Azerbaijani  war prisoner Emin Beşkalin Zahir oglu receiving medical treatment in one of the hospitals of Artsakh provided details of how military specialists from Turkey control the Azerbaijani aggression against Artsakh. ARMENPRESS reports photographer Davit Ghahramanyan released a footage, where the Azerbaijani war prisoner tells that 3 officers had come with them for holding training, who had said that they are from Turkey.

‘’It was obvious from the style they talked and the military uniform. The trainings were mainly conducted according to the program prepared by them, which lasted 10-15 days. They are still in our command centers and without their instructions our commanders make no independent decisions’’, the Azerbaijani war prisoner told.  

He also added that his health condition is normal, the doctors are treating the wound and putting on a new bandage.

Prime Minister of Armenia NIkol Pashinyan commented on his yesterday’s announcement, according to which at this stage Nagorno Karabakh conflict has no diplomatic solution. ARMENPRESS reports in an interview with Interfax Pashinyan said that already 2 ceasefire agreements have been thwarted.

‘’Of course, Azerbaijanis blame the Armenian side for that, that we violated the agreement. But we know the truth. Diplomatic solution means compromise. And the problem is that during the entire negotiation process, and particularly during the negotiations of the last years, when Armenia says that this or that compromise is acceptable for us, which seemed to be acceptable until that moment for Azerbaijan as well, it immediately becomes unacceptable for Azerbaijan as soon as they realize that Armenia is really ready for that. This means every time when Armenia expresses readiness for mutual concessions, Azerbaijan starts demanding more. And this continues for already 9 years, or maybe more. This is what I mean saying that it’s nor realistic to speak about diplomatic solution unless Azerbaijan changes this position. But diplomatic efforts are necessary for changing this position of Azerbaijan and I highly appreciate the efforts of the OSCE Minsk Group Co-chairs and Particularly the Russian Federation’’, the PM said.

To the question if it can be confirmed that diplomatic efforts continue or can continue, PM Pashinyan answered, ‘’We need some quick solutions. But during this period, particularly following the two failed agreements, I mean the Moscow agreement and the following one initiated by the French President, when everything seemed to be agreed, I just don’t think it’s realistic to reach a quick diplomatic solution. But this does not mean that I don’t want that, that I am not ready to make all possible efforts for that. It’s just my objective assessment of the position of Azerbaijan. By the way, it’s not so that it’s entirely Azerbaijan’s position. I think it’s more the position of Turkey that is reflected in the position of Azerbaijan’’, Pashinyan said.

When military operations are underway, it’s not proper to discuss issues about concessions, ARMENPRESS reports Pashinyan said in an interview with Interfax, answering the question what kind of concessions Armenia is ready for and can it be about surrendering the 7 Azerbaijani regions or withdrawing troops from those regions.

‘’The self defense units of Nagorno Karabakh are right now in the trenches and right now the terrorist groups that have been sent to Azerbaijan by Turkey are attacking the self-defense units of Nagorno Karabakh. Can you realize the situation of those who are right now struggling? By the way, not against Azerbaijan, not the Azerbaijani army, but terrorists. And can you imagine their reaction if I now say that yes, we are ready for mutual concessions with terrorists? I said we are ready for mutual concessions with Azerbaijan’’, the PM said.

Nikol Pashinyan added that the issue of the status of Nagorno Karabakh is fundamental for the Armenian side. ‘’But now all this process has gone beyond the context of Nagorno Karabakh conflict. The first thing we have to do is returning the process to the negotiation context of Nagorno Karabah issue. The presence of the terrorists will lead not only our region to concrete consequences, but also for the countries near the region. Unfortunately, though the regional countries have officially admitted the presence of terrorist groups in Nagorno Karabakh conflict zone, they have not initiated any anti-terrorism measures so far. This is the main point, the main obstacle that prevents the diplomatic solution.

First, it’s necessary to solve the issue of the terrorists, because if they succeed here, they will go north and south, because it’s their professional job, to terrorize, destabilize, and there is no great difference for them where they will do that’’, the PM said.

Commenting on the announcement of the vice president of Turkey Fuat Oktay, saying that they are ready to send their troops to Azerbaijan if Baku applies, Director of Institute of Oriental Studies of Armenian National Academy of Sciences Ruben Safrastyan says it’s a method of encouraging Azerbaijan to continue fighting, Safrastyan told ARMENPRESS.

‘’In fact, Azerbaijan is using its last reserves, the army of which is receiving serious blows, particularly during the last days. Virtually, by that Turkey tries to encourage Azerbaijan to continue fighting. I am confident that if there was not the Turkish factor, Azerbaijan would embrace ceasefire long ago and would start negotiations. I had predicted long ago that Turkey is ready to send troops to Azerbaijan, because if Turkey does not want to see Azerbaijan totally crushed, it has to send its troops. Turkey has involvement right now, but sending troops is the last thing Turkey can do to be involved in the war’’, Safrastyan said.

According to him, one can ask what will be the reaction of Russia and Turkey’s NATO allies to such a development.

‘’Russia can take tougher measures, using all its opportunities. I think this possible development will deserve the very negative attitude of its NATO allies. If Turkey sees that Azerbaijan is losing, no other option will remain for Turkey. Will they allow Azerbaijan to lose? I think we should take this announcement serious’’, the turkologist said.

According to Ruben Safrastyan, Turkey can stand back from the idea of sending troops to Azerbaijan only in case of very powerful pressures from Russia, the USA and its NATO allies.

Azerbaijan unleashed full-fledged war against Artsakh on September 27. It’s directly supported by Turkey, which has sent thousands of Syrian and Libyan terrorists to the conflict zone to fight against Armenians. Turkey also has F-16 fighter jets in Azerbaijan, which Turkey and Azerbaijan denied for a long time, but later Azerbaijani president Aliyev admitted it, saying that they are on the ground and do not participate in any military operation.

The Armenian side has provided proofs that a Turkish F-16 fighter jet downed an Armenian SU-25 jet in the Armenian air space on September 29.

Turkologist Ruben Melkonyan emphasizes that given the factor that Russia has a military base in Armenia, Turkey will try to reinforce its de-facto military presence in Azerbaijan with de-jure presence, turkologist Ruben Melkonyan told ARMENPRESS, commenting on the announcement of the vice president of Turkey Fuat Oktay, saying that they will not hesitate to send their troops to Azerbaijan if Baku applies.

”In fact, Turkey is trying to legitimize the presence of its troops in Azerbaijan deployed during the unprecedented Azerbaijani-Turkish military exercises and have a military base there”, Melkonyan said.

Melkonyan sees Turkey’s ambitions for a Syrian scenario, by which Turkish and Russian troops control some Syrian territories, but this plan of Turkey is not in the interests of Russia.

”Syria is one region, South Caucasus is another. South Caucasus has traditionally been in the interests of Russia. I think Turkey’s attempts to have military presence in this region directly contradicts the interests of Russia. Naturally, this once again shows Turkey’s direct involvement in Nagorno Karabakh conflict”, he said.

According to Melkonyan, it’s obvious that Turkey will use Azerbaijan as a tool. He does not rule out that yielding to provocations, Azerbaijan may ask or offer Turkey to deploy troops in Azerbaijan. ”These issues will lead to a complicated political situation in Azerbaijan, putting at risk Azerbaijan’s sovereignty”, Melkonyan said.

On early morning of October 21, Martakert and adjacent towns and villages in Nagorno Karabakh continued to be targeted by Azerbaijan’s armed forces, according to reports from residents as well as Karabakh’s official unified information center.

Aerial bombardment of civilian areas in Nagorno Karabakh has been ongoing since the beginning of the war on September 27.

“On the night of October 20, the ceasefire was more or less maintained in civilian areas. However, towards dawn, Martakert and surrounding villages again became the target of the enemy. On October 19, civilian infrastructures were bombed in the same areas,” the information center reports.

Armenian officials say Azerbaijani armed forces continue to grossly violate not only the established humanitarian ceasefire, but also the ban on the use of prohibited weapons against civilians.

Yesterday, during the closed-door meeting requested by France, Russia and the United States, the United Nation Security Council’s 15 members reiterated a plea by UN chief Antonio Guterres for parties to honor a new ceasefire.

The renewed fighting between the sides began on September 27, following an Azerbaijani offensive, backed by artillery fire and precision drone strikes. The New York Times reports that while Armenia’s limited air defenses have failed to stop the drones, but its troops, bolstered by volunteers and conscripts, have slowed the Azerbaijani advance. The use of Syrian mercenaries, deployed by Turkey to Azerbaijan, has added a new layer of security issues in the region.
