YEREVAN, OCTOBER 30, ARMENPRESS. Defense Minister of Armenia Davit Tonoyan received Ambassador of the USA to Armenia Lynne Tracy.

As ARMENPRESS was informed from the press service of the MoD Armenia, the U.S. Ambassador expressed concerns over the non-compliance with the ceasefire agreements and hoped that the diplomatic efforts will give result.

At the request of the Ambassador, the Defense Minister of Armenia presented the process of the military operations and the situation on the front line, specially emphasizing the fact of the involvement of foreign servicemen and mercenaries in the operations.

Davit Tonoyan noted that under the light of the absence of the ceasefire, the Armenian forces continue to carry out their tasks with confidence. He underlined the ceasefire can be possible to achieve only in case of applying verification mechanisms on the ground.

First and second Presidents of Armenia Levon Ter-Petrosyan and Robert Kocharyan want to leave for Moscow to discuss with the Russian elites the situation over Nagorno Karabakh and offer concrete solutions to the Armenian Government based on the discussions, ARMENPRESS reports Mane Gevorgyan, the spokesperson of the Prime Minister, wrote on her Facebook page.

‘’In response to media inquiries, I inform that the second and third Presidents of Nagorno Karabakh Republic Arkadi Ghukasyan and Bako Sahakyan informed Prime Minister Nikol Pashinyan during their October 20 meeting that first and second Presidents of Armenia Levon Ter-Petrosyan and Robert Kocharyan want to leave for Moscow to discuss with the Russian elites the situation over Nagorno Karabakh and offer concrete solutions to the Armenian Government based on the discussions’’, Gevorgyan wrote.

The ex-Presidents of Nagorno Karabakh Republic suggested that the results of the possible visit should be discussed during a meeting of former and incumbent presidents of Armenia and Nagorno Karabakh Republic.

‘’Stressing that he cannot hinder any measure for the benefit of Armenia and Artsakh, PM Pashinyan agreed with the proposal. According to our information, the ex-Presidents have not left Armenia yet. Anyway, the Prime Minister and the Government are open for proposals aimed at the solution of the situation and have never refused to discuss such proposals’’, the PM’s spokesperson wrote.

YEREVAN, OCTOBER 30, ARMENPRESS. Suffering huge manpower losses, the servicemen of the Azerbaijani army fled from their positions in panic in Berdzor direction of Artsakh, ARMENPRESS reports the Information Center of Artsakh informs.

‘’Today the Azerbaijani armed forces were particularly active in the left wing of Berdzor direction of the frontline. Suffering huge manpower losses during the military operations, the servicemen of the Azerbaijani army fled from their positions in panic’’, reads the statement.

Military operations aimed at discovering and neutralizing the Azerbaijani subversive groups continued in some separate regions of Artsakh.

‘’One military equipment of the adversary was destroyed by an artillery fire nearby Tsaghkaberd’’, the Information Center said.

YEREVAN, OCTOBER 30, ARMENPRESS. Foreign Minister of Armenia Zohrab mNatsakanyan met with Director of the International Committee of the Red Cross Peter Maurer in Geneva on October 30, ARMENPRESS was informed from the press service of the MFA Armenia.

The situation in Nagorno Karabakh (Artsakh) conflict zone resulted by the large-scale war unleashed by Azerbaijan was on the agenda of the meeting.

Zohrab Mnatsakanyan presented to ICRC Director Peter Maurer information about the war crimes committed by Azerbaijan against the people of Artsakh, as well as the gross violations by that country of the international humanitarian law, including the Geneva Conventions.

Minister Mnatsakanyan spoke about the deliberate targeting of the civilian population and infrastructures by the Azerbaijani armed forces, including with the use of international banned weapons. Mnatsakanyan also referred to the humiliating treatment, torture and murder of Artsakh’s civilians that have appeared under Azerbaijani control and war prisoners.

FM Mnatsakanyan emphasized that human rights and protection of the human rights are universal values, irrespective of the status of the given territory.

Referring to Turkey’s destabilizing policy in the South Caucasus and its ambitions to make the region a terrorist hotbed, the Armenian FM emphasized that Turkey’s direct involvement in the war unleashed by Azerbaijan and deployment of foreign terrorists from the Middle East is a serious threat to the regional and international security.

The sides emphasized the necessity of bringing to life the October 10, 17 and 25 agreements on immediate ceasefire, as well as the peaceful settlement of the conflict in the sidelines of the OSCE Minsk Group Co-chairs’ format.

Director of the International Committee of the Red Cross Peter Maurer highlighted the diplomatic efforts aimed at the implementation of the agreement on the ceasefire and the exchange of the bodies of the victims.

YEREVAN, OCTOBER 30, ARMENPRESS. The Offices of the 1st and 2nd Presidents of Armenia, Levon Ter-Petrosyan and Robert Kocharyan have commented on the information of their willingness to leave for Moscow.

ARMENPRESS reports, citing ‘’Ilur’’ news website, the spokesperson of the 1st President of Armenia Arman Musinyan said,

‘’Now our country is in complicated war situation and for avoiding misunderstanding and speculations, we will give detailed clarification over this issue only after the end of the crisis’’.

The statement of the Office of the 2nd President of Armenia says that 2nd and 3rd Presidents of Nagorno Karabakh Republic offered Robert Kocharyan to leave for Moscow, but he is unable to go because of being infected with coronavirus.  

”The President accepted the reasonability of the offer, but his exit from the country was closed for the well-known reason. Following the conversation between the Prime Minster and Arkadi Ghukasyan and Bako Sahakyan (former NKR Presidents – edit.), the court allowed President Kocharyan to leave the country/with the limitation of exit permit until November 7/ and returned his passport.

Robert Kocharyan was planning to leave for Moscow in the nearest days and passed COVID-19 test for that, which is mandatory for the entry to the Russian Federation.

The result of the test was positive, which was very unexpected, since he had and now has no symptoms.

Unfortunately, in this situation departure to Moscow and holding different meetings becomes temporarily impossible.

Now President Kocharyan is in self-isolation, but makes all efforts to contribute to the cessation of hostilities in Artsakh”, reads the statement of the Office of the former President of Armenia Robert Kocharyan.

Masis Mayilyan highlighted long years of activities of Georges Dallemagne aimed at awareness raising about Artsakh in the Belgian parliament, as well as protecting its interests. The goal of the 3rd visit of Georges Dallemagne to Artsakh is to get acquainted with the situation on the ground, share the hardships that the people of Artsakh have to overcome and in the future present the real image of Artsakh in various European platforms. He emphasized that the military aggression against Artsakh and violation of the humanitarian laws are a serious threat not only for Artsakh, but for the security of Europe.

At the request of Georges Dallemagne, Masis Mayilyan presented in detail the circumstances and consequences of the large-scale military aggression by Azerbaijan against Artsakh starting from September 27. The Foreign Minister of Artsakh presented the complicated humanitarian situation in Artsakh resulted by the deliberate strikes against settlements, civilian infrastructures and hospitals by the Azerbaijani armed forces, as a result of which nearly 60% of the populations has been forced to abandon their homes.

Masis Mayilyan underlined that in the existing situation it’s important that the international community takes practical steps to stop the aggression against Artsakh, de-escalate the situation in the conflict zone and create conditions for a peaceful settlement of Azerbaijan-Artsakh conflict, noting that the recognition of the independence of Artsakh is one of the most productive measures.

Georges Dallemagne thanked for the detailed situation, assuring that he will continue is consistent efforts for presenting true information about Artsakh in Europe, which will set basis for practical steps aimed at prevention of violence in Artsakh and establishment of stability in the region.
