Prime Minister Nikol Pashinyan has appointed Sargis Torosyan as Deputy Chief of Staff of his office.

Torosyan was serving as Head of the Social Affairs Department of Pashinyan’s office at the time of the appointment.

The previous Deputy Chief of Staff, Arthur Sargsyan, was sacked earlier last week.

CDI Executive Committee meeting, Brussels, April 10th, 2019

  • Recalling the United Nations Universal Declaration of Human Rights of December 10th 1948, whereby recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world;
  • Guided by the respective principles and provisions of the United Nations General Assembly Resolution 96 (1) of December 11th 1946, the United Nations Convention on the Prevention and Punishment of the Crime of Genocide of December 9th 1948, the United Nations Convention on the Non-Applicability of Statutory Limitations to War Crimes and Crimes Against Humanity of November 26th 1968, the International Covenant on Civil and Political Rights of December 16th 1966 as well as all the other international documents on human rights;
  • Taking into consideration that while adopting the Convention on the Prevention and Punishment of the Crime of Genocide, the United Nations specifically underlined the importance of international cooperation in the struggle against that criminal offence;
  • Considering the 1919-1921 verdicts of the courts-martial of the Ottoman Empire on the grave crime perpetrated “against the law and humanity’’ as a legal assessment of the fact;
  • Appreciating the joint declaration of the Allied Powers on May 24th 1915, for the first time in history defining the most heinous crime perpetrated against the Armenian people as a “crime against humanity and civilization” and emphasizing the necessity of holding Ottoman authorities responsible, as well as the role and significance of the Sevres Peace Treaty of August 10th 1920 and US President Woodrow Wilson’s Arbitral Award of November 22nd1920 in overcoming the consequences of the Armenian Genocide;
  • Recalling the EPP resolution of 3rd of March 2015 on the Armenian Genocide and European Values;
  • Reaffirming the principles on Human rights;
  • Paying tribute to the memory of the innocent victims of all genocides and crimes committed against humanity;
  • Stressing that the timely prevention and effective punishment of genocides and crimes against humanity should be among the main priorities of the international community;

The CDI states the following:

·  We condemn the genocidal acts against the Armenian people, planned and continuously perpetrated by the Ottoman Empire and various regimes of Turkey in 1894-1923, dispossession of the homeland, the massacres and ethnic cleansing aimed at the extermination of the Armenian population, the destruction of the Armenian heritage, as well as the denial of the Genocide, all attempts to avoid responsibility, to consign to oblivion the committed crimes and their consequences or to justify them, as a continuation of this crime and encouragement to commit new genocides;

  • We commemorate all the innocent victims of the Armenian Genocide and all those martyred and surviving heroes who struggled for their lives and human dignity. Moreover, we recognize, that the Genocide resulted in the death and dispossession not only of Armenian people but also extended to the Pontic Greeks and Assyrians peoples, and we commemorate them as well;
  • We join and strongly support the commitment of the Armenian people to continue the international struggle for the prevention of genocides, the restoration of the rights of people subjected to genocide and the establishment of historical justice;
  • We call upon the Government of Turkey to fully respect and implement the legal obligations which it has undertaken including those provisions which relate to the protection of cultural heritage and, in particular, to conduct in good faith an integrated inventory of Armenian and other cultural heritage destroyed or ruined during the past century;
  • We appeal to international organizations and all people of good will, regardless of their ethnic origin and religious affiliation, to unite their efforts aimed at restoring historical justice and paying tribute to the memory of the victims of the Armenian Genocide.
  • We support those segments of the Turkish civil society who nowadays dare to speak out against the official position of the authorities. We express the hope that recognition and condemnation of the Armenian Genocide by Turkey will serve as a starting point for the historical reconciliation of the Armenian and Turkish peoples. Therefore, we invite the Turkish Government to take the following measures pursuant to its international commitments:
  • To recognize and condemn the Armenian Genocide committed by the Ottoman Empire and to face its own history and memory through commemorating the victims of that heinous crime against humanity;
  • To provide a vision and an implementing plan of action worthy of a truly democratic Turkey, including a comprehensive resolution of issues relating to the freedom of _expression_ and reference to the Genocide in state, society and educational institutions, as well as the repair of religious and other cultural sites and their return to the Armenian and other relevant communities;
  • To launch the long-awaited celebration of the Armenian national legacy based on a total Turkish-Armenian normalization anchored in the assumption of history, the pacific resolution of all outstanding matters.

Talk about military friendship between Georgia, Azerbaijan and Turkey began back in the 1990s. In 1997, the GUUAM military and political alliance with the participation of Georgia, Azerbaijan, Ukraine, Uzbekistan, and Moldova was set up as a counter to Russia. In 2005, Uzbekistan quit the organisation and its name lost one letter U.

GUAM highlights

At a concrete stage, GUAM also considered the possibility to form its own peacekeeping battalion. However, as former Moldovan President [Vladimir] Voronin put it, he blocked the initiative. For the last time, the GUAM summit was held in Kiev in 2017. No information has been reported about discussions on military issues. The only information reported is about discussions on peaceful issues: Full-scale organisation of an agreement on free trade, a transport corridor within the GUAM frameworks, and so forth.

As you can see, Moldova is in no hurry to scale up military cooperation within the GUAM frameworks. As for Ukraine, for obvious reasons, it cannot act as a sponsor of the military cooperation with remaining Georgia and Azerbaijan. Against this background, the latter are actively seeking ways of military alliance with Turkey.

Tripartite ministerial format created

In May 2017, Georgian expert in security issues Vakhtang Maisaia said in his interview to radio Sputnik that forming an alliance between Georgia, Turkey, and Azerbaijan on the basis of a tripartite ministerial was not ruled out and that the given format was oriented on ensuring energy security and other issues of military and economic character. Several days prior to this, the fifth tripartite ministerial was held in Batumi at the level of Georgian, Turkish, and Azerbaijani defence ministers. After the meeting, Georgian Defence Minister Levan Izoria, his Turkish counterpart Fikri Isik and Azerbaijani Defence minister Zakir Hasanov signed a joint statement, which said that the sides were going to continue participating in safeguarding peace and stability at the regional and international levels. In the same year, heads of the general staffs of the armed forces of Georgia, Turkey, and Azerbaijan got together in Tbilisi within the frameworks of the same format.

On 31 March 2018, the sixth meeting between the defence ministers of these countries was held in the Turkish city of Giresun. On the same occasion, it was said that relations between Turkey, Georgia, and Azerbaijan had intensified in the defence sphere since 2012, when a foundation was laid for a ministerial in a tripartite format at the level of the heads of the defence agencies.

In November 2018 too, Azerbaijani Defence Minister Col-Gen Zakir Hasanov, Turkish Army Chief of General Staff Yasar Guler and Georgian Armed Forces Chief of Staff Maj-Gen Vladimer Chachibaia held the next meeting in Baku.

After the meeting, Hasanov said that the meeting was organised at the instruction of the leaders of the three fraternal countries: “At the meeting, we discussed the military and political situation in the region. This was aimed to sustain the strategic projects of the three fraternal countries, which are being implemented in the region, as well as to maintain peace and stability.”

As he put it, at the meeting, they discussed the work, which had been carried out by the working group over the past several years. Apart from this, they also approved the working plan for 2019.

As Hasanov put it, at the tripartite meeting, they once again confirmed their adherence to the territorial integrity and sovereignty of the states. “At the meeting, a decision was taken to increase cooperation in the military, military and educational, and military and medical spheres,” [he said].

Ministerials have become traditional and they are held in turns in each of the three countries. The issues, which are predominantly discussed there, are enhancing cooperation in the military sphere between the three countries and ensuring stability and security in the region.

We can see that there are quite intensive contacts between the defence agencies of the three countries. Needless to say that Turkey is going to play the leading role in the alliance. Georgian expert Irakli Japaridze holds the same opinion. In one of his articles, he wrote: “Secretly or explicitly, Turkey is sure to preserve its leading and unequal role in the coalition, as it outstrips our Georgia and Azerbaijan in economic, military, and political terms, making no secret of its expansionistic ambitions, at the same time.”

Georgia’s alliance with Azerbaijan, Turkey to lead to crisis in relations with Armenia

According to a number of serious Georgian experts, including Irakli Japaridze, the strengthening of the military alliance between Georgia, Azerbaijan, and Turkey is sure to lead to a crisis in relations between Georgia and Armenia. “If Ankara is ready to show support for Baku in the conflict over [Azerbaijan’s breakaway Nagorno-]Karabakh, Georgia, which has close economic contacts with Armenia, is not year ready to sacrifice this to ensuring the integrity of the tripartite format,” the pundit is certain.

He also warned that “if military coalition between Georgia and Turkey becomes stronger, the danger of Georgia-based Kurds’ and Yezidis’ engagement in ‘retaliatory acts’ on our territory, i.e. Georgian territory, will increase.

Strengthening of alliance ‘direct threat’ to Armenia, South Ossetia, Abkhazia

There arises a question: What do the three countries, which often fought against each other in the distant past, have in common?

Each of them wants to retain or return the territories, which they got hold of by foul means in the distant past. However, as we can see from the aforementioned quotation from Hasanov, they are veiling their predatory ambitions with the words such as “adherence to territorial integrity”, “sovereign states”, and so forth.

It is clear that this is only a euphemism for the seizure of [Georgia’s breakaway] South Ossetia, Nagorno-Karabakh and [Georgia’s other breakaway region of] Abkhazia. However, Armenia is going to defend Nagorno-Karabakh. To seize Nagorno-Karabakh, one has to smash up Armenia. Therefore, it is not difficult to realise that the strengthening of the alliance between Georgia, Azerbaijan, and Turkey and the emergence of a military and political constituent as a counter to the [Russian-led] CSTO [Collective Security Treaty Organisation], which Armenia is a member of, is a direct threat to Armenia, Abkhazia, and South Ossetia.

The Armenian Assembly of America issued the following news:
 
A bipartisan congressional resolution commemorating the Armenian Genocide was introduced today, with over 70 Members of Congress joining as co-sponsors. This resolution encourages education and greater public awareness of the Armenian Genocide, including America’s unprecedented overseas humanitarian relief at the time, reported the Armenian Assembly of America (Assembly).
 
Congressional Caucus on Armenian Issues Co-Vice Chair Adam Schiff (D-CA) and Co-Chair Gus Bilirakis (R-FL) spearheaded the resolution, and were joined by the other leaders of the Caucus, Representatives Frank Pallone, Jr. (D-NJ), Peter King (R-NY), and Jackie Speier (D-CA) in underscoring their support for the recognition of the Armenian Genocide.
 
“Over 100 years ago, the Ottoman Empire undertook a brutal campaign of murder, rape, and displacement against the Armenian people that took the lives of 1.5 million men, women, and children in the first genocide of the 20th century,” Rep. Schiff stated. “Genocide is not a relic of the past, but an ever present threat. Its denial is not only a continuing injury to the survivors, but makes its repetition against another people more likely. It is therefore all the more pressing that the Congress recognize the historical fact of the Armenian Genocide and make clear that we will never be an accomplice to denial.”
 
“Genocide must not be denied. It must be acknowledged for what it is – a scourge on humanity. Official recognition of the Armenian Genocide would represent a courageous new chapter in American foreign policy. With the bold leadership of the current Administration, it is time for the United States to take a stand against Turkish genocide denial,” said Rep. Bilirakis.
 
The Armenian Genocide resolution expresses the sense of the House to: “commemorate the Armenian Genocide through official recognition and remembrance; reject efforts to enlist, engage, or otherwise associate the United States Government with denial of the Armenian Genocide or any other genocide; and encourage education and public understanding of the facts of the Armenian Genocide, including the United States role in the humanitarian relief effort, and the relevance of the Armenian Genocide to modern-day crimes against humanity.”

“The facts of the genocide were recorded contemporaneously by American diplomats, including the Ambassador to the Ottoman Empire Henry Morgenthau, who transmitted a flood of cables and reports describing the wholesale slaughter of the Armenians,” Rep. Schiff and Rep. Bilirakis wrote in a letter to their colleagues.
 
“Congress passed first of its kind legislation to establish the Near East Relief effort which provided millions of dollars in food and aid to survivors, including tens of thousands of orphans,” Congressmen Schiff and Bilirakis stated to their colleagues as only one example of U.S. efforts to help the victims of the Armenian Genocide.
 
Last year, the Armenian National Institute (ANI) launched a digital exhibit displaying the role of the YMCA and American relief work during the first republic of Armenia, and just last week ANI released a groundbreaking new exhibit titled: “The United States Military in the First Republic of Armenia 1919-1920.” To learn more about examples of U.S. humanitarian relief in response to the Armenian Genocide, visit www.armenian-genocide.org.
 
In 1981, President Reagan squarely acknowledged the Armenian Genocide, stating that “Like the genocide of the Armenians before it, and the genocide of the Cambodians which followed it – and like too many other such persecutions of too many other peoples – the lessons of the Holocaust must never be forgotten.” This accurately reflects America’s values and history of speaking out against genocide. To date, virtually every state in the U.S. has issued a proclamation or resolution recognizing the Armenian Genocide, honoring the lives lost as well as survivors.
 
“The Assembly has prioritized U.S. reaffirmation of the Armenian Genocide especially as vulnerable minority communities continue to be persecuted and targeted across the Middle East and other parts of the world,” stated Armenian Assembly Board Co-Chairs Anthony Barsamian and Van Krikorian. “The United States’ record of providing humanitarian relief and helping save the survivors of the Armenian Genocide is a testament to America’s values and serves as a basis for the strong and enduring bonds between the Armenian and American people,” the Co-Chairs added.
 
“We commend the Armenian Caucus leadership and also applaud the dedication and tenacity of the resolution’s co-sponsors, including Congresswomen Jackie Speier and Anna Eshoo for their commitment to protect minority communities targeted by hatred. We encourage all Members to co-sponsor the bipartisan resolution as it makes its way to the House floor,” the Co-Chairs added.

Armenian freestyle wrestler Arsen Harutyuynan, competing in the 61kg weight category, became champion at the European Wrestling Championship. Georgian Beka Lomtadze was Arsen Harutyunyan’s rival.

In the semifinals of the European freestyle wrestling championship in Bucharest, the European champion among the youth won the Romanian Nikolai Okhlopkov 10-4.

In the qualifying round, the 19-year-old Armenian wrestler defeated 14-8 the Ukrainian Volodymyr Borukov (14-8), and in the quarterfinal defeated Turkish Recep Topal – 5-2.

Roma  –  L’Italia è tra le 29 nazioni che hanno formalmente riconosciuto il genocidio degli armeni, lo sterminio di un milione e mezzo di persone che venne pianificato tra il 1915 e 1917 sotto l’Impero Ottomano ai danni della minoranza cristiana. La Camera dei Deputati ha approvato con 382 voti a favore, 43 astensioni e nessun contrario, la mozione bipartisan che impegna il governo a «riconoscere ufficialmente il genocidio armeno e a darne risonanza internazionale», sulla quale l’esecutivo, rappresentato in aula dal vice ministro degli Esteri, Emanuela Del Re, si è rimesso al voto di Montecitorio.

 La mozione è stata sottoscritta, tra gli altri da esponenti della Lega, M5S, Fdi, Pd, Leu, Misto-Usei ma non da Fi. Il dibattito che ha preceduto il voto è stato piuttosto acceso, soprattutto per l’intervento di Forza Italia che ha annunciato la sua astensione, mettendo in evidenza di come sia un errore portare avanti una mozione senza tenere conto delle buone relazioni con la Turchia, partner «strategico per l’Italia» ha detto il parlamentare Andrea Orsini. A nome del Pd, la parlamentare Flavia Piccoli Nardelli, ha anunciato l’impegno del suo partito a riconoscere una pagina di storia indiscutibile, incoraggiando anche il dialogo politico tra Armenia e Turchia che «è un grande paese e per questo potrà fare i conto con il suo passato», facendo distinzione tra l’allora impero ottomano e la Turchia moderna di oggi. Ad ascoltare il dibattito parlamentare, nel settore dedicato agli ospiti, erano presenti da una parte l’ambasciatrice armena e l’ambasciatore turco dall’altra. Un lungo applauso ha salutato l’approvazione tra l’emozione dei presenti.

Il testo della mozione fino all’ultimo è stato oggetto di intense trattative, soprattutto per il pressing del ministro degli Esteri, Moavero che aveva suggerito alcuni cambiamenti sostanziali che non prevedevano l’utilizzo del termine genocidio per non irritare la Turchia. Ankara, come si sa, mantiere un atteggiamento negazionista sulla pagina nera della sua storia. Parlare di genocidio armeno in Turchia è un reato punito con l’arresto, previsto dall’articolo 301 del codice penale.

L’aula della Camera ha approvato con 382 voti a favore, 43 astensioni e nessun contrario, la mozione bipartisan che impegna il governo a “riconoscere ufficialmente il genocidio armeno e a darne risonanza internazionale”, sulla quale il governo, rappresentato dal vice ministro degli Esteri, Emanuela Del Re, si è rimesso al voto dell’aula. La mozione è stata sottoscritta, tra gli altri da esponenti della Lega, M5S, Fdi, Pd, Leu, Misto-Usei ma non da Forza Italia. Soddisfazione di Fratelli d’Italia: “Approvata la mozione sul riconoscimento del genocidio del popolo armeno da parte della Turchia. Una vittoria di un parlamento che ha resistito alle pressioni turche che ha convocato il nostro ambasciatore ad Ankara e ha inviato l’ambasciatore turco in Parlamento per condizionare il voto. Oggi abbiamo non solo fatto atto di verità storica a lungo negata, ma abbiamo dimostrato alla Turchia che non siamo sottomessi. Se qualcuno pensava di trovare in Parlamento gli eunuchi del Topkapi si sbagliava di grosso”. Lo dichiara Andrea Delmastro, deputato Fratelli d’Italia e capogruppo Fdi in commissione Esteri. E nuove critiche all’Italia arrivano dalla Turchia. Due giorni fa il ministero degli Esteri turco ha convocato l’ambasciatore italiano ad Ankara, Massimo Gaiani, e oggi sulla questione è tornato Omer Celik, ex ministro per gli Affari europei e portavoce dell’Akp, il partito del presidente Recep Tayyip Erdogan. Secondo Celik, scrive l’agenzia ufficiale Anadolu, “l’Italia si fa ingannare dalla diaspora armena che in nessun modo vuole relazioni normali tra la Turchia e l’Armenia”.

YEREVAN, APRIL 9, ARMENPRESS. The Armenian humanitarian aid sent to flood-hit Iran has already reached the country.

Now, the humanitarian group will be escorted by the Iranian Red Crescent Society to Tabriz, the final destination.

Yuri Poleshchuk, the head of the Russian side of the Russian-Armenian Humanitarian Center, the organization that sent the aid, told reporters that the mission has crossed the border into Iran yesterday. He said the aid is already being escorted to Tabriz.

He said they expect the aid will be provided tomorrow morning, and the group will return to Armenia.

Pavel Gyozalyan, head of the Armenian side of the Russian-Armenian Humanitarian Center, said the dispatched group stayed in Kapan, Syunik Province overnight for preparations. “They began heading at 8 in the morning today”, he said.

The Ministry of Emergency Situations of Armenia sent the humanitarian aid to Iran on April 8 to help in assisting the victims of floods.

Armenia has sent 4000 blankets, 250 beds and 30 tents.

YEREVAN, APRIL 9, ARMENPRESS. Armenian Armed Forces are in the phase of increasing its offensive units and the Defense Ministry’s vision in terms of arsenal and military equipment is aimed at this, Armenian Deputy Minister of Defense Gabriel Balayan told reporters after the session of the parliamentary committee on defense and security affairs.

Balayan was addressing Minister of Defense Davit Tonoyan’s statement in New York on the Armenian military plans to increase its attacking units.

“The defense minister not only has announced that we must increase, but I can also say that we are at this stage, including in terms of arsenal and military equipment our vision is aimed at this,” he said.

He said that perceiving Tonoyan’s statement as an aggression is naïve. Balayan said perhaps the adversary isn’t looking into the meaning of the minister’s speech and is commenting on it out of context.

Balayan stressed that the entire society must be able to realize that no one has gifted peace to Armenia. “The relative calm that exists has been imposed on the adversary. And if the adversary were to attempt to unleash again, we will again impose peace,” he said, adding that the ways of imposing peace differ – military, diplomacy, personal contacts, and others.
