During the meeting we touched upon in details the large-scale war unleashed by Azerbaijan against Artsakh, with direct involvement of Turkey and foreign mercenary terrorists, recent developments around the Azerbaijani-Karabakh conflict, the 10 November statement by the Republic of Armenia Prime Minister, President of the Russian Federation and the Republic of Azerbaijan on complete ceasefire and termination of all hostilities in Nagorno Karabakh and its provisions, as well as subsequent developments.

Baroness Cox briefed on the steps she undertook during the war to condemn Azerbaijani criminal conduct and raise awareness on various international platforms about the legitimate struggle of the Artsakh people for their rights and freedoms, underlined the imperative to take measures to address on ground the humanitarian crisis resulting from the Turkish-Azerbaijani aggression in Artsakh”, he wrote.

”We learned with sorrow that following the joint declaration on ceasefire signed between the Armenian, Russian and Azerbaijani leaders overnight November 10, the Azerbaijanis who entered Artsakh’s Shushi city vandalized Holy Savior Cathedral of Ghazanchetsots, leaving their trace on the external and internal walls of the Cathedral.

We strongly condemn the incident, assessing it as an overt act of vandalism and intolerance. Azerbaijan should not be allowed to continue its policy of cultural genocide with Turkish support, which for decades has been carried out in Azerbaijan and Nakhichevan Autonomous Republic of Azerbaijan.

At the same time we call on the international community and the inter-religious and inter-church organizations to voice about that and take appropriate steps to stop such barbaric acts by Azerbaijani authorities in Artsakh against religious-cultural monuments and demonstrations of anti-Armenian moods’’, reads the statement.

Italy’s Cesena city unanimously adopts decision recognizing Artsakh’s independence

YEREVAN, NOVEMBER 14, ARMENPRESS. President of Russia Vladimir Putin held telephone conversations with Armenian Prime Minister Nikol Pashinyan and Azerbaijani president Ilham Aliyev, ARMENPRESS was informed from the press service of the Kremlin.

It’s mentioned that the practical aspects of the implementation of the November 9 agreement were discussed. The sides expressed satisfaction for the preservation of the ceasefire, noting that the situation on the contact line is quite calm.

Talking with Azerbaijani president Ilham Aliyev, Vladimir Putin particularly focused on the fact that there are Christian cathedrals and churches in the territories that will go under Azerbaijani control according to the agreement, emphasizing the importance of ensuring their maintenance and operation. The Azerbaijani president demonstrated understanding in that regard, saying that the Azerbaijani side will be faithful to that principle.

Armenian Opposition Leader Again Arrested

Artur Vanetsian, a former National Security Service (NSS) director leading an 
opposition party, was arrested on Saturday on suspicion of plotting to 
assassinate Prime Minister Nikol Pashinian and overthrow Armenia’s government.
The NSS also arrested several other individuals who it said were also involved 
in the alleged conspiracy. They included Vahram Baghdasarian, a senior member of 
the former ruling Republican Party of Armenia (HHK).
In a statement, the NSS claimed to have found large quantities of weapons in a 
property belonging to another arrested suspect. It said the weapons were due to 
be used for murdering Pashinian and seizing power.
Vanetsian’s lawyer Lusine Sahakian and Hayrenik (Fatherland) party condemned his 
arrest as politically motivated. Hayrenik said it is part of the Armenian 
authorities’ efforts to quell opposition protests against a Russian-mediated 
ceasefire agreement that stopped the Armenian-Azerbaijani war in 
Nagorno-Karabakh.
Hayrenik is one of 17 Armenian opposition groups that launched the protests and 
demanded Prime Minister Nikol Pashinian’s resignation immediately after the 
truce went into force on November 10. They accuse Pashinian of capitulating to 
Azerbaijan and committing high treason.
The authorities say that the protests are illegal, citing martial law declared 
by them following the outbreak of the war on September 27.
Vanetsian and a dozen other opposition leaders were detained on November 11 for 
organizing the protests. Armenian courts freed virtually all of them two days 
later.
Vanetsian, 40, was appointed as head of the NSS immediately the 2018 “Velvet 
Revolution” that brought Pashinian to power. He quickly became an influential 
member of Pashinian’s entourage, overseeing high-profile corruption 
investigations initiated by Armenia’s new leadership.
Vanetsian resigned in September 2019 after falling out with the prime minister. 
He has since repeatedly accused Pashinian of incompetence and misrule, prompting 
angry responses from the premier and his political allies.
First Refugees Return To Karabakh

First groups of ethnic Armenian refugees returned to Nagorno-Karabakh on 
Saturday four days after a Russian-brokered ceasefire agreement stopped the 
Armenian-Azerbaijani war.
According to authorities in Stepanakert, the six-week war displaced at least 
90,000 Karabakh Armenian civilians making up around 60 percent of the 
territory’s population. Most of them took refuge in Armenia.
The authorities urged the refugees to return home immediately after the entry 
into force of the truce. The Karabakh president, Ara Harutiunian, assured them 
that the impending deployment of about 2,000 Russian peacekeepers in and around 
Karabakh will serve as an additional guarantee of their security.
Harutiunian also said that his administration will act quickly to restore many 
homes and public infrastructures damaged during the fierce fighting.
On Friday Prime Minister Nikol Pashinian met with senior Armenian government 
officials to discuss further aid programs for the Karabakh refugees.
“Our priority is to have them receive that aid in Artsakh (Karabakh),” Pashinian 
said in his opening remarks at the meeting. “That is to say that it must be a 
program that will contribute to the return of our compatriots to Artsakh.”
Yerevan Mayor Hayk Marutian met, meanwhile, with Harutiunian in Stepanakert. It 
was announced afterwards that Yerevan’s municipal administration will provide 
buses that will transport refugees from the Armenian capital to Karabakh free of 
charge on a daily basis.

About 200 refugees were bused to Stepanakert on Saturday. Among them was Tatevik 
Hovakimian, a resident of the Karabakh capital whose home was seriously damaged 
by Azerbaijani shelling.
“Never mind, we will somehow get by,” Hovakimian told RFE/RL’s Armenian Service. 
“The main thing is to return home, to be in our land. We are used to 
difficulties. We will overcome this one as well.”
“Whether or not it’s dangerous, we must go back, we have no other option,” said 
Inna Sarukhanian, another Stepanakert resident.
Arevik Abrahamian, another Karabakh Armenian woman, likewise chose to return to 
Askeran, a small town 10 kilometers east of Stepanakert, despite being wary of 
lingering security risks. “It’s dangerous, but where else could we live if we 
don’t go back?” she said.
Bodies Of Armenian, Azeri Soldiers Recovered
NAGORNO-KARABAKH -- Military vehicles of the Russian peacekeeping forces drive

The parties to the Nagorno-Karabakh conflict have reportedly begun recovering 
and exchanging the bodies of their soldiers killed during the 
Armenian-Azerbaijani war stopped by a Russian-mediated ceasefire.
Ara Harutiunian, the Karabakh president, announced the start of the process late 
on Friday. He said it is being conducted with the help of representatives of the 
International Committee of the Red Cross (IRC) and Russian peacekeeping forces 
deployed in and around Karabakh.
The Armenian Defense Ministry confirmed the information in a short statement 
released on Saturday.
The mutual handover of soldiers killed in action is envisaged by the 
Armenian-Azerbaijani ceasefire agreement which was brokered by Russia and went 
into force on November 10. The deal halted the six-week war that left thousands 
of people dead and tens of thousands of others.
Armenia’s Health Ministry indicated on Saturday that at least 2,300 Armenian and 
Karabakh Armenian combatants have died during the war. A ministry spokeswoman, 
Alina Nikoghosian, said the figure does not include dead soldiers whose bodies 
remain in Azerbaijani-controlled territory. Their total number is not yet known, 
she said.
The Armenian military has so far reported and identified about 1,400 combat 
casualties within its ranks.
Azerbaijan has still not disclosed the number of its soldiers killed during the 
war.
Russian Border Guards Expand Presence In Armenia

Russia has announced that its border guard service has set up five new posts 
along Armenia’s borders with Azerbaijan and Iran due to the war in 
Nagorno-Karabakh.
“All necessary measures have been taken and agreed with border services of 
Armenia, and we have come into contact with Azerbaijani border guards,” 
Alexander Bortnikov, the head of Russia’s Federal Security Service (FSB), told 
Russian President Vladimir Putin on Friday during a video conference on the 
situation in the Karabakh conflict zone.
“We have established necessary relations, are exchanging information, and the 
border guards are serving in a regime of [Armenian] state border protection,” he 
said.
According to Bortnikov, two of the Russian outposts have been established on 
Armenia’s border Iran while the three others are located along the 
Armenian-Azerbaijani frontier. One of them is close to the so-called Lachin 
corridor that will serve as the sole overland link between Armenia and Karabakh 
as a result of a Russian-brokered truce agreement that stopped the war on 
November 10.
Under that agreement, around 2,000 Russian army soldiers will be deployed in the 
corridor and the Armenian-Azerbaijani “line of contact” in and around Karabakh. 
Putin discussed the deal’s implementation with Bortnikov as well as Russia’s 
Defense Minister Sergei Shoigu, Foreign Minister Sergei Lavrov and Minister of 
Emergency Situations Yevgeny Zinichev.
Russian border guards, which are part of the FSB, have until now been deployed 
only along Armenia’s borders with Iran and Turkey.

Asbarez: As Ghazanchetsots is Vandalized by Azeris, an Urgent Call to UNESCO to Protect Artsakh Religious Sites

The Ghazanchetsots Church in Shushi was vandalized by occupying Azerbaijanis

It didn’t take long for Azerbaijani occupiers to desecrate and vandalize the Ghazanchetsots (Holy Savior) Cathedral in Shushi, which was bombed twice last month by its forces.

Armenia’s Minister of Education, Culture and Sports Arayik Harutyunyan, as well as the World Council of Churches urged UNESCO, the United Nations cultural arm, to protect Artsakh’s religious sites, which came under heavy Azerbaijani shelling and are in danger of being destroyed.

The WCC issued the following statement:

The executive committee of the World Council of Churches (WCC), meeting by video conference from November 9 to 13, 2020, is gathered at a pivotal and acutely painful moment for the people of the land of Nagorno-Karabakh/Artsakh and for all Armenian people, following the announcement of an agreement between the leaders of Azerbaijan, Armenia and Russia to bring an end to six weeks of intense armed conflict. We make an appeal for an end to the bloodshed and destruction this conflict has brought.

We join with His Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians, in praying for wisdom, unity and calm. We grieve with all those who have suffered terrible losses not only in the renewed fighting since September 27, but throughout the long history of the struggle for self-determination in the region, entrenching antagonism more deeply with each precious life lost.

We stand in solidarity with the Armenian communities that are threatened by the renewal of the genocide against their people, particularly in light of the egregious comments made by Turkish President Erdogan vowing to “fulfill this mission, which our grandfathers have carried out for centuries, in the Caucasus region” and in light of Turkey’s role in the current conflict. The WCC condemns any such threats, explicit or implicit, and the actions of those who have insinuated themselves in the conflict and exacerbated its violence, including by supplying internationally-banned weapons, sending mercenaries and jihadists from Syria and elsewhere, and seeking to turn it into a religious conflict. The WCC condemns the use of chemical weapons and cluster munitions, the targeting of civilians, hospitals and public infrastructure, and all other war crimes, beheadings, torture and other atrocities witnessed in the past weeks.

Furthermore, we appeal for respect for the holy sites and cultural heritage of Nagorno-Karabakh/Artsakh, though the repeated shelling of the Ghazanchetsots Cathedral in Shushi on October 8 and the numerous reports being received of other more recent desecrations indicate a different reality. We urge UNESCO to take all possible and appropriate measures to protect these sites.

We call urgently upon all members of the international community to join in supporting efforts for the protection of such holy sites, for the return in safety and dignity of all refugees and displaced people, for protection of the Armenian people from the threat of genocide, for a lasting peace founded on justice and human rights for the people of Nagorno-Karabakh/Artsakh and the wider region, and to refrain from instigating or encouraging antagonism, conflict and injustice.

We lift up and accompany the continuing ministry and witness of the churches of the region, and pray that the church leaders may be given strength and wisdom to guide their people through this crisis.

Baroness Cox Visits Artsakh, Tours Destruction Caused by Azeri Aggression

Caroline Cox, a member of the British House of Lords and a staunch human rights advocate, visited Artsakh on Friday to get a first hand account of the destruction and havoc caused by Azerbaijan during the 45-day war. She is the first foreign official to visit Artsakh since the signing of an agreement on Monday that ended the war, but saw the surrender of territory to Azerbaijan, including Shushi.

Baroness Cox, who has been an outspoken advocate for Artsakh since 1990 and who witnessed the carnage caused by Azerbaijan during the Maragha Massacres, had also established a namesake rehabilitation center in Stepanakert for injured soldiers and people with disabilities.

Cox said that for many years she has been advocating for the rights of the people of Artsakh in international arenas, and during the war she had called on international organizations to ensure the protection of the rights of the people of Artsakh with practical steps.

She reiterated her support for the just struggle of the people of Artsakh—for their rights and freedoms—adding that “the international community is obliged to pay duly attention to the existing needs and problems.”

Artsakh’s Human Rights Defender Artak Beglaryan hosted Baroness Cox, who was accompanied by Armenia’s Human Rights Defender Arman Tatoyan.

Beglaryan briefed Cox on the war crimes committed by Azerbaijani forces during the war from September 27 to November 9 and presented the results of the fact finding missions conducted during the Azerbaijani aggression.

Beglaryan said that during the course of the war his office published two interim reports on Azeri atrocities, three reports on the Azeri’s inhumane treatment of Armenian POWs and bodies of killed servicemen, one report on the Azeri shelling of the Shushi Cathedral, one report on the violation of children’s rights and one joint report with Tatoyan on the Azeri’s use of incendiary munitions containing chemical elements.

The recorded facts were more than sufficient for international human rights organizations and generally the international community to take action to properly condemn and prevent the Azeri crimes, said Beglaryan.

Answering the questions of the delegation, Beglaryan touched upon the humanitarian disaster in Artsakh and outlined the imperative for international assistance by human rights organization, which he said are important for overcoming the crisis.

After the meeting the delegation visited several civilian buildings that were destroyed during the Azerbaijani bombardments of residential areas.

On Saturday, Cox met with Artsakh President Arayik Harutyunyan, who thanked the Baroness for the support she has shown to the people of Artsakh for decades and during these current challenging times.

While in Yerevan, Cox visited the Dzidzerbagapert Armenian Genocide Memorial and paid tribute to the victims of that tragedy. According to the Armenian Genocide Museum and Institute, the Baroness also toured the Memory Alley and watered the fir she planted there.

She also held a meeting with President Armen Sarkissian, who briefed her on the Azerbaijan’s aggression against Armenians in Artsakh and Armenia.

‘A Drastic Measure to Avoid an Inescapable Calamity’: Why Pashinyan Should Resign

Since the signing of the “end of war” agreement by Armenia, Russia and Azerbaijan, opposition forces in Armenia, including the Armenian Revolutionary Federation, have been staging protests demanding the resignation of Prime Minister Nikol Pashinyan for signing the humiliating document that, among other provisions, surrenders Artsakh territory to Azerbaijan, including Shushi.

In its part, the ARF Western U.S. Central Committee issued a strongly-worded statement on Thursday reiterating the call for Pashinyan’s resignation. At the same time, a delegation of ARF leaders met with Armenia’s Consul General to Los Angeles on Thursday to express the party’s condemnation of the agreement and further drive the message that Pashinyan, who unilaterally signed the accord, must step down.

To provide analysis of the “end of war” agreement and to clarify the ARF’s position, Asbarez conducted an interview, via email, with Garo Madenlian, a member of the ARF Western U.S. Central Committee.

Below is the interview.

Asbarez: It is apparent by now that all Armenians everywhere are upset about the terms of the disastrous agreement signed by Pashinyan, but can you give us some of the specific issues?

Garo Madenlian: In addition to the 7 regions surrounding Artsakh that were at issue during settlement negotiations during the past two decades, this agreement also concedes the southern portions of Artsakh including Hadrut and up to and including Shushi. 2 of those 7 regions establish a new line of contact and border by which Armenia becomes extremely vulnerable to Azeri attacks. Further, it creates a transportation corridor across Armenia from Nakhichevan to Azerbaijan not only allowing unfettered access to for Azerbaijanis but also connecting Turkey to Azerbaijan and via Azerbaijan to the rest of the Turkic peoples east of the Caspian. This is something Turkey and specifically Erdogan, has wanted since the fall of the Ottoman Empire to further its Pan-Turanist agenda. For Armenia, in addition to being surrounded by Turks who continue the policies of genocide, it essentially creates the opportunity for an Azeri-Turkish coalition to seal Armenia’s border with Iran creating a noose around Armenia’s neck they can tighten at any time.

Asbarez: Does this surrender agreement actually secure portions of Artsakh including Stepanakert, Askeran and Martuni, and allow for people to return to their homes?

G.M.: On paper it gives the impression of establishing temporary security but since the final status of Artsakh is not confirmed, all those regions can and most likely be placed under Azerbaijani control. In either case, if this catastrophic agreement is not reversed, it would be next to impossible to imagine the Armenian population return to their homes as they would have to trust peacekeepers to keep Azeri-Turkish forces and Syrian ISIS jihadist mercenaries at bay. They would be surrounded by enemies without Armenian soldiers to protect them. The road to and from Armenia and Stepanakert would also be controlled by those same peacekeepers but remain vulnerable to Azeri forces occupying Shushi. Shushi has always been the key to peace and stability in the region because of its strategic location high above Stepanakert from where, even without their Israeli and Turkish drones, the Azeris can launch large scale offensives and rain missiles on the civilian population of Stepanakert and elsewhere, as they did until Shushi was liberated. And we all know that the Azeris committed war crimes against civilians, churches, schools and hospitals with cluster bombs and missile strikes during this war, all of which is well-documented, and they are more than willing and able to continue doing so. The Prime Minister himself has stated the Azeri-Turkish governments are continuing the Armenian genocide and thus it is unimaginable that he would now suggest Armenians return under these conditions and face such risks.

Further complicating matters is that the agreement calls for a return of displaced persons which includes Azeris who claim to have up to 800,000 prepared to relocate, including to Shushi and the surrounding areas.

Asbarez: How do you view Pashinyan’s assertion that he saved the lives of 25,000 Armenian soldiers by agreeing to these difficult terms?

G.M.: First of all, we can’t rely on the accuracy of the number of soldiers he stated because during one live broadcast alone he announced three different totals, the highest of which was 25,000. In addition. He has a track record of misleading the public in general, and especially during this war when he and the spokespersons for the Ministry of Defense repeatedly stated that we were winning, and then abruptly surrendered Shushi and claimed we’ve been losing all this time. Or by calling for volunteer fighters without enforcing a draft, and then closing the road from Goris to Stepanakert well before he surrendered Shushi. Now, he may also be announcing various numbers to confuse the enemy, but he already signed the agreement capitulating to their terms and called for a military withdrawal. There were many more inconsistencies but a primary indicator of his priorities is his populist agenda to retain his office, which resembles an ad campaign, such as when he made a poster portraying himself as the central character victoriously leading the Armenian nation out of this war while our soldiers were actually fighting and dying on the front lines. We all wish his PR campaign was actually true and that he saved Artsakh, but sadly it was not, and he actually sold us out.

Of course, every Armenian life is precious for us but we are surrounded by enemies and have a military complete with soldiers who serve at great risk and peril to themselves for the purpose of defending our people and our borders.

Asbarez: What can be done to reverse this tragic agreement and to help with the situation?

G.M.: First of all, we must remain strong and united for Artsakh and Armenia, and do everything possible to reverse this agreement that all Armenians find disastrous and should condemn. We need to carry out a multi-pronged approach where Armenia needs to immediately resume talks with Russia which can still play a key role with its military presence and can take concrete steps on the ground to reset negotiations. An important factor to consider here is Azerbaijan’s difficulty reaching Shushi due to limited access because of its location, which also raises questions about Pashinyan’s quick surrender.

Armenia also needs to quickly initiate discussions with France and the United States in line with the ANCA and EAFJD efforts, both of whom have already started parallel campaigns in the U.S. and Europe, and we encourage everyone to join and participate via the action alerts.

All three OSCE Minsk Group Co-Chair countries have their own interests in the region but can align with Armenia to create better terms to a cease fire agreement.

In order to do this and for the future of Artsakh and Armenia, Pashinyan must heed the calls for his resignation and allow for the immediate and peaceful transfer of power; a necessary step to restart negotiations. Only someone other than individual who agreed to give away everything to the Turks can undertake the process to undo this agreement or change its terms.

Of course, we have the humanitarian crisis with over 100,000 displaced persons, wounded soldiers and civilians, and families of our heroes who gave the ultimate sacrifice in defense of the Armenian homeland and people. We have an obligation and a duty to help them secure living arrangements, basic necessities, education, jobs, and medical care.

Asbarez: The ARF in Armenia along with other organizations have already called for Pashinyan’s resignation, is this something the ARF in the Western United States supports?

G.M.: Our announcement that was released yesterday makes it abundantly clear that the ARF Central Committee in the Western United States is in full agreement with the ARF in Armenia and completely supports its initiatives, especially in this regard. Pashinyan is the Prime Minister and commander in Chief of the armed forces and is ultimately responsible for this catastrophic failure, that some would call betrayal, and should be held accountable, without getting into all the other domestic problems and foreign policy issues he has created over the past 2 and ½ years. He entered into the agreement and cannot now restart negotiations by simply stating he changed his mind, nor has he shown any ability to communicate effectively with Moscow, or even France and the U.S.

This is not an endorsement of any of the past regimes who have all had their share of problems, and the calls for his resignation are not to further any internal political agenda, as all that was put aside for the war effort. This is simply to salvage an unimaginable and devastating problem created by the current regime.

Yes, we support ARF Armenia’s position whole heartedly and join in calling call for Pashinyan’s resignation, for the sake of our nation and in order to undo this disastrous agreement.

Let it be known that any Armenian who gives away our lands or puts Artsakh at risk is a traitor. Any Armenian who is complicit in this, or supports such treachery is also a traitor to the Armenian nation and will forever bring shame to their family’s name.

Asbarez: You mentioned that we must all remain united and stand strong with and for Artsakh and Armenia, doesn’t calling for the Prime Minister’s resignation create division instead of fostering unity?

G.M.: No. We are calling for a drastic measure to avoid an inescapable calamity created by the Prime Minister’s acquiescence to an untenable surrender agreement with the enemy.

The Armenian nation rose in defense of our people and our lands, united like never before, and fighting this war on all fronts in the Homeland and the Diaspora and should continue to do so together. We will continue this fight for Artsakh.

We are calling for unity, not merely for the sake of being united, but for our national goals based on our priorities, which today is Artsakh, and not for any single individual. Our call for unity remains engrained in our national agenda; the safety and security of Artsakh and its recognition by the international community, and any Armenian who dares cross this bright line would rightfully be deemed a traitor.

And in order to remain unified in this goal we cannot rally around the individual who misled the people then handed Artsakh, and probably Meghri, over to the enemy, and who currently arrests dissenters and attempts to silence critics instead of dealing with the humanitarian, political and military crisis while still looking for others to blame.

Based on the national agenda and priorities, all Armenians should be united in seeking to replace Armenia’s Prime Minister and overturn the agreement he entered into with the enemy.

Ex-NSS Chief Arrested for Plotting Pashinyan Assassination

Armenia’s former head of that National Security Service Artur Vanetsyan was arrested on Saturday on suspicion of plotting the assassination of Prime Minister Nikol Pashinyan, his lawyer announced on Facebook.

Vanetsyan, who leads the newly-formed Homeland Party, allegedly was part of large plot revealed by the NSS on Saturday, which involved other opposition figures.

“Today Artur Vanetsyan was invited to the Investigative Department of the National Security Service and detained. The authorities charged him based on false suspicions of usurping power and preparing the murder of Nikol Pashinyan,” Vanetsyan’s lawyer Lusine Sahakyan wrote on Facebook on Saturday.

Vanetsyan was part of the group of 10 opposition leaders who were detained late Tuesday, early Wednesday for disorderly conduct and violating Armenia’s martial law. Among the arrested were Armenian Revolutionary Federation Supreme Council of Armenia chairman Ishkhan Saghatelyan, Yerkir Media television political director Gegham and ARF Supreme Council member Artsvik Minasyan. The latter three were released when the presiding judge at the arraignment threw out their cases.
