I Am Not Alone documentary brings Armenian Revolution to U.S. Theaters April 10

YEREVAN, MARCH 5, ARMENPRESS. The Armenian revolution film I Am Not Alone has announced its United States theatrical release.

With unprecedented access to both the revolutionary Nikol Pashinyan and the then-ruler Serzh Sargsyan, the documentary telling the story of the 2018 Armenian Velvet Revolution will now open in theaters across the US: from April 10 in Los Angeles, April 17 in New York and Fresno, and April 24 in Washington, DC, Boston, and more, after having won awards at the Toronto International Film Festival (TIFF), AFI Fest, and Doc NYC, Massis Post reported.

The film has been praised as “masterful” by Vice and “an inspiring portrait of democratic self-determination” by The Hollywood Reporter, garnering 100% critics score on Rotten Tomatoes and a 9.3 audience rating on IMDb. I Am Not Alone is directed by Garin Hovhannisian.

The film is executive produced by Serj Tankian (who also wrote the score), Joe Berlinger (Intent to Destroy), Dan Braun (Wild Wild Country), Raffi Hovannisian, Suren Ambarchyan, and Alen Petrosyan. The producers are Eric Esrailian (The Promise, Intent to Destroy), Tatevik Manoukyan, and Alec Mouhibian, who co-directed with Hovannisian the psychological thriller 1915.

“The mind-blowing experience of Armenia’s velvet revolution is coming to U.S. theaters on April 10”, Tankian said on social media and shared the trailer.

The Mkhitaryan family gets Presidential-level congrats on first child’s birth

YEREVAN, MARCH 5, ARMENPRESS. President of Armenia Armen Sarkissian has congratulated Armenian soccer star Henrikh Mkhitaryan on the birth of his first child.

On March 4th, Mkhitaryan and his wife Betty Vardanyan welcomed their first child, a baby boy who was named Hamlet, in honor of Henrikh’s late father.

“Congrats dear Henrikh, Welcome to a new world, Hamlet Mkhitaryan Junior, big football is waiting for you”, Sarkissian said on social media.

Armenia parliament approves Stolen Asset Recovery bill at first reading

YEREVAN, MARCH 5, ARMENPRESS. The Armenian parliament adopted the government-backed stolen asset recovery bill at first reading with 100 votes in favor, 2 against and 18 present.

The mechanism foresees the confiscation of assets the acquisition of which the owner will be unable to substantiate with legal income sources. Such assets will be treated by authorities with the presumption of having illicit origin, but the owner of these assets can prove the legality by providing evidence supporting their lawfulness. Minister of Justice Rustam Badasyan introduced the bill to lawmakers at the parliament session today. 

The opposition Prosperous Armenia voted present at the first reading, saying they will submit recommendations and express their final stance at the second reading.

The Bright Armenia party, the other opposition party, voted in favor but again said they will make recommendations.

ANCA-WR’s Hye Votes initiative once again mobilized voters for the March 3 Primary Elections

According to preliminary results published by various county and state agencies, as well as the Los Angeles Times, 33 of the 36 candidates endorsed by the Armenian National Committee of America-Western Region either won or advanced to the next stage in their Congressional, state and local government races in Tuesday’s California primary elections.

In the congressional races, the only non-incumbent ANCA-WR-endorsed candidate Christy Smith, who is vying to fill the vacant seat in the 25th Congressional district, led the vote and will face off against Republican challenger Mike Garcia in a special election in May to finish the term of Katie Hill who resigned last fall. The two will face off in the general elections in November. The anti-Armenian self-proclaimed progressive Cenk Uygur, who runs “The Young Turks” media outlet, lost his bid, with preliminary results indicating that he garnered slightly over five percent of the votes.

All ANCA-WR-endorsed candidates for the California State Senate and Assembly advanced to the November elections.

Katheryn Barger, the Los Angeles County Supervisor from the 5th district, handily won her re-election bid. Based on preliminary results, ANCA-WR-endorsed incumbent Los Angeles City Council candidates Paul Krekorian and John Lee won their races, while David Ryu was leading his race for reelection. First-time city council candidate Kevin de Leon, won his race in the 14th council district. At press time George Gascon was trailing in his bid to unseat Los Angeles District Attorney Jackie Lacey. Jackie Goldberg, who was running for reelection in the Los Angeles School Board in her 5th district seemed poised to continue to a full term, according to preliminary results, which also indicated that Scott Schmerelson was leading in the race in the 3rd LAUSD district.

“ANCA Western Region has always been actively engaged in electoral processes, ensuring that our community’s collective voice is heard loud and clear throughout the western U.S.,” said the organization’s Chair Nora Hovsepian, Esq.

“Through our endorsement process and the ongoing HyeVotes initiative, we’re proud to have once again ensured a high level of engagement and participation from our community irrespective of political and party affiliations. We congratulate all of our endorsed candidates and look forward to continuing to build on our relationships moving forward as we seek ways to advance the Armenian Cause together,” added Hovsepian.

Also winning her bid for the Los Angeles County Democratic Party Central Committee was Elen Asatryan, who among the multiple races in Tuesday elections ran a well-oiled and impressive campaign.

In other education-centric races, ANCA-WR-endorsed candidates Nyiri Nahabedian and Jennifer Freemon won their bids for the Glendale Unified School District seats. Harry Leon and Sevan Benlian also won their races for the Glendale City College board races.

Ahead of the vote, the ANCA Glendale chapter endorsed four candidates in the three-slot race for Glendale City Council. Of the four, Ardy Kassakhian and Paula Devine were the two top vote getters in Tuesday’s race. Preliminary results indicate that incumbent Vartan Gharpetian was unsuccessful in his bid, as was first-time candidate Leonard Manoukian. Candidate Dan Brotman looks poised to take the third open city council seat.

Over in Pasadena, the ANCA Pasadena-endorsed candidates Boghos Patatian and Joe Baghdadlian were unsuccessful in their run for city council. However, Tyron Hampton and Steve Madison, both endorsed by ANCA Pasadena won their races.

As many state and local officials said before Tuesday’s election, final results will be released when all votes have been counted.

Prime Minister Nikol Pashinyan on Wednesday met with Armenian Revolutionary Federation Bureau chairman Hagop Der Khachadourian and ARF Supreme Council of Armenia chairman Ishkhan Saghatelyan. Armenia’s High Commissioner for Diaspora Affairs Zareh Sinanyan also attended the meeting.

According to the press services of the ARF and the prime minister’s office, the sides exchanged views on regional issues and national concerns.

Corruption Case Dropped Against Former Yerevan Mayor

Citing the statute of limitations, investigators have dropped a corruption case 
against a former mayor of Yerevan accused of illegally privatizing municipal 
land at a knockdown price.
The Special Investigative Service (SIS) said in September that it has evidence 
that in 2008 then Mayor Yervand Zakharian made a “baseless and illegal” decision 
to sell a 10,000-square-meter green area to an obscure private firm that 
subsequently built a luxury hotel there.
The area was then part of Yerevan’s largest and most popular public park. It was 
“not subject to privatization,” according to the SIS.
The SIS said that the company bought the plot from the municipal administration 
for only 165 million drams ($346,000), far less than its market value which the 
law-enforcement body estimated at almost 3 billion drams. It launched a criminal 
investigation into an apparent abuse of power committed by Zakharian and another 
former municipality official.
The SIS announced on Wednesday that it has decided to close the criminal case 
due to the statute of limitations. It said both suspects have accepted the 
decision and will not insist on being formally cleared of any wrongdoing.
The SIS said it also asked Armenian prosecutors to consider demanding that a 
Yerevan court annul the 2008 deal and confiscate the property built in the park.
Zakharian was Yerevan’s government-appointed mayor from 2003-2009. He went on to 
run the Armenian government’s Real Estate Cadaster Committee before being 
appointed as energy minister in 2014 by then President Serzh Sarkisian. He held 
that post until 2016.
Karabakh Still Freer Than Azerbaijan, Says U.S. Watchdog

Nagorno-Karabakh remains a “partly free” territory with a more democratic and 
pluralistic political system than in Azerbaijan, Freedom House said in an annual 
survey released on Wednesday.
The U.S. human rights group also said that the 2018 “Velvet Revolution” in 
Armenia has contributed to greater respect for “political rights” and “civil 
liberties” in Karabakh.
“The political opening in Armenia that began with [Nikol] Pashinian’s long-shot 
rise to the premiership in 2018 had a positive effect on the disputed territory 
of Nagorno-Karabakh during 2019,” reads the latest “Freedom In the World” survey 
of more than 200 countries and territories rated on a 100-point scale.
“There was an increase in competition and civil society activity surrounding 
local elections in September, and the stage was set for further changes in the 
[March] 2020 elections for Nagorno-Karabakh’s president and parliament,” it says.
As a result, Freedom House gave 34 points to Karabakh, up from 31 in 2019.
Armenia received 53 points. It is one of the three “partly free” ex-Soviet 
states where the New York-based watchdog saw “some positive signs” in the past 
year. The survey says that the leaders of Ukraine, Moldova and Armenia “took 
initial steps to uproot the kleptocratic forces that have long stymied their 
countries’ democratic aspirations.”
By contrast, Azerbaijan was again rated “not free,” with Freedom House lowering 
its score from 11 to 10.
“Power in Azerbaijan’s authoritarian regime remains heavily concentrated in the 
hands of Ilham Aliyev, who has served as president since 2003, and his extended 
family,” says the report. “Corruption is rampant, and the formal political 
opposition has been weakened by years of persecution. The authorities have 
carried out an extensive crackdown on civil liberties in recent years, leaving 
little room for independent expression or activism.”
The Azerbaijani government had condemned Freedom House’s earlier evaluations of 
Azerbaijan and especially Karabakh, saying that they highlight the watchdog’s 
“biased attitude towards Azerbaijan’s territorial integrity.” Baku did not 
immediately react to the latest global survey.
Freedom House upgraded the status of the Armenian-populated unrecognized 
republic, which broke away from Azerbaijani rule in the early 1990s, from “not 
free” to “partly free” in 2013. It attributed that to a “competitive” 
presidential election held in Karabakh in 2012.
The upcoming elections are expected to be the most democratic, competitive and 
unpredictable in Karabakh’s history.
Arrest Warrant Sought For 'Fugitive' Tycoon

Law-enforcement authorities on Wednesday asked a court in Yerevan to issue a 
fresh arrest warrant for a prominent Armenian businessman who was allowed to 
receive medical treatment abroad after being indicted more than a year ago.
The businessman, Samvel Mayrapetian, was arrested in October 2018 on charges of 
“assisting” in large-scale bribery alleged by a fellow entrepreneur, Silva 
Hambardzumian.
Hambardzumian claimed to have transferred millions of dollars in cash to former 
Presidents Robert Kocharian and Serzh Sarkisian and another former official 
through Mayrapetian in 2008. The latter strongly denied the allegation before 
being freed on bail in December 2018.
In January 2019, the Special Investigative Service (SIS) reluctantly allowed 
Mayrapetian to undergo treatment in Germany. He promised to return to Armenia 
after recuperating from a life-threatening form of pancreatitis.
The SIS said afterwards that it expects Mayrapetian to fly back to Yerevan by 
October 15, 2019. His lawyers claimed later in October that he was hospitalized 
again in Germany due to another deterioration of his condition.
According to the SIS, the tycoon has since ignored, on “unsubstantiated” 
grounds, more orders to present himself before investigators. The 
law-enforcement body accused him of using his disease as an excuse to avoid 
returning to Armenia.
The SIS announced on Wednesday that it has launched a formal hunt for 
Mayrapetian and requested a court permission to arrest him again.
Mayrapetian’s lawyer, Karen Batikian, insisted that his client still has serious 
health problems and is not hiding in Europe.
“I talked to him one month ago,” Batikian told RFE/RL’s Armenian service. “He 
said he is going to undergo another surgery.”
The SIS move may also spell trouble for two individuals who guaranteed in 
writing that Mayrapetian will come back to the country once his treatment in a 
German clinic is complete. Those are Ruben Fanarjian, a senior professor at the 
Armenian State Medical University, and Rev. Vahram Melikian, a spokesman for the 
Armenian Apostolic Church.
Under Armenian law, Fanarjian and Melikian will risk fines or up to two years in 
prison if investigators claim and prove that they “malevolently” helped 
Mayrapetian escape justice. Neither man could be reached for comment.
In January 2019, Fanarjian and Melikian also deposited 15 million drams 
($31,000) each in support of their guarantee. The SIS can now confiscate the sum.
Mayrapetian, 60, is one of Armenia’s leading real estate developers who also 
owns a national TV channel and a car dealership. Some media outlets had for 
years linked Kocharian’s elder son Sedrak to the Toyota dealership.
Kocharian is currently under arrest and on trial, having been charged in July 
2018 in connection with the 2008 post-election violence in Yerevan. The 
ex-president was also charged with bribe-taking one year ago. He rejects all 
accusations as politically motivated.

  • The US and the Taliban have signed an agreement aimed at paving the way towards peace in Afghanistan after more than 18 years of conflict, reported BBC. The US and its NATO allies have agreed to withdraw all their troops from the country within 14 months if the militants uphold the deal. US Secretary of State Mike Pompeo and Taliban leaders attended the signing ceremony in Doha in Qatar. Talks between the Afghan government and the Taliban are due to follow. Under the agreement signed in Doha, the militants also agreed not to allow al-Qaeda or any other extremist group to operate in the areas they control.

 

  • Foreign Minister of Armenia Zohrab Mnatsakanyan, at a meeting with OSCE Secretary General Stanislav Zas, expressed hope that the newly appointed Secretary General will contribute to the realization of the universal goals of the Organization. According to the press service of the RA MFA, the interlocutors discussed in detail the interaction within the CSTO, said ARMINFO. Pointing to the important role of Armenia in the security system within the framework of the CSTO, Mnatsakanyan noted that close cooperation between the participating countries plays an important role in improving the effectiveness of the structure, as well as jointly solving the challenges facing the Organization. The parties discussed a wide range of issues on the regional and international agenda.  During the visit, Zas also visited the Tsitsernakaberd memorial complex for the victims of the Armenian Genocide and paid tribute to the memory of the holy martyrs. 

 

  • The Sumgait pogroms marked the beginning of the Nagorno-Karabakh conflict, when Azerbaijan responded to the peaceful appeal of the people of Nagorno-Karabakh to self-determination with mass violence and pogroms of Armenians. This in fact also formed the essence of the Nagorno-Karabakh conflict: to ensure the security of the people of Artsakh through exercise of their right to self-determination, reads the statement issued by the Foreign Ministry of Armenia on the anniversary of the Armenian pogroms in Sumgait. As ARMENPRESS was informed from the press service of the MFA Armenia, the statement runs as follows, “Today we are commemorating the victims of the anti-Armenian pogroms in Sumgait. In the closing days of February, 1988, the Armenian population of Sumgait was subjected to mass killings and atrocities, perpetrated with unspeakable cruelty. The Sumgait pogroms marked the beginning of the Nagorno-Karabakh conflict, when Azerbaijan responded to the peaceful appeal of the people of Nagorno-Karabakh to self-determination with mass violence and pogroms of Armenians.”

 

  • The authorities’ refusal to give an interview to some media outlets may be linked to manipulative questions from journalists. Armenia’s Minister of Territorial Administration and Infrastructure Suren Papikyan, who also heads the “Yes” campaign headquarters for the upcoming constitutional referendum, stated this at a meeting with journalists, News.am said. Papikyan assured that he has never personally denied any media outlet for political reasons. Suren Papikyan added that he was ready to accept the invitation to participate in TV debates with representatives of the “No” campaign.

 

  • Prime Minister Nikol Pashinyan received a delegation led by Moldova Parliament Speaker Zinaida Greceanîi who has arrived in Armenia on an official visit. The Prime Minister welcomed Mrs. Greceanîi’s visit to Armenia, noting that high-level contacts and visits have recently been reciprocated by the two countries, which come to evidence that Armenia and Moldova are interested in developing and expanding bilateral cooperation in many areas, said The Prime Minister office.
  • Nearly two years after resigning amid mass protests against his continued rule, Armenia’s former President Serzh Sarkisian went on trial on Tuesday on corruption charges which he rejects as politically motivated. Sarkisian stands accused of giving privileged treatment in 2013 to his longtime friend and businessman Barsegh Barseghian which cost the state 489 million drams (just over $1 million) in losses, RFE/RL’s Armenian Service (Azatutyun.am) reported. According to law-enforcement authorities, he made sure that a government tender for supplies of subsidized diesel fuel to farmers is won by Barseghian’s Flash company, rather than another fuel importer that offered a lower price. Sarkisian is standing trial together with Barseghian, former Agriculture Minister Sergo Karapetian and two other former Agriculture Ministry officials also indicted as part of the criminal case. All five suspects deny any wrongdoing.

 

  • The Venice Commission has given approval to the model of a Constitutional Court which the Armenian authorities are now trying to re-establish, the leader of the ruling parliamentary bloc said today, commenting on plans to submit the proposed draft package of the constitutional reforms to the Council of Europe’s advisory body, TERT.am said. Speaking to reporters at the National Assembly, Lilit Makutns (My Step faction) described the political majority’s nationwide referendum plan as a real effort enabling the voters in Armenia to back the bill aimed at “re-establishing the universal trust” in the high court. But she did not rule out the possibility of their political team’s possible move to revise their decision.  ″The 2015 Constitution was submitted to all the international institutions. The Commission gave its approval to the model of a Constitutional Court which we are today willing to re-establish. Hence it would turn out that we are seeking a second opinion,″ the lawmaker noted.  

 

  • Artsakh Republic President Bako Sahakyan together with Prime Minister of the Republic of Armenia Nikol Pashinyan partook today at the joint meeting of the Security Councils of the two Armenian republics held in Stepanakert, PANORAMA.am said. As the information department at the President’s Office reported, in his speech President Sahakyan touched upon a range of issues on domestic and foreign policies, particularly, related to the recent foreign political developments, army-building, realization of a number of strategically important socioeconomic projects in the republic’s southern regions. Bako Sahakyan noted that the projects were ambitious, however, quite realistic, expressing his confidence that by joint efforts, systematic and consistent approach to the implementation of the activities, these projects would be brought to life.

ACNIS reView from Yerevan #7, 2020_Editorial_Russian-Turkish Tensions and Armenia

Relations between Russia and Turkey are growing more and more strained, and already some are sensing the advent of a prewar situation.  It is difficult to say how realistic such an evaluation might be, but rationality refuses to accept the probability of a large war, taking into account that Russia is a nuclear power, while Turkey is still a NATO member and such a confrontation could have global consequences.

But aside from this pessimistic scenario, the severe decline in the relationship between these countries, which is a fact, cannot but have an impact on our region.  Let us not forget that the South Caucasus in essence is the united belt of influence of the two nations: Azerbaijan is Turkey’s strategic ally, and Armenia is Russia’s.  One must consider that Georgia does not have friendly ties with Russia, whereas Turkey’s influence there is significant.

The current situation permits us to draw parallels with 2016, when the relations between Russia and Turkey were tense and against that backdrop the Four-Day Armenian-Azerbaijani war took place in April.

At this moment in Syria direct conflict between the sides has been registered, and mutual strikes between the “proxies” under their influence have become customary.  Events are developing rapidly, and making predictions is a thankless task, so let us try to observe this from Armenia’s vantage point.  Until then, a quick historical point.

All 12 Russo-Turkish wars share certain common features, which might recur if things continue under the worst-case scenario.  During virtually all the wars, both Russians and Turks have attempted to attack the other from the rear.  The Turks would use the Turkic-speaking peoples of Russia and generally the Muslims, who would foment rebellion in the rear.  That was particularly effective in the Caucasus wars of the 19th Century, even during the Russian-Chechen war when Turkey openly supported the Chechens.  The Russians would do the same, backing Ottoman Turkey’s Christians and moving them against the government.  It is axiomatic that in war one does not discriminate among means.

Important also is the two nations’ “sacral” moment:  the Turks’ historical homeland, Altay, is on Russian territory, while the Russians’ spiritual homeland is Constantinople.  But this already is a factor of the emotive domain, which also can have psychological effect.

As for our reality, can a possible Russian-Turkish war or even a nose-dive in relations circumvent Armenia?  Historical experience and the contemporary geopolitical mosaic suggest the probability of being pulled into such a conflagration.  It is noteworthy that, in the context of the deterioration of Russo-Turkish relations, for the first time in the recent period cross-border gunfire was registered between Azerbaijan and Armenia.

The delicate situation in Syria has stood Turkey, Russia, Iran, and other players before a virtually insoluble problem.  In all likelihood, that is a trap from which there is no exit.  And from all
appearances the Greater Middle East has become a comprehensive knot of various frozen and burning conflicts which are firmly intertwined and carry a great potential of having a chain-reactive influence on each other.

ArmInfo. The Prime Minister of the Republic of Armenia, Nikol Pashinyan, once again expressed his dissatisfaction with the activities of law enforcement agencies on  revealing corruption crimes.

On March 4, during a meeting in parliament, MP from the Bright  Armenia faction Mane Tandilyan noted that there have been many  publications that cases of transfer of wages ‘in envelope’ are  recorded in the state system, recalling that a similar statement was  made last year by Pashinyan himself, referring to officials who  worked under the previous authorities. Given the fact that in the  state system, the payment of salaries “in an envelope” is a  manifestation of systemic corruption, Tandilyan asked the prime  minister to answer the question whether such cases have been revealed  by law enforcement authorities in the last two years, and if not,  does the prime minister intend to instruct the NSS to interrogate the  former officials.  , she said.

Meanwhile, Pashinyan noted that, taking office as prime minister, he  made so many statements that law enforcement officers did not have  time to follow their trace. In this regard, he recalled that he had  repeatedly voiced his dissatisfaction with the activities of law  enforcement agencies in the framework of the anti-corruption policy  of the Government. He also emphasized that he has no habit and desire  to interrogate ministers, and when law enforcement agencies can  finally deal with all his voiced statements, this will be evidence of  serious systemic successes. At the same time, he noted that even in  countries with a very developed law enforcement system, the  disclosure of corruption crimes is not an easy task.

Speaking about salaries , Pashinyan said that this  phenomenon was stopped even before he made a statement voiced by  Tandilyan. “But if you have the relevant information, I ask you to  inform about it,” he said, reminding Tandilyan that she also held a  ministerial post, and therefore she can also answer the question of  whether ministers receive salaries or not.

ArmInfo. If we decide that a referendum should be held on the operation of the Amulsar mine, we will inform about this. Armenian Prime Minister Nikol Pashinyan  stated this in the parliament.

He noted that if to this day there has been no initiative then the  government does not consider it necessary.  “If the legislation of  Armenia makes it possible to resolve this issue through a referendum,  then the citizens of the country can raise the issue of its need  through civil initiative. This issue is considered exclusively in the  legal framework. And all the provisions of this law should be  examined. We will discuss this issue again,” Pashinyan said.  Amulsar  field is the second largest reserve in Armenia. According to the  company, the deposit contains about 73733 kg of gold with an average  grade of 0.78 g per ton, and 294.367 tons of silver with an average  grade of 9.29 g per ton. It is located in the south-east of the  country, 13 km from the spa town of Jermuk, between the rivers Arpa  and Vorotan.

It should be noted that despite the assurances of the Lydian company  that about $ 300 million has already been invested in the development  project of the Amulsar gold deposit, environmentalists do not share  the government’s enthusiasm about the attractiveness of the mine’s  operation plan. Environmentalists fear that the exploitation of the  field, during which sodium cyanide will be used, may lead to the  oxidation of water in rivers. Contaminated waters will become  unsuitable for drinking and irrigation and may cause irreparable harm  to the mineral springs of Jermuk and the ecosystem of Sevan.  Since  the end of 2018, the road to the field has been blocked by  environmental activists. The company in December last year announced  that it was starting the delisting of its shares on the Toronto Stock  Exchange, where they were quoted, and in fact announced a default.
