YEREVAN, SEPTEMBER 19, ARMENPRESS. Interim Police Chief Colonel Arman Sargsyan has held a consultation on September 18th with ranking officers of the police force, the law enforcement agency said in a news release.

“Institutional changes are expected within the police soon, however this doesn’t mean that we should serve in an expectant atmosphere and decrease the working rhythm, on the contrary – it is necessary to strengthen the achievements, eliminate the existing deficiencies and it is necessary that in a short period of time the public sees a new police – supplemented with more skillful, more professional officers who clearly realize their duties and rights,” Sargsyan – who was named interim police chief today – told the officers.

Speaking about increasing the efficiency of service, Sargsyan emphasized that it should be based on coherent improvement of working and performance discipline. In this context he also spoke about an impartial and rigorous approach in selecting staffers, as well as the intolerance that has been adopted against corruption.

Other issues related to law enforcement were also discussed.

“We are serving attentively, alert and we are saying no to indifference. Let’s get to work my dear partners,” he said.

YEREVAN, SEPTEMBER 19, ARMENPRESS. Prime Minister Nikol Pashinyan met with the family members of killed servicemen who were protesting outside the government headquarters in Yerevan demanding compensations for their losses.

The PM told the demonstrators that one of the very first decisions of the government was that the military insurance fund must make payments for the incidents that have taken place since January 1, 2014. Previously payments were being made for incidents which took place only after January 1, 2017.

“7 months later another decision was made to make the payments for the incidents which have taken place after 2008. In one year alone we expanded the coverage for 9 years. I have announced several times that our objective is for this fund to go back until the 1990s. This requires workplaces to be registered, and citizens have responded to this,” the PM said, referring to cutting the black market in the job market and the 1000 dram monthly tax from each employed citizen which goes to the military insurance fund.

“This year we have more than 65000 newly registered workplaces. In my latest news conference I said that the 1000 dram fund’s payments are growing,” the PM said.

He then asked the families of the deceased servicemen to give the chance for them to solve these problems gradually.

“Now I feel embarrassed as prime minister that I am discussing this kind of a problem, because I find that this problem should’ve been solved long ago. I apologize to you all for your issue not being solved until now,” Pashinyan said.

YEREVAN, SEPTEMBER 19, ARMENPRESS. Spokesperson of the Armenian prime minister Vladimir Karapetyan commented on the appointment of former police chief Valery Osipyan as chief advisor to the PM.

Asked what advises Mr. Osipyan is going to give to the PM, in case when the PM was dissatisfied from his work.

“Ask this question to Mr. Osipyan when you meet him as it concerns to him. If there are certain issues on one direction, one functions, it doesn’t mean that the member of the team or the official who is trusted by the leadership, cannot be useful in another direction and carry out a proper activity”, the PM’s spokesman said.

In response to the question are there any other officials, ministers over whom the PM has doubts and wants to dismiss, the spokesperson said: “If they continue to hold office, what doubt the talk is about? It means they have the PM’s trust”.

YEREVAN, SEPTEMBER 19, ARMENPRESS. Prime Minister Nikol Pashinyan’s spokesperson Vladimir Karapetyan has commented on the exoneration by a court of former Deputy Prosecutor General Gagik Jhangiryan and emphasized that the government is making resolute steps towards a state of law.

Speaking to reporters after the Cabinet meeting Karapetyan highlighted the importance of the event.

“This exoneration must be continuous. We have numerous cases when both the former authorities and to say the least the judiciary functioning under it had acted very unfairly. This can be a very good example for people who are zealous and will struggle for the restoration of their rights. This is also in the interests of our state. You remember very well how this incident took place: Gagik Jhangiryan and his brother’s car was stopped, and 20 soldiers carried out an arrest operation. The charges, as far as I recall, were that Jhangiryan and his then-ill brother resisted and battered police officers. Meaning these were obvious illegal actions by the law enforcement, and I am very happy that this chapter in history is being gradually covered and one day will be closed in a fairly manner,” Karapetyan said.

Asked if potentially Nikol Pashinyan himself can appeal to a court for exoneration for his 2010 conviction over the 2008 unrest, Karapetyan said that the PM is seemingly held back in this matter and is waiting for other examples to take place in order for the potential move not to be viewed as any kind of pressure or guidance by others. “He will join in the end or at some phase. I think exonerations must definitely happen,” Karapetyan said.

Jhangiryan appealed to a court of cassation on July 16th, 2019 requesting for his 2008 conviction of a three-year prison sentence to be exonerated. On September 18th he was exonerated.

According to the President’s another decree, first deputy police chief Arman Sargsyan has been appointed acting police chief of Armenia.

The President signed the respective decrees based on the Prime Minister’s proposal.
