YEREVAN, APRIL 26, ARMENPRESS. President of Artsakh Bako Sahakyan on April 25 met with Artsakh champions and prizewinners of the European Sambo Championship among Youth and Juniors, the President’s Office told Armenpress.

The President congratulated the attendees and highlighted that success of Artsakh athletes and coaches was a significant event in the republic’s sports life.

“I would like to note with satisfaction that Artsakh has already become a sporting country and ensured a worthy appearance in the international arena in various sports. It is both inspiring and binding. It is inspiring, because every victory gives a powerful impetus to the athletes, coaches and the public. It is also binding as after each victory it is necessary not only maintain the achieved heights, but also develop and multiply them”, Bako Sahakyan said in his speech.

The Head of the State stressed that the state would further on keep in the spotlight the issues of developing sports and physical culture in our country.

Pashinyan: France’s Armenian Genocide move highlights special relations between two countries

Prime Minister Nikol Pashinyan of Armenia on Thursday received First Deputy Mayor of Lyon Georges Kepenekian. The meeting was attended by Ambassador Extraordinary and Plenipotentiary of France to Armenia Jonathan Lacôte, the PM’s office said.

Welcoming Mr. Kepenekian to Armenia, the PM hailed his personal contribution to the development and strengthening of Armenian-French relations. Pashinyan praised Kepenekian’s efforts aimed at promoting the international recognition of the Armenian Genocide.

“I wish to express my appreciation to French President Emmanuel Macron for declaring April 24 as the Day of Remembrance of the Armenian Genocide victims in France. This highlights the special character of relations between our peoples and countries,” Nikol Pashinyan said.

Noting that he is very enthusiastic about the events taking place in Armenia, Georges Kepenekian said Armenia ets a model of positive change. “We have a new chapter of history in Armenia, and the country is today perceived as a positive model of change,” he said. The first deputy mayor of Lyon said he had discussed the prospects and vectors of bilateral cooperation with the mayor of Yerevan.

During the meeting, reference was made to the Armenian-French decentralized cooperation and Armenia-Diaspora relations.

Touching upon the fire that devastated the Notre-Dame Cathedral in Paris, Prime Minister Pashinyan expressed confidence that the progressive humanity will come together to restore that unique value of civilization.

On April 25, Armenia’s Ambassador to the Netherlands Tigran Balayan visited Maastricht where he had a meeting with Mayor Annemarie Penn-te Strake.

As reported the Ministry of Foreign Affairs of the Republic of Armenia, Ambassador Balayan talked about the large-scale reforms underway in Armenia and the actions that the government is taking to strengthen democracy and fight against corruption.

The mayor of Maastricht stated that Maastricht is historically linked to Armenia and the Armenians and highly appreciated the major involvement and exemplary role of the Armenian community in the city.

In this context, Ambassador Balayan expressed gratitude to the mayor for her ongoing attention towards the Armenians.

Afterwards, Balayan met with Rector of Maastricht University Rianne Letschert. The Armenian ambassador and the University’s rector touched upon the establishment of cooperation in genocide studies, and in this sense, Balayan talked about the efforts that Armenia is making to advance the prevention agenda, which is a priority of the country’s foreign policy.

The Armenian ambassador donated nearly two dozen books devoted to the history of Armenia and Armenian cultural heritage to the Library of Maastricht University.

The ‘fake’ plant in Armenia to increase investments to $10.1 million

YEREVAN, April 25. /ARKA/. The International Manufacturing Group CJSC (IMG Group) will increase the investment in the production of household machines to 4.9 billion drams (about $10.1 million), Economic Development and Investments Minister Tigran Khachatryan said at a government meeting today.

The government of Armenia decided today to provide the company with a set of customs benefits for import of equipment and raw materials. 

The minister said the company has already invested 2.2 billion drams in the construction of workshops and equipment imports, and plans to bring investments to 4.9 billion drams under a new program.

He said the company is engaged in the assembly of household appliances, including TV sets, washing machines, refrigerators and air conditioners in the village of Merdzavan in Armavir region.  According to him, the new investment is expected to create some 60-70 new jobs with an average salary of 200 thousand drams.

The minister said also the company plans to assemble 90 thousand pieces of household appliances a year. The output is to reach 11.3 billion drams, of which 4.5 billion drams worth goods will be sold in Armenia and the rest in other countries.

In this regard, Prime Minister Nikol Pashinyan asked if this is the plant that he opened late last year. He said there were rumors that the plant did not operate and was a ‘fake.’ 

“This is not a fake plant. Its launch is being delayed because some of the equipment  was to go through customs clearance at the port of Poti in Georgia. Now it is on the way to Armenia, and the first batch of goods  will be produced within a month,” said Khachatryan.

He also noted that at the first stage the goods will be assembled in Armenia, and at the second stage some parts will be produced here.

The opening of the plant took place on December 5, 2018 in the presence of Prime Minister Nikol Pashinyan. The plant is a joint Armenian-Lebanese-Syrian program. -0-

A century after the violence of the Armenian Genocide, a message of
peace and survival is laid in the Memorial Garden of Canterbury
Cathedral

A hand-carved Armenian stone has been placed in the grounds of
Canterbury Cathedral in a moving gesture of commemoration and
collaboration between the Armenian and Anglican Churches.
The cross-stone, known as a khachkar, has been an icon of the Armenian
Christian tradition for over a thousand years. The Canterbury Khachkar
is believed to be the first to be carved in England and is the result
of an extraordinary project by Vartan Moskofian and Brigadier John
Meardon, members of Canterbury's stone sculpture group Pure Form.
In what Meardon described as 'a very Armenian idea', the pair designed
the two-metre tall khachkar, sourced a block of reddish tuff from an
Armenian quarry, transported the block back to Canterbury and carved
it using traditional tools for the Cathedral. On Saturday 2 March the
khachkar was washed with water, wine and chrism and consecrated in the
Memorial Garden by the Primate of the Armenian Diocese of the UK and
Ireland, Bishop Hovakim Manukyan.
Moskofian and Meardon have dedicated the khachkar to the Cathedral in
recognition of the humanitarian efforts of Randall Davidson,
Archbishop of Canterbury from 1903 to 1928. From the outset of the
Armenian Genocide in 1915, which claimed the lives of over 1.5 million
Armenians and displaced an entire generation, Davidson spoke out
against the atrocities. He raised awareness of the massacres and
deportations and brought them to the attention of the British people,
as a public voice against the horrors. In memory of his support,
flowers were laid on Davidson's grave in the Cathedral cloisters and
the current Archbishop Justin Welby gave a blessing.
The Canterbury Khachkar is carved with a large cross, flanked by two
peacocks, symbols of pride and eternal life. Beneath the cross are the
steps to heaven and a line of Armenian script written by the poet
Taniel Varouzhan which reads "and I go towards the source of the
light." Taniel Varouzhan was tortured and killed in 1915 at the age of
31.

YEREVAN, APRIL 25, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan received 1st Deputy Mayor of Lyon city of France Georges Képénékian. Ambassador of France to Armenia Jonathan Lacôte was also present at the meeting.

As ARMENPRESS was informed from the Office of the Prime Minister of Armenia, the PM welcomed the visit of Georges Képénékian to Armenia and highlighted its role for the development and strengthening of the Armenian-French relations.  Nikol Pashinyan highly assessed the activities of Georges Képénékian for the international recognition of the Armenian Genocide. “I want to address my words of appreciation to French President Emmanuel Macron who has declared April 24 Remembrance Day of Armenian Genocide victims. This emphasized the relations beween our peoples and countries in a specific way”, Nikol Pashinyan said.

Georges Képénékian said that he is enthusiastic over the developments in Armenia and added that today Armenia is a good example of positive changes. “A historical new page has opened in Armenia and today the country is perceived as a positive example of changes”, he said. The 1st Deputy Mayor of Lyon informed that he discussed ways for the development of the cooperation with Yerevan Mayor.

During the meeting the interlocutors touched upon the Armenian-French decentralized cooperation, as well as issues concerning Armenia-Diaspora relations.

Referring to the fire at Notre-Dame de Paris, PM Pashinyan expressed conviction that progressive humanity will unite for the restoration of the exceptional civilization masterpiece.

During a weekly briefing, official representative of the Russian Foreign Ministry Maria Zakharova referred to yesterday’s negotiations between Russian FM Sergey Lavrov and OSCE Secretary General Thomas Greminger , during which Nagorno Karabakh conflict settlement was also discussed.

“We will try to justify Mr. Greminger’s hopes over this issue”, ARMENPRESS reports Zakharova answered the question of a journalist, commenting on the announcement of Greminger that Russia will use its influence for the settlement of NK conflict, in order to bring the day of peace closer.

Maria Zakharova noted that she has no detailed information whether Lavrov and Greminger have agreed to support the humanitarian acts, over which the conflicting sides reached an agreement during the Vienna meeting.

Sergey Lavrov and Thomas Greminger also exchanged views on the role of the OSCE for the settlement of Nagorno Karabakh conflict.

The Republic of Armenia intends to continue to make its feasible contribution to the UN-sanctioned peacekeeping undertakings of various formats, carried out in various geographic, climatic, ethnic and confessional operational environments. To this end, we are ready to use all the potential that we have, and above all, the field hospital and specialists in the fight against improvised explosive devices, as ARMENPRESS was informed from the press service of the Defense Ministry of Armenia, Minister Davit Tonoyan said on April 25, giving speech at the 8th Moscow International Security Conference. His speech was headlined “International peacekeeping: new approaches and military cooperation”.

Tonoyan’s speech runs as follows

“Dear colleagues, friends, ladies and gentlemen,

First of all, I would like to thank the Ministry of Defence of the Russian Federation and personally the minister of defence, Army General Sergey Kuzhugetovich Shoigu, for the invitation to take part in the work of this traditional Moscow Conference on International Security. The discussion of the most pressing global and regional problems and issues, exchange of views on the formation of international security is extremely important in the context of increasing the level of predictability in international relations.

The topic of today’s plenary session is a logical continuation and further development of the last year’s discussion of approaches to solving global and regional problems, as well as the initiative of the UN Secretary General to increase participation in UN peacekeeping operations, the so-called A4P.

We all note with great concern the growing escalation of tension in international relations, the degradation of security mechanisms, the noticeable expansion of conflict zones as a result of aggravating intra-state crises, primarily on ethnic and religious grounds.

At the same time, our world has become more interconnected: any instability in a particular region may trigger negative consequences throughout the world. In such a situation, the division of threats to peace and stability into regions is very conditional.

The above circumstances prompt the entire international community to set tasks of dynamic development and create prerequisites for revising the approaches and criteria for peacekeeping activities, which in their current form, as was presented in the Declaration on Joint Commitments to UN Peacekeeping Operations, in view of the radical changes that have occurred the field of crisis management is noticeably outdated. The foregoing assumes the resumption of discourse on the legitimacy of the mission, interaction with partners in the mission, as well as the composition of international forces and the rules of their involvement or reconciliation.

Legitimacy is a condition based on the perception of legality, morality or correctness of a number of actions by specific audiences, and is central to the tasks of peacemaking, having two key aspects: the legitimacy of the host government and the legitimacy of the international mission. In particular, when participating in international peacekeeping missions, the international community should strictly adhere to two fundamental UN principles:

  1. An international mission should be conducted at least with the consent of the legal authorities of the host country.
  2. Peacekeeping forces perform tasks for their intended purpose without prejudice and are completely impartial.

The task of interaction between various partners or, at least, the interested parties on the mission is equally important. In this context, particular importance is attached to the factor of establishing cooperation or coordination between various actors, which is one of the key conditions for the successful implementation and completion of any peacekeeping activities.

Finally, the peacekeeping forces should have a rationalized mandate and composition and be prepared for any development of events, acting solely within the international humanitarian law and the tasks and obligations assigned to them. Moreover, today, traditional peacemaking more and more corresponds to multidimensional, when instead of purely military tasks, diverse tasks are put in the center, the military contingent gives way to mixed military-police-civilian personnel, and the indirect role of peacekeeping forces in political processes is replaced by the most direct involvement.

In view of the above, I believe that the main trends in the development of international peacekeeping forces should be:

  • clarification of the legal status of peacekeepers for each individual mission;
  • creation of coordination mechanisms, that is, synchronization or, at least, the so-called de-conflict of the actions of all the parties involved;
  • formation, training, equipping and operational coordination of integrated military-police-civilian teams;
  • continuous improvement of professionalism and ethno-cultural-religious awareness of peacekeepers;
  • creating flexibility for rules for engaging peacekeeping forces;
  • transparency and continuous monitoring of their activities;
  • coordination of logistics for national contingents or groups with the greatest application of the principle of assigning secondary roles and using the services of local contractors;
  • increasing the transparency of the functional and cost indicators of the financial costs of peacekeeping missions;
  • use of advanced technology.

The concurrence of interests and goals in ensuring international security dictates the continuous development of their individual and collective potentials to maintain peace and stability, both by world and regional powers, and by countries with limited military capabilities. Armenia also adheres to this approach. For more than two decades, being in an unstable and unpredictable security situation, when the concepts of “war and peace” are very shaky, Armenia, moving forward with the consistent development of defense capabilities, has been developing national capabilities for maintaining peace and international security.

Armenia, as a country that has felt the price of international security and stability in practice, has accumulated considerable experience in the field of peacekeeping over the past 15 years, the acquisition of which began in Kosovo and Iraq. Currently, Armenian peacekeeping forces are represented in four international missions.

We also demonstrated a consistent commitment to helping to ensure positive changes in the regions affected by the full-blown crisis, which was reflected in our recently launched National Humanitarian Mission in Syria, the decision on which was taken in accordance with the official request of the host country – the Syrian government, and the request by the Armenian community of Aleppo and their religious leaders, with the assistance of the Russian Ministry of Defence, for which we are very grateful to the Russian Government. In particular, the deployment of the Armenian humanitarian contingent in this region is justified by the historical factor of the Armenian presence in the Middle East from time immemorial and the desire to preserve our roots in the Middle East, taking into account the bitter experience of the past ten years of instability, resulting in a massive exodus of Armenians from Iraq.

 The humanitarian mission comprises medical personnel and demining specialists who, in cooperation with their Russian colleagues, provide assistance to the population of the Syrian Arab Republic affected by a long-lasting war.

The Republic of Armenia intends to continue to make its feasible contribution to the UN-sanctioned peacekeeping undertakings of various formats, carried out in various geographic, climatic, ethnic and confessional operational environments. To this end, we are ready to use all the potential that we have, and above all, the field hospital and specialists in the fight against improvised explosive devices.

In conclusion, I would like to assure that Armenia is a champion of the equivalent application of the norms of international law and the right to free choice, reasonable globalization and international security architecture based on abstaining from the policy of “force” and maximalist approaches, hate speech and belligerent statements.

As one of the leading experts on international relations said, “Trying to implement their idealistic and realistic goals in foreign policy, states should combine their power with moral principles, and temper their belief in their rightness”.
