population to forcible deportation.

In general, almost half of the territory of the Republic of Artsakh fell under the occupation of Azerbaijan. The republic itself was on the verge of total annihilation. The humanitarian situation was even more catastrophic. By the end of the summer of 1992, more than half of the population of the Republic were refugees and internally displaced persons (IDPs). The situation was aggravated by the almost complete indifference of specialized international organizations to the fate of Armenian refugees and IDPs who were on the verge of a humanitarian disaster in Artsakh.

However, even in these seemingly hopeless conditions, the people of Artsakh managed to summon its collective will, mobilize its full potential and repel the armed aggression of Azerbaijan.

A year later, on June 27, 1993, the Defense Army of the Republic of Artsakh liberated the town of Martakert. Those who returned to their homeland began the process of restoration and improvement of the war-torn border town, which gained even greater scope after signing the termless trilateral (Azerbaijan, the Republic of Artsakh, and the Republic of Armenia) ceasefire agreement on May 12, 1994.

To this day, some settlements of the Martakert region, part of the Martuni region and the entire Shahumian region, a total of over 1000 square kilometers of the territory of the Republic of Artsakh, are under the Azerbaijani occupation, where the Azerbaijani authorities implement illegal settling and pursue a policy of destroying the traces of presence of the native Armenian population in these territories.

The authorities of the Republic of Artsakh reaffirm their determination to seek the liberation of the territories of Artsakh and the restoration of the territorial integrity of the Republic.

Kim Kardashian Urges Followers to Support Small Business in Armenia

Television personality and recently-minter billionaire Kim Kardashian has called on millions of her social media followers to support the development of small businesses in Armenia by donating to the Armenia Support Fund.

“Consider donating to Armenia Support Fund help provide COVID-19 aid to struggling small businesses in Armenia,” Kardashian tweeted.

In response to COVID-19, the Armenia Support Fund has partnered with The Paros Foundation to launch the Armenia COVID-19 Small Business Support Initiative.

Since 2006, The Paros Foundation  and it’s donors have partnered to implement humanitarian, educational, cultural and development projects. In their almost 15 years of service, Paros has completed more than 200 successful projects in Armenia and has raised over $7 million.
