Iran official dismisses talk of change of strategy toward Azerbaijan

The head of Iran’s Islamic Culture and Relations Organisation has dismissed speculations about change of Tehran’s strategy towards Baku and said that the Supreme Leader has always defended the rights of the people and the government of Azerbaijan Republic, Mehr news agency reported on 5 March.

Abouzar Ebrahimi Torkaman made these remarks in Persian and Azeri during a special news conference in Tehran after certain incidents during the Armenian Prime Minister’s visit to Tehran last week led to speculations about souring of relations between Iran and the Azerbaijan Republic.

“In the past few days, unfortunately, a misunderstanding has upset the endeared people of Azerbaijan [Republic] and led to rumours and suspicions that the Islamic Republic of Iran has changed its strategy towards the nation and the government of Azerbaijan Republic… As the spokesman of our Ministry of Foreign Affairs has also underlined, the slogans chanted on the margins of the meeting of the Armenian Prime Minister with the Armenian community in Iran, do not reflect the Islamic Republic’s views at all,” Mehr quoted Torkaman as saying.

He described Azerbaijan as one of the “most important countries of the region” among the 15 neighbouring countries of Iran and stressed that Tehran always uses official channels to announce its position.

Torkman went on to add that Iran’s Supreme Leader Ayatollah Ali Khamenei has always defended the rights of the people of Azerbaijan. He said: “The Supreme Leader of the Islamic revolution has always shown that he is kind and fond of the people of Azerbaijan Republic. That opinion of his has remained unchanged today.”

Armenian Prime Minister Nikol Pashinyan visited Iran last week and met the Supreme Leader and President Hassan Rouhani. In his meeting with Supreme Leader, Khamenei advised Yereven and Baku to “continue talks” on the issue of the disputed territory of Nagorno-Karabakh and offered Iran’s mediation to resolve the dispute between Armenia and Azerbaijan Republic.

In the recent months several Iranian and Azerbaijani delegations, including one headed by the Chief of Staff of the Iranian Armed Forces, Maj-Gen Mohammad Baqeri, visited each other’s capitals. As Torkman was making the reconciliatory remarks on 5 March, Tehran hosted the Azerbaijani minister of economy.

WASHINGTON, March 5 — Rep. TJ Cox, D-California, issued the following speech, which was published in the Congressional Record on March 4, on the 31st anniversary of the ethnic attacks against Armenians in Sumgait, Azerbaijan:
 
Madam Speaker, February 27th marks the 31st anniversary of the ethnic attacks against Armenians in Sumgait, Azerbaijan. During these horrific pogroms, hundreds of Armenians were wounded or murdered, women and children were raped and even burned alive. Despite Sumgait’s close proximity to Azerbaijan’s capital, Baku, police and law enforcement stood by and allowed the persecution to continue on for three days.
 
The violence was just the start of continued attacks against Armenians in Azerbaijan, resulting in a war with Nagorno-Karabakh where thousands of more were killed. To this day, the conflict in Azerbaijan remains and a military blockade of the Nagorno-Karabakh Republic continues. Devastatingly, these pogroms have led to a huge refugee crisis, ultimately displacing thousands and eliminating the once- significant Armenian population in Azerbaijan.
 
The government of Azerbaijan has never been held accountable for these atrocities. Now more than ever these acts of murder must be condemned. As we mourn the loss of the innocent lives, we must be mindful of the ongoing conflict in Nagorno-Karabakh, the recurring incidents of hate rhetoric led by Azeri political leaders, and the continued military clashes along the border. Azerbaijan’s leaders must commit to fruitful negotiations to bring lasting peace in Nagorno-Karabakh.
 
Madam Speaker, I call upon my colleagues to join me in condemning this violence and injustice. We must learn from this atrocity and continue to advocate for the protection of human rights for the Armenian people, and for all. I’m committed to working with my colleagues on the Armenian Caucus to always remember the victims of the pogroms in Sumgait and to ensure this history never repeats itself.

Chess: Armenian women’s team loses to Russia at FIDE World Team Championship

The Armenian national women’s lost to Russia in the second round of the FIDE World Team Championship underway in Astana, Kazakhstan. The tournament has brought together the strongest national teams of 14 countries.

As the National Olympic Committee reported, Elina Danielyan, Anna Sargsyan and Siranush Ghukasyan suffered defeats, while Lilit Mkrtchyan drew.

In Round 3 the Armenia team will face India. To note, 20 teams are participating in the tournament – 10 men’s and 10 women’s teams from China, Azerbaijan, Iran, USA, Egypt, Russia, Poland, England, India, Ukraine, Georgia, Hungary, Armenia and Kazakhstan.

Sports: Armenian boxers holding training camp in the US

Armenian professional boxers Gor Yeritsyan and Narek Abgaryan have started trainings in the United States ahead of sparing matches, the Boxing Federation of the country reports.

The boxers are holding the trainings headed by coach Davit Torosyan. To note, the trainings will last for two months. The team is joined by Hovhannes Bachkov, another member of the Armenian team. The sparring games are planned against world-known athletes, the source said.

The fast-rising attacker-cum-winger, who left Akwa Starlets to join their more prestigious city mates in 2015 season, said the only thought on his mind now is to help his new club soar higher.

Ubong, who helped The Promise Keepers to win the Federation Cup in 2015 and 2017, added that he hopes to excel personally and collectively with Lori, who gained promotion to participate in this season’s Armenian Premier League after winning the country’s First League last term.

NEWS.am Sport was told that the mid-fielder of Zimbabwe’s football team has joined Ashot Barseghyan’s Gandzasar-Kapan team.

On 6 March, Gandzasar-Kapan will receive Alashkert in the 21st round of Armenia’s Premier League. Currently, the football players of Kapan are in 7th place with 22 points.

President of Azerbaijan Ilham Aliyev has received a delegation led by EU Special Representative for the South Caucasus and the crisis in Georgia Toivo Klaar.

Toivo Klaar expressed the EU’s keenness to positively contribute to the peaceful settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict.

President Ilham Aliyev hailed the European Commission leadership and some of its commissioners’ public statements regarding the settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict on the basis of international law, unsustainability of the current status-quo, continuation of the negotiations in the existing format, and the unacceptability of putting forward conditions in negotiations. The president said Azerbaijan supports this.

The head of state noted that the Armenia-Azerbaijan Nagorno-Karabakh conflict must be settled on the basis of the principles and norms of international law within the territorial integrity of Azerbaijan in accordance with the relevant UN Security Council resolutions, adding that the format of negotiations cannot be changed.

Describing Azerbaijan as the most interested party in the soonest fair settlement of the conflict, President Ilham Aliyev emphasized that the liberation of the occupied lands has always been the crucial component of the negotiation process.

The head of state underlined that the controversial official statements made by the Armenian side are unacceptable and undermine the negotiation process. He said it is necessary that the international community take this into serious consideration and convey targeted statements to Armenia.

The sides also exchanged views on the development of cooperation between Azerbaijan and the European Union in various fields, and Azerbaijan’s involvement in Eastern Partnership program.

Hikmat Hajiyev: Puppet policy won’t solve the Nagorno-Karabakh conflict

The Brussel-based EURACTIV has published an article by head of Foreign Policy Affairs Department of the Presidential Administration of the Republic of Azerbaijan Hikmat Hajiyev in response to Armenian Prime Minister Nikol Pashinyan`s interview early published by the portal.

AZERTAC presents the article. “Armenian Prime Minister Nikol Pashinyan’s interview on 4 March with EURACTIV, particularly his claims on Armenia-Azerbaijan conflict is diametrically opposite to the essence and format of negotiation process mediated by OSCE Minsk Group Co-Chairs.

Since the Dushanbe meeting between President Ilham Aliyev and Nikol Pashinyan in September last year, Azerbaijan has taken constructive and courageous steps to create conducive environment to move the negotiation process forward. In the margins of CIS informal summit in St. Petersburg and in Davos yet another two meetings took place between leaders of Azerbaijan and Armenia. However, Armenian Prime Minister even avoids calling them meetings and prefers metaphorical illustration as informal contacts.

This hopeful dynamism has also been accompanied by four meetings of Foreign Ministers of Armenia and Azerbaijan with the mediation of OSCE Minsk Group co-chairs.

But instead of positively responding to the optimism of co-chairs and international community at large to continue substantive and intensive result-oriented dialogue between the two countries, Armenian Prime Minister started to make unrealistic assertions to involve illegal puppet regime established in the seized lands of Azerbaijan to negotiations. By such thinking Armenian side deliberately blocks and paralyzes the entire talks.

Armenian Prime Minister says that he cannot speak on behalf of Armenians of Karabakh but fails to answer the basic question: What are Armenian armed forces doing in the sovereign lands of Azerbaijan?

It is very well known that Armenia, in blatant violation of the UN Charter by illegal use of force, occupied Nagorno-Karabakh and seven adjacent regions of Azerbaijan. Bloody ethnic cleansing has been perpetrated by Armenia against million more Azerbaijani civilians, who still continue to live as IDPs and refugees.

The direct involvement of the Armenian armed forces in the military hostilities against Azerbaijan and the presence of these forces in the occupied territories attest legal, political and moral responsibility of Armenia as the party to the conflict. Simply, by play of words Armenian Government cannot evade this overwhelming responsibility.

The occupiers often disguise their own role in the forcible seizure of the territory of another state by setting up puppet regimes in the occupied territories. The so-called “Nagorno-Karabakh Republic” is a vivid illustration of this policy and practice.

The European Court of Human Rights with regard to the case “Chiragov vs Armenia” put an effective end to Armenia’s persistent denial of responsibility. ECHR ruled that “the ‘NKR’ and its administration survives by virtue of the military, political, financial and other support given to it by Armenia which, consequently, exercises effective control over Nagorno-Karabakh and the surrounding territories”.

Recently, Pashinyan’s Cabinet member and chief of national security admitted Armenia’s policy of annexation of seized lands by justifying settlement practice and refusing to return even inch of occupied lands.

There is yet another inconsistency. In the interview Pashinyan welcomes the UN Secretary General’s statement on the conflict, but passes in silence over the four UN Security Council Resolutions on Armenia-Azerbaijan conflict. Armenia has yet to fulfil the demands of UNSCRs on immediate and unconditional withdrawal of troops from all occupied lands of Azerbaijan.

Paradoxically, Armenian leadership from one side expresses support to the efforts of OSCE Minsk Group Co-Chairs, but from another side undermines the work of Co-Chair countries by calling for change of negotiation format.

There is well established institutional memory within the OSCE Minsk Group. According to the decision of OSCE Helsinki Ministerial of 1992 Armenia and Azerbaijan recognized as conflicting parties and consequently, Azerbaijani and Armenian communities of Nagorno-Karabakh region of Azerbaijan as interested parties. Under the conditions of committing ethnic cleansing against Azerbaijani community of Nagorno-Karabakh, Armenia’s groundless attempts to demand exclusive rights to Armenian community of Nagorno-Karabakh are contrary to the letter and spirit of human rights. Armenia even tries to deny very existence of 80.000 more Azerbaijani community of Nagorno-Karabakh and by all means blocks dialogue between two communities.

Azerbaijan supports statements by EU high officials during a press conference with Pashinyan. The status quo of occupation is unacceptable and must be changed. Putting conditions to negotiations is inadmissible, no need to create a new format, and negotiations should continue within existing framework based on agreed formula. Continuity of and commitment to the negotiations must be preserved. These are also unanimously shared view of international community. Therefore, addressed political-diplomatic messages should be delivered to Armenia. The Armenian side should finally understand that the period of euphoria ended. Street populism is enough and it is time to take serious actions.

We do also share the idea and philosophy of the report prepared with the sponsorship of EU on economic dividends of conflict settlement on Armenia and Azerbaijan. Armenia’s economic development is impossible without a settlement of Armenia-Azerbaijan conflict.

To achieve progress in the resolution of conflict, Armenia must withdraw its troops from the occupied territories of Azerbaijan and build civilised relations with neighbors. Only in this case the most needed lasting and just peace can be ensured in the region. Otherwise, Armenia’s political, economic and demographic crisis and self-isolation will continue to deepen.”
