ArmInfo. The former commander of the NKR Defense Army, Samvel Babayan, sued the Karabakh police for having de-registered him. This was stated by Babayan in an interview with journalists.He noted that for the last 10 years he had had problems  with his place of residence. “The case is already in court, a session  will take place in Stepenakert on May 23. 

We are now meeting with citizens, preparing for the collection of  signatures. This step of the police is a political persecution in my  regard,” Babayan said.When asked whether a change of power is  possible in Artsakh, Babayan said that if the people of Artsakh, just  like the people of Armenia want a change of power, it will happen.  “About 95% of the residents of NKR do not accept the current  government, this is a fact. But will there be a change of government  or not, we will understand after meetings withby the people.  We will  arrange rallies, talk to the people and understand everything. People  are told that if they take a step, they will lose their jobs and will  be intimidated, “concluded Samvel Bababyan.Samvel Babayan has a  problem with the qualification for living in Artsakh for the last 10  years, which is necessary for nomination in the presidential  elections. However, the Constitution of Artsakh makes it possible in  such cases to be put forward in case of collecting 30 thousand  signatures. And Babayan announced his intention to take advantage of  this opportunity. Subsequently, it turned out that he was removed  from the register in Artsakh.  As the Police assured, this was done  at the request of Babayan himself.

Disclaimer: problem that guides us
On April 24, the 104th anniversary of the Armenian Genocide, the Armenian people in different corners of the world once again paid tribute to the memory of more than one and a half million innocent victims. Like every year, the next anniversary became the period when our political thought tried not only to reinterpret what happened more than a century ago, but also to formulate the problems and outline the steps that are of political importance for Armenians in this changing world. From that point of view, it was interesting to observe whether there is a positive development process in the political assessments of the elimination of the causes of the Armenian Genocide and, especially, the elimination of its consequences.
Of course, as in the past, today too, the emotional approach to a problem naturally dominates for the majority of citizens, which, unfortunately, has become a part of the identity of the Armenian nation. However, it is obvious that now we are talking more about the need to show a more serious attitude towards the Great Genocide as a political issue. Individual experts, as well as a significant section of ordinary citizens, underestimate the importance of the process of international recognition of the Genocide in the solution of the Armenian Question (Hay Dat) and put forward demands to move in other ways and with a different logic. It is especially welcome that when addressing the causes of the crime and talking about the elimination of its consequences, its psychological prerequisites are discussed: the psychological structure of the Turkish society, the issues of our internal moral qualities and recovery, etc.
Nevertheless, it should be noted that currently, the Armenian Genocide as a political issue, regardless of the content of the solution, continues to be considered mainly in the domain of international interests. Be it the agenda of the international recognition of the Genocide or the process of making demands and compensation, many comments emphasize the thoughts of taking into account the political interests of other countries and combining the RA state interests with others. However, along with all that, today on the platform of public discussion, there are mainly issues related to the legal and political foundations and evaluations of the Armenian claim, which are not determined by international and regional interests.
These questions are asked not only and not so much to the events of 1915, but to the events with a larger temporal scope. In particular, we are talking about a ten-year period, starting from 1913. From the coup d’état carried out by the leaders of “Ittihad”, which was a seizure of power from a legal point of view, a serious crime against Armenians and other Christian peoples and the prelude to their destruction, which ended in 1923. According to the Treaty of Lausanne, when the Kemalites finally stopped the genocidal actions against the “infidels”.
The current legal and political setting of the mentioned events and raised issues completely changes the political content of the Armenian Genocide issue. Apart from being a specially organized crime by the Ottoman state against a people, the issue of Genocide acquires a greater political weight. It becomes a lasting act of genocide not only against the Armenian people, as one of the state-creating nations of the Ottoman state, by the Young Turks and Kemal Turkey, but also by the Ottoman state, the Republic of Turkey, and Bolshevik Russia in 1918-1920. Action to carry out illegal occupation of the Republic of Armenia. Therefore, the issue of the Armenian Genocide is directly related not only to the problems of compensating the moral and material (property, financial) damages caused to the Armenian people by modern Turkey and Russia, but also to the problems of returning the occupied territories of the Republic of Armenia under international law.
It should be noted that, in addition to the attitude implying coexistence, the Armenian “arsenal” has so far contained only tools implying a demonstration of abstract power: silent or active protests in front of the Turkish embassies of different countries near memorials dedicated to Yeghern, other structures and khachkars, marches with torches symbolizing a demonstration of will, burning the Turkish flag, etc. Although they were merely actions to achieve psychological self-satisfaction, they certainly left certain consequences in the public consciousness. But the maximum political result was always left to the uncertain future, to the hope of greater physical involvement, ignoring the huge legal and diplomatic potential that we have.
However, just as after the “velvet” revolution, the RA government is free to start negotiations on the international political agenda on the Artsakh issue, so in the Armenian Genocide issue, it is the right time to introduce the problem of eliminating the consequences of the Armenian Genocide into the foreign political agenda. The ability of the Armenian community to formulate a demanding political agenda is of primary importance in that matter. The “Citizen’s Day” celebrated on April 27 is the best opportunity to move from the silent coexistence of April 24th every year to national-state issues, to restore our dignity “beheaded” by the Turkish yataghan through legal and political means. In that case, the legal grounds are more than sufficient, the only thing missing is the package of public demand submitted to the government’s court.

A rejected system in the absence of a new one
In April-May 2018, hundreds of thousands of citizens took to the streets to reject the existing system. There is no doubt that the absolute majority of those citizens, at least in the beginning, pursued one goal: to get the newly elected Prime Minister Serzh Sargsyan to resign at any cost. Initially, there was no other goal on the agenda of the rallies and marches, including the election of Nikol Pashinyan as Prime Minister. Even the main slogan of the gatherings “Take a step, reject Serzh” testified to that. In one word, we can record that the entire ideology of the above-mentioned events taking place in the domestic political life of Armenia in those days was based on the logic of rejection.
However, did the desire to reject just one person bring hundreds of thousands to the streets? Definitely not. RA citizens, by rejecting Serzh Sargsyan, were actually rejecting a whole vicious system, whose general embodiment and leader was the above-mentioned person. Apart from the latter, the criminal oligarchy, the PSB system, the phenomenon of “thieves”, total corruption, monopoly and other similar rotten phenomena were rejected. For the sake of justice, it must be admitted that the system had already completely exhausted itself and was no longer able to respond to any challenges facing the state.
Leaving aside the questions as to which political technologies and with the support of which forces Pashinyan managed to bring tens of thousands to the streets, we believe that the existing system was doomed to collapse, which was only a matter of time. Representatives of almost all classes of the Armenian public were dissatisfied with the “rules of the game” in the state, political, economic, cultural, educational and other spheres and considered the development of new rules a necessity.
It is needless to mention that the small caste interested in maintaining the existing system had started to crack. The intra-caste clashes and conflicts became more and more frequent, which further weakened the latter and made them unable to extend their political and economic power. Hardyuns, when tens of thousands of citizens led by Pashinyan took to the streets to reject the existing system, it was no longer able to fight back and defend itself. Thus, one can say that the system embodied by Serzh Sargsyan collapsed. A new political force came to power, which signaled the beginning of “New Armenia” at least at the level of announcements. Regardless of everything, the objective and subjective reasons for the collapse, it should be noted that the collapse of such a vicious system is a truly significant event, which creates favorable conditions for strengthening the state, strengthening it, economic growth, social reforms and, in general, the strengthening of statehood. Not wanting to overshadow what happened and the opportunities open to the state, let us state at once that all this is possible only and only in one case: when the collapsed old system is replaced by a new, better, viable one, when the old rules of the game are followed by new rules, otherwise, an incomprehensible and chaotic environment arises, the consequences of which can be extremely dangerous and cause great damage even to the foundations of statehood.
In the event that the collapse of the “old” is not combined with the construction of the “new”, a vacuum situation arises in all spheres of life, and the mania for filling and occupying overwhelms everyone and everything, regardless of the most important circumstance of having a point of view, a vision or not. The power that came to power, deprived of its own concept, strategy and a clear vision of the future of the state, gives the opportunity to the forces in the field (including those serving foreigners) to come up with a public initiative to fill the gap, each of which considers its version the only correct and irreplaceable way. The result is that the absence of a strong, willful, intellectual government leads to the clash of interests of different forces, classes and social strata, which in turn divides the society into opposite poles (which can sometimes even be encouraged by the authorities willy-nilly). And this, as we have already mentioned, can seriously affect statehood.
We regret to mention that the current authorities could not create a new one during this one year under the conditions of the disintegration of the previous system, which is a consequence of the lack of clear ideas about the concept of state administration, the vision of the future, and the lack of systemic mechanisms aimed at their implementation. Let’s give some examples to make what has been said objective. Immediately after coming to power, Nikol Pashinyan uses every opportune and inopportune opportunity to announce that systemic corruption in Armenia has been overcome, however, as the subsequent development of cases showed (the criminal cases against the deputy minister of health, the head of the PPS and some other officials on charges of corruption), this is not the case at all, because apart from loud statements, no real, practical steps have been taken by the new authorities, no mechanism has been developed to combat systemic corruption. in the direction of eliminating and overcoming its consequences. The same applies to Pashinyan’s statements on monopolies. here again, no realistic steps, no new tools, draft laws, packages have been developed to exclude monopolies in various branches of the economy, their new emergence. Moreover, no significant steps have been taken to establish new rules of the game in the economy (mainly through laws and government decisions), which were supposed to protect small and medium-sized businessmen from the “former” oligarchs who have become big businessmen, even in some cases the logical opposite has been done. The inability of the new authorities is particularly acutely expressed in the Artsakh issue, where the latter, despite their statements, are not able to introduce any innovation or systemic change. The situation is the same in all other areas.
Thus, the analysis of the one-year term of office of the new members allows us to conclude that they have neither the necessary will nor sufficient mental potential to create a new one instead of the previous destroyed system. That is why some of them, even in the presence of some governors, prefer to move with the “inertia of the former”. Listen to Lena Nazaryan’s call.

Volodymyr Zelensky wins Ukraine presidency by landslide
BBC informs that Ukrainian comedian Volodymyr Zelensky has scored a landslide victory in the country’s presidential election. With nearly all ballots counted in the run-off vote, Mr Zelensky had taken more than 73% with incumbent Petro Poroshenko trailing far behind with 24%.
Financial Times writes that at an event broadcast live on Facebook, Mr Zelensky hugged and thanked supporters, telling them: “I promise I will never betray you.” In comments seemingly directed at neighbouring Russia, he added: “To all the countries of the former Soviet Union, look at us . . . everything is possible.”
France24 writes that Zelensky at 41 will become Ukraine’s youngest ever president when he is sworn into office by early June. The star of “Servant of the People”, a sitcom now in its third season, has vowed to press ahead with the pro-European course set out by Poroshenko. But he has also said he wants to improve ties with arch-enemy Russia.
The New York Times informs that Mr. Zelensky’s victory will give Ukraine its first Jewish leader and deliver a stinging rebuke to a political and business establishment represented by Mr. Poroshenko, a billionaire candy tycoon who campaigned on the nationalist slogan “Army, language, faith.”
Petro Poroshenko conceded the defeat and wrote on his Twitter: “We succeeded to ensure free, fair, democratic and competitive elections. No doubt that Ukraine has put a new high standard for the democratic electoral campaign. I will accept the will of Ukrainian people.”

Political metamorphosis in Ukraine
The April 21 presidential elections in Ukraine caused a shock not only in this country, but throughout the world. Two circumstances contributed to this: the victory of the “commoner” – the showman and a high percentage of the votes he received (73%). In the country, in fact, there was a velvet revolution. Observers claim that “without any exaggeration, the triumphant victory of the showman Vladimir Zelensky at the presidential elections in Ukraine is not just a victory over the current president, Petro Poroshenko. It is also an unconditional victory over the whole political class, over the system, which after this victory literally lies in ruins. Indeed, in the first round, Zelensky, in addition to Poroshenko, defeated many experienced well-known politicians who, according to the prominent journalist Vitaly Portnikov, even a few months before his nomination had the chance to make it to the second round of elections.
Of course, such election results are related to the Maidan 2014 events. Unlike Armenia, in which the velvet revolution of 2018 took place, the “oligarchs’ club” which usurped the government system – the Republican Party of Armenia, was pushed aside from the levers of state power, in Ukraine the people could not use the results of the overthrow of former President Yanukovich. The Ukrainian oligarchs, who supported the citizens’ protests, took advantage of it. In the very first presidential election, one of them, Petro Poroshenko, won in a revolutionary wave, while all the others were conveniently placed in various positions in the regions. The energy of Maidan was dispersed, and the country captured by the oligarchy plunged into deep chaos. The economy collapsed, and Ukraine was actually dismembered.
One might have expected that after years the people of Ukraine would take “revenge” over the oligarchs. As Zelensky, who won the election, said himself, he is not a politician – he is a simple person, a product of the Poroshenko system, a person who came to destroy this system. And although many in Ukraine point out that this time, the oligarchs turned to the side of Zelensky in time, it is difficult to clearly predict their next success in the new alignment of forces. Again, unlike in Armenia, where during the year in the early parliamentary elections, the deputies of the former ruling regime were ousted from parliament, the new president of Ukraine will have to deal with the opposing members of the parties that lost in the current presidential election. In Armenia, the smooth removal of opponents from the parliament and the appointment of the “people’s” prime minister with their own hands became possible as a result of widespread popular participation. There is no such resource for the elected president of Ukraine.
In any case, the fate of the new government in Ukraine should be decided by October of this year, when the parliamentary elections will be held. Zelensky, to fulfill his promises to the people, will have to “fight” in two directions – against the oligarchs and against the current parliament. And this will have to be done against the background of continuing disagreements with Russia and, for the time being, incomprehensible relations with the countries of the West.
At the same time, it cannot be denied that the nature of political transformations in Ukraine may affect the development of processes in the entire post-Soviet space.

April 24 is the day of remembrance of the victims of the Armenian Genocide. Many thousands of people from Armenia, Nagorno Karabakh, Diaspora, foreign guests visited the Tsitsernakaberd memorial in Yerevan that day, paid tribute to the memory of more than one and a half million Armenians who were victims of the Genocide at the beginning of the 20th century. On the occasion of the 104th anniversary of the genocide against the Armenians in Ottoman Turkey, commemorative events were also held abroad at the initiative of Armenian diplomatic missions, Diaspora structures, with the participation of local state, political and public figures.
…On April 24th, all Armenians, along with the progressive humanity of the world, commemorate the victims of the Armenian Genocide on all continents. It is a date written in black letters in our history, which not only marks a day of greatest sorrow and pain, remembrance and incense, but also a lost era, the tragedy of depatriation, the irrevocable loss of national identity, cultural and historical heritage. The Armenian Genocide carried out by the Ottoman government is now an undeniable fact, which is substantiated, recognized and confirmed by the testimonies of countless witnesses, decrees, resolutions and the decisions of many countries, states, and international organizations. 1915 is huge. The complete set of documents characterizing the mass massacres of the Armenian population in the Ottoman Empire as a pre-planned and fully executed genocidal act.
“The impunity of the Armenian Genocide opened the door to further grave crimes and genocides against humanity. Let’s remember the Holocaust, Cambodia, Rwanda and other tragedies. It should be a lesson in vigilance for all. The international recognition and condemnation of this terrible crime against humanity should become an important step in order to exclude its repetition anywhere in the world,” RA President Armen Sarkissian wrote in his address, expressing gratitude to all those states, international structures and organizations, spiritual heads and political leaders, representatives of academic circles, which recognize and condemn the Armenian Genocide.
About three dozen countries of the world, including Uruguay, France, Russia, Switzerland, Canada, Argentina, as well as the European Parliament, 49 of the 50 American states (except Mississippi), regional and city authorities of various countries, international authoritative organizations and structures have officially recognized the Armenian Genocide. During a briefing with journalists at the Tsitsernakaberd memorial complex, US Ambassador to Armenia Lynn Tracy stated that what happened in 1915 is “one of the worst atrocities” of the 20th century, which, according to the ambassador, the United States does not deny.
Since the 60s of the last century, the Armenian community in America has been fighting for the official Washington to recognize the massacre of one and a half million Armenians in 1915 as genocide and to condemn the crime. However, the leaders of the White House mostly avoided using the term “Genocide” and offered their support in the reconciliation of Armenians and Turks. The 44th and 45th presidents of the USA, Barack Obama and Donald Trump, used the Armenian phrase “Mets Yeghern” in their messages on April 24. The day is not far when the world will recognize the Armenian Genocide and condemn the atrocities of the Turkish genocide of the last century.
Mihran Poghosyan, a wanted ex-deputy and ex-head of the Judicial Acts Enforcement Service, was found in the Republic of Karelia on April 21 and arrested by Russian law enforcement officers. The spokesperson of the Special Investigation Service (SSI) conveyed the information to the press, adding that the extradition of the former high-ranking official to Armenia is underway. Mihran Poghosyan’s office announced earlier that he had informed Armenian law enforcement officers of his address in Moscow. According to the SIS, Poghosyan used his official position to embezzle large amounts of property and misused his official powers, which caused serious consequences.
At the end of March of this year, Mihran Poghosyan was invited for questioning, but he did not appear, citing that he was abroad. Already on April 15, the CSI had informed that Poghosyan was involved as an accused. The court of general jurisdiction of Yerevan satisfied the petition of the SIS and made a decision regarding Poghosyan’s arrest.
…Serzh Sargsyan’s teammate, Major General Mihran Poghosyan, was involved as an accused not only in the case of stealing large amounts of property and abusing official powers, but also in the well-known offshore scandal, which was at the center of the Republican government. The CSI charged him with Article 179, Part 3, Clause 1 and Article 308, Part 2 of the Criminal Code for committing publicly dangerous acts. According to that, Poghosyan, occupying the position of the Chief Enforcer of Judicial Acts from June 11, 2008, appointed the person ensuring his security as the enforcer of the central body of the State Security Service. to the position of the first-class consultant of the operative department, and the personal driver to the position of the leading consultant of the same department. They, as employees of the said department, did not actually attend work and did not perform duties arising from their respective positions, but fulfilled Mihran Poghosyan’s personal assignments. Nevertheless, the “consultants” mentioned by the latter’s instruction received a salary and payments equal to it, in the total amount of 44,199,463 drams. Thus, using his official position, Poghosyan stole a particularly large amount of money entrusted to him from the state budget.
There is information about another, larger amount of embezzlement in the message issued by the SIS the other day. “Mihran Poghosyan, using his official position, contrary to the interests of the service, with selfish motivations, in violation of the requirements stipulated by the law and government decisions, signed contracts for the purchase of goods and the provision of services with the organizations that are managed by him and carry out business activities through trusted persons,” the message said in particular. It is about 2011-2016. It is about a transaction made between DAHAP and “Catherine Group” LLC, actually owned by Poghosyan. Poghosyan purchased 32 “Bid” cars worth 211,158,000 drams from “Catherine Group” LLC, which, as mentioned, is his private entity, with the state funds entrusted to him, 20 of them at a price about 20,000,000 drams higher than the sale price, as a result of which the legitimate interests of the state were transferred. is particularly large property damage.
There are other similar episodes in the accusations. Episodes typical of the previous regime. Permissiveness, legal arbitrariness, looting and abuse of officials knew no bounds. The main targets of the looting of almost all so-called “oily” positions were the state budget, soil, land, in short, the national property. Poghosyan was a child of his time and environment and tried not to lag behind anyone. He was convinced of his own impunity, he knew very well that the “environment” would never hand over his child. It is no coincidence that the offshore criminal case was dismissed very quickly in 2017 based on lack of criminal record. Now the Special Investigation Service has resumed the proceedings of that criminal case as well, and we hope it will bring it to a logical end. After all, the criminal must go to prison, otherwise we will not become a state.
Later it became known that Mihran Poghosyan requested political asylum from Moscow. As they say, toast gets sweeter. This seems to be the prelude to remarkable developments.

Asbarez: Dean Cain and Montel Williams to Present Film Festival in Armenia

LOS ANGELES–Actors Dean Cain and Montel Williams will present the inaugural Impact Humanity Television and Film Festival at the Moscow Cinema in Yerevan on October 15 and 16.  The new Festival will be one of the key events of the Aurora Forum.

Emphasizing his belief in the effect of cinematography, Dean Cain said, “It is our great honor to introduce our new Festival as part of this year’s Aurora Forum. The IHTFF will highlight television and film projects that involve human rights and strive to preserve and advance humanitarian causes. With so much strife and indifference in the world we live in today, our goal is to recognize responsible television and film projects which are catalysts for change for the betterment of humanity.”

Impact Humanity Television and Film Festival

Reflecting similarly, Montel Williams said, “Our Festival will focus on the current humanitarian progress being made, despite local and global obstacles that directly speak about human rights and causes in a significant way. This is the moral, the right thing, to do. We want to build meaningful bridges to the future, which will impact society in the years that lie ahead of us.”

Andres Castillo, Festival Director, said, “We are currently accepting submissions in five categories: Documentary Shorts & News Stories, Television Specials, Television Episodic Series, Narrative Features, and Documentary Features. There is no fee to submit entries. Submission deadline is Sunday, June 30. A distinguished judging panel of prominent filmmakers, humanitarians and Hollywood entertainment industry leaders will select the winning entries, which will be announced around Friday, August 30. Exhibition Format for all films must be in Blu-Ray.” Filmmakers are encouraged to submit their films via FilmFreeway.

During the week of the Aurora Forum, the IHTFF winning entries will be screened, prizes will be awarded and VIP panels discussing the importance of films communicating human rights worldwide will take place.

Asbarez: Arpa Film Festival Family Enjoys Success at Sundance

HOLLYWOOD—The big buzz is on at Hollywood’s prominent independent film festival, Sundance, where past Arpa honorees headlined the festival this year.

Arpa International Film Festival is honored to have recognized several talented filmmakers in the cinematic arena, whether in the field of producing, directing, screenwriting or acting. These diverse group of individuals are shining this year with successful projects such as past Arpa honoree and Academy Award winning documentarian Joe Berlinger, who directed the Ted Bundy biopic “Extremely Wicked, Shockingly Evil and Vile” starring Zac Efron, Lilly Collins, and Angela Sarafyan, along with an amazing cast of Hollywood’s A-listers.

Longtime Arpa supporter, and juror Ara Keshishian, the President of Mad River productions, is the producer of this most anticipated film of 2019. The film was one of the biggest sales of Sundance, selling for a whopping 9 million dollars to Netflix. Berlinger also directed the documentary “Conversation with a Killer; The Ted Bundy Tapes,” which is currently on Netflix.

Arpa’s 2014 Rising Star award recipient Angela Sarafyan continues to shine not only with her part of the Sundance success story in “Extremely Wicked, Shockingly Evil and Vile,” but this talented actress also stars in the HBO hit series “Westworld,” as well as last year’s compelling film “The Promise.”

Other successful stories that have come out of the Sundance Film Festival include screenwriter/producer and Arpa’s Rising Star Award recipient Sev Ohanian, whose film “Searching” received the Audience Award last year and went on to be a huge worldwide hit for Sony Pictures.

Natalie Quasabian, Arpa’s 21st Annual Film Festival’s Rising Star award recipient also co-produced the film “Searching,” and is currently co-producing the film “Run” starring Sarah Paulson for Lionsgate films.

Arpa International Film Festival takes great pride in promoting independent filmmakers to flourish in the cinematic arena and to shine a light on all of these success stories. The Festival looks forward to having many more in the future.

Work is underway for the 22nd Annual Arpa International Film Festival which will take place at the Egyptian Theater in Hollywood on October 25 – 26 – 27. Once again the Festival will showcase a diverse tapestry of global cinema with a broad selection of films that cultivate cultural understanding and empathy.
