YEREVAN, JUNE 18, ARMENPRESS. Secretary of the Security Council of Armenia Armen Grigoryan had a working meeting with Secretary of the Security Council of Russia Nikolai Patrushev on June 18 in Russia’s Ufa city.

As ARMENPRESS was informed fropm the Security Council of Armenia, Secretary of the Security Council of Armenia Armen Grigoryan highlighted the dynamic development of Armenia-Russian allied relations. Grigoryan also presented the economic reforms crried out in Armenia as a result of which Armenia recorded 7.1% GDP growth in the first quarter of tis year, while economic activity index rose by 9.2% in April. Secretary Grigoryan highligthed the role of Armenians living in Russia and Russians living in Armenia for the development of the Armenian-Russian strategic relations.

Secretary of the Security Council of Russia Nikolai Patrushev highlighted the strategic relations etween Armenia and Russia in the sidelines of the CSTO and the EAEU, as well as bilateral relations.

Nikolai Patrushev once again thanked Armenia for providing humanitarian assistance to the people affected by the Syrian crisis.

The sides emphaiszed the absence of an alternative to the peaceful settkement of Nagorno Karabakh conflict.

The implementation of the cooperation plan between the two Security Council Offices was discussed. The side sgareed to hold the next meeting in August in Yerevan.

Ahead of an upcoming meeting with Azerbaijani FM Elmar Mammadyarov in Washington D.C., Armenia’s FM Zohrab Mnatsakanyan held a meeting with OSCE Minsk Group Co-Chairs Igor Popov of the Russian Federation, Stéphane Visconti of France, and Andrew Schofer of the United States of America. Personal Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk also participated in the meeting in the US capital, the Armenian foreign ministry said in a news release.

“During the abovementioned preparatory meeting the interlocutors assessed the current situation of the peace process, including in the context of implementation of agreements that were reached during previous meetings,” the ministry said.

On Friday, June 14, 2019, His Holiness was visited
A group of painters from Artsakh. They explained to His Holiness what they had done

ATP Opens Charles G. Bilezikian Greenhouse Where Plants and Minds Will Grow

MARGAHOVIT--On June 15, Armenia Tree Project (ATP) opened the Charles G. 
Bilezikian Greenhouse in Margahovit Village, Lori. Attending the opening 
ceremony were the Bilezikian Family of Boston, ATP Executive Director Jeanmarie 
Papelian and team, the Deputy Governor of Lori, the Head of Margahovit 
community, Margahovit school principal, and guests. 
The greenhouse complex is situated beside the Michael and Virginia Ohanian 
Center for Environmental Studies, where more than 2,000 students are hosted 
annually. Features include a 250 square meter experimental greenhouse, a 
two-story building, and ATP's first outdoor classroom.
The outdoor classroom will advance ATP's environmental education programs and 
enable children to increase their practical knowledge of the environment. As a 
green space for active learning, it creates the opportunity to experience 
nature up close and personal so that students may value and come to love it. 
Students will build new skills, try their hands out at gardening, and actively 
monitor the progress of their work. They will also be able to do research 
projects and explore the ecosystems and biodiversity they find in their 
surroundings.
"Our students are ecstatic about this new space! We envision our outdoor 
trainings leading to the creation of similar green areas in schools where our 
students and teachers come from. This will greatly contribute to peer-to-peer 
education in communities," says Environmental Education Program Manager 
Kristine Hovsepyan.
The new experimental greenhouse will enable ATP to grow healthier trees for 
forestry plantings and increase tree survival rates. The greenhouse has the 
capacity to produce around 30,000 seedlings annually. It is supported by the 
adjacent building, which includes a laboratory for seed quality testing, a 
storage room for seeds and plants, and a third room for staff. The upstairs 
floor serves as lodging, where visitors can spend the night and enjoy the magic 
Lori has to offer.
"ATP was one of Chuck's favorite non-profits. He would be pleased to know that 
the greenhouse was built and that it is being dedicated to him. He always 
appreciated a good landscape. He would have been thrilled to participate in 
greening a country," said Doreen Bilezikian, wife of the late Charles G. 
Bilezikian.
The greenhouse complex was gifted to ATP in memory of Charles G. Bilezikian, 
who was the son of Armenian immigrants from the Boston area. With his wife 
Doreen, Charles developed a successful business known as The Christmas Tree 
Shops. He was a generous philanthropist who loved Armenia and had a special 
place in his heart for Armenia Tree Project's mission to use trees to improve 
the standard of living in Armenia. After his death in 2016, Charles' wife and 
sons Gregory and Jeffrey decided to honor his commitment to a green Armenia by 
sponsoring this project in his memory.
"We are so grateful to the Bilezikian Family for funding this project as it 
will not only create new learning opportunities for our students and help 
develop Margahovit community, but also enhance the quality of our forests," 
says Executive Director Jeanmarie Papelian. 
Armenia Tree Project has planted more than 5,700,000 trees since its inception 
in 1994. It is one of the major tree planting programs in the country and in 
its 25 years has successfully established four nurseries, two environmental 
education centers, and has greened community areas in every province of Armenia 
as well as in Artsakh. In the process, the organization has provided employment 
for hundreds of people and provided vital resources to thousands of village

1 –        Turkey’s Membership in NATO
            Could be Ending Soon…

Patrick Shanahan, Acting Defense Secretary of the United States, sent
on June 6, 2019, a harsh letter to his counterpart, Hulusi Akar,
Turkey’s Minister of Defense. Shanahan threatened to end Turkey’s
participation in the most advanced US air force jet F-35 program and
implement sanctions should Turkey persist in acquiring S-400 missiles
from Russia next month. The Russian missiles are incompatible with
NATO’s weapons system and risk to compromise the F-35 jets operations,
thus jeopardizing U.S. national security.

Turkish President Erdogan has repeatedly rejected U.S. complaints and
insisted on acquisition of the Russian missiles for which Turkey has
signed a $2.5 billion loan agreement with Russia. Several Turkish
military officers are already in Russia learning how to operate the
new missiles. In the meantime, the United States has informed Turkey
that Turkish pilots who had been training on the F-35 jets in the
United States for several months have to depart from the country by
July 31, 2019.

Acting Secretary of Defense Shanahan’s letter sent shock waves into
Turkey’s foreign policy and security establishment as Turkey doesn’t
yet know “how to reply,” a senior Turkish security source told
Al-Monitor. In the meantime, Turkey had paid over a billion dollars to
acquire 100 F-35 jets. Pres. Erdogan announced that he will demand the
payment back from the United States. Furthermore, Turkey, as a partner
in the F-35 program, has been producing certain parts of the jets
which will no longer be sourced from Turkey.

Shanahan wrote to Turkey’s Defense Minister: “All actions taken on the
F-35 are based on risks the S-400 presence in Turkey would have and
they are separate from Russia-related Countering America’s Adversaries
Through Sanctions Act (CAATSA) sanctions. There is strong bipartisan
U.S. Congressional determination to see CAATSA sanctions imposed on
Turkey if Turkey acquires the S-400. In addition to threatening the
security of platforms like the F-35, Turkey’s procurement of the S-400
will hinder your nation’s ability to enhance or maintain cooperation
with the United States and within NATO, lead to Turkish strategic and
economic over-dependence on Russia, and undermine Turkey’s very
capable defense industry and ambitious economic development goals.
Pursuing this path will cause a loss in jobs, gross domestic product,
and international trade. President Trump committed to boost bilateral
trade from $20 billion currently to more than $75 billion, however
that may be challenging if the United States imposes CAATSA
sanctions.”

On June 14, 2019, Turkish Foreign Minister Mevlut Cavusoglu threatened
that Turkey will retaliate to U.S. sanctions: “One country cannot give
instructions to another on how to act. The US should abandon this
behavior. Everyone is concerned about this. How far can it go? If the
US takes steps against us, then we will be forced to take reciprocal
steps,” he stated in an interview with NTV channel.

What are the next steps? Pres. Erdogan has learned from previous
experiences that Pres. Trump does not always listen to his Cabinet
members or to members of Congress. Erdogan has had several phone
conversations to convince Trump to form a joint study group which will
buy time for Turkey. In the meantime, naturally-occurring or
artificially-created world events may change the present situation.
The Presidents of Turkey and the United States are scheduled to meet
on the sidelines of the G-20 Summit in Tokyo at the end of June. That
would be Erdogan’s last chance to persuade Trump to change his
decision on the Russian missile acquisition in July.

If unable to change Trump’s mind, Erdogan will go ahead and acquire
the Russian missiles in order to avoid being humiliated by the United
States. However, that would only be the beginning of a larger
conflict. The United States would impose sanctions on Turkey,
seriously damaging its economy. Erdogan could retaliate by banning
NATO from using the Incirlik air base in Turkey. The United States
would then relocate its jets to Jordan (as Germany has done) or Greece
(a NATO member) or Cyprus.

This vicious cycle of punches and counter punches could end up by
either Turkey withdrawing from NATO or NATO deciding to expel Turkey.

The removal of Turkey from NATO is a step that has been anticipated
for a long time, ever since Erdogan has been acting contrary to the
letter and spirit of the NATO agreement. Even though expelling Turkey
from NATO is a serious decision fraught with major consequences,
Erdogan is the cause by repeatedly violating Turkey’s commitments to
NATO and ignoring all its warnings.

The obvious winner in this situation will be Russia which will succeed
in weakening NATO by excluding Turkey — the country with the second
largest military in NATO, while earning from the sale of the missiles
desperately needed income for its collapsed economy.

However, Russia’s success may be short-lived. As soon as a
geo-political conflict arises between Russia and Turkey, the
newly-formed love-fest will fall apart, putting an end to Turkish
acrobatic moves between East and West, and getting abandoned by both.

2-         United Nations: Movses Abelian Named Under-Secretary-General

            for General Assembly, Conference Management

United Nations Secretary-General António Guterres has appointed Movses
Abelian of Armenia (as well as a national of Georgia), as the next
Under-Secretary-General for General Assembly and Conference
Management. He will succeed Catherine Pollard of Guyana who has been
appointed as the Under-Secretary-General for Management Strategy,
Policy and Compliance.

Abelian is currently Assistant Secretary-General for General Assembly
and Conference Management. Prior to assuming this position in 2016, he
was Director of the Security Council Affairs Division in the
Department of Political Affairs.

He brings to the position over 25 years of experience in conference
and management affairs, coupled with experience in peace and security
issues, conflict resolution as well as extensive expertise leading,
supporting and managing complex portfolios and intergovernmental
processes in the UN system. Abelian also has extensive experience in
management, including programme planning and budget, having previously
worked as Secretary of the Administrative and Budgetary Committee of
the General Assembly (Fifth Committee) and the Committee on Programme
and Coordination at the United Nations.

Prior to joining the United Nations, Abelian was the Ambassador and
Permanent Representative of the Republic of Armenia to the United
Nations (1998-2003) and Deputy Permanent Representative (1996 to
1998). Prior to joining the Foreign Service of Armenia in 1992,
Abelian worked in academia as an Associate Professor at Yerevan State
University.

Abelian was educated in Armenia, the Russian Federation and the United
States. He is married and has two children.

history of helping kids everywhere grow smarter, stronger, and kinder.

for Republican Sen. Susan Collins’ seat in 2020, five Democratic
sources confirmed, according to HuffPost.

She will likely launch her campaign shortly after the close of the
state’s legislative session on June 19, the three Democratic sources
in Maine and two national Democratic strategists said.

Defeating Collins, the Maine moderate who infuriated liberals with her
vote to confirm Brett Kavanaugh to the Supreme Court, is key to
Democratic hopes of winning back control of the Senate in 2020.

Gideon is a top-tier recruit for the race and is expected to have at
least the tacit backing of establishment groups like the Democratic
Senatorial Campaign Committee and EMILY’s List.

At the same time, the Senate GOP is marshaling its resources to defend
Collins, who has long outperformed other Republicans on the ballot in
Maine.

Gideon hinted last October that she would toss her hat in the ring
following Collins’ controversial vote for Kavanaugh.

“Maine deserves a champion in the US Senate,” Gideon wrote in a
Facebook post at the time. “After November I will be seriously
considering how I can elevate the voices of people who deserve and
demand to be heard and represented in Washington, DC.”

Gideon, a 47-year-old mother of three, has served in the Maine House
of Representatives since 2012, representing the towns of Freeport and
Pownal. Her legislative initiatives have focused on boosting the
state’s economy, tackling the opioid crisis, investing in sustainable
energy and increasing access to universal health care.

Earlier this week, Maine Gov. Janet Mills (D) signed a bill sponsored
by Gideon that expands access to abortion in the state by allowing
health care professionals who are not doctors ― such as nurse
practitioners and physician assistants ― to perform the procedure.

Gideon is a graduate of George Washington University. She spent her
professional career as an advertising account executive for a
nationally renowned newspaper.

She is the youngest of four daughters. Her father is a pediatrician
who immigrated to America from India. Her mother is a
second-generation Armenian American, whose parents escaped the
Armenian genocide.

5-         Prayers for ABMDR patients offered throughout Prelacy churches

LOS ANGELES—On Sunday, June 9, as the Armenian Apostolic Church
commemorated the feast of Pentecost, Archbishop Moushegh Mardirossian,
Prelate, presided over the Divine Liturgy and delivered a sermon at
St. Sarkis Church, in Pasadena.

The day also had great significance for the worldwide family of the
Armenian Bone Marrow Donor Registry, as prayers for ABMDR patients and
volunteers were offered at all Prelacy churches, by the directive of
Archbishop Mardirossian, and parishioners were familiarized with the
work of ABMDR.

In his sermon, Archbishop Mardirossian stated that 2019 represents a
great milestone for ABMDR, as it marks the 20th anniversary of the
founding of the organization. The Prelate praised the dedication of
ABMDR’s volunteers and thousands of donors across the globe, and urged
congregants to generously support its cause. “May God grant good
health to all and lead the members of ABMDR to continued success in
their life-saving mission,” the Prelate said.

Subsequently Archbishop Mardirossian invited Dr. Frieda Jordan,
President of ABMDR, to deliver remarks. “As we celebrate our 20th
anniversary this year, we convey our heartfelt gratitude to Archbishop
Mardirossian, the Armenian Church, and the Armenian community as a
whole, for their unwavering support,” Dr. Jordan said. “Twenty years
ago, we established ABMDR with a singular quest: to provide patients
suffering from leukemia and other blood-related illnesses with their
last hope of survival, namely matched donors for facilitating bone
marrow stem cell transplants. Toward this goal, we have built a
substantial registry of bone marrow donors throughout the world, and,
to date, helped save the lives of 32 patients through bone marrow
transplants.”

“Today, as we look ahead to the future,” Dr. Jordan concluded, “we
once again thank the worldwide Armenian community for its steadfast
support, and pray that God will give everyone involved in ABMDR the
strength to carry out our work for another 20 years.”

Following the church service, ABMDR Board members and volunteers
remained on hand to answer questions by congregants and provide
information on how to join ABMDR as potential bone marrow donors.

Pashinian Explains Party Ideology

Prime Minister Nikol Pashinian said his Civil Contract party does not espouse 
any of the traditional political ideologies as it held on Sunday its first 
congress since coming to power one year ago.
“We are a party that has rejected ‘isms’ because hardened ideologies no longer 
exist in the contemporary world,” Pashinian told delegates of the congress. “In 
the political sense, we are not liberal, we are not centrist, we are not social 
democrat; we are a civil party.”
“What does this mean?” he said. “This means that we place ourselves beyond 
ideological standards and we are forming a new ideological plane which is based 
on four key pillars: statehood, citizenship, national identity and personality.”
Pashinian set up Civil Contract in 2013 after splitting from former President 
Levon Ter-Petrosian’s Armenian National Congress. It operated as a 
non-governmental organization mostly uniting young civic activists before 
becoming a full-fledged political party in 2015. Critics, notably the former 
ruling Republican Party, have accused it of lacking ideological clarity.
Civil Contract served as Pashinian’s core support base during the April-May 
2018 “velvet revolution” which brought the 44-year-old former journalist to 
power. It is also the dominant force in a more broad-based My Step bloc which 
Pashinian formed following the revolution. The bloc won 70 percent of the vote 
in parliamentary elections held in December.
Despite being the party’s top leader, Pashinian has never headed it officially. 
Civil Contract stuck to this tradition at its weekend congress in Yerevan which 
elected the party’s new governing board. The board in turn appointed Minister 
for Local Government Suren Papikian as its chairman.

Among the 21 members of the board are parliament speaker Ararat Mirzoyan, 
Deputy Prime Minister Tigran Avinian, the Armenian ministers of education, 
health and transport as well as Pashinian’s chief of staff, Eduard Aghajanian.
Sasun Mikaelian, the ruling party’s chairman until now, unexpectedly failed to 
get elected to the new board. Papikian declined to comment on speculation that 
this was the result of a Civil Contract candidate’s failure to unseat the 
incumbent mayor of the town of Abovian in an election held earlier this month.
Romanos Petrosian, the governor of Armenia’s central Kotayk province 
encompassing Abovian, has openly complained that Mikaelian, who is influential 
in the area, failed to help the candidate during the mayoral race. 
Incidentally, Petrosian was elected to the board.
Mikaelian, 61, became in April the new chairman of the once powerful Yerkrapah 
Union of Armenian veterans of the Nagorno-Karabakh war.
Russian Envoy Warned After Meeting With Kocharian

Russia’s ambassador to Armenia was summoned to the Foreign Ministry in Yerevan 
last week after meeting with the indicted former President Robert Kocharian, a 
senior Armenian lawmaker revealed on Monday.
Ambassador Sergey Kopyrkin and Kocharian met on Thursday nearly one month after 
the latter was controversially released from prison pending the outcome of his 
trial. The ex-president was charged with overthrowing the constitutional order 
in 2008 shortly after last year’s Armenian “velvet revolution.” He denies the 
accusations as politically motivated.
The Russian Embassy in Yerevan said Kopyrkin spoke to Kocharian “within the 
framework of his regular meetings with representatives of social-political and 
business circles” of Armenia.
Parliament speaker Ararat Mirzoyan dismissed this explanation on Sunday when he 
spoke at a congress of the ruling Civil Contract party. Mirzoyan said he does 
“not welcome” the meeting because Kocharian is facing coup charges and cannot 
be considered a politician in these circumstances.
The pro-government chairman of the Armenian parliament committee on foreign 
relations, Ruben Rubinian, similarly described Kopyrkin’s conversation with 
Kocharian as “bewildering.” Rubinian’s deputy, Hovannes Igitian, went farther, 
denouncing it as “ludicrous.”
“Look, newspapers write that Kocharian is backed by Russia’s [ruling] elite,” 
Igitian told RFE/RL’s Armenian service. “Kocharian’s entourage is spreading 
such claims. In this context, the ambassador’s meeting was ludicrous to say the 
least.”
A pro-Western opposition parliamentarian, Arman Babajanian, also deplored 
Kopyrkin’s meeting with Kocharian at a session of the parliament committee 
attended by Deputy Foreign Minister Grigor Hovannisian. The latter insisted 
that the Russian envoy did not break the diplomatic protocol.
“The ambassador did not do anything wrong within the bounds of the diplomatic 
protocol and norms,” said Hovannisian. “That [meeting] cannot be deemed 
condemnable or be the subject of a special examination by our ministry.”
Rubinian announced later in the day that he has discussed the matter with 
Foreign Minister Zohrab Mnatsakanian. “The minister informed me that in fact 
the Russian ambassador was invited on Friday to the Foreign Ministry where a 
conversation took place with the ambassador in the context of not interfering 
in Armenia’s internal affairs,” he wrote on Facebook.
“Deputy Minister Hovannisian did not speak about this at the committee meeting 
because at that point he did not have a permission to publicize the 
information,” added the lawmaker.

Russian Foreign Minister Sergey Lavrov denounced the prosecution of Kocharian 
as well as other former Armenian officials shortly after the ex-president was 
first arrested in July 2018.
Kocharian was set free in early August two weeks before Russian President Putin 
telephoned him to congratulate him on his 64th birthday anniversary. A 
spokesman for Putin said at the time that the two men “have been maintaining 
warm relations that are not influenced by any events taking place in Armenia.” 
Kocharian, who ruled Armenia from 1998-2008, described the phone call as a show 
of “serious support” for him.
The ex-president was again arrested in December. Three weeks later, he received 
New Year greetings from Putin.
Kocharian, his former chief of staff Armen Gevorgian and two retired generals 
went on trial last month. The judge presiding over the trial, Davit Grigorian, 
ordered Kocharian released from jail five days later. The decision was strongly 
condemned by Pashinian’s political allies and supporters.
Diaspora Commissioner Buoyed By Status, Powers

Zareh Sinanyan, Armenia’s newly appointed commissioner general of Diaspora 
affairs, has insisted that his office has a higher status than the Ministry of 
Diaspora abolished by the Armenian government earlier this year.
Sinanyan and his office will be tasked with coordinating Armenia’s relations 
with its worldwide Diaspora, a function which was performed by the ministry. 
Some Diaspora figures have expressed concern at the Armenian government’s 
decision to close the ministry, saying that it could hurt Armenia-Diaspora ties.
Sinanyan sought to allay those concerns in a weekend interview with RFE/RL’s 
Armenian service. “The office [of commissioner] will have a much higher status, 
it is directly subordinate to the prime minister, it is part of the prime 
minister’s office,” he told “The prime minister [Nikol Pashinian] is thus 
showing the Diaspora just how important the Diaspora is for the Republic of 
Armenia and the prime minister.”
“The Ministry of Diaspora carried the old reputation and therefore had to be 
rebranded a little,” said Sinanyan. “I will make every effort to ensure that my 
office works with great efficiency.”
“Honestly, at first I will concentrate on Russia a little because it has a very 
large [Armenian] community, it’s very important and it’s also our strategic 
ally,” added the Armenian-born U.S. national.
Sinanyan, 43, is a former mayor of Glendale, a city in Los Angeles County with 
a sizable ethnic Armenian population. A vocal critic of Armenia’s former 
government, he strongly supported last year’s “velvet revolution” which brought 
Pashinian to power.
Some of Pashinian’s political opponents have criticized his choice of the 
commissioner of Diaspora affairs, saying that Sinanyan’s American citizenship 
will make it hard for him work with the Armenian communities in Russia and Iran.
“If they are worried about Russia, I must say that I am very fluent in Russian 
and very familiar with Russian culture because I grew up under the Soviet 
system at a time when Russian culture was more present in Armenia.”
The official said he also sees no serious obstacles to his dealings with 
Diaspora structures in Iran. “We should be very careful not to breach any laws 
and create any problems for Armenia and our community,” he said.
Speaking to RFE/RL’s Armenian service a year ago, Sinanyan suggested that many 
Diaspora Armenians will be ready to move to their ancestral homeland after the 
revolution. He claimed on Sunday that such “repatriation” to Armenia has 
already begun from western parts of the United States, which are home to 
hundreds of thousands of Armenian Americans.
“I’m saying this not because I know of people moving here with their families 
but because I know statistical data,” said Sinanyan. “For example, if you talk 
to cargo firms operating both in Yerevan and there, [they will say that] that 
there has been a sharp rise in cargo shipments for families relocating to 
Armenia. People really have high hopes for today’s Armenia and see themselves 
as actors in the building of the new Armenia.”
Armenian Judicial Watchdog Hamstrung By Resignations

The Supreme Judicial Council (SJC), a state body overseeing Armenia’s courts, 
has been effectively paralyzed by the resignations of five of its nine members.
The resignations began after Prime Minister Nikol Pashinian appealed to 
supporters on May 19 to block the entrances to all court buildings in the 
country. The appeal came the day after a Yerevan court ordered former President 
Robert Kocharian released from jail pending the outcome of his trial on coup 
and corruption charges. The court’s decision angered many allies and supporters 
of Pashinian.
The SJC chairman, Gagik Harutiunian, was the first to step down on May 24. He 
cited “ongoing developments relating to the judicial authority” and his 
“concerns expressed in that regard.” Harutiunian’s temporary replacement, 
Gevorg Danielian, quit on June 7.
Three other members of the SJC followed suit last week. Two of those 
resignations were formally accepted on Monday.
“Starting from today, the Supreme Judicial Council cannot make decisions 
because of the lack of a quorum,” Hayk Hovannisian, one of the body’s four 
remaining members told RFE/RL’s Armenian service.
“In order to make decisions, we need the presence of either a simple majority 
[of SJC members] or a two-thirds majority for cases such as taking disciplinary 
action [against judges,]” explained Hovannisian. “We can’t make a quorum in 
both cases.”
“But there are still four of us and we must report for work and coordinate 
sectoral activities of the judicial department,” he said, adding that he has no 
plans yet to step down.

Under Armenian law, the SJC has wide-ranging powers, including the right to 
nominate judges appointed by the president of the republic. It can also 
sanction and even terminate judges.
The SJC is supposed to have 10 members. Half of them are appointed by the 
Armenian parliament while the other half are chosen by the country’s judges.
The parliament’s pro-government majority has nominated only one member of the 
council so far. The National Assembly is expected to appoint him later this 
week.
Speaking at a May 20 meeting with senior state officials, Pashinian said that 
Armenian courts remain linked to “the former corrupt system” and distrusted by 
the population. He announced plans for a mandatory “vetting” of all judges.
Hovannisian disputed claims that the SJC, which was formed shortly before last 
year’s “velvet revolution,” also lacks popular trust. “The public is much 
broader than speeches delivered by a few parliament deputies,” he said.

Yerevan municipality announces tender for purchase of new batch of elevators

ARKA, Armenia

YEREVAN, June 17 /ARKA/. The Yerevan Municipality has announced a tender for the purchase of a new batch of elevators, the municipality press secretary Hakob Karapetyan said in a  Facebook post.

Earlier, Yerevan Mayor Hayk Marutyan said  that residents of high-rise residential buildings will have to pay for the replacement of their outdated elevators with modern ones. The statement has caused discontent of the population. Nevertheless, the mayor’s office confirmed this information.

Vice Mayor Hayk Sarkisian said  the fee for the operation of elevators in Yerevan will increase up to 20% to cover the related costs. He said the modernization of the elevators requires about 25 billion drams (about $51 million), but the city budget does not have this amount. 

Earlier the Yerevan Municipality said that in conjunction with the Asian Development Bank it was conducting a feasibility study of multi-apartment elevators in Yerevan to prepare a package of reforms.-0-


First smart cattle-breeding farm opens in Stepanavan

ARKA, Armenia

YEREVAN, June 17, /ARKA/. The first smart cattle-breeding farm opened today in Stepanavan, in Armenian province of Lori. The opening ceremony was attended by Deputy Minister of Economy Artak Kamalyan.

The building of the farm was built under the program Animal Health Management in Armenia and Georgia, implemented by the CARD Foundation with the financial support of the Austrian Development Agency. 

The building was built on the basis of a greenhouse construction, which is considered an innovative method in Armenia. As an innovation, a cooling system, ventilation, lighting, and a remote animal video surveillance system have been also installed. Favorable conditions have been created for animals to increase yields and meat. The farm has 12 cows.

In early April the government of Armenia approved an assistance program for construction, reconstruction and technological re-equipment of small and medium-sized “smart cattle-breeding farms.’ The goal of the program is help farmers increase their productivity. In 2019-2021 some 3.2 billion drams are to be invested in the construction of 230 “smart’ farms. 

Earlier Deputy Economy Minister Tigran Gabrielyan said  the government  planned to finance 30 farms this year, but already received 135 applications and approved 123 of them. Gabrielyan said that all the submitted projects will get government funding. He said also ten day intensive courses will be held for farmers by the Agrarian University.

Three models of farms are offered – with 130-280 square meters, designed for 15 cattle worth 11 million drams, with 280-450 square meters for 25 cattle worth 23 million drams and with 450 square meters for 45 cattle worth 35 million drams.

The deputy minister said the government will provide grants for the construction of these cattle-breeding farms in the amount of 5.5 million drams, 11.5 million drams and 17.5 million drams respectively, which is almost half of the cost.

The size of subsidies for residents of border regions and for persons, who received disabilities during military service, will be 7.7 million drams, 16.1 million drams and 24.5 million drams respectively (70% of the cost). -0-
