We have very major problems in our education system. The Prime Minister of Armenia, Nikol Pashinyan, on Monday noted this during his meeting at the Silicon Valley with Armenians working there.

He noted that Armenia has not yet strategically and institutionally resolved its education problem.

“We need to make preschools in Armenia accessible to all children—and affordable,” he said, in particular. “We must [also] work on the quality of education.”

Pashinyan added that there is no shortage of problems in Armenia’s higher education system as well.

“Research-based education should be brought to [Armenia’s] institutions of higher education,” the Armenian PM noted, above all. “Now there are specific plans that will get a lot of resistance. For example, combining scientific research institutes with institutions of higher education, combining institutions of higher education with each other.”

The Investigative Committee of Armenia refuted a report by Hayeli.am media outlet alleging former Police Chief Hayk Harutyunyan, who was found dead in his home in the village of Bjni, told an eye-witness before killing himself that law enforcement authorities were pressuring him to give false testimonies against second President Robert Kocharyan and former Deputy Commander of the Armenian Police Troops Gegham Petrosyan.

Hayeli.am published an article titled “I am being forced to give false testimonies, but Robert Kocharyan and Gegham Petrosyan aren’t guilty: Hayk Harutyunyan’s last words before suicide”.

In a statement on Tuesday, the Investigative Committee said the person who was with him at the scene has been questioned in an attempt to reveal the circumstances of Harutyunyan’s death

“The latter disclosed the content of his conversation with Hayk Harutyunyan, which had nothing to do with any pressure on him within the framework of the March 1 criminal case or generally exerting pressures by anyone.

“The Investigative Committee is announcing that the article published on Hayeli.am is false,” the statement said.

Meanwhile, the committee urged media outlets to refrain from disseminating unconfirmed information.

Sid Haig, a Hollywood character actor who for more than 50 years played thugs, villains and, most famously, a psychotic clown named Captain Spaulding, died on September 21. He was 80, The New York Times reported.

His wife, Susan L. Oberg, announced his death on the actor’s Instagram account on Monday, writing, “He adored his family, his friends and his fans. This came as a shock to all of us.”

Haig, who lived in Los Angeles, played bit parts in more than 350 television shows and 70 movies, notably “Jackie Brown” and the James Bond thriller “Diamonds Are Forever.”

He had become a cult figure among horror fans, who reveled in his portrayal of the murderous clown who terrorized people in the 2003 Rob Zombie film “House of 1000 Corpses.” He would go on to play Captain Spaulding in two other films from the director.

He was born Sidney Eddie Mosesian on July 14, 1939, in Fresno, California, according to his official website. His parents were Armenian.

There is no developed country in the world where there has been no mine. The Prime Minister of Armenia, Nikol Pashinyan, on Monday stated this during his meeting at the Silicon Valley with Armenians working there, and in connection with one of these Armenians’ remark that Armenia is exactly the size of Silicon Valley, and therefore the country does not need mines.

He added that if we look at the matter in this way, any manifestation of civilization is anti-environmental. “This building is anti-ecological because there were happy times that trees were here, sheep were grazing,” he explained, in particular.

Pashinyan stated, however, that he does not like mining at all.

“If that mine can be operated within the framework of the obligations declared by the operating company—that is, 100% safe, then it will be operated,” Pashinyan said with respect to whether the Amulsar gold mine of Armenia should be operated. “If not, it won’t be operated.”

He noted that the Nairit synthetic rubber plant and the nuclear power plant of Armenia had been shut down based on the same arguments that have been brought against the operation of the Amulsar mine.

“As a result, all of our [Armenia’s] scientific potential faced collapse,” Nikol Pashinyan added. “We now have gone into the world, seeking an investor in our science.”

In 2016, the American-British Lydian Armenia company began construction of the Amulsar gold mine, and announced it will invest more than $400 million in this project.

Environmentalists and activists, however, have kept the roads to Amulsar closed for a long time. They oppose Amulsar’s operation, and argue that the exploitation of this gold mine will have a disastrous impact on the environment.

In the current year, the Armenian government petitioned to the ELARD consulting firm of Lebanon for an expert conclusion on Amulsar. The government announced that it will make a final decision on Amulsar’s operation only after receiving this conclusion.

Subsequently, the ELARD expert conclusion stated that the environmental risks will be manageable if proper monitoring is carried out at Amulsar.

But following a recent videoconference with ELARD experts, Prime Minister Nikol Pashinyan noted that several new circumstances had emerged during this videoconference, and which need to be investigated and assessed.

And he instructed the Ministry of Environment to decide whether the Amulsar gold mine project needs to undergo a new Environmental Impact Assessment.

But recently, Pashinyan stated that, at the moment, they had no legal grounds for banning the operation of the Amulsar mine.

Mnatsakanyan-Mammadyarov meeting: Armenia stresses need to secure return of captives from Azerbaijan

Foreign Ministers of Armenia and Azerbaijan Zohrab Mnatsakanyan and Elmar Mammadyarov met in New York on Monday, 23 September.

The meeting arranged on the sidelines of the 74th session of the UN General Assembly was also attended by OSCE Minsk Group Co-Chairs Igor Popov of Russia, Stéphane Visconti of France, Andrew Schofer of the United States and Personal Representative of the OSCE Chairperson-in-Office, Ambassador Andrzej Kasprzyk.

During the meeting, the ministers discussed the Artsakh (Nagorno-Karabakh) peace process and assessed the current situation. The Armenian FM lauded the mediation efforts of the Minsk Group co-chairs and personal representative of the OSCE CIO, the Foreign Ministry said in a press release on Tuesday.

The Armenian side highlighted continued efforts to strengthen the ceasefire and reduce tensions. The need for consistent steps to build a climate of trust, including through the implementation of previously achieved arrangements, was also emphasized.

With regard to the Armenian citizens held captive in Azerbaijan, the Armenian side stressed the necessity for securing their repatriation.

In terms of advancing the peace process Mnatsakanyan attached importance to ensuring the proportionality of commitments undertaken by the parties in the settlement process, reiterating Armenia’s principled position on and approaches to the process.

The officials outlined the future steps in this direction, including the co-chairs’ regional visit and arrangement of another ministerial meeting in the near future.

YEREVAN. – The Foreign Ministers of Armenia and Azerbaijan, Zohrab Mnatsakanyan and Elmar Mammadyarov, on Monday met in New York, with participation of OSCE Minsk Group Co-Chairs Igor Popov (Russia), Stéphane Visconti (France) and Andrew Schofer (US), as well as Andrzej Kasprzyk, Personal Representative of the OSCE Chairperson-in-Office (CiO).

The interlocutors discussed the Nagorno-Karabakh peace process and assessed the current situation, the Ministry of Foreign Affairs of Armenia informed Armenian News-NEWS. The Armenian FM lauded the activities of the OSCE Minsk Group Co-Chairs and the Personal Representative of the OSCE CiO.

During the discussion, the Armenian side highlighted the continued efforts—including through the introduction and strengthening of appropriate mechanisms—to strengthen the ceasefire and reduce tensions. From the viewpoint of promoting the peace process, FM Mnatsakanyan attached importance to ensuring the proportionality of the commitments which the parties will assume within the framework of the settlement of the Nagorno-Karabakh conflict, and reaffirmed Armenia’s principled position and approaches in this process.

The parties outlined the future steps in this direction, including the Co-Chairs’ visit to the region and the holding of a regular meeting at the level of the two FMs.

“The stable development of the Eurasian Region is possible only in the secure environment. The conflicts in the South Caucasus impede the development of the region,” Speaker of the Armenian Parliament Ararat Mirzoyan stated at his speech at the Fourth Meeting of Speakers of the Eurasian Countries’ Parliaments.

Reaffirming Armenia’s  devotion to the exclusively peaceful settlement of Nagorno Karabakh in the format of the OSCE Minsk Group Co-Chairmanship, Mirzoyan said: “Any attempt of solving this conflict through military way is an encroachment for the human rights, democracy and peace. The issue of the status and security of Nagorno Karabakh, the respect of the undeniable right of the people’s secure and free existence are of prior importance.”

Reflecting on the integration processes within EAEU and wider in the Eurasian space, Mirzoyan stressed: “Armenia attaches importance to the expansion of the external economic relations between the members of the organization, as well as other colleagues. Armenia makes efforts for effective completion of the negotiations with Singapore, Serbia, Egypt and India to reach more mutually beneficial economic platforms of cooperation. The agreements with Iran and China have already been ratified by the National Assembly of Armenia.”

Former US vice president and 2020 Democratic presidential hopeful Joe Biden has called on the United States to “once and for all” reaffirm its record on the Metz Yeghern, the 1915 genocide against the Armenian people by the Ottoman Turks, RFE/RL’s Armenian service has reported.
 
“I am proud today to support the resolutions now before the [US] House and Senate to officially recognise and establish an ongoing US commemoration of the Armenian genocide,” Mr Biden said in a latter sent to the Armenian National Committee of America (ANCA), a lobby group for ethnic Armenians living in the US.
 
“We must never forget or remain silent about this horrific and systematic campaign of extermination,” he continued, noting that Armenia’s history will never be complete without the recognition of the genocide.
 
“Joe Biden sent a clear message to House Speaker [Nancy] Pelosi and Senate Majority Leader [Mitch] McConnell to green-light votes on the Armenian Genocide Resolution (…) in their respective chambers of Congress,” ANCA Executive Director Aram Hamparian said, adding that how the two US congressional leaders will “advance or obstruct these resolutions will speak volumes about the respect they (…) hold for Armenian-American views, values and votes.”
 
While serving in Congress prior to his vice presidency, Mr Biden, who is currently the frontrunner for the Democratic party’s nomination for the 2020 US presidential election, has been one of the strongest supporters in the US Congress calling for recognising the Armenia genocide.
 
However, former US president Barack Obama failed to make efforts on the recognition in fear of worsening relations with Turkey.
 
“The Obama-Biden Administration (…) pivoted hard against the spirit and letter of its high-profile campaign pledge to recognize the Armenian Genocide, deepening official U.S. complicity in Turkey’s genocide denials and ongoing obstruction of justice for this crime,” RFE/RL wrote, quoting the ANCA’s statement.
 
The Armenian genocide, also known as Metz Yeghern, was the Ottoman Empire’s attempt to systematically exterminate Armenians living on Ottoman Turkish territory. Between 1915 and 1923, around 700,000 to 1.5 million Armenians were rounded up and deported the majority of whom were murdered. Despite facing increasing calls to recognise the events as a genocide, Turkey continues to do as such.
