YEREVAN, NOVEMBER 5, ARMENPRESS. The UN is the only organization that has a right to directly interfere in Artsakh war by the decision of the Security Council, but recently one of the Security Council permanent members thwarted an important statement that was expected to be made based on the behind-doors session, ARMENPRESS reports Deputy Foreign Minister of Armenia Shavarsh Kocharyan said at the National Assembly.

‘’No international organization, with the exception of the UN, is authorized to directly interfere. It’s only the UN that can do that, for which a decision of the UNSC is required. The interference can be in different forms, they can be economic sanctions or even use of force’’, Kocharyan said.

According to Kocharyan, it’s necessary that none of the Security Council permanent members use the right to veto and that the decision is passed at the UN Security Council, where there are another 9 none permanent members.

Shavarsh Kocharyan noted that Russia, France and the USA, which are UNSC permanent members and OSCE Minsk Group Co-chair countries, presented a very balanced approach. It was about cessation of hostilities, non-intervention of the 3^rd parties in the conflict and that the presence of terrorists in this conflict is inadmissible. ‘’There was one UNSC permanent members that thwarted this statement’’, the Deputy FM said, adding that the result was that we heard a very strange formulation which just called for a ceasefire and nothing more.

Shavarsh Kocharyan did not clarify which of the UNSC permanent members thwarted the statement.

YEREVAN, NOVEMBER 5, ARMENPRESS. During the day the Azerbaijani side continued targeting civilian settlements of Artsakh.

As ARMENPRESS was informed from the State Service of the Emergency Situations of Artsakh, heavy artillery was used against Martuni. Air raid siren was activated in the city for some period.

Shushi was periodically bombed by Grad multiple rocket launcher. There are many destructions here. Civilian and public objects are again under the target.

Stepanakert was bombed twice during the day. No major destructions occurred here. According to preliminary data, there are no casualties.

YEREVAN, NOVEMBER 5, ARMENPRESS. The deployment of international terrorists from the Middle East to Nagorno Karabakh conflict zone seriously disturbs Russia, since such developments is pregnant with the threat of formation of terrorist enclave in South Caucasus, ARMENPRESS reports official representative of the MFA Russia Maria Zakharova said in a briefing on November 5.

‘’According to information we receive, at this moment members of international terrorist organizations whose hands are in full blood, are being transported from the Middle East to Nagorno Karabakh conflict zone. I am talking about mercenaries with a radical disposition who bear jihadist ideology. All these cannot leave us unconcerned, since such developments is pregnant with the threat of formation of terrorist enclave, this time already in South Caucasus”, Zakharova said.

She added that Russia made an announcement about this immediately after receiving relevant data.

YEREVAN, NOVEMBER 5, ARMENPRESS. According to the preliminary conclusion of the forensic expert, Misha Melkumyan, 84, died in Azerbaijan while being held captive from traumatic brain injury, ARMENPRESS reports Head of the Department of Criminalistics of the Investigative Committee of Armenia Rafik Vardanyan said.

” According to the preliminary conclusion of the forensic expert, the death occurred due to brain trauma as a result of violence”, Vardanyan said.

An 84-year-old Armenian man, Misha Melkumyan, who was detained as a civilian captive by the Azerbaijani military, died overnight October 29-30 in Azerbaijani custody, the Armenian Human Rights Defender Arman Tatoyan said on October 30.

“Taking into account all evidence and documented facts on the Azerbaijani military’s inhumane treatment and level of cruelty against Armenian captives, the reasonable and grounded assumption on what could have caused the death of our compatriot becomes obvious,” Tatoyan said.

Earlier on October 29, the Azerbaijani authorities spread disinformation claiming that the Armenian side refused to accept Melkumyan from the Azeris. The Armenian Human Rights Defender investigated and debunked the Azeri allegations. The investigation revealed that according to medical conclusions Melkumyan’s deteriorated health hindered the organization of his transfer and would’ve been unsafe for him, and the Azeri authorities were well aware of the issue. The Armenian authorities had expressed readiness to organize Melkumyan’s transfer as soon as his health condition would allow it.

YEREVAN, NOVEMBER 5, ARMENPRESS. Military operations continued in Artsakh on November 5, during which the Azerbaijani troops initiated attacks in different directions, which were neutralized by the counter-measures of the Defense Army of Artsakh, ARMENPRESS reports the Defense Ministry of Artsakh informed.

”Particularly, the small groups of the enemy were detected nearby Karintak and Lisagor villages, which were neutralized by snipers and other means of accurate fire. A gathering of armored vehicles of the adversary was detected in the direction of Shushi, which were also destroyed by the precise fire of the Defense Army.

At the moment the operations of detecting and neutralizing the subversive groups continues”, reads the statement.

YEREVAN, NOVEMBER 5, ARMENPRESS. Russian Foreign Minister Sergey Lavrov and German Foreign Minister Heiko Maas held a telephone conversation, during which they changed views on Nagorno Karabakh conflict, ARMENPRESS reports the Foreign Ministry of Russia informed.

It’s mentioned that the sides emphasized the necessity of implementation of the agreements reached between the Armenian, Russian and Azerbaijani FMs on October 10.

YEREVAN, NOVEMBER 5, ARMENPRESS. Representative of the MoD Armenia Artsrun Hovhannisyan presented details on the goals of the Azerbaijani subversive groups and the neutralization operations of the Defense Army of Artsakh. ARMENPRESS reports in an interview with ”Interview” program on Public TV Artsrun Hovhannisyan underlined that he has noticed that Azerbaijani president Ilham Aliyev presents the subversive groups as Azerbaijani army attacking Shushi.

”He feeds his public with such news, also the international community listens to that. But I am surprised and don’t know such a tactic of war. So what does it mean? How do they attack us if we search them, find for example a group f 15-20, kill some of them, the others escape? They run away in another direction, go to forests, bypass some places and emerge from some other places, trying to find weaker points, enter villages, damage them, hang flags and take photos. Then our soldiers again find them, again fire, they again run away, suffering some losses”, Hovhannisyan said.

According to him, the so-called attack of the Azerbaijani subversive groups in the direction of Shushi was not a success. Hovhannisyan said that on November 5 the Azerbaijanis tried to crawl the rocks of Shushi all day long, trying to enter the city. ‘’The crawlers were small groups of 5-10, maximum 20. Armenian soldiers killed them, then approached and saw that all of them had flags with them. It’s clear that they are trying to make some symbolic success, to shoot a video of someone of them entering the city and raising the flag. November 9 is the day of flag in Azerbaijan and now they are trying to do something, show that they took it, but they are unable to do that’’, Hovhannisyan said.

Artsrun Hovhannisyan said the Azerbaijani side could have benefitted from this situation if they had been able to break in the front line from Martuni direction. ”They tried to do it during the last 3-4 days trying to take control of the entire road. In that case their subversive groups would be able to survive, they would escape the fate of being killed in small groups. But they failed and their small subversive groups continue to be eliminated”, Hovhannisyan said.

Referring to the situation in Berdzor, Hovhannisyan asured that everything is normal in the city, people live their normal life. But he added that there are groups in the direction of Lisagor village on the way to Shushi, which fled to the forests following the November 4 operation. ”Today we found some of them, fired from mortars, artillery and cleaning groups hunted them, killed some of them, others again fled’’, he said.

According to Artsrun Hovhannisyan, at the moment a non-conventional war is going on, during which the Azerbaijani side uses subversive groups, mercenaries and a conventional war at the same time, using armored military equipment, artillery, aviation and so on.

Referring to the priority task for the Defense Army of Artsakh, Hovhannisyan emphasized that their priority task is to preserve the favorable positions and during that process find and neutralize the subversive groups.

Deputy Co-chairs of Germany-South Caucasus Parliamentary Friendship Group Till Mansmann (Free Democratic Party) and Albert Weiler (Christian Democratic Union) sent an open letter to the German Chancellor Angela Merkel. ARMENPRESS reports they issued a joint press release, calling on Angela Merkel to impose sanctions in Azerbaijani president Ilham Aliyev, as well as other Azerbaijani officials.

Till Mansmann and Albert Weiler said, ”We cite the flagrant violations of the humanitarian law by Azerbaijan that have led to a humanitarian disaster in Nagorno Karabakh.

Azerbaijani President Ilham Aliyev said in an interview with the German Public TV at the end of October that the goal of the war unleashed by him is displacing the Armenians of Nagorno Karabakh. This is an act of ethnic cleansing, which should be condemned as a war crime.

At the same time, prohibited cluster munitions were used against the civilians of Nagorno Karabakh, the footages of executing and beheading Armenian war prisoners were demonstratively promoted. They promised  to the Syrian extremist mercenaries 100 USD for each beheaded Armenian.

Freezing of accounts, ban to entery to the EU, ban on using 

airlines as well as severing the contracts of German and European banks should be applied as sanctions”.
