Turkey’s actions in South Caucasus a threat to international security – Armenian FM

YEREVAN, OCTOBER 29, ARMENPRESS. Armenia’s foreign minister Zohrab Mnatsakanyan held a telephone conversation on October 28 with EU’s High Representative for Foreign Affairs and Security Policy Josep Borrell, the Armenian MFA told Armenpress.

During the talk the Armenian FM introduced Mr. Borrell on the violation by Azerbaijan of the third agreement on ceasefire reached in Washington D.C. and the constant targeting of Artsakh’s civilian population and infrastructure. The FM stated that during the phone talk with the High Representative Artsakh’s capital Stepanakert and second largest city Shushi are under missile strike, the hospital in Stepanakert has been deliberately targeted. He also presented the humanitarian situation in Artsakh caused by the Azerbaijani actions.

As for Turkey’s destabilizing actions in the South Caucasus, minister Mnatsakanyan said such actions are a threat to both the regional and international security.

The FM reaffirmed Armenia’s commitment to the exclusively peaceful settlement of the Nagorno Karabakh conflict within the frames of the mediation of the OSCE Minsk Group Co-Chairmanship.

Both sides emphasized the necessity of fulfilling the agreements on ceasefire and establishing stable, controllable truce.

Second knife attack in France

YEREVAN, OCTOBER 29, ARMENPRESS. A man has been shot dead by police after threatening people with a weapon in a city in southern France on the same morning when at least three people were killed in a church in Nice, which is described as a terror attack.

A man was shot dead in Montfavet, a district in the city of Avignon, on Thursday, police said. According to local news reports the assailant was armed with a knife and was threatening passersby and police, shouting ‘Allahu Akbar’.

Meanwhile in Saudi Arabia on Thursday, a man was arrested after attacking a guard at the French consulate in Jeddah.

Former Presidents of Uruguay express solidarity to Armenian people

YEREVAN, OCTOBER 29, ARMENPRESS. Former Presidents of Uruguay Julio María Sanguinetti (1995-2000), Luis Alberto Lacalle de Herrera (1990-1995), Tabaré Vázquez (2005-2010, 2015-2020) and José Mujica (2010-2015) have made a joint statement, expressing solidarity to the Armenian people.

“On the occasion of terrible incidents taking place in the South Caucasus, we are expressing our historic solidarity to the Armenian people and our wish for the resumption of talks immediately aimed at reaching the ceasefire, peace, as well as the lasting solution to this conflict”, the statement says.

WATCH: Residential areas reduced to ruins by Azerbaijani missile attack at Shushi

YEREVAN, OCTOBER 29, ARMENPRESS. The Armenian Unified Infocenter released images filmed on October 29 in the town of Shushi in Artsakh showing the aftermath of the latest Azerbaijani bombardment of the peaceful settlement.

Civilians were wounded and major material damages occurred in the attack.

Artsakh authorities said the Azeri military used the Smerch heavy multiple rocket launchers in the attack. Stepanakert City was also bombarded on October 29.

Member of Spanish Congress of Deputies urges government to refrain from selling arms to Azerbaijan

Member of the Congress of Deputies of Spain from Plural faction Míriam Nogueras i Camero is urging the country’s government to refrain from selling weapons to Azerbaijan, to promote the peaceful settlement of the Nagorno Karabakh conflict based on the _expression_ of will of the majority of the NK people, the Armenian Embassy in Spain told Armenpress.

“The Plural faction of the Spanish Congress, under the initiative of MP Míriam Nogueras i Camero, has submitted a proposal to the Congress, urging the government

-to refrain from selling weapons to Azerbaijan

-to promote at the international level the peaceful settlement of the conflict based on the _expression_ of will of the majority of the Nagorno Karabakh people

-to condemn Turkey’s military support to Azerbaijan, initiating sanctions on Turkey for its aggressive and expansionist actions in the Eastern Mediterranean and the Caucasus”, the Embassy said.

EUR exchange rate down by 0.37 drams to 578.32 drams. Russian Ruble exchange rate down by 0.10 drams to 6.21 drams. GBP exchange rate up by 2.69 drams to 641.59 drams.

The Central Bank has set the following prices for precious metals.

Gold price down by 539.86 drams to 29648.32 drams. Siler price down by 7.74 drams to 379.33 drams. Platinum price down by 272.94 drams to 13667.13 drams.

Russia deeply concerned over continuous deployment of foreign mercenaries to NK conflict zone

YEREVAN, OCTOBER 29, ARMENPRESS. Russia is deeply concerned over further massive deployment of foreign mercenaries from the Middle East to the ongoing clashes in the Nagorno Karabakh conflict zone, Russian foreign ministry spokeswoman Maria Zakharova said at a briefing.

“Unfortunately, the situation in the Nagorno Karabakh conflict zone remains complex. The military situation is maintained. In such situation we continue making efforts for de-escalation of the situation and resumption of the negotiation process both at the national level and in the format of the OSCE Minsk Group Co-Chairmanship. We are deeply concerned over the continuous hostilities, over the further massive deployment of foreign mercenaries from the Middle East to the military clashes. We are confident on the absence of alternative to the peaceful settlement”, Zakharova said.

She added that the international community’s another attempt to reach ceasefire in the NK conflict zone unfortunately, failed.

ECHR satisfies request for interim measure over the case of 5 Armenian POWs in Azerbaijan

YEREVAN, OCTOBER 29, ARMENPRESS. The ECHR has demanded documented information from the Azerbaijani government about the detention place and conditions of another 5 Armenian war prisoners, ARMENPRESS reports lawyer Artak Zeynalyan wrote on his Facebook page.  

Based on the footages released by the Azerbaijani media the war prisoners were identified and requests were submitted to the ECHR on behalf of their family members to apply interim measure for protecting their right to life and freedom from torture or cruel, inhuman or degrading treatment.

The court has set a deadline of November 3 to provide the required information.

YEREVAN, OCTOBER 29, ARMENPRESS. Yerevan has irrefutable evidence that Turkey sends militants from Syria and Libya to Nagorno Karabakh, ARMENPRESS reports Foreign Minister of Armenia Zohrab Mnatsakanyan told Ria Novosti.

”There are irrefutable documented proofs of the presence of foreign terrorist militants and their regular deployment by Turkey (to Nagorno Karabakh – edit.). This is confirmed by the intelligence data of the OSCE Minsk Group Co-chair countries and the footages from the conflict zone”, he said.

”Turkey sees this conflict as an opportunity to increase its influence in another, neighboring region of South Caucasus. The policy of trading on the conflict and inflicting great human suffering on the peoples of the region for spreading its power should be resisted, not encouraged’’, Mnatsakanyan said, asnwering the question if Yerevan will give consent to Turkey’s participation in the negotiations.

Turkey is not an impartial actor in Nagorno Karabakh conflict, ARMENPRESS reports Foreign Minister of Armenia Zohrab Mnatsakanyan told Ria Novosti, answering the question if Armenia will agree to Turkey’s participation in Nagorno Karabakh conflict settlement negotiations.

‘’Turkey sees this conflict as an opportunity to increase its influence in another, neighboring region of South Caucasus. The policy of trading on the conflict and inflicting great human suffering on the peoples of the region for spreading its power should be resisted, not encouraged’’, Mnatsakanyan said.

According to Zohrab Mnatsakanyan, no country, including Turkey itself, cannot say that Turkey acted as an impartial actor in Nagorno Karabakh conflict.

”It was Turkey that denied the October 1 call of the USA, Russia and France to immediately stop military operations before Azerbaijan would express an opinion over that call”, Mnatsakanyan said.
