In a LIVE address to the Karabakh refugees currently in Armenia, Karabakh President Arayik Harutyunyan said Wednesday, “Today we are solving infrastructure problems and social issues. There are enough resources to ensure a normal life. All roads will be protected. Residents of Karabakh, return to Karabakh.”

Harutyunyan also addressed the rumors regarding betrayals. He reminded that the first time he had alerted the nation about the lack of manpower was on October 3. Harutyunyan said that since then, he had continuously warned that they needed more soldiers.

“We had to sign a ceasefire because the soldiers were in danger of being completely surrounded. We did not have enough manpower to defend Shushi, the enemy had sent an army of 6,000 to the area…Only men who fought on the frontline and mothers who lost their sons have the right to blame us,” Harutyunyan said.

He repeatedly urged the public not to look for traitors, and mentioned that whoever is looking, must answer where he was during the war.

On November 10, Armenian Prime Minister Nikol Pahsinyan announced that he has signed a ceasefire statement with Russia and Azerbaijan to end the war in Karabakh. The agreement is a major defeat for Armenia in the territory of Karabakh.

In a LIVE Facebook video, entitled “My greatest sin”, Armenian Prime Minister Nikol Pashinyan spoke about the fall of Shushi and the conspiracy theories that have surrounded the event.

“The biggest sin attributed to me is the well-known document, which says that I agreed to hand over three territories – Aghdam, Lachin, Kelbajar – to Azerbaijan. In fact, it may not seem obvious, but that document was not about handing over [land], but about keeping it.

“The document was signed at a time when Shushi had already fallen, when Armenia’s Armed Forces General Staff Office was reporting to that resources were in a problematic state, and the political leadership of Artsakh shared that opinion,” said Pashinyan.

The prime minister spoke about what would have happened if the document had not been signed at that moment.

“In fact, that document gave [to Azerbaijan] what, according to the military assessment, we could not keep in that situation. And, in a situation when Stepanakert was left defenseless, if the hostilities continued, there was a very high probability that Stepanakert would also be captured, as well as Martuni and Askeran. If this happened, our third, fourth, fifth, sixth defense lines would be under siege, and thousands of our soldiers would be surrounded. This would result in a total collapse. It was on the basis of this assessment that the decision was made. And, it is not by accidental that these days there are already dozens of soldiers sending video messages from the frontlines in defense of the decision made. And why? It’s because they saw and understood the situation, no matter how bitter it is.”

Pashinyan also referred to the rumors and conspiracies about the fall of Shushi.

“Attempts were made to take back Shushi twice after it fell. One of these attempts failed completely. During another attempt, one of our detachments managed to enter Shushi. And much of the controversy in the media about Shushi was connected with this event.

“I was also told that yesterday the chairman of the Prosperous Armenia Party Gagik Tsarukyan stated that allegedly on October 28, while Shushi was still standing, Russia was ready to deploy peacekeepers to Karabakh, but I did not agree then, and I only agreed when Shushi was already lost. Of course, this is absolute nonsense,” Pashinyan said.

In his address, Pashinyan noted that in an October 22 interview with the Russian Ria Novosti, he had said that he was in favor of the deployment of Russian peacekeeping troops in Karabakh.”

Chairman of the Armenian Revolutionary Federation Supreme Council of Armenia Ishkhan Saghatelyan was taken into custody by Armenia’s National Security Service agents who went to the ARF headquarters in Armenia.

As the leader of the ARF in Armenia, Saghatelyan has been in the forefront of the movement to call for the resignation of Prime Minister Nikol Pashinyan after it was revealed that he signed an “end of war” agreement with the presidents of Russia and Azerbaijan on Monday. The agreement, which ended the military aggression against Artsakh, also stipulates the surrender of wide swath of territory in Artsakh, including Shushi.

The agreement also called the for the deployment of Russian peacekeeping forces to Artsakh. Those forces, numbering the thousands, have already arrived in Artsakh and set up a command center in Stepanakert.

Thousands of people gathered in Yerevan’s Republic Square on Wednesday to demand Pashinyan’s resignation. Saghatelyan and other organizers of the protest have given Pashinyan until midnight local time to resign.

The NSS officer, identified as Lieutenant General Sargsyan, entered the offices of the ARF Supreme Council of Armenia to apprehend the Saghatelyan. ARF member Bagrat Yesayan, who was in the office, began recording the process and streamed live on Facebook. That post has since been removed from the social media site.

Lt. General Sargsyan said there was no written request for detention. After a brief discussion, Saghatelyan went with the NSS officer and his entourage.

“I will come with you right now if you promise that tomorrow you will go after Nikol [Pashinyan],” Saghatelyan told the NNS officer Sargsyan, who tacitly agreed to the ARF leader’s request.

The NSS also took into custody the news director of the Yerevan-based Yerkir Media television network, Gegham Manoukyan.

Earlier on Wednesday, Gagik Tsarukyan, the head of the Prosperous Armenia Party and Artur Vanetsyan the head of the Homeland Party were also taken to NSS headquarters. Both opposition leaders were part of a grouping of 17 political parties that called for Pashinyan’s resignation on Monday and are also organizers of Wednesday’s protests in Yerevan.

Erdogan Says ‘Turkey will Take With Russia in Joint Peace Force’

The “end of war” agreement signed by Prime Minister Nikol Pashinyan and the presidents of Russia and Azerbaijan did not stipulate a role for Ankara. However, a memorandum of understanding signed by Turkey and Russia on Wednesday might add an official role for Ankara that was not previously mentioned.

Russian Defense Minister Sergei Shoigu and his Turkish counterpart, Hulusi Akar, signed a memorandum on the establishment of a joint centre to monitorl the ceasefire in Nagorno-Karabakh, the Russian Defense Ministry said on Wednesday.

“Turkey will take part with Russia in the joint peace force that will be set up in the implementation, observation and inspection of the agreement. A memorandum of understanding for the formation of the Joint Turkish-Russian Center with the objective of the control and inspection of the ceasefire,” Turkey President Recep Tayyip Erdogan told his parliamentary group on Wednesday, according to Hurriyet Daily News.

“This center will be set up on the lands Azerbaijan has liberated from occupation. All the measures for the prevention of the ceasefire violations will be taken by this center,” Erdogan also said, underlining this agreement legally and physically ends the “Armenian occupation of the Azerbaijani lands.”

However, Russia’s presidential spokesperson Dmitry Peskov on Tuesday insisted that there was no discussion on the deployment of Turkish peacekeepers to the region. The memorandum of understanding signed on Wednesday seems to indicate the opposite.

“There is no mention in the text of the statement. There is no agreement on that. The deployment of Turkish servicemen was not agreed upon. There has been talk on creation of a monitoring center in the Azerbaijani territory, and it has been a subject of a separate agreement. It’s not Karabakh,” Peskov said on Tuesday according to RIA Novosti.

Pashinyan’s spokesperson Mane Gevorgyan on Tuesday also denied media reports about Turkish peacekeepers, saying the issue was not even discussed and that the text of the statement does not mention anything about it.

“Reports on this, as well as on the transfer of some villages of Tavush province to Azerbaijan are fake news,” said Gevorgyan imploring Armenian residents to not give in to outside provocation and urged the media to not “distort facts.”

“The document is officially published and you can see it for yourselves,” Gevorgyan said.

According to Sputnik Shoigu noted that the agreements reached by the leaders of Russia, Azerbaijan, and Armenia and the deployment of Russian peacekeepers made it possible to stop the bloodshed and create conditions for a return to a peaceful life.

“The presence of Russian peacekeepers will ensure stability in the crisis region, stop the flow of refugees, and will facilitate their return to their places of residence,” Shoygu.

He noted that “the decision to create a joint monitoring center will allow reliable control over the parties’ compliance with the ceasefire regime and will form a solid basis for resolving the long-standing conflict.”

Prime Minister Nikol Pashinyan addressed the nation today, explaining why he was forced to sign, in his words, the “infamous document.”

According to him, the enemy had reached Shushi and Stepanakert. “These cities were in the rear during the war, they did not have defensive structures, and what would have happened after the fall of these cities? Several defensive sectors of the Defense Army would have been surrounded by the enemy, which means that more than 20,000 of our soldiers would have been under threat,” Pashinyan said, adding that in these conditions, the fall of Kashatagh and Karvachar districts would have been inevitable.

The Prime Minister explained that the moment they realized that the Armenian soldier could not influence events, soldiers would no longer have to die for the motherland, instead the motherland would make a sacrifice for the soldiers. 

“According to this logic, I signed the infamous document known to all of you, and when I signed it, I realized that the probability that I would personally die is great not only in the political but also in the physical sense, but the life of 25 thousand soldiers was more important, I think, for you too.”

These soldiers, according to the head of government, had no chance to influence the situation that would unfold in the rear.

“It was time for the commander to endanger his own life for the lives of these soldiers, time for the Motherland to make sacrifices for the soldiers that spared nothing for sake of the Motherland,” Pashinyan said, explaining that in this situation it was necessary to make a decision within a few hours, otherwise the process would have started, which could have ended with the death of 25 thousand soldiers or their capture.

He also touched upon the issue of resignation. “And why didn’t I resign, so as not to sign this paper, because it would mean desertion, it would mean leaving the issue of fulfilling the hellish duty in the name of the soldiers on someone else’s shoulders.”

According to Nikol Pashinyan, the Karabakh issue is still not resolved. The next question that arises, according to him, is why in such conditions it was impossible to reach a ceasefire at the beginning of the war or a little later. “To do this, it was necessary to hand over seven districts without a fight, as well as Shushi, and we hoped that with the involvement of new resources, superhuman efforts, we would be able to make a breakthrough,” Pashinyan said. According to him, this is the reason that he and the President of Artsakh Arayik Harutyunyan periodically made calls for military conscription.

Pashinyan also touched upon the content of the document itself, saying that it is really bad for us, but we should not make it worse than it really is.

“In particular, there are rumors spreading about the surrender of Meghri, which is absolutely ridiculous, we are just talking about unblocking transport routes in the region, including from Azerbaijan to Nakhichevan, but this means that transport routes from Yerevan to Syunik via Nakhichevan, including the railway connection between Armenia and Iran, should also be unblocked,” the Prime Minister said, adding that this may have a significant impact on our economy.

As for the territories under the control of Artsakh, according to Pashinyan, thanks to the Russian peacekeepers, the Lachin corridor from Goris to Stepanakert will operate smoothly, and Russian peacekeepers will provide the same safe road across the entire territory in the Shushi section.

He also called on residents of the territories located within the perimeter of the deployment of peacekeepers to return to their homes, if viable

He also said that the international recognition of the Republic of Artsakh is becoming an absolute priority. “There are stronger arguments for this now.”

According to Pashinyan, at the moment, restoring the atmosphere of stability and security in the country is a priority for Armenia.

“The organizers and many of the active participants in the civil strife have been detained, but they will be identified and brought to justice.

“For decades, the country’s property and income have flowed into the pockets of people you know well, and not towards the development of the army,” the Prime Minister said.

According to him, our country has a future, and we must do everything to make this difficult test of ours an important cornerstone of this future.

“We must learn a lesson. Many will ask whether it is possible to talk about a good future after this brutal war. Yes, because there are countries in the world that were subjected to the most brutal capitulations of the 20th century, but today they are among the most powerful countries in the world.”

YEREVAN, NOVEMBER 11, ARMENPRESS. Russian foreign ministry spokesperson Maria Zakharova has said that the Russia-mediated Nagorno Karabakh armistice signed between Armenia and Azerbaijan will lead to a full negotiations process over the conflict.

“The statement expects an unconditional transition to a full-fledged negotiation process on all aspects of this, unfortunately, complex and difficult problem,” TASS quoted Zakharova as saying in an interview with Rossiya 24 TV channel.

The Nagorno Karabakh armistice was signed by Prime Minister of the Republic of Armenia Nikol Pashinyan, the President of the Republic of Azerbaijan Ilham Aliyev and the President of the Russian Federation Vladimir Putin on November 10.

Not going to the step on ending the war in Artsakh would lead to much more losses and casualties, Prime Minister of Armenia Nikol Pashinyan said live on Facebook, adding that that decision was made based on the analysis, assessments of the General Staff of the Armed Forces and the President of Artsakh.

“The biggest guilt attributed to me is that I agreed to hand over Aghdam, Lachin, Karvachar to Azerbaijan. In fact, that episode is not about handing over, but about keeping, because that document has been signed in a situation when Shushi was fallen, when, in fact, the General Staff of the Armed Forces of Armenia was reporting that the resources were in quite a problematic situation. The political leadership of Artsakh was also sharing this view. What would happen if it was not signed? That document gave what we couldn’t keep at that situation according to military and non-military assessments. We had a situation when Stepanakert was left defenseless”, Nikol Pashinyan said.

According to him, if the military operations continued, there was a great probability that the Azerbaijani forces would have captured Stepanakert, Martuni, Askeran, the defense regions with soldiers would have appeared in blockade. A total collapse would have taken place. He said that decision was made based on this.

He said the video messages addressed by soldiers from the frontline are not coincidence because they are supporting the decision made, because they have seen and understood the situation, no matter how painful it was.

“At that moment we had a situation when Stepanakert was under a direct threat. Thousands of soldiers would have appeared in blockade, and as a result we would have lost what we have which is enshrined in that document”, he noted.

As for the rumors on the fall of Shushi, the conspiracies around Shushi, the Armenian PM said after the fall of Shushi attempts were made twice for returning it, the one was failed, and during the other one a squad managed to enter the city. Although, he said, a situation has not changed greatly. Pashinyan said all these contradictions were connected with this.

YEREVAN, NOVEMBER 11, ARMENPRESS. Prime Minister Nikol Pashinyan has denied what he described as “absurd” accusations claiming that he wasn’t giving consent for Russian peacekeepers to be deployed to Karabakh until the fall of Shushi.

Opposition leader Gagik Tsarukyan (Prosperous Armenia Party) claimed in an interview that Russia was ready to deploy its peacekeepers to Karabakh as early as October 28, when the town of Shushi wasn’t yet captured by Azeri forces, but Pashinyan did not agree at that time. Tsarukyan vehemently lambasted the armistice conditions and claimed that Shushi fell because of a “conspiracy”.

“This is total absurd”, Pashinyan said in a Facebook video address on November 11.

He cited his interviews of October 22 and October 25 where he publicly said that he favors Russian peacekeepers in Karabakh. “By publicly speaking in favor of this, how could I be against it on October 28?”

Pashinyan then criticized the opposition leader for what he described as not fulfilling his pledge to lead a volunteer detachment to the frontlines.  Tsarukyan had formed a detachment of volunteer soldiers and said he would lead them to active duty. “But seemingly we didn’t see any detachment of volunteers led by Gagik Tsarukyan fighting near Shushi,” Pashinyan said. “How come they make a public statement but no practical step?”

“Perhaps these detachments were formed not for conducting operations in Shushi but in Armenia? This must be investigated and assessed under criminal law.”
