Rudolph W. Giuliani, whose actions as President Trump’s personal lawyer have helped set in motion an impeachment inquiry, abruptly canceled his scheduled paid appearance at a Kremlin-backed conference in Armenia next week.

Giuliani, who confirmed to The Washington Post on Friday morning that he would attend the event, reversed himself that evening after The Post reported on his participation in the meeting, which Russian President Vladi­mir Putin and other top Russian officials are expected to attend.

The two-day conference is sponsored by Russia and the Moscow-based Eurasian Economic Union, a trade alliance launched by Putin in 2014 as a counterweight to the European Union.

According to an agenda for the event posted online, Giuliani was set to participate in a panel led by Sergey Glazyev, a longtime Putin adviser who has been under U.S. sanctions since Russia’s invasion of Ukraine five years ago.

Giuliani said Friday evening that he was no longer planning to attend the meeting. “I didn’t know Putin was going,” he said in a brief interview, adding in a text: “Discretion is the better part of valor.”

Giuliani’s decision to take part in the conference astounded national security experts. His appearance would have come days after the release of a whistleblower complaint accusing Trump and Giuliani of pressuring Ukrainian officials for damaging information about Democrats.

Trump this summer withheld military aid from Ukraine, which counts on U.S. support to help fend off pro-Moscow separatists in the country’s eastern provinces. As part of his efforts in Ukraine, Giuliani has said the focus on Russia’s interference in the 2016 election has overlooked what he claims was meddling by Kiev.

The agenda for the Eurasian conference showed Giuliani was the only American scheduled to speak at the gathering.

In an interview Friday before canceling his plans, Giuliani angrily rejected questions about whether it would be appropriate for him to attend the event at which he also appeared last year.

“I will try to not knowingly talk to a Russian until this is all over,” he retorted.

The former New York mayor confirmed in the interview that he intended to accept payment for his appearance but declined to say how much he would have received or which group or person was going to pay him.

“It goes to my company,” Giuliani said.

The White House and State Department declined to comment.

Current and former White House aides said there is internal exasperation with Giuliani’s behavior and the fact that he does not clear his media appearances or paid speeches with the administration. Giuliani has said he works for the president in a personal capacity and does not take a salary from the government or the president.

A spokesman for the Eurasian conference declined to comment on Giuliani but said Putin, Iranian President Hassan Rouhani and Singaporean Prime Minister Lee Hsien Loong are set to attend the conference in the Armenian capital of Yerevan on Tuesday.

The conference is a regular summit of the Eurasian Economic Union, an economic trading union whose members are Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia.

It is the brainchild of Putin and was created in response to democratic upheavals taking place at the time in former Soviet countries. Putin has aimed to use the group to establish Russia as a bulwark against Europe and a center of gravity in the former Soviet region, describing the EEU as “a new supranational union that could become one of the poles of the modern world.”

In 2012, then-Secretary of State Hillary Clinton called the group part of an effort to “re-Sovietize the region.”

National security experts said Giuliani’s presence at the event could have bolstered the E.U. rival.

David Kramer, a former State Department official responsible for Russia and Ukraine during the George W. Bush administration, called it “terrible judgment” for Giuliani to have agreed to attend, saying his participation would have lent “credibility to an organization Putin set up as an alternative to the European Union.”

Michael McFaul, who served as U.S. ambassador to Russia in the Obama administration, said he was surprised Giuliani would agree to attend the Eurasian conference, particularly since the organization was a flash point in Russian-Ukrainian tensions. He noted it was created by Putin at a time when Ukraine was considering joining the European Union.

“I can’t remember anything like this,” McFaul said. He said Giuliani, as a private citizen, has a right to speak to any organization but called the conference an “odd” choice.

An agenda of the two-day summit says it is focused on transit in the region. The agenda, which was posted online in English, states clearly that Putin is set to take part in the official closing ceremony on Tuesday with Rouhani and leaders of the EEU’s other member countries.

Giuliani said Friday evening that “I’ve never seen the website,” adding: “I thought I was speaking at an Armenian security conference.”

In a text, he added that the event “wasn’t that important.”

“I don’t need to give the Swamp press more distractions,” he added.

Giuliani had been scheduled to appear on a panel titled “Digital financial technologies — new opportunities for integrating payment systems of the Eurasian continent in transport logistics.”

The moderator listed on the agenda is Glazyev, an economist who served as one of Putin’s top advisers until this August and who is viewed in Moscow’s diplomatic circles as a possible successor to him. Next week, he is expected to be appointed to a top post at the commission that oversees the EEU.

Glazyev was one of a number of senior Russian government officials sanctioned by the Obama administration in 2014 as punishment for Russia’s incursion into Crimea.

Last year, Giuliani was also listed as a participant in a panel moderated by Glazyev. In a photo posted online by the group, Giuliani can be seen standing at a lectern to the left of a group of seated men that include Glazyev.

Giuliani told The Post on Thursday that he did not realize Glazyev would be present at last year’s meeting before attending.

“When we found out he was on the panel, the head of my security detail said [to the organizers], ‘The mayor is just going to be giving a speech and leaving, and if you don’t like that, screw you,’ ” Giuliani said.

Giuliani said he could not remember whether he and Glazyev spoke at the event.

“I was discussing Russian collusion,” he said, sarcastically. “He helped me tank the case. Do you know what an idiot you sound like right now?”

“What does it matter what I did at the conference?” Giuliani added.

Before backing out of the event, Giuliani said that he was unaware his panel at next week’s conference was again scheduled to feature Glazyev.

In interviews this week, Giuliani has rejected any scrutiny of his conduct, saying attention instead should be put on his claims about former vice president Joe Biden and the Democrats.

“I’m not an idiot. I know you all are going after me. I know what you guys are doing with this,” he said.

Founded in 1992, Little Singers of Armenia is an internationally acclaimed children’s chorus, laureate of international competitions, Cultural Ambassador by the European Federation of Choirs. The choir is actively performing in Armenia and abroad. It has participated in many international festivals, important governmental projects and charity concerts.

YEREVAN. – In Syunik Province, Prime Minister Nikol Pashinyan on Saturday visited a reservists’ training ground where combat-readiness exercises are conducted within the framework of the ongoing strategic military exercises in Armenia. Pashinyan was accompanied by Defense Minister Davit Tonoyan, Territorial Administration and Infrastructure Minister Suren Papikyan, and Chief of the General Staff of the Armed Forces Artak Davtyan.

The premier toured the tent camp of this training ground, got familiarized with the living and dining conditions of the reservists, followed their training, and watched the exercises in weapons’ use, the PM’s press service informed.

“Unprecedented-scale military exercises in the history of our republic are taking place in the Republic of Armenia these days,” Pashinyan said, in particular, addressing the participants of these military trainings. “Their practical objective is to assess the degree of combat-readiness of not only our Armed Forces, but also of our society in general. (…). Their results are more than satisfactory. Another army equivalent to the existing army has formed in the Republic of Armenia in just 24 hours; that is, the number of our Armed Forces has doubled.

“These military exercises have given us confidence that the Armed Forces of the Republic of Armenia are combat-ready, that the public of the Republic of Armenia are combat-ready, and that together we can fulfill the tasks set before us in organizing the defense of the Republic of Armenia—of our homeland.

“In fact, with these military exercises we also check to what degree there is interaction between the public administration and local self-government bodies.

“As a result of these military exercises, our country has shown its combat-readiness, it shows its viability, and shows an exceptionally high degree of state-government-community cooperation and trust.”

Afterwards, Prime Minister Nikol Pashinyan held a working consultation with the command of the army and the administration of Syunik Province, during which military matters were discussed.

Subsequently, the premier, accompanied by Suren Papikyan and Sisian town mayor Artur Sargsyan, toured this town and spoke with its residents. Also, the Sisian development plans were presented to him.

Also in Sisian, PM Pashinyan laid flowers at the monument to the fallen victims of the Nagorno-Karabakh (Artsakh) War, and visited the Surb Hovhannes (St. John’s) Church.

According to preliminary information, Judge Anna Danibekyan on Friday reported to the police that two young men had approached her while she was walking on a street the same day at about 8:30pm, they had started filming her stating that they were livestreaming, one of them had introduced himself as blogger Narek Mutafyan, had started asking her questions about the criminal case involving ex-President Robert Kocharyan and several other former senior officials—and whose court hearing is presided over by Judge Danibekyan, and had made offensive remarks against her.

WASHINGTON — Rudolph W. Giuliani, President Trump’s personal lawyer, backed out on Friday from a scheduled appearance at a Kremlin-supported conference in Armenia that may include President Vladimir V. Putin of Russia.

“Not going,” Mr. Giuliani told The New York Times in a text, after The Washington Post reported on Friday afternoon that he was set to make a trip next week to a conference sponsored by the Kremlin and the Moscow-based Eurasian Economic Union.

His planned appearance was to take place a week after the public release of a complaint filed by a whistle-blower alleging that Mr. Trump used the powers of his office to pressure officials in Ukraine for political dirt on former Vice President Joseph R. Biden Jr., who is running for the 2020 Democratic presidential nomination. Mr. Giuliani is featured prominently in the complaint for his efforts trying to pressure Ukrainian officials.

Mr. Giuliani said he needed to spend more time with his client next week, as the Democrat-led House prepares the first depositions in its impeachment inquiry of Mr. Trump. Mr. Giuliani said an aide in his office had scheduled him for the conference, and that he had previously appeared there. He said he did not know if he was to be paid for his appearance, or if he already had been paid.

The Post reported that Mr. Putin was expected to attend the conference, but Mr. Giuliani said that he did not know if that was the case.

Mr. Giuliani has aggressively pursued a theory that first exploded on the fringe of the internet that it was Ukranians, not Russians, who hacked into the emails of Democrats during the 2016 campaign. Robert S. Mueller III, the special counsel, spent two years investigating whether there was conspiracy between the Trump campaign and Russian officials, who intelligence officials say wanted Mr. Trump to win the election.

Mr. Mueller’s final report did not find direct evidence of a conspiracy, but examined repeated contacts between some Trump campaign advisers and Russians.

Giuliani, who confirmed to this newspaper on Friday morning that he would attend the event, reversed himself that evening after The Post reported on his participation in the meeting which Russian President Vladimir Putin, heads of states of other Eurasian Economic Union (EAEU) countries, and Iranian President Hassan Rouhani are expected to attend.

The agenda for the EAEU conference in Yerevan, the capital city of Armenia, showed Giuliani was the only American scheduled to speak at the gathering.

YEREVAN. – Armenia’s Foreign Minister Zohrab Mnatsakanyan on Friday met with Walid Al-Moualem, Deputy Prime Minister and Minister for Foreign Affairs and Expatriates of Syria, on the margins of the 74th Session of the United Nations General Assembly in New York.

The ministers stressed the age-old Armenian-Syrian friendship, and attached great importance to the Syrian Armenian community’s part in relations between the two countries, press service of the Ministry of Foreign Affairs of Armenia reported.

FM Mnatsakanyan noted that due to its historical ties and the presence of an Armenian community in the Middle East, Armenia has always been attentive to the processes taking place in that region, and it endeavors to contribute to peace-building initiatives there. In this context, both sides lauded the humanitarian assistance provided to the Syrian people by Armenia, and its on-site humanitarian mission in Syria.

Zohrab Mnatsakanyan added that Armenia welcomes the creation of a constitutional committee on Syria as an important step for the political process aimed at bringing peace to the Syrian people. Also, he highly appreciated the inclusion of a Syrian-Armenian community representative in this committee.

Foreign Minister Zohrab Mnatsakanyan within the margins of the 74th Session of the UN General Assembly met with his Iranian Foreign Minister Javad Zarif. As the press department at the foreign ministry reported, FM Mnatsakanyan stressed that Armenian values the established high-level dialogue and friendly relations with Iran. The role of the Armenian community of Iran was stressed as a bridge uniting the two peoples and countries.

Armenian, Iranian FMs reflected on the agenda topics of the Armenian-Iranian relations
commended on bilateral contacts and the frequency at different levels. In this contact the upcoming summit of the Eurasian economic Union in Yerevan and the participation of the Iranian president was highlighted.

The press service of the Artsakh Republic Defense Army released scenes from the ongoing large – scale tactical military exercises underway in the republic.

The military exercises entitled “The expansion of the Armed Forces: Combating the adversary’s aggression” started on Tuesday morning. At the first stage the drills all Defense Army units were brought to the highest level of combat readiness, the deployment and furnishing of command and control points started, the Artsakh Defense Ministry reported.

The war games will be held until o October 5.

The military drills are aimed at practical inspection of the advancement of the Armed Forces and implementation of combat plans, the test of involved equipment and forces, exchange of practice among the representatives of state and self-governmental bodies to the command circles of the Armed Forces and military call-up resources.
