The Report on “War crimes in the occupied territories of the Republic of Azerbaijan and the Republic of Armenia’s responsibility” prepared by the eminent international lawyer Malcolm Shaw and Naomi Hart was circulated as the document of the UN General Assembly and of the Security Council, Azerbaijan Foreign Ministry reported.

The report examines the war crimes committed by Armenia in the territories of Azerbaijan currently under occupation and the responsibility of the Republic of Armenia, said MFA of Azerbaijan.

“Besides the theoretical overview of the relevant legal norms, the report contains convincing evidences and factual information of violation of these norms by Armenia”.

Referring to the documents of international organizations, decisions of European Court of Human Rights, the report also allude to investigations of non-governmental organizations, information of mass media, independent sources such as analysis by individual authors, as well as the documents and materials of relevant state agencies of the Republic of Azerbaijan.

Being divided into two sections, the report covers both the historical and factual background and analysis of the war crimes. While the first section includes a general overview of international humanitarian law and an analysis of the responsibility of Armenia, the second section consists of the following order of war crimes committed by Armenia. First, war crimes relating to civilian deaths and injuries; also war crimes related to civilian property, mistreatment of detainees and prisoners of war, as well as war crimes relating to the taking hostages, ethnic cleansing, the forced displacement and changing the character of the occupied territories, war crimes relating to destruction of cultural heritage and damage to the natural environment.

The report also refers to the UN Security Council resolutions 822 (1993), 853 (1993), 874 (1993) and 884 (1993), emphasizing an unambiguous support of the UN Security Council to the sovereignty, territorial integrity and inviolability of international borders of the Republic of Azerbaijan. In the meantime, the document highlights that Nagorno-Karabakh region is an integral part of Azerbaijan and demanding immediate, complete and unconditional withdrawal of Armenian forces from the occupied territories of Azerbaijan and providing conditions for the return of the displaced persons to their homes.

Underlying that Armenia ignore all these demands and resolutions, the report also mentions that it continues to maintain the territories of Azerbaijan under occupation. Additionally, the report shows that Armenia even violates norms of international law and carries out various illegal activities in the occupied territories of Azerbaijan.

In this regard, the distribution of the report on “Illegal activities in the occupied territories of Azerbaijan” prepared by the Ministry of Foreign Affairs of the Republic of Azerbaijan in 2016 and a joint report of the Azercosmos OJSC and the Ministry of Foreign Affairs entitled “Illegal activities in the territories of Azerbaijan under Armenia’s occupation: evidence from satellite imagery” of 2019 within the UN is noted in the report.

The report also provides legal opinion for the illegal economic and other activities run by Armenia in the occupied territories of Azerbaijan, legal arguments of the illegality of actions of Armenia and Armenia’s international responsibility.

The report together with the letter from the Permanent Representative of the Republic of Azerbaijan to the UN addressed to the Secretary General was published as official document of the UN General Assembly and Security Council on 7 February 2020.

Azerbaijani Publicity: Azerbaijanis in occupied regions respond to Armenian aggression

Korea Times, S. Korea

Azerbaijanis in occupied regions respond to Armenian aggression

The following is a statement from the Azerbaijani Community of the Nagorno-Karabakh region of the Republic of Azerbaijan. ― ED.

We, the internally displaced persons from the Nagorno-Karabakh region and other occupied districts of the Republic of Azerbaijan, have suffered from Armenian aggression for almost 30 years.

The ethnic cleansing policy against us, which was started in 1988, culminated by Armenian military invasion, occupation of almost one fifth of the territory of Azerbaijan and expulsion of more than 700,000 Azerbaijanis from their ancestral homelands.

During the aggression and occupation of our territories, thousands of Azerbaijanis were brutally killed, while many civilians went missing. The genocide perpetrated in the Azerbaijani-populated Khojaly city of the Nagorno-Karabakh region of Azerbaijan, where in one night 613 civilians, including women, children and elderly were brutally killed, has become the largest massacre committed against Azerbaijanis by invading Armenian forces. Unfortunately, the perpetrators of these crimes continue to enjoy impunity.

The world community, including the United Nations Security Council and General Assembly, has repeatedly stated its unambiguous support for the sovereignty and territorial integrity of the Republic of Azerbaijan within its internationally recognized borders, with the Nagorno-Karabakh region as its inalienable part, and has affirmed the right of return of all internally displaced Azerbaijanis to their lands.

The Azerbaijani Community of the Nagorno-Karabakh region of Azerbaijan supports the peaceful settlement of the conflict, which would ensure the immediate, complete and unconditional withdrawal of Armenian armed forces from the Nagorno-Karabakh region and all other occupied territories of Azerbaijan, the return of the forcibly displaced Azerbaijani population to their homes and properties in these territories in safety and dignity, the rehabilitation and economic development of these territories and the peaceful coexistence of the Armenian and Azerbaijani communities of the Nagorno-Karabakh region within Azerbaijan on an equal and non-discriminatory basis.

However, it is very hard to prepare for peace and reconciliation against the background of overt annexationist policy pursued by Armenia and the bellicose rhetoric of its leadership, manifested in the infamous statement by the Prime Minister of the Republic of Armenia Nikol Pashinyan that “Karabakh is Armenia”.

Moreover, Armenia refuses even to accept the existence of the Azerbaijani community of the Nagorno-Karabakh region of Azerbaijan, denies our fundamental rights and freedoms and tries to oppose by all means contact between the Azerbaijani and Armenian communities of the Nagorno-Karabakh region of Azerbaijan. This is yet further proof of their profound contempt for human rights, which is at the core of Armenia’s policy of aggression and occupation of the territories of Azerbaijan.

Armenia tries to prevent the Azerbaijanis from returning to their homes and to colonize the occupied territories, and this is evidenced in its deliberate policy and practice aimed at changing the demographic composition as well as the economic, social and cultural character of these territories.

We call upon the world community not to turn a blind eye to the ongoing Armenian aggression and sufferings of hundreds of thousands of Azerbaijanis uprooted from their homes for 30 years, and re-double the efforts towards ensuring the implementation of the United Nations Security Council resolutions and the settlement of the Armenia-Azerbaijan conflict on the basis of the norms and principles of international law, as enshrined in the Helsinki Final Act, in full respect for the sovereignty and territorial integrity of the Republic of Azerbaijan within its internationally recognized borders.

YEREVAN, MARCH 1, ARMENPRESS. There is a global shortage of face masks, Minister of Healthcare Arsen Torosyan told a news conference when asked about the deficit of the protective masks in the Armenian market.

“Face masks are not available in many countries, and what’s left has become expensive. Here, there is a need to enhance production capacity. We have imported 165,000 face masks for our needs, and soon we will import an additional 50,000. The face masks are primarily highly required at the medical institutions,” he said.

Torosyan said a possible local production of face masks is being considered, however, he said, businessmen realize that if the outbreaks soon get eliminated the demand for the product will decrease. He said all necessary measures are taken to ensure the availability of face masks for the general population.

“I would like to note this once more, you don’t have to wear a face mask when walking in the street. It is necessary to wear it when you are coming in contact with someone who has a respiratory virus. Or, the ill person themselves should wear it,” the minister said.

Regarding the prices of the face masks, Torosyan said the anti-trust regulator is monitoring the market to prevent an artificial hike of prices. He noted that “there are manipulations in the market”.

YEREVAN, MARCH 1, ARMENPRESS. Respiratory diseases retreat at warm seasons, Healthcare Minister Arsen Torosyan said at a news conference on the first confirmed case of the novel coronavirus (COVID-2019) in Armenia.

“Thanks to the preventive measures, we, persevering these 40 days, can say that we are in a favorable condition. We see that the weather is getting warmer, and in this case viruses can’t survive in open environments, and by ruling out mass gatherings the spread will be prevented,” he said.

Torosyan called on the general population to avoid coming in direct contact with people who have flu-like symptoms, to wash hands frequently with soap and water or use alcohol-based hand sanitizers and frequently ventilate closed areas.

He also noted a “cultural” preventive method.

“I have another recommendation, let’s stop greeting each other by kissing, we will greet each other so warmly when the weather will become warmer. Reduce handshaking also,” he said.

YEREVAN, MARCH 1, ARMENPRESS. Armenia is not constrained in imposing travel restrictions over the novel coronavirus outbreak, Healthcare Minister Arsen Torosyan told a news conference when asked if the government is considering suspending flights from Italy amid the outbreak in the country.

“The outbreak in Italy is in two areas and it is very localized. In big cities, where even many cases are confirmed, these are localized. As of today, we do not see the necessity to suspend flights with Italy, however this doesn’t mean that any other decision can’t take place later. By the way, these restrictions don’t only concern external processes, but also domestic. They concern public events, schools, kindergartens and others. What matters for us is public health,” he said.

Torosyan noted that the decisions must be substantiated and proven, and not demanded.

“We are not constrained in making decisions around restrictions, as we did it regarding the visa-free regime with China and in case of Iran,” he said, referring to Armenia’s partial closure of the border with Iran and the suspension of the visa waiver with China in an effort to prevent the COVID-2019 from entering Armenia.

At the same time, Torosyan noted that he doesn’t think shutting down schools is necessary at this time.

YEREVAN, MARCH 1, ARMENPRESS. Shortly after the first novel coronavirus case was confirmed in Armenia, Prime Minister Nikol Pashinyan has announced that all educational institutions, including schools, universities and kindergartens, will be shut down for 1 week in an effort to prevent a possible outbreak.

“We need to take some time to deeper understand what is happening”, he said in a live Facebook broadcast.

Pashinyan said this decision technically means that the spring break will start one week earlier than expected.

The PM said that the government’s anti-coronavirus task force is working round-the-clock. He called on the general public to trust only official information. “We will overcome this situation with honor and come out stronger”, he said.

The Armenian PM emphasized that public health is the government’s top priority and that the public will be provided with all necessary information.

He said will personally tour the pharmacies in Yerevan to get to know the situation on the shortage of some items, namely masks.

He said Armenia will not impose a total shutdown of the border with Iran. Currently a partial shutdown is in force since February 24.

Speaking about the quarantine of the direct contacts of the first confirmed case, he called on the public not to make panic over the fact that the contacts have been taken to the resort town of Tsakhkadzor. 31 people have been quarantined at the defunct Golden Palace hotel in the resort town. Pashinyan said that some people started cancelling hotel reservations in other hotels in the city after the news, and emphasized that this is completely unnecessary and unsubstantiated. Pashinyan emphasized that Tsakhkadzor must resume its normal life and it shouldn’t be considered as a “risk zone” by visitors.
