EUR exchange rate is up by 1.78 drams to 541.62 drams. Russian Ruble exchange rate is up by 0.01 drams to 7.40 drams. GBP exchange rate down by 0.45 drams to 627.50 drams.

The Central Bank has set the following prices for precious metals.

Gold price is up by 84.61 drams to 19937.28 drams. Silver price is down by 0.06 drams to 229.74 drams. Platinum price is down by 304.16 drams to 13192.31 drams.

YEREVAN, MAY 10, ARMENPRESS. The leadership of London’s ARSENAL requests security guarantees from UEFA for Armenian footballer Henrikh Mkhitaryan to travel to Baku and participate in UEFA Europa League final match, ARMENPRESS reports news.sky.com informs.

The London’s club informs that they are concerned over the issue that the Armenian midfielder might not be able to participate in the match against “Chelsea” due to the tensions between Armenia and Azerbaijan.

“The security of our footballers is a priority. We demand guarantees from the UEFA that Henrikh Mkhitaryans security will be ensured if he leaves for Baku to participate in Europa League match”, reads the statement issued by the club.

The Armenian midfielder has already once missed a match because of the same reason. Azerbaijan did not give security guarantees then.

Europa League final match will take place on May 29.

Azerbaijan’s football authority gave assurances today to UEFA that Armenian international, Arsenal midfielder Henrikh Mkhitaryan will not have problems to travel to Baku for the May 29 Europa League final where the Gunners face Chelsea, according to a written answer by UEFA to TASS.

YEREVAN, MAY 10, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan hopes that better conditions will be created for biking in the city and the country as a whole, ARMENPRESS reports Pashinyan said in a live Facebook broadcast, biking from the Government to his house.

“Today we opened the biking season. Yerevan’s traffic is not so convenient for biking”, he said, hoping that they will be able to create better conditions for biking, underlining the importance of healthy lifestyle.

The PM asked all bicycle riders to wear helmets.

Pashinyan noted that going home from the Government by bike (4 km) is a great pleasure, but the job of the security officers becomes harder.

In the morning Pashinyan went to the Government on bike, from where he headed to Yerevan City Hall to participate in the opening of a garden dedicated to 2800th anniversary of Yerevan.

A1+: Macron sends Sarkissian letter


President of France Emmanuel Macron has sent a letter to President of Armenia Armen Sarkissian to reaffirm that starting from this year, France is annually, officially marking April the 24thas the National Commemoration Day of the Armenian Genocide.

“This is our duty before Armenia and the Armenian people, as well as the survivors and refugees whom France accepted with open arms and whose descendants shaped our country’s history. In order to be able to shape a joint fate it is necessary to be able to clearly look at the past, by bowing before the memory of the dead and respecting the memory of those who live. This is my conviction, and I know that Armenia shares it. We stand with you at time of remembrance, we stand with you also for Armenia’s future now when the new chapter of its history is being shaped, which must be a chapter of peace and prosperity,” Macron told Sarkissian according to the Armenian President’s Office. 

Macron added that France and Armenia are shoulder to shoulder proud with their friendship and confident in the future.

Moscow Marks Karabakh Truce Anniversary

Armenia and Azerbaijan are committed to peacefully resolving the 
Nagorno-Karabakh conflict, Russia’s Foreign Ministry said on Friday in a 
statement on the 25th anniversary of a Russian-brokered ceasefire agreement 
that stopped the Armenian-Azerbaijani war.
The agreement took effect on May 12, 1994 after being signed by the Armenian 
and Azerbaijani defense ministers and the commander of Karabakh’s 
Armenian-backed army. Hundreds of soldiers from both sides have been killed 
since then in ceasefire violations that have intensified in the last several 
years. But these periodic skirmishes along the “line of contact” around 
Karabakh and the Armenian-Azerbaijani border have not escalated into another 
all-out war so far.
“The May 12 agreement remains the basis for maintaining the ceasefire regime,” 
read the Russian Foreign Ministry statement.

The statement said that more “time is required” for the conflicting parties to 
reach a mutually acceptable peace deal. “We see the readiness of the parties to 
continue joint efforts at achieving a lasting peace,” it added, pointing to a 
recent series of high-level Armenian-Azerbaijani negotiations.
The ministry said Moscow will carry on with its “active assistance” to the 
negotiating process within the framework of the OSCE Minsk Group co-chaired by 
Russia, the United States and France.
Truce violations in the conflict zone have decreased significantly since 
Armenian Prime Minister Nikol Pashinian and Azerbaijani President Ilham Aliyev 
met for the first time in September. Pashinian and Aliyev held more 
face-to-face talks in the following months, most recently in Vienna on March 29.

The foreign ministers of Armenia, Azerbaijan as well as Russia met in Moscow on 
April 15. Azerbaijan’s Elmar Mammadyarov said afterwards that they discussed, 
among other things, a 2016 Russian plant to resolve the Karabakh conflict. 
Russia’s Sergey Lavrov effectively confirmed this.
The Armenian Foreign Ministry insisted, however, that “no negotiations on any 
plan are underway at present.”
The Russian peace plan has still not been made public. Lavrov said only that it 
is in tune with the basic principles of a Karabakh settlement which have 
repeatedly been laid out by the U.S., Russian and French mediators in recent 
years.
In a March 9 statement, the mediators reiterated that “any fair and lasting 
settlement” must involve “return of the territories surrounding 
Nagorno-Karabakh to Azerbaijani control; an interim status for Nagorno-Karabakh 
providing guarantees for security and self-governance; a corridor linking 
Armenia to Nagorno-Karabakh; future determination of the final legal status of 
Nagorno-Karabakh through a legally binding expression of will.”
EU ‘Considering’ Large-Scale Aid To Armenia

The European Union is prepared in principle to finance “very costly” 
infrastructure projects proposed by the Armenian government, the head of the EU 
Delegation in Yerevan, Piotr Switalski, said on Friday.
Switalski confirmed that Prime Minister Nikol Pashinian requested EU funding 
for the construction of highways, hydroelectric plants and other infrastructure 
in Armenia when he visited Brussels in early March.
“Some of these priority projects are very important for Armenia but very costly 
and very complicated, including the continuation of the North-South corridor, 
building a highway to the Iranian border, which, as you can imagine, amounts to 
hundreds of millions of euros,” he told RFE/RL’s Armenian service. “But we are 
very seriously considering how best to implement these projects.”
Speaking on March 7, two days after returning from Brussels, Pashinian said the 
EU is ready to allocate funding for his “mega projects” provided that they are 
co-financed by the Armenian government. To that end, he said, the government 
needs to significantly improve tax collection and/or obtain more foreign loans.
Pashinian added that he will discuss the matter with relevant government bodies 
and the Central Bank of Armenia (CBA) in the coming weeks to see whether the 
country could manage a higher public debt. The Armenian debt passed the $7 
billion mark last year.
“As your prime minister said after his conversations in Brussels, it is 
impossible to expect the EU providing such big grants to cover all the costs,” 
said Switalski. “We have to find a possibility of cheap loans to be matched 
with grants and to find the best financing formula. But we are in a very 
constructive mood.”
The diplomat stressed that his staff is already “devoting a lot of time and 
energy to talks with Armenian counterparts” on the issue.

European Council President Donald Tusk praised the Pashinian government’s 
ambitious reform agenda when he spoke to reporters after his March 5 talks with 
the Armenian premier. Tusk said the EU is ready to support it with “enhanced 
technical and financial assistance.”
Switalski was also full of praise for the current authorities in Yerevan that 
came to power in last year’s “velvet revolution. “I believe that during these 
12 months Armenia has changed,” he said. “There are undeniable gains and 
successes.”
In particular, the EU envoy pointed to the authorities’ efforts to root out 
corruption and strengthen the rule of law. “Armenians have become equal facing 
the law,” he said. “There is no impunity. There are no groups, no individuals 
who could feel that they are in a special status, protected from the workings 
of the legal mechanism.”
Parliamentary Opposition Sees No Cooperation With Kocharian

The two opposition parties represented in Armenia’s parliament said on Friday 
that they have no plans to join forces with former President Robert Kocharian 
in challenging the current government.
Kocharian, who was arrested in December on coup charges, predicted the 
emergence of a new and “powerful” opposition force in the country in written 
comments to the Reuters news agency published on Wednesday. He said he will be 
personally involved in the emerging opposition but did not elaborate. Nor did 
the ex-president clarify who else could join it.
Gevorg Gorgisian, a leader of the opposition Bright Armenia Party (LHK), ruled 
out the possibility of any cooperation with Kocharian. “I also exclude that he 
will manage to form an opposition front that could become a serious factor in 
the Armenian political scene,” Gorgisian told RFE/RL’s Armenian service.
“Kocharian no doubt has financial and other resources accumulated over time by 
various means, which in theory could have an impact,” he said. “But our society 
doesn’t have a short memory and shouldn’t be underestimated. Everyone remembers 
the country’s losses suffered during the Republican Party’s rule and the 
criminal-oligarchic system which we had to deal with on a daily basis.”
A senior representative of the other parliamentary opposition force, the 
Prosperous Armenia Party (BHK), said it has received no cooperation proposals 
from Kocharian and has different priorities. Mikael Melkumian also stressed 
that the BHK supported last year’s “velvet revolution” which toppled Republican 
Party (HHK) leader Serzh Sarkisian’s government.
“It doesn’t mean that we agree with everything that’s happening now,” Melkumian 
said, citing government policies opposed by the BHK.
The BHK’s founding leader, businessman Gagik Tsarukian, became one of Armenia’s 
richest men and developed close ties with Kocharian during the latter’s 
1998-2008 rule. At least until 2015, Tsarukian’s party was regarded by some 
observers as a Kocharian’s support base.
Melkumian made clear that unlike Kocharian, the BHK sees no political motives 
behind the criminal charges brought against the ex-president.
Kocharian’s arrest and prosecution has been condemned by two other opposition 
parties not represented in the current parliament: the former ruling HHK and 
the Armenian Revolutionary Federation (Dashnaktsutyun). The HHK spokesman, 
Eduard Sharmazanov, renewed on Friday his party’s calls for Kocharian’s 
immediate release from jail.
Sharmazanov did not exclude the HHK’s cooperation with Kocharian. “The 
Republican Party is prepared to cooperate with all those political forces whose 
political agenda will match our agenda,” he said.
A Dashnaktsutyun leader, Ishkhan Saghatelian, sounded more ambiguous on this 
score. “We haven’t had discussions with anyone,” he said. “It makes no sense to 
talk now about what could happen later on.”

“Aravot” disapproves of deputy parliament speaker Alen Simonian’s remark that 
Robert Kocharian and Serzh Sarkisian should not be referred to as former 
presidents because “they had never been elected president.” The paper says that 
if one is to believe Simonian “Armenia did not have a president for 20 years 
and the individuals who signed international treaties, ratified laws and signed 
decrees were in fact not presidents.” “The history of the state is a continuous 
process,” it says. “There cannot be ‘white spots’ here.”
“Hraparak” comments on Thursday’s celebrations in Nagorno-Karabakh of the 27th 
anniversary of the capture of Shushi, saying that they amounted to a “show of 
national unity” as they were attended by current and former government leaders, 
party members and non-partisan individuals. “One thing is clear,” writes the 
paper. “The ideas of homeland and victory unite people and make them forget 
their disagreements and differences. There is a good reason why in times of 
adversity the nation closes the ranks and defends its land and right to live 
there. The Armenian people have repeatedly proved that.”
Lragir.am reports that the European Union and its partner states involved in 
the Eastern Partnership program will hold a summit in Brussels on May 24. Prime 
Minister Nikol Pashinian and Azerbaijan’s President Ilham Aliyev will also 
attend it. “Nikol Pashinian said yesterday that an official meeting [with 
Aliyev] is not planned but that he won’t mind talking and discussing the 
situation if there is an opportunity,” writes the publication. “One of the 
topics [of such a conversation] is renewed tensions on the borders, even though 
Pashinian does not consider that a destabilization.” It also hopes that 
Pashinian will continue to press the EU to avoid any pro-Azerbaijani references 
in the text of an upcoming agreement with Azerbaijan.

Armenia to host EAEU business forum

MINSK, 11 May (BelTA) – Armenia’s Tsaghkadzor will host the 5th business forum headlined “Eurasian Economic Union: Armenia –Cooperation” from 31 May to 3 June, BelTA learned from the Belarusian Chamber of Commerce and Industry (BelCCI).

The forum will focus on the theme “Eurasian Economic Union – five years of cooperation, achievements and new opportunities”. The program will include a plenary meeting and breakout sessions moderated by representatives of the EAEU countries and Armenia’s government agencies. The participants will also exchange contacts and hold bilateral business meetings.

The forum aims to establish new business relations between companies of the EAEU member states, provide a platform to discuss essential economic issues and hold dialogue with representatives of government agencies on trade and economic cooperation in the EAEU.

The event is organized by the chambers of commerce and industry of Armenia, Belarus, Russia, and Kyrgyzstan, Kazakhstan National Export and Investment Agency Kazakh Invest and Evencenter Company with assistance of the Eurasian Economic Commission, governments of Armenia and the EAEU member states.

The event will be attended by government officials, representatives of business unions and associations, and top executives of large companies of the EAEU countries.

The BelCCI invites Belarusian companies and organizations to take part in the event. Online registration will be open till 17 May.

STEPANAKERT. – President of the Republic of Artsakh (Nagorno-Karabakh Republic/NKR), Bako Sahakyan, on Saturday visited Kolkhozashen community of Martuni Region and attended the solemn opening of the memorial and museum commemorating the perished freedom-fighters.

Also, the President handed high state awards to a group of Karabakh War veterans for their services rendered to the Homeland, and delivered remarks, Central Information Department of the Office of the Artsakh President informed Armenian News-NEWS.am.

Sahakyan noted that the people of Kolkhozashen have always stood out by their patriotism and have actively been involved in the defense of the Homeland.

“Kolkhozashen is one of Artsakh’s ancient residences with diligence, modesty, and commitment to the Homeland, and home has always been inherent to the people of Kolkhozashen,” the Head of the State stressed in his remarks. “You have a solid ground to take pride in your residence.”

Also, he asserted that this memorial will become a site of pilgrimage, both for Kolkhozashen and all people of Artsakh.

Former defense minister of Armenia, Deputy Chairman of the board of the Yerkrapah Union of Volunteer Land Defenders Vagharshak Harutyunyan says Armenians have solved the Artsakh issue and the task today is to preserve what we have. In Harutyunyan’s words, Azerbaijan would have started a war if it believed in its victory.

“We have a military potential today, especially the missile defense, that is capable destroy all economic and military centers in the territory of Azerbaijan. This is the guarantee that constraints Azerbaijan to start a war. As to the saboteurs and ceasefire violations, they are part of a policy to exert pressure on the Armenian side to get concessions,” Harutyunyan said.

The former minister next suggested Azerbaijan keeps on blackmailing the Co-Chairs with threats to start a war aiming to get favorable settlement.

“I do not expect large-scale war in the near future, yet we should stay ready and have a capable army,” Harutyunyan said, adding “As long as Azerbaijan insists Karabakh, the territories, and even Yerevan are owned by it we cannot even speak of compromises. I think that will be unacceptable as the adversary will take it as weakness.”

The Armenian church to mark Red Sunday

In the Calendar of the Armenian Church, the third Sunday following Easter is known as Red Sunday.

Qahana.am reports that the color “red” has been used throughout history to represent many things. One of the symbolic meanings is the blood of the martyrs who were sacrificed for Christ, His Holy Church, and their Christian faith. During the early years of Christianity, faithful followers of Jesus Christ were subjected to severe persecutions and torments. Many elected to die rather than betray their principles of life and faith, which the Incarnate God – Christ Jesus – had endowed to them and all of mankind. The psalmist writes, “Precious in the sight of the Lord is the death of the saints” (Psalms 116:15).

Today, martyrdom is far less often an occurrence in the lives of Christians, yet it does happen. However, the greater struggle is the one against sin, which we can see manifested in many ways throughout the world.

The battle against wickedness and evil, which will be victorious in the end, is the current _expression_ of the significance of Red Sunday.

Gegharkunik Province is one of the most interesting regions of Armenia. Famous blogger Alexander Lapshin on Saturday noted this at the business forum which is held in the Gegharkunik provincial capital of Gavar city.

“Due to the existence of [Lake] Sevan as well as historical, spiritual and cultural monuments, the potential of the province is great,” he said, in particular.

Lapshin has been in Gegharkunik for two days already, and he is exploring the opportunities which this province has to offer.

In late 2016, Israeli, Russian, and Ukrainian citizen and blogger Alexander Lapshin was detained in Belarus, and based on his international arrest warrant by Azerbaijan. Baku had “blacklisted” him for visiting Artsakh (Nagorno-Karabakh) without getting Azerbaijan’s “consent.”

Subsequently, Belarus extradited Lapshin to Azerbaijan, and a court in capital city Baku sentenced him to three years in prison.

But on September 11, 2017 Azerbaijan President Ilham Aliyev signed a decree on granting pardon to this blogger.

Lapshin left Azerbaijan on September 14 and went to Israel.

It turned out, however, that Alexander Lapshin had been close to committing suicide in the Baku prison.
