The Armenian authorities are in permanent contact with UNESCO and other international organizations dealing with protection of cultural values over the endangerment of the Armenian historic-cultural legacy and archaeological sites in Artsakh that have come under Azeri control.

There are multiple religious sites, monuments, and works of art in territories that will be handed over to Azerbaijan or that have already come under Azeri control following the war.

“Given the deliberate destruction of cultural heritage values by Azerbaijan in the past (there is already evidence of vandalism against the Holy Savior Ghazanchetsots Cathedral), the norms of international law, as well as the cases of violations of obligations under the UN and the Council of Europe, the Armenian Ministry of Education, Science, Culture and Sports has applied to international organizations demanding them to remain committed to their assumed mission and take practical and resolute actions to prevent and condemn manifestations of Azerbaijani vandalism,” the ministry said in a statement.

Holy Savior Ghazanchetsots Cathedral, the seat of the Diocese of Artsakh of the Armenian Apostolic Church, is located in the town of Shushi, which was captured by Azerbaijani forces. It was bombed twice during the fighting. Now, when the war ended, the church has already been vandalized with graffiti.

Evacuated citizens of Artsakh start returning home

YEREVAN, NOVEMBER 14, ARMENPRESS. The citizens of Artsakh who were evacuated to Armenia during the war are already returning to their homes.

11 passenger buses provided by the Yerevan City Hall are transporting a group of residents back to Stepanakert City from the Armenian capital. 

Artsakh residents from Stepanakert and Martuni had gathered near the Yerevan City Hall to board the buses.

Yerevan Mayor Hayk Marutyan had told the President of Artsakh Arayik Harutyunyan that the Armenian capital will provide the transportation.

Identification of bodies continues, says Armenian military

Prime Minister Nikol Pashinyan held a meeting with Defense Minister Davit Tonoyan, Chief of General Staff of the Armed Forces of Armenia Colonel-General Onik Gasparyan, Tactical General Department Director and Deputy Chief of General Staff Karen Abrahamyan and Foreign Minister Zohrab Mnatsakanyan.

The PM’s spokesperson Mane Gevorgyan said the meeting focused on the situation around Nagorno Karabakh and upcoming works.

STEPANAKERT, NOVEMBER 14, ARMENPRESS. The Human Rights Defender of Artsakh Artak Beglaryan held a meeting on November 13 with the delegation led by Member of the UK’s House of Lords Baroness Caroline Cox, who arrived in Artsakh together with Arman Tatoyan, the Human Rights Defender of Armenia.

Beglaryan presented to Baroness Caroline Cox the war crimes committed by the Azeri forces during the war between September 27 and November 9 and the results of the fact finding mission conducted during the Azeri aggression.

Beglaryan said that during the course of the war he published 2 interim reports on Azeri atrocities, 3 reports on Azeri inhumane treatment of Armenian POWs and bodies of killed servicemen, 1 report on the Azeri shelling of the Shushi Cathedral, 1 report on the violation of children’s rights and one joint report with Tatoyan on the Azeri use of incendiary munitions containing chemical elements.

The recorded facts were more than sufficient for international human rights organizations and generally the international community to take action to properly condemn and prevent the Azeri crimes, Beglaryan’s Office said in a news release.

In turn, Baroness Caroline Cox said that for many years she has been voicing about the rights of the people of Artsakh in international arenas, and during the war she had called on international organizations to ensure the protection of the rights of the people of Artsakh with practical steps.

Baroness Caroline Cox said that she supports the just struggle of the people of Artsakh for their rights and freedoms, and that the international community is obliged to pay duly attention to the existing needs and problems.

Answering the questions of the delegation, Beglaryan touched upon the humanitarian disaster in Artsakh and outlined the directions of international assistance which are important for overcoming the crisis.

After the meeting the delegation visited several civilian buildings that were destroyed during the Azerbaijani bombardments of residential areas.

STEPANAKERT, NOVEMBER 14, ARMENPRESS. President of Artsakh Arayik Harutyunyan held a meeting with the Commander of the Russian peacekeeping contingent in Nagorno Karabakh Lt. General Rustam Muradov.

Harutyunyan said they discussed “a wide range of issues related to the peacekeeping mission’s deployment, monitoring and humanitarian functions.”

“Both sides underscored the importance of creating favorable conditions for the restoration of civilian infrastructures and normal life of the population in Artsakh and the necessity for taking effective steps in this direction.”

Fatherland Party leader Artur Vanetsyan, the former Director of the National Security Service, has been arrested by the National Security Service in suspicion of being an accessory to illegal acquisition, transportation and possession of firearms and explosives, attempted coup d’état (usurping power) and plotting assassination of a government official.

Vanetsyan’s lawyers said he was summoned to the NSS and placed under arrest.

The ceasefire agreement in Nagorno Karabakh is fully observed, ARMENPRESS reports, citing Ria Novosti, commander of the peacekeeping forces in Nagorno Karabakh Rustam Muradov said. ”The important thing is that military operations are stopped, we hear no shootings today, the situation gradually stabilizes”, Muradov said.

Ria Novosti also released a footage, where Muradov says, ”I want to say that I am a citizen of the Russian Federation, a servicemen of the Russian Armed Forces. I am a general, officer and for me the laws of the Russian Federation, particularly the tasks of the Commander-in-Chief, Defense Minister and my superiors are necessary for execution. As an officer, I have no nationality, I implement my tasks”.

YEREVAN, NOVEMBER 14, ARMENPRESS. Following the declaration of the Armenian, Russian, Azerbaijani leaders on ending the 6-week intense war, the World Council of Churches organized a video conference from November 9-13 to discuss the situation of the people of Armenia and Artsakh.

As ARMENPRESS was informed from the press service of the Mother See of Holy Etchmiadzin, the World Council of Churches made the following statement.

”The executive committee of the World Council of Churches (WCC), meeting by video conference on 9-13 November 2020, is gathered at a pivotal and acutely painful moment for the people of the land of Nagorno-Karabakh/Artsakh and for all Armenian people, following the announcement of an agreement between the leaders of Azerbaijan, Armenia and Russia to bring an end to six weeks of intense armed conflict. We make an appeal for an end to the bloodshed and destruction this conflict has brought.

We join with His Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians, in praying for wisdom, unity and calm. We grieve with all those who have suffered terrible losses not only in the renewed fighting since 27 September, but throughout the long history of the struggle for self-determination in the region, entrenching antagonism more deeply with each precious life lost.

We stand in solidarity with the Armenian communities that are threatened by the renewal of the genocide against their people, particularly in light of the egregious comments made by Turkish President Erdogan vowing to “fulfil this mission, which our grandfathers have carried out for centuries, in the Caucasus region” and in light of Turkey’s role in the current conflict. The WCC condemns any such threats, explicit or implicit, and the actions of those who have insinuated themselves in the conflict and exacerbated its violence, including by supplying internationally-banned weapons, sending mercenaries and jihadists from Syria and elsewhere, and seeking to turn it into a religious conflict. The WCC condemns the use of chemical weapons and cluster munitions, the targeting of civilians, hospitals and public infrastructure, and all other war crimes, beheadings, torture and other atrocities witnessed in the past weeks.

Furthermore, we appeal for respect for the holy sites and cultural heritage of Nagorno-Karabakh/Artsakh, though the repeated shelling of the Ghazanchetsots Cathedral in Shushi on 8 October and the numerous reports being received of other more recent desecrations indicate a different reality. We urge UNESCO to take all possible and appropriate measures to protect these sites.

We call urgently upon all members of the international community to join in supporting efforts for the protection of such holy sites, for the return in safety and dignity of all refugees and displaced people, for protection of the Armenian people from the threat of genocide, for a lasting peace founded on justice and human rights for the people of Nagorno-Karabakh/Artsakh and the wider region, and to refrain from instigating or encouraging antagonism, conflict and injustice.

We lift up and accompany the continuing ministry and witness of the churches of the region, and pray that the church leaders may be given strength and wisdom to guide their people through this crisis”.
