CivilNet: Bodies of 29 Fallen Soldiers Handed to Armenia

“On October 29, with the exceptional mediation of Russia and with the participation of the field team of the  Personal Representative of the OSCE Chairperson-in-Office and the International Committee of the Red Cross (ICRC), the bodies of 29 Armenian servicemen were handed over to the Armenian side,” Shushan Stepanyan, press secretary of the Minister of Defence of Armenia, wrote.  

During this same period, the ICRC was also able to repatriate one civilian to Armenia.

While Azerbaijan does not disclose its military losses, Armenia’s Defense Ministry says its military death toll is at 1,116 since fighting with Azerbaijani forces broke out on September 27. Both sides have also reported dozens of civilians killed and wounded since the start of the hostilities.

“The Armenian side, adhering to the arrangements of the humanitarian ceasefire, reiterates its readiness to hand over the bodies of Azerbaijani servicemen, start the process of recovery of bodies along the Artshakh-Azerbaijan frontline, the exchange of info on POWs, and respective handover in future.” wrote Stepanyan.

On Thursday, New York City Councilmember Paul Vallone introduced a resolution calling on President Trump and Congress to “work towards a lasting ceasefire and peaceful resolution” in Nagorno Karabakh.

Vallone, a Democrat, says U.S. should help bring about a peaceful end to the deadly conflict between Armenia and Azerbaijan.

The Councilmember noted that an estimated 10,000 people of Armenian descent live in New York.

“For the thousands of Armenian Americans who call our city home, the U.S. must stand up to aggression and let the Armenian people know they are not alone while we advocate for peace in the region,” Pallone wrote on Twitter.

“Once again, Armenia, the homeland of my wife and family, finds itself under attack and fighting for their survival,” the Councilman said during a full Council meeting. “It’s my hope that an immediate, peaceful resolution can be reached to the heartbreaking violence, destruction and loss of life currently impacting the region of Artsakh.”

The U.S.-brokered ceasefire between Armenia and Azerbaijan failed earlier this week.

A date is yet to be set for a Council vote on Vallone’s resolution.

European Parliament groups urge to establish international control for ceasefire in NK

Artsakh improves positions in Berdzor-Aras River direction

Artsakh’s forces have improved the military positions in Berdzor-Aras River direction, ARMENPRESS reports representative of the MoD Armenia Artsrun Hovhannisyan said in a press conference, noting that during the day the clashes continued along the front line but not very intensively.

‘’First, in Berdzor-Aras River direction our troops were able to improve positions. Besides, like we had mentioned before, the military operations against subversive groups in the villages of Martuni and Askeran regions of Artsakh continue, mainly nearby small settlements in forest areas. Today those operations took place in the territories of Avetaranots and Sghnakh villages, in the nearby hills and forests”, he said. 

Hovhannisyan added that the bombing of various settlements of Artsakh continued during the day.

The Foreign Ministry of Armenia reaffirms the position that the existence of the population of Artsakh is not possible under the jurisdiction of Azerbaijan, ARMENPRESS reports Anna Naghdalyan, spokesperson of the Foreign Minister of Armenia, said in a press conference.

‘’The announcements of the Azerbaijani president and the actions of the Azerbaijani armed forces that we witness show that the goal of Azerbaijan is to evict Armenians from Artsakh, exterminate the indigenous people of Artsakh and Azerbaijan wants Artsakh without its indigenous people. The existence of the population of Artsakh is not possible under the Azerbaijani jurisdiction’’, she said, adding that since the 1st day of the war Azerbaijan committed war crimes against the people of Artsakh, including the use of cluster munition against civilians.

YEREVAN, OCTOBER 29, ARMENPRESS. Vahram Poghosyan, the spokesperson of the President of Artsakh, denies the Azerbaijani announcements that the Armenian side has used cluster munition in Barda direction, targeting civilians.

‘’We have not used such a weapon in Barda direction. The Defense Army uses other weapons, targeting only military objects in the direction of major cities. The Defense Army has published the list of the military objects’’, Poghosyan said.

YEREVAN, OCTOBER 30, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan today had a telephone conversation with U.S. President’s National Security Advisor Robert O’Brien on the initiative of the American side.

As ARMENPRESS was informed from the Office of the Prime Minister, the Premier called his interlocutor’s attention to the fact that in breach of all norms accepted in international relations and ignoring the OSCE Minsk Group Co-Chairs’ efforts, Azerbaijan violated ceasefire agreements three times in a row, the last of which had been reached in the U.S. capital.

Nikol Pashinyan stressed that Turkey backs Azerbaijan in this matter, and it is impossible to enforce the truce without specifying which side has broken the ceasefire and who is interested in continuing the hostilities.

The American side assured that they will continue their mediation efforts aimed at achieving a ceasefire and ruling out the involvement of third parties in the conflict.

Chairman of the Standing Committee on State and Legal Affairs of the National Assembly of Armenia Vladimir Vardanyan told ARMENPRESS that he is surprised at the article of the Amnesty International, that says that the Armenian side has used cluster munitions against Azerbaijan’s Barda city.

”Neither Armenia nor Artsakh have signed the convention banning the cluster munitions, but the use of this weapon is banned by the international law, because it’s a weapon of indiscriminate nature that does not give an opportunity to distinguish between the participants of the military operations and civilians. Use of cluster munitions is banned particularly in densely populated areas, where civilian population is present. Relevant documents that monitored the use of cluster munition in different countries show that Armenia has never been viewed as a country that stockpiled cluster munitions. In our region Turkey is the country that has a leading role in the production of luster munitions, from where Azerbaijan gets its weapons”, Vardanyan said.

The MP noted that the article of Amnesty International is based on some photos from Barda, which give no grounded information.

”Most likely, this is an opportunity for the military-political leadership of Azerbaijan to speculate over this and continue using cluster munitions against the population of Artsakh, for which Azerbaijan has been criticized by the international community many times’’, Vladimir Vardanyan said.

He added that he will try to establish contact with the leadership of the organization to understand what are the evidences for such an article.

”I am confident there are no proofs, there are only some photos provided by the Azerbaijani side to the irresponsible employee of Amnesty International. How could these cluster munitions appear in the arsenal of the army of Artsakh, if neither Armenia, nor Artsakh have ever been viewed as countries that stockpile cluster munitions?”, the MP said.
