YEREVAN, NOVEMBER 13, ARMENPRESS. President of Artsakh Arayik Harutyunyan announced that Martakert-Karvachar-Vardenis road will remain under Armenian control for a long time, ARMENPRESS reports Arayik Harutyunyan wrote on his Facebook page.

”Today I convened an extended working consultation.

I once again emphasized that it’s necessary to take urgent measures for returning to normal life. Martakert-Karvachar-Vardenis road will be under Armenian control for a long time and the public concerns of remaining under blockade have no real grounds.

Our citizens that have lost their homes as a result of the war will be mainly inhabited in Stepanakert, as well as in our settlements of the Republic.  They will be temporarily sheltered in hotels and apartments rented by the state, afterwards the housing issue of everyone will be entirely solved by state funding.

No citizen will remain out of focus and the task of the Government is to immediately solve the social problems of all our compatriots”, Harutyunyan wrote.

YEREVAN, 13 NOVEMBER, ARMENPRESS. The Central Bank of Armenia informs “Armenpress” that today, 13 November, USD exchange rate up by 0.36 drams to 495.94 drams. EUR exchange rate up by 1.32 drams to 586.60 drams. Russian Ruble exchange rate down by 0.03 drams to 6.42 drams. GBP exchange rate up by 0.18 drams to 653.55 drams.

The Central Bank has set the following prices for precious metals.

Gold price up by 243.17 drams to 29894.18 drams. Silver price up by 0.36 drams to 386.1 drams. Platinum price up by 153.52 drams to 13951.73 drams.

Russian President instructs Lavrov to inform international organizations about situation in NK

YEREVAN, NOVEMBER 13, ARMENPRESS. Russian President Vladimir Putin informed that he has instructed Foreign Minister Sergey Lavrov to inform OSCE and other international partners about the situation in Nagorno Karabakh, ARMENPRESS reports, Ria Novosti informs.  

The Russian President emphasized the importance of returning civilian population to normal life. According to him, the November 9 joint declaration allowed to stop bloodshed and to stabilize the situation in Nagorno Karabakh.

Putin emphasized that the humanitarian situation in Nagorno Karabakh is complicated, civilian infrastructures and cultural objects have been destroyed.

The Russian President also said that he has asked the Minister of Civil Defence, Emergencies and Disaster Relief Yevgeny Zinichev to report on the possibility of providing additional assistance to the people of Nagorno Karabakh.

YEREVAN, NOVEMBER 13, ARMENPRESS. Foreign Minister of Russia Sergey Lavrov held a phone conversation with Armenian Foreign Minister Zohrab Mnatsakanyan, ARMENPRESS reports Russian Foreign Ministry issued a statement.

”The sides discussed issued related to the practical implementation of the provisions of November 9 declaration signed by the President of the Russian Federation, Prime Minister of the Republic of Armenia, President of the Azerbaijani Republic.

A special focus was paid to the complicated humanitarian situation in the region and its solution”, reads the statement.

During the conversation the sides also referred to other issues of bilateral agenda.

Russia has informed the other OSCE Minsk Group Co-chairs, the USA and France, about its mediation efforts for Nagorno Karabakh conflict settlement, ARMENPRESS reports, citing TASS, Russian Foreign Minister Sergey Lavrov informed during a discussion dedicated to the solution of humanitarian issues in Nagorno Karabakh.

”We have provided details to our partners, first of all France and the USA, as OSCE Minsk Group Co-chairs. I have talked to the French FM, presented the situation in detail and the efforts we have made. We also talked with our American partners. The UNSC in New York was fully informed about the efforts made by Russia and allowed to reach an agreement on November 9”, Lavrov said.

YEREVAN, NOVEMBER 13, ARMENPRESS. Russian President Vladimir Putin hoped that the word ”conflict” will not be used for describing the situation in Nagorno Karabakh, ARMENPRESS reports, citing TASS, Putin said in a discussion dedicated to the solution of humanitarian issues in Nagorno Karabakh.

”I hope we will not use that word – ”Nagorno Karabakh conflict”. I hope we will soon start discussing other issues (humanitarian-edit.)”, Putin said.

Putin announced that extra assistance will be necessary for the civilian population of Nagorno Karabakh.

He added that hostilities are totally over in Nagorno Karabakh.

YEREVAN, NOVEMBER 13, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan referred to the question why the sitting of the National Assembly did not take place when the opposition forces wanted to convene it and discuss the situation following the declaration on ending the war in Nagorno Karabakh. ARMENPRESS reports Pashinyan said in an interview with Public TV that he does not think that issue should be discussed in the most emotional background.

To the remark that it can be discussed in a sober way, PM Pashinyan said, ”For a sober discussion it’s necessary to first sober up and then discuss it”.

To the question if it cannot be discussed in this atmosphere, the PM answered, ”Not in this atmosphere, but in this emotional situation I don’t think it’s possible’’.

”It’s possible to discuss with the National Assembly or opposition something when you want it to happen or you plan it to happen. But in this given case the processes developed very quickly for objective and subjective reasons”, Pashinyan said, adding that the General Staff of the Armed Forces and the political leadership of Artsakh stated that it’s necessary to stop the war as soon as possible.

YEREVAN, NOVEMBER 13, ARMENPRESS. The Russian and Turkish military delegations discussed in Ankara the decision on ending the war in Nagorno Karabakh and future steps, ARMENPRESS reports, citing TASS, the Turkish Defense Ministry informed.

‘’The technical part of the negotiations between the Turkish and Russian military delegations has ended at the Ministry of National Defense of Turkey. During the consultations the upcoming works following the declaration of the ceasefire in Nagorno Karabakh were discussed, as well as the situation in Syria, including in Idlib. The negotiations will continue tomorrow’’, the Turkish Defense Ministry said.
