ArmInfo. The control service  of the Yerevan City Hall discovered discrepancies between the actual  and fixed in the contracts of the territories that are leased or used  by them on a gratuitous basis, some organizations located in the  building located at Buzandi 1/3.

 In this building are the media, which wants to evict the mistress of  the building in the face of the city hall.According to a report  provided by the mayor’s office, the results of the study revealed  obvious offenses. The data was transferred to the 6th Division of the  RA Police on Combating Organized Crime.Recall that a number of  Armenian media outlets, which are located in the building at 1/3  Byuzand, located on the balance of the Yerevan Municipality, received  a notice from the city administration, in which they were  unreasonably invited to leave the occupied territories as soon as  possible. Similar notifications from the State Property Management  Committee of the Ministry of Economic Development and Investments of  the Republic of Armenia were also sent to the current media at 28  Arshakunyats and Isahakyan.Note that in the building at 1/3 Buzand,  there are the editorial offices of the newspaper Hraparak, A1 +  channel, ARKA news agency, Hetq news agency of investigative  journalism, Ayely.am portal. 

Similar media reports (including ArmInfo news agency), operating at  Arshakunyats 2 and Isahakyan 28 (press houses), which are on the  balance sheet of the State Property Management Committee at the  Ministry of Economic Development, received similar notifications.

Iran’s Supreme Leader Ayatollah Ali Khamenei has received the visiting Armenian Prime Minister Nikol Pashinyan, lauded the historical relations between Tehran and Yerevan and called for the improvement of ties, Leader’s official website Khamenei.ir reported on 27 February.

“Despite the Americans’ wish, Iran and Armenia should maintain steady, strong, and friendly relations,” the leader’s website quoted Khamenei as saying. He added: “Americans are totally untrustworthy and they seek to incite unrest, spread corruption, sow discord, and instigate wars wherever they are. They also oppose Iran’s [good] relations with Armenia, [which is] to the interests of the [two] nations. But we should boost our ties and our cooperation as a duty.”

Speaking the disputed territory of Nagorno-Karabakh, Iran’s Supreme Leader offered that Tehran can help resolving the issue and advised Armenia and Azerbaijan Republic to continue negotiations in this regard.

Khamenei also praised the ethnic Armenian community in Iran for the “sacrifices they made” during the Iran-Iraq war and lauded the historical friendship between the two nations.

“Iran and Armenia have never had any trouble in their relations. We are required to maintain good relations with our neighbouring countries according to the edicts of Islam. Of course, American officials such as John Bolton cannot understand the human dimensions of these issues,” Khamenei told Pashinyan.

For his part, Pashinyan said Armenia “has never took part in any anti-Iranian action and it will never do so in future” and added that in his opinion, improvement of ties with Tehran is in the interests of the Armenian people.

Pashinyan arrived in Tehran this morning and was received by the Iranian President Hassan Rouhani. The two of them held a news conference earlier, in which Iran announced that it will be increasing natural gas exports to Armenia.

Tehran, 27 February: The Iranian President emphasised the need to strive for exploiting the capabilities and capacities available for exponential development, strengthening and consolidation of ties and comprehensive cooperation between Tehran and Yerevan. Addressing a joint meeting of high-ranking Iranian and Armenian delegations on Wednesday [27 February], Hassan Rouhani said, “The Islamic Republic of Iran has always wanted to develop its relations with neighbouring countries, especially Armenia, and pursues this path seriously.”

The president assessed the developments in Armenia as peaceful and on a democratic path, adding that the trip will strengthen the political, economic, cultural and development of relations between the two nations.

Rouhani pointed out that today there is political will and sufficient motivation to develop relations and cooperation between the two governments, and said, ‘We must strive to promote the level of economic and trade cooperation to reach the desired and mutually acceptable level for the two countries.’

The president considered an agreement with the Eurasian Union and a preferential trade agreement that would create the conditions for the development of economic relations between the two countries and went on to say, “Iran and Armenia can cooperate in the energy sector, including in the field of gas and electricity bilaterally and with other regional countries as well as establishing Iran’s refinery in Armenia.”

The high-ranking official highlighted, ‘There are good opportunities and capacities in Iran and Armenia to develop relations in various sectors of agriculture, including animal husbandry, cultivation of products and the establishment of cultural and industrial companies, which should be working to facilitate the conditions for the development of joint cooperation in this area.”

The President of the Islamic Republic of Iran has expressed the importance of developing banking relations in expanding Iran-Armenia trade and economic cooperation and noted that the Islamic Republic of Iran is ready to develop relations with Armenia in various sectors of medicine, health, health tourism, industry and mining, export of products ICT, modern technologies, transportation, transit of goods, scientific and tourism, and environmental cooperation in the Aras area.

Rouhani noted that the two countries should provide the necessary conditions for the full development of relations between the two countries through the appropriate efforts and planning at the Joint Commission on Cooperation between Armenia and Iran.

Armenian Prime Minister Nikol Pashinyan, for his part, also thanked Iran for welcoming and warm hospitality towards the Armenian delegation during its visit to Tehran.

‘Iran is a neighbour and close friend of Armenia,’ the Armenian Prime Minister added.

‘We are interested in developing and deepening the all-embracing relations and promoting the level of cooperation in various fields, economics and culture, Agriculture, transportation, communications and tourism with the Islamic Republic of Iran,’ said the Armenian PM, pointing out that ‘we should use many opportunities and capacities we have to increase our friendships and cooperation’.

Pashinyan stressed that the development of the Eurasian Union’s cooperation with Iran and the adoption of a preferential trade agreement in the parliaments of the member-states would be a major development for the region.

Armenian PM says relations with Iran ‘top priority’

Armenian Prime Minister Nikol Pashinyan has called relations with Iran a “top priority” and said that cooperation between the two countries is important for the regional peace and stability, Iran’s Islamic Republic News Agency (IRNA) reported on 27 February.

“Friendly relations between Iran and Armenia have always been a priority for Armenia. We are keen to develop these relations further,” Nikol Pashinyan was quoted as saying in an interview with IRNA before his today’s trip to Tehran.

Asked about Yerevan’s position regarding the US sanctions on Iran, he said that Armenia is keeping up with developments around Iran as the latter is one of Yerevan’s “key partners”.

“In the existing circumstances, Armenia continues its regular activities and holds negotiations both with Iran and other parties. We have clearly voiced issues which concern us and our position on them. I believe that Armenia’s constructive approach will be a positive factor in finding solutions to the existing problems,” Pashinyan said.

Pashinyan had said earlier that his government would maintain its “special” relationship with Iran. “The goal of these relations is not to harm a third side. In these relations Armenia will not participate in the process of harming any other [side],” Pashinyan said following his meeting with US National Security Adviser John Bolton in October.

Pashinyan also said that a free trade agreement between Iran and the Russia-led Eurasian Economic Union would create new prospects for trade and investments between the countries involved, IRNA reported.

He also voiced Armenia’s political will to expand ties with Iran in energy, gas, tourism, agriculture and other sectors, stating that “the existing potentials should be used to a wider extent”, the report said.

“Madame Speaker, I rise to commemorate the 31st anniversary of the pogrom against the Armenian residents of the town of Sumgait, Azerbaijan. On February 27 1988, and for three days following, Azerbaijani mobs assaulted and killed Armenians. The violence left hundreds of Armenian civilians dead and injured, women and girls were raped, and some victims were burned alive. Thousands were forced to flee their homes, leaving behind their belonging.
 
“The pogroms came as a direct result of years of vicious, racist anti-Armenian propaganda by Azerbaijani authorities, dehumanizing the Armenian residents of Azerbaijan and laying the groundwork for mass violence. Azerbaijani authorities made little effort to punish those responsible, instead attempting to cover up the atrocities in Sumgait to this day and denying the government role in instigating the killings. Indeed, even today, racist propaganda against Armenia and Armenians is prevalent in Azerbaijan.
 
“The hateful and dangerous Azerbaijani attacks on Armenians is also seen in a horrific crime which occurred 15 years ago last week. At a NATO sponsored training in Budapest, an Azerbaijani Army officers named Ramil Safarov snuck into the room of an Armenian lieutenant, Gurgen Margaryan, and hacked him to death with an axe as he slept.
 
“For this brutal and despicable crime, Safarov was sentenced to life imprisonment in Hungary. Yet after a determined campaign by Azerbaijan’s government, he was extradited to Baku in 2012 where he was greeted not as a criminal but as hero, provided back pay, and promoted in rank. There is no more dramatic illustration of Azerbaijan’s continued posture of hatred and aggression towards their Armenian neighbor than their celebration of a cold-blooded murderer.
 
“The assault on ethnic Armenian civilians in Sumgait helped touch off what would become a direct conflict between Armenia and Azerbaijan which took thousands of lives and dislocated millions more. The anniversary of Sumgait is a reminder of the consequences when aggression and hatred grow unchecked.
 
“Madame Speaker, in two months we will mark the 104th Anniversary of the Armenian Genocide, an event the Turkish government, Azerbaijan’s closest ally, goes to great lengths to deny. We must not let such crimes against humanity go unrecognized, whether they occurred yesterday or 30 years ago or 100 years ago. Today, let us pause to remember the victims of the atrocities of the Sumgait pogroms. Mr. Speaker, it is our moral obligation to condemn crimes of hatred and to remember the victims, in hope that history will not be repeated.”

The management of the Russian power generating company RusHydro will finally decide on the opportunity of selling the Sevan-Razdan cascade of hydropower plants in Armenia in three-four months, First Deputy CEO of RusHydro George Rizhinashvili told reporters on Wednesday.
 
“We will decide in three-four coming months on the opportunity of having found a certain investor, a priority one and the one indeed desirous to purchase, or with the understanding that this is not possible,” the top manager said.
 
Talks with investors are underway and due diligence is implemented, Rizhinashvili noted. “I regret saying that the macroeconomic situation in Armenia, being not highly stable, discourage investors from standing in a queue to buy the asset. Therefore, we have to find ourselves and justify the possibility of achieving certain positive results in future,” he said.
 
RusHydro announced plans to sell the Sevan-Razdan cascade of hydropower plants in April 2017. It was reported earlier that the deal was planned to be closed in 2018 but the company did not yet decide on a potential buyer.
 
The Sevan-Razdan cascade consists of seven derivation hydropower plants on the Razdan River in Armenia. The plants comprise 21 hydropower units with the total installed capacity of 561 MW. The average annual output of cascade plants is 501 mln kWh.

Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei says Iran and Armenia should work to further boost their relations irrespective of opposition from the US that seeks sedition, division and war across the world.
 
Ayatollah Khamenei made the remarks during a meeting with visiting Armenian Prime Minister Nikol Pashinian in Tehran on Wednesday.
 
The Leader underlined the need for Iran and Armenia to put the goal of achieving ever-growing friendship and cooperation on their agenda to serve the interests of the two countries.
 
“Indeed, the Americans are totally untrustworthy and are seeking sedition, corruption, division and war everywhere, and they are against Iran-Armenia relations as well as [other] nations’ interests, but we have a duty to boost our cooperation and interactions in response,” the Leader noted.
 
Ayatollah Khamenei described Iran and Armenia as good neighbors that enjoy historical ties and underlined the need for raising the level of their economic cooperation, stressing, “Unlike what the Americans desire, the relations between Iran and Armenia should be solid, constant and friendly.”
 
The Leader mentioned amicable relations between Iran and Armenia throughout the history and said, “Iran and Armenia have never had any problems with each other, and we feel duty-bound under Islamic teachings to practice good neighborliness. Of course, American officials like [National Security Adviser] John Bolton have no understanding of such issues and human relations.”

Ayatollah Khamenei said the current level of economic cooperation between Iran and Armenia was way below the potential of the two countries, calling for the two sides to seriously follow up on the implementation of the agreements signed during the visit.
 
The Leader also touched on the Karabakh issue and said the dispute could be settled through continued negotiations between Armenian and Azeri officials and expressed Iran’s readiness to contribute to its resolution.
 
The Armenian premier, for his part, described his meetings in Tehran as “constructive and promising” and hoped for the immediate implementation of the agreements signed in his visit.
 
Pashinian said the history of Iran-Armenia good ties could contribute to further promotion of relations.
 
“Armenia has never joined and will not join any measure against Iran and we believe the development of ties with Iran serve our country and people,” he said.
 
Back in October, Bolton visited Armenia, where he vowed during an interview that President Donald Trump’s administration would “squeeze Iran” with maximum economic pressure in response to what he called Tehran’s “malign” behavior in the Middle East and around the world.
 
However, Pashinian told the Armenian Parliament a week later that he had made clear to Bolton during his visit that Armenia would maintain “special relations” with its neighbor Iran.
 
“I reaffirm the position that we should have special relations with Iran and Georgia that would be as far outside geopolitical influences as possible. This position was very clearly formulated also during my meeting with Mr. Bolton, and I think that the position of Armenia was clear, comprehensible, and even acceptable to representatives of the US delegation,” the Armenian leader said.
 
He added that Armenia “has its own national and state interests, which do not always coincide with the interests and ideas of other countries, any other country.”

Armenian Defence Minister Davit Tonoyan has said that the country will buy offensive weapons and might attack Azerbaijan if needed.

Yerevan and Baku are locked in a conflict over breakaway Nagorno-Karabakh region, which, along with seven surrounding districts, came under the control of ethnic Armenians in the early 1990s. Azerbaijan and Armenia regularly trade accusations of cease-fire violations.

In an interview to Public TV on 25 February, Tonoyan said that the philosophy of army building had changed. He said it is no long enough to merely pursue a defensive policy.

“The army which defends always loses. We are not going to remain in defence positions. If it is about resumption of hostilities, we will not hesitate to act,” he said.

Tonoyan claimed that Armenia cannot compete with Azerbaijan in terms of its demographic or economic possibilities.

“That is why we will pay more attention to quality issues. And as you have seen, we acquire such armament that would make it possible to neutralise any possible encroachment by the opponent,” he said.

Tonoyan said the acquisition of Russian Su-30SM fighter jets should be viewed in this context. He dismissed criticism that it was an expensive purchase for Armenia, noting that one fighter jet alone could perform long-distance tasks, saving lives of tens and thousands of Armenian soldiers.

“How can we talk about it being expensive? In past and now as well, the live of our servicemen, both mandatory and contract, is more valuable for us. And we will find most effective solutions to restrain the opponent, to defeat the opponent,” he said.

Tonoyan also said that Armenia was taking a new 100m-dollar military loan from Russia to be able to acquire new weapons to meet the country’s needs without being engaged in an arms race. He did not disclose the type of weapons to be purchased.

On their arrival from [Georgia’s breakaway] South Ossetia to [Azerbaijan’s breakaway Nagorno-Karabakh capital of] Stepanakert [Xankandi], the Nagorno-Karabakh delegation denied the statement ascribed to them in Tskhinvali on the readiness of the head of the foreign agency, Masis Mayilyan, to facilitate the recognition of the genocide of the South Ossetian people.

Coverage of Karabakh FM’s visit in South Ossetia

The delegation from Artsakh [Nagorno-Karabakh] headed by foreign minister Masis Mayilyan visited South Ossetia last week. The South Ossetian media covered this visit, at least its official part, quite exhaustively.

Among the publications about the visit on South Ossetian news feeds, you can see one with an expressive headline: “Artsakh is ready to provide help in recognising the genocide of the Ossetian people – foreign ministry head”. Here is an abridged quotation from this material.

“Answering a question by Res [news agency] correspondent on Artsakh’s readiness to assist in the recognition of the South Ossetian genocide, the head of the South Ossetian foreign ministry, Dmitry Medoyev, said at a briefing in Tskhinvali that his republic and Artsakh not only had a complicated history of emergence and development of statehood, but their tragic events also had things in common.”

The publication went on, quoting Masis Mayilyan.

“This issue has never been raised, but we are always ready to discuss it and provide assistance in these matters through the Armenian dasporas.”

Karabakh’s denial

On the delegation’s return home, the press service of the Artsakh foreign ministry made a special statement to say that during his working visit to South Ossetia, the head of the foreign agency did not discuss assistance in the recognition of the genocide of the South Ossetian people.

“It should first and foremost be stressed that at numerous bilateral meetings with our counterparts in South Ossetia, the South Ossetian side did not raise the problem of assistance in recognising the genocide of the South Ossetian people. At the same time, it is noteworthy that close and trust-based relations took shape between Artsakh and South Ossetia and there are no issues closed for discussion,” the statement by the Artsakh foreign ministry said.

The video materials of the visit of the delegation of Nagorno-Karabakh comprise all issues the sides touched on. They also cover the episode, where Dmitry Medoyev draws historical parallels, speaking about similar fates of the peoples, but not a single word is said about genocide and the readiness of the Armenian counterparts to provide assistance in recognising it, although it would seem that the issue is important and had such a statement been made, it should have come into the spotlight of reports.

Russian political analyst Nikolai Silayev said that of the two publications, the denial by the Artsakh foreign ministry was more trustworthy and here is why:

[Silayev] Of course, Armenia cannot afford any positive gestures regarding South Ossetia simply because its dependence on transit via Georgian territory is critical. On the other hand, the situation is not simple, because Nagorno-Karabakh as well as South Ossetia are regions that broke away from the Soviet republics they used to be part of.

[Silayev] Well, representatives of both Armenia and Nagorno-Karabakh find themselves in an awkward situation after such statements. Incidentally, those, who personally know Masis Mayilyan, describe him as an experienced politician and flatly refuse to believe that he could have made such statements.

Similar case in 2015

This story is reminiscent of another one – a report from the website of the South Ossetian parliament on a working meeting between [then South Ossetian] speaker Anatoly Bibilov and Armenian Parliament Chairman Galust Sahakyan on 1 May 2015. Here is a fragment of the publication of that time:

“South Ossetian parliament chairman Anatoly Bibilov is in the republic of Nagorno-Karabakh at the invitation of Armenian National Assembly Chairman Galust Sahakyan. Within the frames of the programme of the visit, a working meeting was held between the heads of law-making agencies of Armenia and South Ossetia, where topical issues of the development of bilateral relations were discussed.

A scandal erupted after the statement. Tbilisi demanded explanations from Yerevan. Armenian Ambassador Yuri Vardanyan was summoned to the Georgian Foreign Ministry, where then Deputy Minister Gigi Gigiadze met him. The Georgian diplomat expressed “extreme concern” over the meeting between Armenian Parliament Chairman Galust Sahakyan and Anatoly Bibilov.

The media reported that on 5 May, “a telephone conversation between the heads of the two governments was held on the initiative of Yerevan over Tbilisi’s concerns about the meeting of the chairmen of the Armenian and South Ossetian parliaments. During the telephone conversation, Armenian Prime Minister Hovik Abrahamyan assured his Georgian counterpart Irakli Gharibashvili of unfailing support for Georgia’s territorial integrity and sovereignty”.

Hovik Abrahamyan had to offer excuses, saying that it was an “informal communication of personal nature on a day off”. What, in particular, happened at that time? As eyewitnesses said, during his trip to Nagorno-Karabakh, Anatoly Ilyich [Bibilov’s patronymic] expressed the desire to familiarise himself with Galust Grigoryevich [Sahakyan’s patronymic]. The gust’s desire was satisfied and they had a small talk.

Later, South Ossetian comrades failed to resist the desire to drum up hype. As the saying goes, they preferred to lose a friend rather than a jest. Galust Sahakyan was the first to be lost and now it is Masis Mayilyan. Armenian colleagues sadly joke in this connection, saying that it has become dangerous to communicate with South Ossetian comrades.

Canadian MP Bob Saroya delivered a strong statement, remembering the victims of the Sumgait Pogroms that fell victim for the self-determination and independence of the brave people of Artsakh, the Armenian National Committee of Canada reported.

He described the pogroms as “an act of systematic massacre and hate crime against Armenians”.

“These massacres set a precedent for xenophobia, hatred and discrimination toward Armenians in Azerbaijan that unfortunately continues to this day and impedes the Artsakh peace process,” he said.
