Parliament debates loan agreement aimed at providing Armenia with 17 mln Euro additional funding

YEREVAN, OCTOBER 27, ARMENPRESS. The Armenian Parliament debated today a loan agreement signed between Armenia and the International Bank for Reconstruction and Development according to which it is planned to attract 17 million Euros additional funding.

The agreement has been signed on April 21, 2020.

Deputy minister of territorial administration and infrastructures Vache Terteryan introduced the bill on ratifying the agreement to the lawmakers.

The deputy minister said the agreement proposes to continue the two previous projects implemented by the Territorial development fund aimed at developing social infrastructures in communities.

“With the proposed agreement we are expecting to receive additional funding which will comprise nearly 17 million Euros. We are assessing this project as effective”, he added.

Armenia exposes Azerbaijan’s cheap provocation, emphasizes the need for verification mechanisms

Today the Ministry of Defense of Armenia emphasized that the statement issued by Azerbaijan on the missile attack from the territory of Armenia in the direction of the Barda region of Azerbaijan is a blatant lie. Neither the armed forces of Armenia nor the defense army of Artsakh launched any missile in the mentioned direction, the Armenian Ministry of Foreign Affairs said in a statement.

“It has been a month since Azerbaijan unleashed a large-scale war against the people of Artsakh. Throughout this period Azerbaijan falsely accused the Armenian sides of violating ceasefire to avoid responsibility for failing to comply with the ceasefire agreements reached through the mediation of the OSCE Minsk Group Co-Chairs,” the Ministry said.

Today was no exception: the Azerbaijani side shelled with cluster munitions Nngi village of Martuni region in Artsakh, where many civilians, temporarily displaced from a number of other communities, took refuge. The attack resulted in destruction and casualties among the civilian population.

At the same time, the Azerbaijani side has disseminated fake news about the missile attack in the direction of Barda region.

“This is yet another cheap provocation by the Azerbaijani side which attests to the fact that there is no alternative to the introduction of the international verification mechanisms. Notably, Azerbaijan persistently rejects the introduction of such mechanisms,” the Foreign Ministry stated.


Armenian Ombudsman presents evidence of Azerbaijani atrocities to French parliamentarians

Today, The Human Rights Defender of Armenia, Mr. Arman Tatoyan, met with the French Parliamentary Delegation, which included current and former deputies and journalists.

Mr. Arman Tatoyan presented the actions taken by the Azerbaijani side against the sovereign territory of the Republic of Armenia, which are directed against civilians and non-military infrastructure. Mr. Tatoyan noted that among the Armenian population, there were 2 killed and 2 wounded civilians. According to the Human Rights Defender of the Republic of Artsakh (Nagorno Karabakh), there are at least 39 killed and 120 wounded civilians in Artsakh.

“The targeting of the civilian population, the use of internationally prohibited weapons against them, the involvement of terrorist mercenaries, the inhumane treatment of Armenian captives by the Azerbaijani armed forces, and Armenophobia show that a goal is set to carry out ethnic cleansing in Artsakh by terroristic methods” stated the Human Rights Defender, providing concrete pieces of evidence.

Mr. Arman Tatoyan also referred to the targeting of journalists who were carrying out their professional activities in Artsakh, describing the policy of the Azerbaijani side as a crime against freedom of speech and a gross violation of international law.

The Human Rights Defender urged the French Parliamentary Delegation to personally visit Artsakh, and to meet with the Human Rights Defender of Artsakh and the civil society organizations, and to record the destruction and the atrocities committed by the Azerbaijani armed forces on the ground.

COVID-19: Armenia reports 1600 new cases, 652 recoveries and 26 deaths in one day

YEREVAN, OCTOBER 27, ARMENPRESS. 1600 new cases of the novel coronavirus (COVID-19) have been confirmed in Armenia in the past one day, bringing the total number of confirmed cases to 80,410, the National Center for Disease Control and Prevention said today.

652 more patients have recovered in one day. The total number of recoveries has reached 51,814.

3397 tests were conducted in the past one day.

26 more patients have died, raising the death toll to 1222.

The number of active cases is 27,027.

The number of patients who had a coronavirus but died from other disease has reached 347 (8 new such cases).

Azerbaijan shells Armenia border guard guiding posts near border with Iran

At around 10:00-10:15 this morning, Azerbaijan once again violated the ceasefire and used drones (one of which has crashed within the Republic of Armenia borders) to shell border guard guiding posts of the Republic of Armenia at its southern border with Iran, the Armenian Unified Infocenter said.

Noting this latest violation of the ceasefire and the shelling of the state border of the Republic of Armenia, the Republic of Armenia Ministry of Defense declares that it is forced to strike retaliatory blows at the Azerbaijani forces.

“For now, in IDpay application only RF citizens can pass identification and consequently, make transfers, but soon the service will become available for RA citizens too. Besides developments mentioned, we are also working to expand the functionality of the app”, mentioned Felix Khachatryan, the chief operating officer of “Universal payment technologies” (“UPT” LLC).

The representatives of the companies also told that in the frames of the cooperation, transfers from RA to RF also will become available soon.

YEREVAN, OCTOBER 27, ARMENPRESS. The man shown in a video posted online where he was seen speaking fluent Armenian and presented to be an Azerbaijani is actually a citizen of Armenia and hasn’t had any participation in the military actions, according to the Committee of Investigations of Armenia.

“Perhaps this is the result of a false presentation. There are numerous factual data that substantiate that this person is a citizen of Armenia and doesn’t have a POW status. This is disinformation,” Vardanyan said.

Iranian army commander vows “strict punishment to takfir-terrorists” near borders

YEREVAN, OCTOBER 27, ARMENPRESS. The Commander of the Iranian Army Major-General Abdolrahim Mousavi has vowed “strict punishment” to the “takfir-terrorists” near Iranian borders, local news media reported.

Mousavi made the comments after visiting the Iranian air defense troops and inspecting the readiness level of the units at the north-western borders.

Mousavi stressed the need to ensure the safety of residents in the border towns.

He said the air defense units are on high alert in the north-western part of Iran and the units will be increased is required.

A total of 39 civilians killed in Artsakh from Azerbaijani attacks, Ombudsman’s Office says

YEREVAN, OCTOBER 27, ARMENPRESS. The data on the consequences of Azerbaijani crimes committed against the peaceful population of Artsakh since September 27 have been updated based on the results of the fact-finding mission carried out by the Office of the Ombudsman of Artsakh.

The Ombudsman’s Office said that as of October 26, a total of 39 Artsakh civilians – 1 little girl, 7 women and 31 men, have been killed from the Azerbaijani attacks. A total of 122 people were wounded, of which 102 received serious injuries. 83 of them are male and 19 are female citizens.

150 settlements in Artsakh suffered great material damage.
