Armenian PM lambasts Karabakh authorities over ‘land sale’ claims

Armenian Prime Minister Nikol Pashinyan has strongly criticised the authorities of Nagorno-Karabakh for their alleged claims that he might agree to territorial concessions when negotiating for the resolution of the Karabakh conflict, News.am said on 5 June.

On 20 May, Pashinyan said that certain forces in Karabakh were plotting treacherous acts and “carrying out false propaganda against the Armenian government and personally the prime minister”. He said that everything pointed to a far-reaching aim to provoke a war, cede some territories and shift the responsibility onto the Armenian government.

Earlier, after visiting Karabakh on 9 May, Pashinyan said in a Facebook post that “should anyone attempt to make Artsakh [Karabakh] a hotbed of counterrevolution, the people in Artsakh will turn it into a hotbed of revolution”.

Karabakh leadership ‘unaware’ of talks

Pashinyan claimed that unlike his government, Armenia’s former authorities never presented details about the negotiations to the Karabakh leadership, News.am said.

“I was the one who passed documents regarding the Karabakh negotiation process to the Karabakh authorities. They did not know what had been negotiated before me,” Pashinyan was quoted as saying.

Pashinyan said he had had several meetings with the military-political leaderships of Karabakh and Armenia and presented his vision of the settlement, which everyone agreed with. He said however that people present at those meetings subsequently alleged – through their aides on social networks – that he was going “to sell lands”. He said that this raised the question of their motivation.

Pashinyan, however, refused to give names. Asked whether the risk of conspiracy still existed Pashinyan said that the risks were being managed and would be eradicated.

Steps to undermine unity ‘inadmissible’

Karabakh leader Bako Sahakyan denied Pashinyan’s claims that they were unaware of the negotiating process.

In an interview to Artsakhpress, Sahakyan said that both current and past Armenian governments had always informed them about the discussed issues and latest developments. He admitted receiving documents regarding Karabakh peace talks from Pashinyan recently but said they had also given him their package of documents.

Sahakyan said that the restoration of the full format of negotiations with Karabakh’s direct participation in them was “the best and perhaps the only opportunity” to disallow speculations.

Speaking about alleged conspiracy risks, Sahakyan said that the conspirators, if they existed, would be punished if there was concrete evidence against them.

“One of our most important achievements is our unity, and I find inadmissible any step aimed at undermining it, whether it is taken in Artsakh [Karabakh], Armenia or the Diaspora. I find any conspiratorial behaviour unacceptable. If there are suspicions, distrust towards a particular practice, individual or official, I find it important to discuss those issues and reach a common denominator in an atmosphere of mutual respect. We have one homeland and it is a duty of all of us to do our best to protect its unity,” Sahakyan was quoted as saying.

‘Mean manipulations’

Spokesman for the former ruling Republican Party of Armenia (RPA) Eduard Sharmazanov described Pashinyan’s claims as “mean manipulations” and called on him to be careful as his statements were being followed not only in Armenia but also outside it.

Sharmazanov denied Pashinyan’s remarks that the Karabakh authorities were unaware of the negotiation process. He said that the Karabakh leadership had often held talks with the Armenian leaders and the OSCE Minsk Group co-chairmen to discuss the process of talks.

Sharmazanov said that any “buffoonery” had limits and criticised Pashinyan for reducing everything to Facebook gossip.

RPA deputy chairman Armen Ashotyan claimed that Pashinyan had lost links with the reality both inside and outside the country.

Ashotyan said he was very concerned for the country, for the people and “for the man who seized power in the country”.

“What can we do so he will, at the very least, not speak about Artsakh and not deal with the Artsakh issue?” Ashotyan said.

Thus, on June 5, Prime Minister Nikol Pashinyan, in an interview with journalists, accused the leaders of Nagorno-Karabakh of sabotage.

“I met several times with the military-political leadership of Nagorno-Karabakh and presented my vision of the settlement of the Karabakh problem and asked if there are any complaints regarding my vision or proposal, do they agree with this vision or not? It turned out that everyone agrees with this.

However, after that, the people there began to spread rumors through their assistants that the government was leasing land.

I spoke with this person in terms of confidentiality, as I imagine everything, what steps we should take to move forward, and this person comes out and tells his assistant – go to Facebook and write that Pashinyan donates the land – what is he doing ?” said Pashinyan, hinting at the leader of Karabakh, Bako Sahakyan.

He further added that so far the Armenian leadership has not informed Karabakh on the progress of negotiations on a settlement.

“I gave them documents on the Karabakh talks. Before that, they were not aware of what was happening. “I asked you five times, do you know what was discussed, what you agreed on?”, but they did not know, “said Pashinyan.

A few hours later, Bako Sahakyan made a statement to the press, where he denied Pashinyan’s allegations that the leadership of Karabakh.

“Now, and in the past, before and after the talks with Azerbaijan, the Armenian authorities informed the leadership of Karabakh about the issues under discussion and recent developments,” said Sahakyan.

Local observers regard what is happening as a continuation of an alarming trend, indicating a growing distrust between Yerevan and Karabakh, which violates stability and threatens the security of the Armenian side. -02D-

The decision of the administrative court of Cergy-Pontoise of the French Val-d’Oise department to declare invalid a declaration of friendship between the French municipality of Arnuville and Artsakh’s community of Shekher is deeply regrettable. This decision may become a wrong political signal to Azerbaijan, which has already interpreted the judgement of the French court as support for its policy of isolation of Artsakh. Such a development, in turn, may cause concern to the Armenian public and cast a shadow on the position of France as a neutral mediator in resolving the Azerbaijan-Karabakh conflict, reads the statement issued by the Foreign Ministry of Artsakh, reports ARMENPRESS.

In this regard, we would like to emphasize that France, as one of the three OSCE Minsk Group co-chairing countries, bears a certain responsibility for ensuring that the people of Artsakh, due to the unresolved conflict, are not restricted in exercising their fundamental rights, including the right to development.

The decentralized co-operation between the municipalities of Artsakh and France in no way contradicts either the international obligations of France or its efforts as an international mediator in the peaceful settlement of the Azerbaijan-Karabakh conflict. In particular, the temporary non-recognition of the Republic of Artsakh does not mean that its citizens should be limited in participation in international co-operation. The legitimacy of the participation of unrecognized states in such co-operation has been confirmed by international arbitration practice and has been recognized by international courts.

Being convinced that decentralized co-operation between municipalities and creating conditions for communication between people are an important contribution to strengthening peace and stability, the authorities of the Artsakh Republic will continue to make every effort so that citizens of the Republic can fully take advantage of international co-operation to realize their potential.

We express our deep appreciation to the mayor and residents of Arnuville, as well as other cities of France, the United States, Brazil, Lebanon and other countries that have established friendly relations with the municipalities and communities of Artsakh.

We also welcome the determination of Mr. Pascal Doll, Mayor of Arnuville, to appeal the decision of the administrative court of Cergy-Pontoise.

Despite the obstacles imposed by Azerbaijan, Artsakh’s international ties will continue to expand and deepen. In this regard, Artsakh makes consistent efforts to expand the geography of decentralized co-operation. In particular, proposals for signing new declarations on friendship and co-operation between the communities of Artsakh and administrative units in various countries are under discussion.

The correspondent of ARMENPRESS reports Putin said after shaking hands and being photographed, “I am very glad to welcome you once again, this time in St. Petersburg. The economic forum of St. Petersburg is a good platform for meeting with partners and discussing economic issues. There is no need to discuss bilateral issues, since we do it regularly. Russia is a leading partner for Armenia in terms of trade and many other directions, which shows the good relations between the two countries”.

Nikol Pashinyan told Vladimir Putin that he is also glad for the meeting. “I am very glad to meet you again in St. Petersburg. Last time we met in Nur-Sultan, while we first met a year ago and we had numerous meetings during this one year. Our relations develop steadily. We have not only active bilateral cooperation, but also in the sidelines of the EAEU, CIS and CSTO. I am very glad we have the opportunity to fully develop our relations in the these directions. The economic growth of our country amounted to 9.2% in April. This is a good index not only for Armenia, but also for the EAEU, since our economic achievements are mainly conditioned by our cooperation in the sidelines of the EAEU. This year we have recorded also a significant rise in the visits of Russian tourists to Armenia. Today the Russian language can be heard in any touristic circle. I ask Russian tourists how they feel in Armenia, and they answer that they feel good in Armenia, and it’s obvious that more and more tourists come to Armenia and such interactions can foster the development of our political and economic relations”, Pashinyan said.

On June 6-7, Armenian Prime Minister Nikol Pashinyan is in Saint Petersburg on a working visit to attend the St. Petersburg International Economic Forum where he will deliver a speech. Within the framework of the visit, Prime Minister Pashinyan will meet with leaders of different countries, representatives of governments and heads of international organizations. ST. PETERSBURG, JUNE 6, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan met with the representatives of the Armenian community in St. Petersburg city of Russia. The correspondent of ARMENPRESS reports Ambassador of Armenia to Russia Vardan Toghanyan thanked the PM for accepting their invitation.

PM Pashinyan noted that it has become a good tradition to meet with the Armenian community representatives during his foreign visits.

“Such meetings are very important. We hope that the Republic of Armenia, new Armenia, has great attraction and should become more attractive for the entire Armenian people. I am very glad to welcome you once again, this time in St. Petersburg. I have no doubts that it will be interesting for you and I hope also useful for you to participate in the discussions of the St. Petersburg Economic Forum. It is a very good platform for meeting with partners and discussing and exchanging views on economic issues, speaking about a range of issues of political nature. In my opinion we have a useful and serious event. I see no necessity to speak about our bilateral relations, since we do it regularly. Recently we met, discussed a lot of issues and had the opportunity to talk about everything.

I want to remind that Russia is the leading trade and economic partner of Armenia – 26%, nearly 2 billion USD investments and many other things that show the special and partnering nature of our relations», Vladimir Putin said.

I want to say that this year we have recorded quite optimistic economic indexes. We have recorded 7.1% economic growth by the results of the 1st quarter of the year. In April our index of economic activity amounted to 9.2%. Why am I talking about this? Because it’s obvious that these are good indexes not only for Armenia, but also for the EAEU, because our economic indexes in many cases depend on our relations in the EAEU and the availableness of the Russian market for the Armenian business. This is very important.

 I hope we will be able to reach decisions over a number of issues that will not hinder this positive economic tendency. I want to say that we also have growth in the number of tourists this year who visit Armenia from Russia. And now everywhere in Armenia, be it the capital city or other touristic centers one can hear the Russian language. It’s very peasant. When meeting them I always ask them how they feel in Armenia. I want to note with confidence that Russian tourists feel very good in Armenia. And it’s obvious that more and more Russian tourists will vist our country. Thi is of course very pleasant, since I think it’s not only an economic issue but is also about cultural and humanitarian links. Such interactions, in my opinion, foster our political and economic relations”.

During the meeting the interlocutors discussed the issues on the Armenian-Russian agenda. Particilarly, the sides discussed the future coopration in different spheres of the economy, the future activities of the inter-governmental commission. The sides highlighted high-level meetings.

ARMENPRESS reports in the 3rd round of Norway Chess Aronian defeated Shakhriyar Mamedyarov in the 31st step.

Now Aronian is in the 3rd position with 3 points. The leader of the tournamment is world champion Magnus Carlsen. Aronian’s next rival will be Maxime Vachier-Lagrave.

SAN FRANCISCO—A delegation from the Armenian National Committee of America – Western Region, together with the ANCA San Francisco chapter and the Southern California Armenian Democrats,  participated in the 2019 California Democratic Party State Convention from May 31 to June 2, meeting elected officials and candidates throughout the Golden State to advance the public policy priorities of the Armenian-American community.

“As a nonpartisan grassroots advocacy organization, it is important for us to be present at a variety of political gatherings bringing together people of different political ideologies, to ensure our community’s collective voice is heard loud and clear by elected officials and candidates alike,” remarked ANCA Western Region Chair Nora Hovsepian, Esq. “Our Cause is not and cannot be partisan. We always have worked with Democratic, Republican, and Independent politicians and candidates to advance the Armenian Cause, and we will continue to do so not just in California, but throughout the Western Region and beyond.”

Over the course of three days, ANCA-WR delegation members met with a number of Democratic candidates for U.S. President, federal and state elected officials, as well as county and city politicians. At this year’s convention, Armenian-Americans were the only ethnic group to have an exhibit booth, thereby providing the opportunity to educate hundreds of convention attendees, delegates, politicians, and candidates on the Armenian Cause and the community’s immediate legislative priorities.

The ANCA Western Region will also be present at the upcoming California State Republican Convention.
