YEREVAN, OCTOBER 27, ARMENPRESS. The Foreign Ministry of Armenia reaffirms that the introduction of the international verification mechanisms has no alternative, ARMENPRESS reports, reads the statement issued by the Foreign Ministry.

”Today the Ministry of Defense of Armenia emphasized that the statement issued by Azerbaijan on the missile attack from the territory of Armenia in the direction of the Barda region of Azerbaijan is a blatant lie. Neither the armed forces of Armenia nor the defense army of Artsakh launched any missile in the mentioned direction.

It has been a month since Azerbaijan unleashed a large-scale war against the people of Artsakh. Throughout this period Azerbaijan falsely accused the Armenian sides of violating ceasefire to avoid responsibility for failing to comply with the ceasefire agreements reached through the mediation of the OSCE Minsk Group Co-Chairs.

Today was no exception: the Azerbaijani side shelled with cluster munitions Nngi village of Martuni region in Artsakh, where many civilians, temporarily displaced from a number of other communities, took refuge. The attack resulted in destruction and casualties among the civilian population.

At the same time, the Azerbaijani side has disseminated fake news about the missile attack in the direction of Barda region.

This is yet another cheap provocation by the Azerbaijani side which attests to the fact that there is no alternative to the introduction of the international verification mechanisms. Notably, Azerbaijan persistently rejects the introduction of such mechanisms”.

Azerbaijan loses great technological advantage – MoD Armenia presents war map

The Azerbaijani army, reinforced by Turkish and terrorist forces, have lost their great quantitative and technological advantage in the war unleashed by Azerbaijan against Artsakh, ARMENPRESS reports representative of the MoD Armenia Artsrun Hovhannisyan said during a press conference.

”The nature of the war has somehow changed. Our Armed Forces carry out difficult battles in mountains, forests and gorges. A number of subversive groups have been neutralized today, some others fled abandoning some military equipment, but this war is somehow complicated in its nature. The adversary has lost its huge quantitative and technological advantage. The war does not continue with the same intensity”, Hovhannisyan said.

He noted that starting from the morning, the Azerbaijani armed forces again continued offensive operations in different directions, at the same time artillery was used against the civilians of a number of settlements.

”Military operations continued in the northern direction with relatively low intensity, at the same time the fight against subversive groups continues in the directions of these villages (mentioned on the map – edit.). In the southern direction the advance of Azerbaijani armed forces looks like this (mentioned on the map – edit.). They also tried to develop an offensive in the direction of Berdzor as well as tried to approach the Armenian border in the southern direction, but the attempts were repelled, they recorded no success”, Hovhannisyan said.

According to him, the Azerbaijani subversive groups have light weapons when approaching villages. ”Crushed by our units, they retreat, flee in forests and mountains, try to develop attacks in other directions and 24-hour operations continue in a not very intensive manner. After some success in the plains the Azerbaijani armed forces reinforced by terrorist groups try to develop the success in complicated areas of mountains and forests, which is not so easy. This is a more difficult and complicated battle in terms of tactics”, Hovhannisyan said.

Glendale City Council to discuss recognition of Artsakh’s independence

YEREVAN, OCTOBER 27, ARMENPRESS. The City Council of U.S. Glendale city will discuss the resolution on recognizing the independence of Artsakh today, member of Glendale City Council Eliza Papazian told ARMENPRESS.

‘’Our City Council will discuss that issue this evening, the session will kick off at 18:00 (05:00 in Armenia)’’, Papazian said.

To the question if the resolution will be adopted, Papazian gave a positive answer.

The resolution is authored by Glendale Mayor Vrej Agajanian.

The resolution notes that the Republic of Artsakh, also known as Nagorno  Karabakh, is historically an Armenian land, which has always had an Armenian majority of the population.

The resolution also calls on the US President and the Congress to recognize the independence of Artsakh.

Putin, Erdoğan discuss situation in Nagorno Karabakh

By the initiative of the Turkish side Russian President Vladimir Putin held a telephone conversation with Turkish president Recep Tayyip Erdoğan, during which discussed a number of issues, including Nagorno Karabakh conflict, ARMENPRESS reports the press service of the Kremlin informed.

‘’The developments in Nagorno Karabakh conflict zone were discussed. The Russian side expressed deep concern over the ongoing military operations, as well as over the more large-scale involvement of terrorists from the Middle East’’, reads the statement.

Vladimir Putin informed about his contacts with the leadership of Azerbaijan and Armenia and the measures aimed at achieving ceasefire as soon as possible and de-escalation of the crisis.

The sides agreed to continue coordinating the activities between the foreign and defense ministries, as well as special services of the countries.

Russian, Turkish Leaders Again Discuss Karabakh

Russian President Vladimir Putin voiced serious concern about the ongoing war 
over Nagorno-Karabakh and what he called a growing involvement of “terrorists 
from the Middle East” in it when he spoke with his Turkish counterpart Recep 
Tayyip Erdogan on Tuesday.
A statement by the Kremlin said Putin and Erdogan discussed the conflicts in 
Syria, Libya and Karabakh during the phone conversation.
“The Russian side expressed deep concern over continuing hostilities [in and 
around Karabakh] as well as the increasingly large-scale involvement of 
terrorists from the Middle East in the armed clashes,” the statement said.
It added that Putin briefed Erdogan on his contacts with the leaders of Armenia 
and Azerbaijan and efforts to “promptly achieve a ceasefire and de-escalation of 
the crisis.”
Erdogan called Putin shortly after Foreign Ministers Sergei Lavrov of Russia and 
Mevlut Cavusoglu of Turkey again spoke by phone. They too discussed 
international efforts to stop the Karabakh hostilities.
“The ministers emphasized the absence of alternatives to a peaceful resolution 
of the conflict, the need for an immediate ceasefire and the resumption of a 
negotiating process within existing mechanisms of the OSCE Minsk Group,” read a 
statement released by the Russian Foreign Ministry.
“They particularly noted the inadmissibility of internationalization of the 
crisis and involvement of foreign militants in it,” it said.
Turkey has strongly backed Azerbaijan’s military operations since the outbreak 
of the war in and around Karabakh on September 27. It has rebuffed calls for an 
immediate halt to the hostilities repeatedly made by the United States, Russia 
and France, saying that Baku has a legitimate right to restore control over 
Karabakh by military means.
Turkish President Recep Tayyip has accused the three world powers co-heading the 
Minsk Group of supplying weapons to Armenia. Russian officials have rejected 
Erdogan’s allegations.
For their part, the U.S. and especially France have criticized Turkey’s role in 
the ongoing military conflict. The French government said last week that 
Ankara’s “dangerous provocations” are hampering the mediators’ efforts to stop 
the fighting and restart Armenian-Azerbaijani peace talks.
Turkish leaders have also called for Ankara’s involvement in the peace process 
that has long been mediated by the U.S., Russia and France. A spokesman for 
Russian President Vladimir Putin reiterated on Tuesday that this cannot happen 
without Armenia’s consent.
Armenia has always ruled out any Turkish mediation. It maintains that Turkey is 
directly involved in the Karabakh war by providing weapons and Turkish military 
personnel to Azerbaijan.
Yerevan has also accused Ankara of recruiting Islamist fighters in Syria and 
sending them to fight in Karabakh on the Azerbaijani side. These claims have 
been echoed by France and, implicitly, by Russia. The Turkish and Azerbaijani 
governments deny them.
U.S. Tells Armenia, Azerbaijan To Stick To Ceasefire (UPDATED)

U.S. Secretary of State Mike Pompeo urged Armenia and Azerbaijan on Tuesday to 
respect a ceasefire agreement brokered by the United States over the weekend.
Pompeo separately spoke by phone with Armenian Prime Minister Nikol Pashinian 
and Azerbaijani President Ilham Aliyev amid continuing fighting in and around 
Nagorno-Karabakh reported by the two warring sides.
“Secretary Pompeo pressed the leaders to abide by their commitments to cease 
hostilities and pursue a diplomatic solution to the Nagorno-Karabakh conflict 
under the auspices of the OSCE Minsk Group Co-Chairs, and noted that there is no 
military solution to this conflict,” Morgan Ortagus, the U.S. State Department 
spokeswoman, said in in a statement.
According to Ortagus, Pompeo “stressed the importance of fully implementing the 
ceasefire” which was initially agreed in Moscow on October 10 and reaffirmed 
under French mediation on October 17.
The Armenian and Azerbaijani foreign ministers reached another truce agreement 
after holding talks with Pompeo and U.S. National Security Advisor Robert 
O’Brien in Washington last Friday. They went on to hold a joint meeting on 
Saturday with U.S. Deputy Secretary of State Stephen Biegun and U.S., Russian 
and French diplomats co-chairing the OSCE Minsk Group.
The conflicting parties began accusing each other of ceasefire violations 
shortly after their fresh accord went into force on Monday morning. In 
particular, the Armenian side accused the Azerbaijani army of launching a 
“large-scale” offensive in southeastern Karabakh.
Later on Tuesday U.S. President Donald Trump acknowledged that the ceasefire is 
not holding. According to Reuters, Trump expressed optimism that the two sides 
will work things out but offered no other details.
“Yes, disappointing when you see that,” he told reporters at the White House. 
“That’s what happens when you have...countries that have been going at it for a 
long time. It’ll get back together.”
Pashinian said on Monday that he expects Washington to hold Azerbaijan 
responsible for the collapse of the ceasefire. He claimed that Baku is 
continuing to push for a military victory in the war despite what he described 
as Yerevan’s readiness for a compromise-based solution to the Karabakh conflict.
Meanwhile, Aliyev blamed Armenia for the continuing hostilities. He also accused 
the U.S., Russian and French mediators of helping the Armenian side.
In a joint statement issued on Sunday, the Minsk Group co-chairs said they and 
the Armenian and Azerbaijani foreign ministers agreed to meet again in Geneva on 
October 29. They said they will try to “reach agreement on, and begin 
implementation, in accordance with a timeline to be agreed upon, of all steps 
necessary to achieve a peaceful settlement of the Nagorno-Karabakh conflict in 
accordance with the basic principles accepted by the leaders of Azerbaijan and 
Armenia.”
It is not yet clear whether the Geneva talks will go ahead if the fighting in 
the conflict zone does not stop.
Aliyev Again Denies Presence Of Foreign Fighters In Azerbaijan

AZERBAIJAN -- Azerbaijani President Ilham Aliyev gestures as he speaks during an

Azerbaijani President Ilham Aliyev has criticized France and Russia for their 
“baseless” claims that Turkey recruited scores of Islamist fighters and deployed 
to them Azerbaijan for the war over Nagorno-Karabakh.
“I regret that such baseless accusations are voiced from the [OSCE Minsk Group] 
co-chair countries, France and Russia,” he told Italy’s Rai-1 broadcaster in an 
interview publicized on Tuesday.
Aliyev singled out French President Emmanuel Macron and Russia’s foreign 
intelligence chief, Sergei Naryshkin, for criticism.
Shortly after the outbreak of large-scale hostilities in and around Karabakh on 
September 27 Macron accused Turkey of recruiting jihadist fighters from Syria 
for the Azerbaijani army.
Russia also expressed serious concern about the deployment of “terrorists and 
mercenaries” from Syria and Libya in the Karabakh conflict zone. Naryshkin 
warned on October 6 that the region could become a “launch pad” for Islamist 
militants to enter Russia.
Russian President Vladimir Putin and his foreign and defense ministers have 
raised the matter with their Turkish counterparts in phone calls reported in 
recent weeks.
Ankara strongly denies sending members of Turkish-backed groups to fight in 
Karabakh on Azerbaijan’s side. Baku also denies the presence of such mercenaries 
in the Azerbaijani army ranks.
Multiple reports by Western media have quoted members of Islamist rebel groups 
in areas of northern Syria under Turkish control as saying over the past month 
that they are deploying to Azerbaijan in coordination with the Turkish 
government.
Armenia has portrayed those reports as further proof of Turkey’s direct 
involvement in the ongoing war.
Fighting Reported Near Armenian-Iranian Border
NAGORNO-KARABAKH -- A fragment of a Smerch rocket sticks out of the ground near 
the town of Martuni, 
Fighting in the Nagorno-Karabakh conflict zone reportedly spread on Tuesday to 
an area adjacent to Armenia’s border with Iran.
The Armenian Defense Ministry accused the Azerbaijani army of shelling its 
border posts and wounding several Armenian servicemen in the morning. The 
Azerbaijani side used artillery and combat drones, it said, adding that one of 
those unmanned aerial vehicles was shot down over Armenian territory.
A ministry spokeswoman, Shushan Stepanian, said Armenian army units and border 
guards had to strike back in response. They inflicted “considerable losses” on 
the Azerbaijani side, she wrote on Facebook early in the afternoon.
The Azerbaijani Defense Ministry denied violating in the ceasefire in that area. 
It said that Armenian forces themselves opened “intense mortar fire” at its 
troops stationed in the Zangelan district bordering Armenia’s southeastern 
Syunik province and northwestern Iran.
The reported shelling took place near the Armenian-Iranian frontier which has 
long been protected by Russian border guards.
Russia also has up to 5,000 soldiers stationed in other parts of Armenia in line 
with bilateral treaties that commit Moscow to defending Yerevan against foreign 
aggression.
Shortly after the outbreak of the war in and around Karabakh on September 27, 
Russian President Vladimir Putin said that Moscow will fulfill its defense 
obligations to its South Caucasus ally. He noted at the same time that “the 
hostilities are not being carried out on the territory of Armenia.”
The hostilities continued on the Karabakh frontlines on Tuesday, with the 
warring sides continuing to accuse each other of not respecting another 
Armenian-Azerbaijani ceasefire agreement that was brokered by the United States 
over the weekend.
It emerged that the commander of Karabakh’s Armenia-backed Defense Army, 
Lieutenant-General Jalal Harutiunian, was replaced by another general, Mikael 
Arzumanian, late on Monday after being reportedly wounded in action.
Karabakh authorities did not specify the circumstances in which Harutiunian 
suffered the injuries. They said that his life is not at risk.
The Defense Army army claimed to have repelled on Monday a “large-scale” 
Azerbaijani offensive in southeastern Karabakh which it said was launched just 
hours after the entry into force of the U.S.-brokered truce agreement.

Iran Has a Proposal to Settle Karabakh Conflict

Iran has prepared a proposal for what it called a “permanent” settlement of the Nagorno-Karabakh conflict, the country’s foreign minister, Javad Zarif announced Tuesday.

Foreign Minister Javad Zarif told state television that his deputy, Seyed Abbas Araghchi, will visit Baku and Yerevan in the coming days to present the plan to Azerbaijani and Armenian authorities.

“Right now the Deputy Foreign Minister is near the border of Iran with Armenia, Azerbaijan, he is touring at the Khoda Afrin dam, after which he will leave for Baku, Moscow and Yerevan. Iran has developed an initiative for a lasting settlement of Nagorno-Karabakh conflict, which will be presented today or tomorrow,’’ the state IRNA news agency quoted Zarif as saying.

Zarif added that Iran is concerned with the presence of takfiri terrorists and other terrorists in the region. ”In this regard we have clearly stated that this is inadmissible for the Islamic Republic of Iran,’’ he said.

The Commander of the Iranian Army Major-General Abdolrahim Mousavi has vowed “strict punishment” to the “takfir-terrorists” near Iran’s borders, local news media reported.

Mousavi made the comments after visiting the Iranian air defense troops and inspecting the readiness level of the units at the north-western borders.

Mousavi stressed the need to ensure the safety of residents in the border towns. He said the air defense units are on high alert in the north-western part of Iran and the units will be increased is required.

This announcement comes hours after Azerbaijani forces attacked Armenia’s border positions in the south on the border with Iran. For weeks, Azerbaijani forces have been attacking the Khoda Afrin Dam, which lies on the Artsakh-Iran border along the Arax River.

The Most Consequential Election of A U.S. Citizen’s Life

This election article is a bit atypical for me in that it will contain EVERYTHING, rather than being broken up into three parts: local/state/federal elections, since it’s very late in the election cycle.  I plead for your patience.

The November 3, 2020 General Election  in the U.S. is without a doubt the most consequential election anyone alive today has ever lived through.  This applies not just to citizens of the country, but also to everyone in the world because of the central, pivotal, role the US has taken on since World War II.  It should be obvious why this is: Donald Trump.  The man has wrought havoc with the world through his supposed “outsider” approach to Washington, DC politics.  What’s really going on? He was, and amazingly with four years on the job, still is, unprepared for the job of being “POTUS” as it has now become fashionable refer to the president of the US.

Citizens in general who voted for him did so out of the misguided belief that an “outsider” is better suited to shake things up in government.  Even if that’s true, Trump was and is hardly an outsider.  He is both the product and partial cause of the “swamp” he promised to drain.  He came to the position as a crooked man who ripped people off to make his millions, abused laws, and generally acted in bad faith (best example- his avoidance of federal taxes through questionable tactics) with everyone outside his immediate circle.  He has degraded the international standing of the country he supposedly leads.  His incompetence in handling the pandemic has led to the end of the slow but persistent economic growth initiated during his predecessor’s post-Great Recession period.  He has abused his high office to enrich himself covertly, and deepen the divisions of the country, all in the pursuit of self-aggrandizement.  If you don’t see this, you are being dishonest with yourself, whether or not you ultimately choose to vote for Trump for other reasons you may have.

From an Armenian perspective, too, Trump is a nightmare.  His financial interests in Turkey and Azerbaijan make it very obvious that he will never do the right thing.  He certainly has not recognized the Genocide, just like all his post-WWII predecessors (except, briefly, Reagan).  His policies towards Syria and later Turkey when it invaded Syria caused much avoidable harm to our compatriots there.  His ratcheting up tensions with Iran makes life more difficult for the Republic of Armenia.  I know one person who voted for Trump in 2016 hoping he would put Turkish President Erdoğan in his place, and has since regretted it.

Obviously, I recommend voting for the Biden-Harris ticket, even though I have reservations about them, too.  It’s unfortunate that I had to waste so much space on such an undeserving person, but it’s so important to not-elect Trump that I had to.

Let’s move on to other elections.  For state and federal level legislative endorsements (with three  exceptions), please see the ANCA’s websites, (the Western Region is covered here).  I’ll first cover the twelve propositions on the California ballot, since those are often the least well understood aspects of elections.  Unfortunately, I can’t be of much assistance on the vote for judges, except to suggest going to the American Bar Association’s relevant website for their recommendation about the qualification of a person to be a judge.  Then, it’s on to local elections in places with large Armenian populations.  Remember, the more local an elective office, the greater its day-to-day impact on a citizen’s life.

One very intriguing state-level, federal-office, election is the U.S. Senate race in Maine.  There, a 24-year incumbent, Susan Collins, is being challenged and is in serious jeopardy of losing her seat.  While this is a big deal in the high-stakes Democrat-Republican contest over control of the Senate, it is interesting for Armenians because the challenger, Sara Gideon, is half Armenian, a child of our Providence, RI community!  Collins’ ANCA grades over the years have been lackluster at best.  She has a C and two C+s showing.  Armenians in Maine have every reason to vote for Sara, while those of us living in other parts of the country can send her some last-minute financial support.  Let’s get the first Armenian ever in the U.S. Senate!

In California, Adrin Nazarian, the 46th District’s Assemblyman certainly deserves your vote if you live in that jurisdiction.  Currently, he is the only Armenian serving in the state’s legislature (something of a low point for our community relative to the recent past) and deserves to be recognized for it along with his legislative achievements.  Conversely, we also have a political embarrassment to our community.  You might remember that until about a decade ago, we lived through numerous elections in Glendale, CA where Armenians who had did not have appropriate credentials insisted on running for city council, hurting legitimate Armenian candidates’ chances to get elected.  Now, we have a member of our community who is carpetbagging.  Two years ago he ran against Adam Schiff, one of our strongest supporters, in the 28th Congressional District.  Now, he’s running in the 27th, against Judy Chu, another strong supporter.  This is one of the rare occasions where I am compelled to name the guilty party rather than just pointing out the problem that requires solution.  Johnny Nalbandian is a political embarrassment to our community and should cease his electoral shenanigans.  If he’s really serious about getting into elected office, he should work his way up the ladder as most people do, slowly earning and building his credibility.

Now, let’s address California’s 12 state-level ballot measures.

Proposition 14- This ballot measure is a “continuation” of an earlier one passed by voters to fund stem cell research in the pursuit of major health benefits.  It makes sense to keep going on this front.  The program has had some glitches, but those are not reason enough to terminate it.  What program is ever perfect?  Please vote YES.

Proposition 15- HOT, HOT, HOT.  This ballot measure is also a “continuation” of sorts.  It closes a loophole created by another one passed more than forty years ago.  Currently, huge corporations, because of the way they came to own some of their properties, get away with paying property taxes on property values from three-four decades ago.  Similarly, people who inherit properties and then just use them to rent out, not live in them, also get away with paying a pittance in property taxes.  By closing this loophole, such properties will be assessed at their current value,  creating a fairer and more balanced tax system.  It makes sense, right?  If you’re making money off a property, you should be paying the right amount in taxes, especially when homeowners are doing the same on their property.  Please vote YES.

Proposition 16- Yet another “continuation” measure, this one reverses another from the 1990s that eliminated the ability of governments in the state of California to correct historical injustices that have led to the exclusion or under-representation of various groups in society.  By restoring this tool, we enable our elected leaders to work on remedying built-in inequities.  We as Armenians should understand all too well what discrimination means and what it can lead to.  Please vote YES.

Proposition 17- This one’s a no brainer.  People who commit crimes and serve prison time lose their right to vote.  Afterwards, having “paid their debt to society”, they should return to being full-fledged citizens.  This proposition does that.  Please vote YES.

Proposition 18- I like the idea undergirding this proposition.  It gives the vote to some 17-year-olds.  Specifically, if a person will turn 18 in time to vote in the November general election of that year, then they would be allowed to vote in the Primary Election earlier in the year.  This would help engage more voters from an age group that typically has very low participation rates in elections.  Please vote YES.

Proposition 19- To my mind, this measure adds flexibility to older homeowners or others who have suffered harm (e.g. wildfires) by allowing them to buy a new home and retain the same property tax assessment base as their old home, preventing a huge spike in their property tax  bill.  This complements Prop 15 nicely, which makes sense since both were placed on the ballot by the legislature.  Please vote YES.

Proposition 20- This proposition is needlessly punitive of those who are non-violent offenders and have served time by reducing options for them to get parole.  Not only is it heartless, but it also increases government costs for no good reason.  Please vote NO.

Proposition 21- Another hot one!  Rent control really gets people worked up, whether they are for or against it.  This measure makes a sensible adjustment and allows cities to impose rent control on buildings that are 15 or more years old.  Currently, the law only allows rent control on buildings erected before 1995.  You see how this allows the owner to make their money back after the initial investment in purchasing or constructing it.  Then, it allows local authorities to limit rent increases to protect tenants form sometimes exorbitant rent hikes.  It’s a fair compromise. Please vote YES.

Proposition 22- This is a sneak attack by the likes of Uber and Lyft to exempt them from paying their drivers reasonable amounts for the work they do.  It is cloaked in the misleading language of protecting drivers and giving them benefits when what it really does is eliminate much more substantive protections put in place by the legislature.  Please vote NO

Proposition 23- Not only is this one another “continuation”, it is essentially a full-on rerun, proposing to limit the obscenely high fees charged by dialysis service providers.  The last time this issue appeared on the ballot, these providers scared people into voting against the proposition.  They’re playing the same game again.  I have gotten more election mailers about Prop 23 than any other.  Those mailers cost a lot of money.  Why would anyone spend so much?  If you really want to help those who need dialysis because their kidneys are failing, support this measure so the costs are reduced.  Please vote YES.

Proposition 24- This one is a wolf in sheep’s clothing.  Initially, I was favorably disposed and was going to recommend supporting it.  But another person, whose judgment I trust, recommended opposing it.  So I looked a little deeper, and realized that while some online consumer protections would be provided, they came at a high cost – the internet behemoths get a lot more from this proposition than individual people do.  Please vote NO.

Proposition 25- Economic fairness motivates this measure.  It eliminates money bail.  The fairness comes from the fact that if people are released before going on trial, their release would be based on the merits of their case, not whether or not they have the money to get out.  Please vote YES.

Now let’s move to local elections.

Burbank has a full slate.  The ANCA has endorsed in all the races.  For City Council, where two seats are up, Tim Murphy and Paul Herman made the cut.  Both are aware of Armenian concerns, including the problem of a small group of locals who have targeted Armenians who want to remodel and enlarge their homes.  There are three other viable candidates (out of a total ten), two of whom are being strongly promoted by one political faction, so your vote for the ANCA endorsees is particularly important.  For School Board, where three seats are up (and four candidates running), Armond Aghakhanian, Steve Ferguson, and Roberta Reynolds made the cut.  They are incumbents who have a long history of working with the ANCA and the Armenian community.  Armond has also been an active ANCA member and brought Genocide resolutions to the Board’s agenda for the first time ever.  For City Treasurer, with three candidates, Krystle Palmer made the cut.  She is the appointed incumbent who took the job when her predecessor resigned.  The hottest issue on the Burbank ballot is Measure RC, for “rent control”.  While I am in favor of rent control in principle, this particular measure goes beyond just empowering the city to enact such legislation.  It creates a separate, and very expensive, infrastructure to address landlord-tenant issues.  Please vote against this measure since it is the sort of legislation that should be hashed out by a city council.  The ANCA, too, is recommending a vote against it.

In the City of Los Angeles, two city council districts ended in runoff after the March Primary election.  Please vote for David Ryu in District 4 (also ANCA endorsed).  This district covers parts of Hollywood, a high Armenian-population area, so our participation is very important.  In district 10, both candidates have strengths and weaknesses, and I’m going to call this a toss up – perhaps and organization you trust has a recommendation, the ANCA has not taken a position on this one.  If you live in the Santa Monica Mountains or Hollywood Hills between I-405 and Griffith Park,  please vote YES on Mountains Recreation And Conservation Authority – Measure HH.  This raises funds to pay improve local fire prevention services.  The funds raised can only be spent in your area and will be some of the best money you’ve ever spent.

In Pasadena, the ANCA has only endorsed in the Mayor’s race – Terry Tornek.  Please vote for him if you live in the City.  There are also two measures on the ballot.  Please vote YES on both.  Measure P authorizes the continuation of transfers of funds from the city’s utility to its general fund to help pay for various important services.  Measure O will fund upgrades to schools, technology access, drinking water, facilities and equipment, repairs to bathrooms, roofs and labs, and removal of hazardous materials.  Unfortunately, I do not have any insight on the three School Board races and cannot offer any recommendations.

In Montebello, Jack Hadjinian is running for reelection to the city council.  An ardent ANCA activist, Jack obviously earned the organization’s endorsement.  So did Joella Valdez, for the other seat on the council that is up.  No ANCA endorsements were made for the City Clerk and School Board seats that also appear on the ballot. Here again, I do not have any insight and cannot offer any recommendations, sorry.

In other Los Angeles County cities: We have some Armenians on  the ballot who certainly deserve your vote.  In Rolling Hills Estates, Vram “Frank” Zerunyan is running for reelection to the city council.  In South Pasadena, Suzie Abajian is running for reelection to the School Board.  In nearby Altadena, which is not an incorporated city but does have infrastructure needs and is represented in other settings as an unincorporated area of the county, Measure Z is on the ballot.  If passed, it would create a Community Facilities District to attend to the needs of Altadena’s libraries.  Please vote YES on this one if you live in the area.

At the county level, the hottest race is the one for District Attorney.  The incumbent, in office for two terms, had come in with high hopes for improvements which seem to have largely been unfulfilled.  The challenger, George Gascon seems to have a better chance of implementing necessary reforms and is endorsed by the ANCA.  Vote for him, please.  One seat on the county Board of Supervisors is up, in the second district.  If you live there, please vote for Holly Mitchell (also ANCA endorsed).  There is also Measure J, which designates permanent funding to pay for social justice oriented programs by the county.  While I support this in principle, I have read that it was prepared with some haste, last minute, and, it specifies a percentage of the county’s funds to be used for this.  I am little uncomfortable with these two aspects.  This one’s a tossup.  Unless you have a strong opinion on this issue, flip a coin and choose accordingly – it’s better than not voting on it at all.

On a regional (but sub-county) level, there are two elections to address.  If you live within the jurisdiction of the LA Community College District, please vote Andra Hoffman for Seat 1, David Vela for Seat 3, Scott Svonkin for Seat 5 (ANCA endorsed, too), and Pearlman for Seat 7.  Similarly, in the Los Angeles Unified School District (LAUSD) vote for Scott Schmerelson in District 3 and Patricia Castellanos in District 7.  Both of these candidates fall into the camp that is wary of charter schools which is important for Armenians.  Remember, the Turkish Gulen movement has made tremendous inroads within numerous school districts across the United States, including LAUSD.  Excising their insidious propaganda machines that are poisoning children’s minds takes political power.  The balance of power between factions will be in our favor if these two candidates get elected.  Measure RR, a bond issue, is also on LAUSD voters’ ballot.   Vote YES on this to fund upgrade to the district’s schools.

Remember, always VOTE, VOTE, VOTE!

Asbarez: HALO Trust Gearing Up To Clear Cluster Bombs in Artsakh

On Wednesday, October 21, I met with Brad Tirpak, a member of the HALO Trust Board of Trustees; Chris Whatley, Executive Director of HALO Trust USA; and Diana Tatili, Head of Development and Communications of HALO Trust USA.

What is a cluster bomb?

The HALO Trust is a British-American charitable organization that has operations in 25 countries around the world clearing landmines and explosives. Since 2000 the HALO Trust has been operating in Nagorno Karabakh, Artsakh, and through their international trainers and explosive ordnance disposal teams, HALO has trained over 200 local Armenian technicians to help clear minefields.

During this period more than 500 minefields, containing tens of thousands of explosives have been cleared, making it safe for the villagers to return to their fields and restore their livelihoods.

Our discussion focused on the current devastating war and an immediate challenge of how to clear cluster bombs in the city of Stepanakert and surrounding towns and villages.

The use of cluster bombs in any circumstances is banned under international humanitarian law, however Stepanakert has been under near-constant shelling for weeks and unexploded shells, rockets and bombs remain a hazard.  Cluster bombs, dropped by air or fired by artillery, open in mid-air to release hundreds of smaller bomblets across a wide area up to the size of several football fields.  Around 20% of the bomblets intentionally do not explode mid-air and land on the ground potentially killing and maiming civilians long after conflicts end. These bomblets pose a particular risk to children who can be attracted by their toy-like appearance and bright colors.

Currently HALO staff in Artsakh is visiting as many bunkers and shelters as possible to hand out leaflets and explain to stay clear of unexploded cluster bombs.

Due to the enormous amount of unexploded bombs, HALO Trust is gearing up to recruit around 100 new technicians who will undergo a three week training program, and be ready to start the clearing task once it is safe to do so.

The HALO trust estimates a $4 million budget for the next 12 months to carry out the cleaning operations in Artsakh. Unfortunately, government funding is not immediately available, and it might take 4-6 months until new grants are made available. Therefore, HALO Trust is reaching out to individual donors to specifically donate to Artsakh’s clearing activities so they could start their operations as soon as possible.

Also note that an anonymous non-Armenian donor has pledged to double any donation to Artsakh. So, all donations will be matched!

Asbarez: Armenian Community Calls on McDonald’s to Denounce Support of Azeri Aggression; Commit to Peace

ANCA-WR is urging McDonald’s to end its support of Azerbaijani aggression

The Armenian National Committee of America – Western Region is shocked and appalled by the recent statements made by McDonald’s that support Azerbaijan’s genocidal aggression against Artsakh (oftentimes called Nagorno-Karabakh) on Instagram and Facebook. The promotion of military action in Artsakh, which has resulted in a humanitarian crisis that has claimed thousands of lives of civilians, including women and children, certainly goes against the values of integrity and community championed by their organization.

Azerbaijani forces have been documented conducting war crimes, including the shelling of civilian areas and massacring of prisoners. Leading international human rights watchdogs including Human Rights Watch and Amnesty International have corroborated accounts of Azerbaijan using illegal cluster munitions against civilian populations.

McDonald’s in 2018 adopted a human rights policy in line with the United Nations Guiding Principles on Business and Human Rights. Under the UN guideline, companies have a responsibility to ensure they do not contribute to the violation of fundamental human rights. By indicating its support for Azerbaijan’s genocidal campaign against Artsakh, McDonald’s has breached this responsibility. It is a surprise that McDonald’s would choose to associate their brand with such human rights atrocities.

Furthermore, as one of the world’s most recognizable American brands, it is unacceptable that McDonald’s would openly promote the dictatorial Azerbaijani government’s campaign of ethnic cleansing – undermining the fundamental values of human rights and democracy the United States has sought to enshrine throughout the world.

In response to these actions, we are calling upon the Armenian diaspora to #BoycottHate until action is taken by McDonald’s on this matter.
