Denounces ‘End of War’ Agreement as ‘Consequence of Illegal Use of Force’

The City Council of Montevideo, the capital of Uruguay, on Thursday recognized the independence of the Artsakh and denounced the “end of war” agreement as “a consequence of illegal use of force and not resulting from real balanced negotiation as established by the UN,” reported Diario Armenia.

The approved resolution states that “in view of the military attacks that occurred against the population of the Republic of Artsakh and Armenia by Azerbaijan with the support of the genocidal State of Turkey, transferring mercenaries for combat as a way to resolve the dispute in the Artsakh region violating the Minsk Group agreements and the ceasefire for all conflicts declared by the UN for the COVID-19 pandemic, we establish our total rejection of such action.”

In addition, Montevideo conveyed “our greatest solidarity with the entire civilian population (Armenian and Azerbaijani), the main victims of the numerous destabilizing attacks and violations of international law, as well as the recognition of the Artsakh and Armenian people who continue to fight for their survival, confronting the continuation of the genocide perpetrated in 1915.”

Later, Montevideo declared that “the agreement signed by Azerbaijan, Russia and Armenia is the result of the illegal use of force and not of authentic balanced negotiations as established by the UN, representing a forced transfer of historical heritage and populated territory of Armenian origin.”

Finally, the Departmental Board of Montevideo announced its “recognition of the Republic of Artsakh, calling on the international community to respect its status as an independent State, this being the true path for a peaceful solution and a lasting peace for Artsakh and Armenia.”

Uruguay and its government have been staunch supporters of Artsakh’s right to self-determination and its independence.

In 2015, then foreign minister Luis Almagro called for the recognition of Artsakh.

Asbarez: ARF Leaders Tell Consul General Pashinyan Must Resign

Armenian Revolutionary Federation leaders told Armenia’s Consul General Ambassador Armen Baibourtian on Thursday that the agreement signed by Prime Minister Nikol Pashinyan that ended the relentless war against Artsakh and Armenia was defeatist and humiliating and that it has already categorically been rejected by the people.

“Such a document is the biggest treason against our nation,” the ARF leaders told Baibourtian.

Meeting with Baibourtian at the Consulate, ARF Bureau member Dr. Viken Yacoubian and the co-chairs of the ARF Western U.S. Central Committee, Avedik Izmirlian and Dr. Carmen Ohanian, were clear in conveying the broad discontent by the ARF and its vast network of affiliate organizations over the specifics of the agreement.

The ARF leaders said that the Armenian government, headed by Prime Minister Nikol Pashinyan, bears sole responsibility for the crisis that has arisen from the signing of the document. They also expressed their disappointment and protest and added that they join the thousands of protesters in Yerevan in demanding Pashinyan’s resignation.

Outlining the complex realities anticipated ahead, the ARF leaders emphasized the need to alter the course of the situation that could lead the nation on to a dead-end course. They said that Armenia needs new negotiators who can confront these new challenges.

They also called for the immediate release of opposition leaders and members who have been taken into custody by Armenia’s National Security Service on Tuesday and Wednesday.

Ambassador Baibourtian pledged to convey these concerns to officials in Yerevan.

There is no talk on deployment of Turkish servicemen in Nagorno Karabakh in the official text of the statement signed by Prime Minister of Armenia Nikol Pashinyan, President of Azerbaijan Ilham Aliyev and Russian President Vladimir Putin, Russian presidential spokesperson Dmitry Peskov said, RIA Novosti reports.

“There is no word on that in the text of the statement. There is no agreement on that. The deployment of Turkish servicemen is not agreed upon. There has been a talk on creation of a monitoring center in the Azerbaijani territory, and it has been a subject of a separate agreement. It’s not Karabakh”, Peskov said.

Artsakh President calls on Armenia’s political forces to visit Stepanakert for discussions

STEPANAKERT, NOVEMBER 10, ARMENPRESS. President of Artsakh Arayik Harutyunyan has applied to Armenia’s parliamentary and extra-parliamentary political forces proposing to visit Stepanakert for discussions, the President said in a statement on Facebook.

“The current complex political situation has automatically formed a new agenda in our reality. In order to discuss it with the main role-players of the Armenian political field and present the whole existing information I apply to Armenia’s parliamentary and extra-parliamentary forces to visit Stepanakert and hold discussions at the scene.

Tomorrow, on November 11, I am ready to host the executives of political parties represented in the Parliament of Armenia. Then, I am ready to continue the series of meetings also with the extra-parliamentary forces as envisaged”, he said.

Iran welcomes establishment of ceasefire between Armenia and Azerbaijan by Russia’s mediation

YEREVAN, NOVEMBER 10, ARMENPRESS. Iranian President’s Chief of Staff Mahmoud Vaezi welcomed the establishment of ceasefire between Armenia and Azerbaijan over the Nagorno Karabakh conflict by Russia’s mediation.

“We believe that if the conflicting sides remain committed to the international laws, it would be possible to end this ancient conflict through negotiations and political means. Expressing satisfaction over the end of war, we hope the agreement reached will implement the ceasefire”, Mahmoud Vaezi said on Twitter.

Armenian President meets with Russian Ambassador

YEREVAN, NOVEMBER 10, ARMENPRESS. President of Armenia Armen Sarkissian met today with Russian Ambassador to Armenia Sergei Kopyrkin, the Presidential Office told Armenpress.

The officials discussed the statement signed by the Armenian Prime Minister, the Russian and Azerbaijani Presidents on ceasefire and cessation of all military actions in the Nagorno Karabakh conflict zone, as well as its provisions.

President Sarkissian said the settlement of the Karabakh conflict is a matter of pan-national significance and importance, and it’s natural that any decision, especially a signing of a document relating to it creates people’s sharp reaction and sometimes also opposition.

President Sarkissian highlighted the key mediation role of the OSCE Minsk Group Co-Chair countries and especially Russia in ceasing the military operations.

The meeting sides attached importance to the necessity of security and stable peace in the entire region.

More planes with Russian peacekeepers depart for Karabakh

The plane departed from Ulyanovsk. It carries peacekeepers, armored materiel and equipment.

Moscow is adamant the joint statement by Azerbaijan’s President Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan and Russian President Vladimir Putin on the full cessation of hostilities in Nagorno Karabakh must be complied with by all signatories, Russian Foreign Ministry Spokeswoman Maria Zakharova told the television broadcaster RTVI in an interview, reports TASS.

“This document has the status of a statement. We proceed from the assumption it must be complied with by all signatories. Their signatures are a hard fact”, she said.

She warned against speculations about various scenarios of how this agreement may fail to be implemented.

“Let’s talk about what is to be done to make it a reality. And a great deal is being done with an eye to that”, Zakharova said, adding that the agreement was a result of consensus and all signatories agreed it was crucial to implement it.

As for the peacekeepers, Zakharova said it has been discussed a month ago, also at the October 9-10 meeting of the Armenian, Russian and Azerbaijani foreign ministers.

“A new era starts in the Caucasus. I congratulate our friends Armenia and Azerbaijan for ending a tragic war and thank all the facilitators. My sympathy to the families of the victims. Peace and stability have no alternative! We launch together a new chapter of cooperation”, the Georgian President said on Twitter.
