Artsakh, also called Nagorno-Karabakh, is an independent republic of ethnic Armenians situated between Armenia and Azerbaijan. This mountainous region of the Southern Caucasus has been a center for Armenian life and resistance for thousands of years. Before the 18th century, the population of Artsakh’s highlands and lowlands was exclusively Armenian. Artsakh’s Armenian majority has never dropped below 75% of the overall population.

In the mid-1700s, Turkic tribes infiltrated the region from Northern Artsakh, starting a war with local Armenian families. A century later, in 1805, the historical territory of Artsakh fell under rule of the Russian Empire. A long period of peace between the Armenians and Turkic Azeris of this region followed. After the Russian Empire fell in 1917, this tranquility ended.

Following the dissolution of the Russian Empire in 1917, three independent states emerged in the Southern Caucasus: Georgia, Armenia and Azerbaijan. The Azerbaijan Democratic Republic and the First Republic of Armenia were established in 1918; since their creation, these states have had disputed borders. Within three years of their establishment, both countries would become Soviet Socialist Republics.

Between the years 1918 and 1920, taking advantage of the turmoil of World War I and the collapse of the Russian Empire, Turkish forces joined by Azeri military units destroyed Armenian villages in the regions of Artsakh, Nakhichevan, Baku, and Ganja. On March 23, 1920 Turkish and Azeri troops plundered the Artsakh city of Shushi, massacring the entire Armenian population of 20,000 people and burning to ashes the Armenian half of the city. These killings in Eastern Armenia were an attempt to expand the 1915 Armenian Genocide to the Caucasus region.

The 1915 Armenian Genocide took place in the Ottoman Empire where the Young Turk government systematically deported and massacred Armenians, Assyrians, and Greeks living in Anatolia. One and a half million Armenians were massacred and hundreds of thousands were marched into Syria’s Deir al Zor desert; this displacement resulted in the 11-million-person Armenian diaspora. The settler-colonial state of Turkey and its proxies have been trying to cleanse West Asia of its indigenous people and create a pan-Turkic nation for centuries.

In 1988, Armenian groups both in Artsakh and in The Republic of Armenia began a campaign for a union of the two regions. This campaign began with demonstrations and led to violence and bloodshed between Armenians and Azeris. Pogroms targeting Armenians in the towns of Baku, Sumgait, and Ganja forced Armenians to abandon their communities in the Azerbaijan Soviet Socialist Republic.

In 2001, Anthony Bourdain visited Armenia and Artsakh for an episode of his show, Parts Unknown. Following this visit, Bourdain was banned from entering Azerbaijan; anyone who has traveled to Armenia and Artsakh or has Armenian ancestory is banned from entering Azerbaijan.

For the Armenian people, this war is existential. As a lifelong Artsakh resident says in the above clip, “If we lose, we know we will be destroyed.”

The most recent aggression by Azerbaijan in 2020 has sparked the most destructive and deadly fighting in the region since the 1990s. Armenian soldiers between 18 and 22 years old are fighting and dying on the frontline. Veterans of Artsakh’s first liberation war and Armenians from the diaspora have returned to defend the region.

The states of Azerbaijan and Turkey are connected by strong ethnic, economic, cultural, diplomatic, and historic ties. Their relationship has been referred to as, “two states, one nation.” Azerbaijan is a major economic investor in Turkey and Turkey is the main channel for Azerbaijan’s petroleum exports. Both states harbor a hatred of Armenians and have systemically embedded Armenophobia into their institutions.

In a tweet from October 12th, 2020, Azerbaijan’s President Ilham Aliyev says, “We will build cities across the liberated lands and turn those areas into paradise. Those lands will reinvigorate, life and children’s laughter will return there. Citizens of Azerbaijan will live on those lands in dignity.”

The Armenian population of Artsakh is nearly 150,000 people, Armenians have inhabited the region since before the country of Azerbaijan existed.

In a speech on July 22, 2020 regarding the Armenia-Azerbaijan Conflict, Turkish President Recip Tayyin Erdogan threatened to continue the genocide of Armenians and pledged support to Azerbaijan.

“We will continue to fulfill this mission, which our grandfathers have carried out for centuries, in the Caucasus again…. Turkey will not hesitate to side with Azerbaijan, a country that has a long friendship and brotherly relations against any attack on its rights and territory.”

Ethnic minorities in Azerbaijan have begun boycotting forced conscription in this war. Talysh people in Azerbaijan are refusing army conscription, blocking roads, and facing off against Azeri military. A live broadcast from the Azerbaijani TV “Hural” confirmed that in the Talysh city of Lenkoran, the population protests Aliyev’s order to enlist in the army.

President of the Independent Republic of Artsakh, Arayik Harutyunyan, is a veteran of the first liberation war and has been on the frontline alongside Armenian soldiers. Harutyunyan comments on the current situation in a press briefing on October 11:

The people of Artsakh started the struggle for self-determination, to live freely, in 1988; what is taking place today against the people of Artsakh is outside the scope of humanitarian principles. It can be considered ethnic cleansing, a genocide, that is being committed not only by Azerbaijan but with the support of Turkey and international terrorists. It is clear to the world, that terrorists now have a foothold in the region.

Nikol Pashinyan was elected as Prime Minister during Armenia’s Velvet Revolution in 2018 and has been serving since. Pashinyan said on October 3rd in an address to his nation:

Turkey and Azerbaijan are pursuing not only military-political goals. Their goal is Armenia; their goal is continuation of the genocide of Armenians.

Many young Armenians cannot visit the lands of their parents and grandparents in Azerbaijan and Turkey because of border policies barring them and fear of violence. The 60,000 Armenians who remain in Turkey live in fear of aggression. The Armenian people have been surviving, fleeing, and dying from genocidal violence for centuries. Their land has been stolen by the Turkish and Azerbaijani states and abused under Soviet Russian leaders. Azerbaijan’s latest attempt to steal Armenian land and cleanse it of its people and its ancient history does not come as a surprise. The Armenian people are fighting against large, heavily armed neighboring countries to live peacefully in their homeland.

United Nations Security Council to hold closed meeting on Nagorno Karabakh conflict

YEREVAN, OCTOBER 17, ARMENPRESS.  The United Nations Security Council (UNSC) will hold on October 19 a closed meeting on the Nagorno Karabakh conflict, a source from the UNSC told RIA Novosti.

According to the source, the meeting is convened in response to a request from Russia, France and the United States – the Co-Chairing countries of the OSCE Minsk Group.

Civilians injured amid renewed Azeri bombardment of Stepanakert City

STEPANAKERT, OCTOBER 17, ARMENPRESS. The Azerbaijani armed forces have launched a missile bombardment attack at Stepanakert City from dawn October 17, Artsakh’s Human Rights Defender (Ombudsman) Artak Beglaryan said.

“Fortunately residents of the city were already in the bomb shelters and it was possible to avoid big losses,” he said.

Air raid sirens are constantly on in the capital of Artsakh.

Only an hour after the first missile attack, the Azeri armed forces again delivered rocket strikes at the Stepanakert’s central civilian infrastructures, inflicting destructions.

“Azerbaijan continues committing war crimes, and the international community’s blindness also continues,” Beglaryan said.

Two civilians were injured in the first bombardment early this morning, while data on casualties from the second attack are yet to be reported.

More than 30 civilians have died in Artsakh in the ongoing indiscriminate Azerbaijani bombings and missile attacks on towns and cities since the massive Azeri offensive began on September 27.

Regional countries could potentially launch counterterrorism actions inside Azerbaijan, says Artsakh

Turkey’s involvement in the NK conflict with its support to Azerbaijan and transfer of mercenaries from terrorist organizations from Syria and Afghanistan doesn’t simply focus on assisting the Azeris to in their goal of capturing Artsakh, according to the Artsakh presidential advisor Davit Babayan.

Babayan says Turkey instigated the war and exploited it with the purpose of deploying the thousands of terrorist not only deep inside Azerbaijan, but also to Russia and Iran – something the Armenian side has warned of and these warnings have been confirmed.

“The infiltration of terrorists is extremely serious. According to our intelligence data there are already several thousands of terrorists who have been transferred to Azerbaijan through Turkey. But not all of them are participating in the attacks on Artsakh. They are separated into four parts: one part is at the Artsakh front, the other is deployed at the border with Russia, the third is deployed at the border with Iran, and the fourth part is deployed in different locations inside Azerbaijan, in order to clampdown any potential domestic discontent in Azerbaijan, and we already see that such discontent is maturing very quickly because of the large numbers of Azerbaijani military losses and victims. That is, these mercenaries are there also for suppressing domestic unrests.

We see that the terrorists have already infiltrated into Russian territory. We had warned from the beginning that some of these mercenaries are stationed at the border of Dagestan, and a potential infiltration into Russia can’t be ruled out. This became reality afterwards. The Russian foreign intelligence agency officially announced about this. According to the published information, these mercenaries have reached Chechnya, and four of these terrorists have been eliminated there. The other syndicate entered Volgograd, where they plotted terror attacks, the jihadists were plotting to bomb government buildings, military barracks, industrial facilities and one of Russia’s historic monuments, the “The Motherland Calls.”

It is already clear that these terrorists appeared in Russia from Azerbaijan, where in turn they were taken to by Turkey, after being recruited in Syria. This all shows that the neighboring countries are also concerned. And not only are they concerned, they are eliminating these terrorists in their territories. We can’t rule out a potential situation when these countries will start eliminating these terrorists inside Azerbaijan itself. And I think everything is going towards that scenario,” Babayan said in an interview to Hayastani Hanrapetutyun (Republic of Armenia, HH) newspaper.

HH – Please elaborate on the reports on these terrorists infiltrating Iran.

Babayan – The Iranian side is one of the targets of the terrorists. You are aware that one of the targets of Turkey, Azerbaijan and the terrorists is to strike the reservoir built on Araks River. It was built by the Iranian side and is mostly serving the needs of Iran, because Northern Iran is factually in an ecological disaster. The abovementioned reservoir is somewhat helping, so to say – it is the only source of saving that territory. And now, Turkey, the terrorists and Azerbaijan want to take over that territory. And they seek doing so through mercenaries. Moreover, these terrorists have most probably already infiltrated into Iranian territory. This can’t be of no concern to Iran. As we see, this is a serious problem which is conveying a new quality to the concerns of other countries and their actions.

HH– Is the Iranian government’s official response already known?

Babayan – We shouldn’t wait for an official response. I am more than sure that appropriate measures are already underway.

HH – What is Turkey seeking to accomplish by creating chaos not only in the region but also virtually all neighboring countries. The Turkey which had initially adopted the “no problems with neighbors” principle has problems with everybody today. Moreover, not only with neighbors.

Babayan – Turkey has a very rich experience of struggling when it is in a very difficult and multi-layered adventurism. We shouldn’t underestimate [Turkey]. One of its goals is to undermine the Armenian statehood. Next, support Azerbaijan, and by getting established there Turkey is making its first step on the path of realizing its dream of pan-Turkism. Probably that’s why they didn’t find it necessary to notify anyone, including their NATO allies, about their actions. Turkey has already entered Azerbaijan and it won’t leave it on its own will.

Stepanakert City, Shushi come under heavy Azeri rocket-artillery strikes

STEPANAKERT, OCTOBER 17, ARMENPRESS. The “relatively stable tension” remained at the Artsakh-Azerbaijan conflict zone overnight October 16-17 and no significant changes in the tactical situation happened, the Ministry of Defense of Artsakh said.

The ministry said the Azerbaijani armed forces continue violating the humanitarian ceasefire and have launched rocket-artillery attacks at civilian settlements of Artsakh from early morning October 17, with civilian infrastructure of Stepanakert city and the town of Shushi getting shelled intensely.

 “The Defense Army units took appropriate countermeasures to suppress the Azerbaijani fire. Currently the tactical situation is under the control of the Defense Army units,” the ministry said.

Artsakh releases detailed list of Azeri military facilities constituting legitimate targets in Ganja

STEPANAKERT, OCTOBER 17, ARMENPRESS. The Defense Ministry of Artsakh has released a detailed list of the Azerbaijani military facilities – which constitute legitimate military targets –  deployed in the city of Ganja.

The Defense Ministry of Artsakh said in a statement that the Azerbaijani armed forces have deployed in Ganja an air force airbase, a military helicopter squadron: the permanent deployment position of an Armed Forces General Staff motor-rifle brigade, Interior Troops special missions brigade, a military combat command center, an Armed Forces General Staff radio-technical battalion, a military fuel base, a military machinery factory and a military aviation-artillery armament repair plant.

The Defense Ministry had officially announced that the Artsakh Defense Army’s countermeasures target exclusively legitimate military targets of Azerbaijan.

"Apartments in ruins" – 3 civilians wounded in latest Azeri bombardment of Stepanakert City

STEPANAKERT, OCTOBER 17, ARMENPRESS. Three civilians have been wounded in the latest Azerbaijani bombardment of Stepanakert, the capital city of Artsakh.

Many apartments have been destroyed, and one economic facility was also hit in this attack, the Artsakh State Service of Emergency Situations said.

The wounded civilians are hospitalized.

“During the night Azerbaijan bombarded several streets in Stepanakert’s central part and the suburbs with different weapons and cluster bombs, significant damages were inflicted to private property of residents, apartments are ruined. One facility of economic significance was also hit,” the State Service of Emergency Situations said, adding that they are currently assessing the damages.

Artsakh’s Human Rights Defender Artak Beglaryan released a video on his social media account showing the consequences of the night bombing. “This is the consequences of Azerbaijan’s deliberate strikes with 6 heavy missiles at the peaceful settlements of Stepanakert,” he said, posting the images of the ruins.

Stepanakert City and other towns in Artsakh have come under intense shelling by the Azeri forces since the attacks on Artsakh began. At least 34 civilians in Artsakh have been killed in the attacks.

Armenia reports 1540 new cases of COVID-19 in one day

YEREVAN, OCTOBER 17, ARMENPRESS. 1540 new cases of the novel coronavirus (COVID-19) have been confirmed in Armenia in the past one day, bringing the total number of confirmed cases to 63,000, the National Center for Disease Control and Prevention said today.

384 more patients have recovered in one day. The total number of recoveries has reached 47,925.

3937 tests were conducted in the past one day.

11 more patients have died, raising the death toll to 1067.

The number of active cases is 13,694.

The number of patients who had a coronavirus but died from other disease stands at 314.

Joe Biden vows to prevent interference of Turkey, foreign mercenaries in NK conflict

Vice President of the United States and 2020 candidate for US President Joe Biden and Senator Kamala Harris, candidate for the Vice President, issued a position paper delineating what they said Biden had done on Armenian issues, and outlining what a Biden-Harris administration would accomplish, Asbarez reports.

This announcement comes two days after both Biden and Harris, in separate remarks, addressed the Karabakh conflict and called for its peaceful settlement.

Joe Biden’s Support for the Armenian People

“I stand…with all Armenians and the Armenian-American community, which has contributed so much to our nation, in remembering and honoring the victims of the Armenian Genocide.” Vice President Joe Biden, April 24, 2020.

Coming to the actions to be done by Joe Biden, the paper says in particular that Joe Biden will recognize the Armenian Genocide and make universal human rights a top priority for his administration so that such a tragedy can never again occur.

What Joe Biden Will Do

  • Joe Biden will strengthen the U.S.-Armenia partnership to improve the lives of the Armenian people.
  • Joe Biden will push for lasting peace in the region, reinvigorating U.S. engagement in resolving the Nagorno-Karabakh conflict, as he did in office , including seeking additional international observers to monitor the ceasefire. He will also work to prevent interference by third parties, including nation-states like Turkey, and foreign mercenaries paid to commit crimes against the people of Nagorno-Karabakh.
  • Joe Biden will fully supports U.S. aid to Armenia to strengthen democratic governance and promote economic growth, and review our security assistance to Azerbaijan to ensure it is not being repurposed for offensive means.
  • He will continue the long-time U.S. de-mining and humanitarian assistance in Nagorno-Karabakh — which President Trump has tried to end.
  • He will condemn hate crimes committed against Armenian American communities and strengthen protections for faith communities, including by expanding security grants to faith-based organizations and establishing a new law enforcement program in the Department of Justice dedicated to preventing attacks against faith communities.

What Joe Biden Has Done

  • As a U.S. Senator, Joe Biden led congressional efforts to recognize the Armenian Genocide. Last year, Joe Biden endorsed bipartisan legislation in Congress that officially recognized and established an ongoing U.S. commemoration of the Armenian Genocide.
  • This year on Armenian Genocide Remembrance Day, he called for the genocide to be fully acknowledged and pledged support for its recognition. He stated then that “[i]f we do not fully acknowledge, commemorate, and teach our children about genocide, the words ‘never again’ lose their meaning.”
  • The Obama-Biden administration provided U.S. assistance to Armenia and humanitarian support for Nagorno-Karabakh (Artsakh). With the Vice President’s leadership , the United States was a full partner in the OSCE Minsk Group peace process to end the Nagorno-Karabakh conflict.
  • When the conflict reignited in September 2020, Joe Biden called for the Trump administration to more actively engage in seeking a peaceful resolution and to demand that other states, such as Turkey, stay out of the conflict.

Rep. Ben Sanchez to introduce resolution condemning attacks on Artsakh and Turkey’s involvement

YEREVAN, OCTOBER 17, ARMENPRESS. Member of the Pennsylvania House of Representatives Benjamin Sanchez is going to introduce a bipartisan resolution condemning the recent attacks against Artsakh and denouncing Turkey’s involvement.

“I am soon introducing a bipartisan resolution condemning the recent attacks and denouncing Turkey’s involvement in what is a humanitarian crisis unfolding the South Caucasus. The prevention of a second Armenian Genocide is the goal of my upcoming House resolution, which seeks to raise awareness to help protect lives”, Representative Sanchez said.

He added that fragile peace was disrupted in the Republic of Artsakh just weeks ago.

“On the morning of Sept. 27, 2020, forces from Azerbaijan, which borders Artsakh to the east and north, launched an unprovoked, large-scale attack on the country also known as Nagorno Karabakh with the aid and support of Turkey. The Azeris have since used Turkish military equipment and cluster bombs in civilian areas, directly violating international humanitarian laws. Turkey has also sent thousands of jihadist mercenaries from Syria and Libya to fight in Azerbaijan”, he stated.

He noted that despite international pressure for a cessation of hostilities, the situation is deteriorating. “Artsakh is being attacked mercilessly. Because of this appalling action, I am introducing this resolution to condemn the attacks and Turkey’s involvement”, Benjamin Sanchez said.
