Stricter prescription system for medications in Armenia put off for 4 years

JAM News
July 3 2019

This is the second time the government has had to give up on the idea and give people “time to psychologically prepare” for the change

Armenia has again postponed the transition to a stricter prescription based system of the sale and purchase of medication – this time, for four years.

The idea was first floated during the Velvet Revolution of 2018, but the decision was was postponed after public pressure and objection.

Social media users write they do not want to waste time in queues to see doctors, and queues are almost guaranteed to grow, given one will have to see one before obtaining a prescription.

Another point of discontent is that doctors visits are not free, and for the poor, this may make treatment even more costly and in some cases, unattainable.

The decision to transition to a prescription-only system was most recently put forward on March 1.

However, it was planned to introduce restrictions on the purchase of medicines without a prescription from a doctor gradually.

This decision caused public objection, and soon, people began selling blank proscription documents online for 5,000 AMD (about 10 USD).

That’s why in June 2018, the law was put off for a year, until 1 July 2019, when the government explained the need to study the possible risks of these restrictions, including corruption.

Now the new, post-revolutionary government of Armenia has again decided to postpone the sale of prescription drugs, earlier scheduled to begin July 1, 2019.

The Ministry of Health explained its decision by the fact that the public is not yet ready for a new procedure for purchasing drugs:

“Citizens should get used to the fact that medicines must be bought with a doctor’s prescription. It takes time for psychological preparation. It would be wrong to introduce a mechanism for the entire list of drugs immediately. First, you need to get used to buying antibiotics with a prescription, then it will become a habit to visit a doctor for a prescription, for example, for a prescription drug. ”

Now the sale of prescription drugs will take effect from January 1, 2023.

A year after Armenia’s 250,000-person revolution, Prime Minister Nikol Pashinyan explains what comes next for the country

Business Insider
July 3 2019
  • Last April, Armenia had a bloodless revolution to declare the resignation of their previous President turned Prime Minister, Serzh Sargsyan.
  • Opposition leader and current Prime Minister Nikol Pashinyan led these peaceful demonstrations. Pashinyan and his supporters called for a more democratic governmental system in Armenia.
  • Our team traveled to Yerevan, the capital of Armenia, to interview Nikol Pashinyan about what comes next for the country. We also spoke with citizens about their thoughts on post-revolution Armenia.
  • Visit Business Insider’s homepage for more stories.

Following is a transcript of the video.

Narrator: This is Nikol Pashinyan.

In April 2018, he led a 250,000-person revolution in Armenia.

The peaceful demonstrations were in reponse to the decadelong rule of Serzh Sargsyan.

After serving as president for 10 years, lawmakers elected Sargsyan to become prime minister.

But many Armenians agreed that Sargsyan had been in power for too long.

So they took to the streets to protest it.

The revolution was successful in ousting Sargsyan from power.

And Pashinyan has since been elected prime minister of Armenia.

Pashinyan: Our people were convinced that they decide nothing, and only government or establishment has opportunities and real tools and leverages to decide their destiny, and the destiny of our country.

We had a problem with the official results of elections because continuously the results of elections were falsified.

We had a huge problem of electoral bribes, vote buying, etc. But our last snap parliamentary elections were assessed by international observers as free, democratic, independent, and reliable.

And we had a tremendous change in our political life because of the change of personal behaviour of every citizen.

Narrator: Armenia has historically been a crossroads between Europe, Asia, and the Middle East.

Neighbors include Turkey to the left, Azerbaijan to the right, Iran to the south, and Georgia and Russia to the north.

With such a diverse group of neighbors and a long history of conflict, international relations can be very complicated.

Pashinyan: For us, it’s very important, our relations with our neighbors, Iran and Georgia. Unfortunately, two of our borders from four are closed.

Narrator: Those two closed borders are Turkey and Azerbaijan, largely because of the frozen conflict regarding the disputed Nagorno-Karabakh region.

While international relations can be difficult, Pashinyan is focusing on domestic economic changes to shape the country’s near future. One growth sector he’s confident about is tech.

That includes the Tumo Center for Creative Technologies, a free learning center for the Armenian youth that specializes in technology and design.

The center has recently expanded to Paris and Beirut, with plans for more international locations.

Pashinyan: That means that Armenia is starting to export technologists. These kinds of technologists actually are changing the face of Armenia.

Narrator: Armenia has a population of about 2.9 million people for 11,484 square miles.

For comparison, about 8.9 million people live in New York City.

Armen Ghazaryan, head of migration services, hopes this number can grow following the revolution.

Ghazaryan: Armenia is a country of destination, country of transit, and country of origin.

We are all those three in one.

Armenia is also a country that is in the process of change, and this is a very important pull factor.

It brings people here because people want to be part of the change, and they want to transform a country and be engaged in this transformation process, be it on a political level, be it on economic level, and hopefully later on, on social and cultural levels as well.

Narrator: We spoke with citizens in the capital of Armenia about post-revolution life.

Man: Of course, it’s changed, of course.

Because today already, within the people, there’s trust.

Student: Before, our job market was very busy, and new graduates usually weren’t employed.

Now there are many organizations, which are international organizations, that have come here and opened their branch in Armenia.

Woman: I don’t know, I’m from a far village.

Our countryside life hasn’t changed much, nothing more, nothing less.

In our lives, everything is normal, we hope God makes it better.

Her remarks came during the launch of the program on the prevention and punishment of domestic violence in Armenia.

According to her, it is important to create an appropriate atmosphere in the society, as well as a change in the education system.

“It is frightening that in our society many people neglect the problem of domestic violence,” she said.

Anapiosyan highlighted the importance of the fact that the implementation of the reform program for the development of gender equality is accompanied by the involvement of the general population.

Armenian authorities and the Council of Europe launched on Wednesday the joint program on the prevention and punishment of domestic violence in Armenia.

Asbarez: ANCA Summer Interns Turn Up the Heat on Capitol Hill

The 2019 ANCA Leo Sarkisian Interns and Maral Melkonian Avetisyan Summer Fellow spending their first day on Capitol Hill (from l to r): Lucine Poturyan, Gregory Mikhanjian, Karin Kassabian, ANCA Government Affairs Director Tereza Yerimyan, Daron Pogharian, Nairi Diratsouian, Varant Anmahouni, Roubina Bozoian, Hakop Hajibekyan, Mary Galstian, and ANCA Program Director Sipan Ohannesian

WASHINGTON—The 2019 Armenian National Committee of America Leo Sarkisian Internship participants hit the ground running, playing a front-line role in securing House passage of $40 million in additional aid to Armenia, and $1.5 million in continued de-mining aid for Artsakh.

Just two humid days into their 8-week program, the ANCA-LSI team personally visited all 439 U.S. House offices in the hot-bed of the nation’s capital, building on a nationwide grassroots campaign advocating for the pro-Armenia and Artsakh initiatives led by Representatives Jackie Speier (D-CA) and T.J. Cox (D-CA).

“There’s no better way to start your internship in DC than right in the halls of Congress,” noted ANCA Government Affairs Director Tereza Yerimyan. “From walking into offices to brief staffers on votes taking place later that day to running into Armenian Americans working on Capitol Hill and learning of their experiences, our interns gained firsthand experience on how to advocate effectively, met the growing professional community we have helped establish, and experienced the adrenaline of seeing pro-Armenian measures pass immediately.”

Below is a short video introducing the ANCA Leo Sarkisian summer interns:

Hailing from states stretching across the United States to Quebec, Canada—all with diverse backgrounds—the LSI interns have gathered in Washington, D.C., for one purpose: advancing Armenian American policy priorities at the local, state, and national levels. To this end, Leo Sarkisian interns received rigorous advocacy training by working closely with industry specialists, federal officials, and veteran community activists.

The Leo Sarkisian Internship—named after the late ANCA Eastern U.S. community leader and Hai Tahd advocate—empowers dedicated Armenians in their efforts to achieve justice for the Armenian Genocide, freedom for Artsakh, and a secure and prosperous Armenian homeland. The LSI was established in 1986 and now has hundreds of alumni across the world.

Leo Sarkisian interns are selected through a highly competitive application process with acceptance based on academic excellence and demonstrated capacity for community leadership. Summer interns stay at The Aramian House, an eight-bedroom former bed and breakfast located in Washington D.C.’s historic Dupont Circle neighborhood, just a short walk from the ANCA headquarters.

The 2019 Leo Sarkisian interns are Varant Anmahouni, Roubina Bozoian, Nairi Diratsouian, Mary Galstian, Hakop Hajibekyan, Karin Kassabian, Gregory Mikhanjian, and Daron Pogharian. Joining them are ANCA Maral Melkonian Avetisyan Summer Fellow Lucine Poturyan and Capital Gateway Program High School interns Arya Balian and Hayk Safaryan.

Meet the 2019 ANCA Leo Sarkisian Interns:

“Armenia is in a precarious situation. A century of genocide denial and decades of ignored Azerbaijani hostility in Artsakh all but confirms a singular point: Armenia should not expect any favors going forward. We are solely responsible for answering the questions which remain. But this situation, while pressing, is nothing new—the very existence of an independent Armenia and Artsakh today is a testament to generations of Armenians who refused to bow their heads during their own pursuit of Hai Tahd (the Armenian Cause). Central to these efforts has been the ANCA, and with the LSI, I am proud to join yet another wave of committed activists who will work tirelessly towards the realization of this just cause.”

Roubina Bozoian is a rising junior at Montclair State University, in New Jersey, pursuing a degree in Finance. “I’d like to thank the ANCA team for providing me the rigorous training needed to effectively pursue the challenges and opportunities that I crave. ANCA continually strives, each day, to improve the well-being and prosperity of the Armenian people, and I would like to contribute to that mission. I look forward to further cultivating my skills at the ANCA-LSI program in order to serve my fellow compatriots and communities in Armenia, Artsakh, and the worldwide Diaspora.”

“I am very excited to be in Washington, D.C., and to help further the Armenian Cause within the Federal Government. During our second day, the LSI team and I were able to play a meaningful role in securing the passage of amendments #84 and #103 of H.Res. 2740, which sent $40 million in aid to Armenia and $1.5 million to further demining efforts in Artsakh. The opportunity which the ANCA has granted the interns allows us to gain perspective on issues concerning the Armenian Cause. I am extremely glad to be learning about Armenian American interests and doing my part in advancing Hai Tahd.”

Gregory Mikhanjian is a rising junior at California State University Fullerton and pursuing a degree in Political Science. His university recently sponsored him to visit California’s capital to advocate for student issues, and he has since set his sights towards having his first experience working within the federal government. Western Diocese Announces Launch of Holy Etchmiadzin Restoration

Archbishop Hovnan Derderian delivering his sermon

BY TALEEN BABAYAN

For centuries, Holy Etchmiadzin, the epicenter of the Armenian people and their deeply anchored Christian faith, has transcended its spiritual walls to become a beacon of inspiration, protection and prayer for Armenians around the world in the face of upheaval and historic tragedy. The significant mission and symbolic soul of the Mother See was venerated on Sunday, June 23 during the Feast of Holy Etchmiadzin, at St. Leon Cathedral in Burbank, California. The occasion served as the official launch of a global campaign to raise funds for the renovation of this ancient church to ensure its longevity as a sacred site and as the authoritative head of the Armenian Church.

Archbishop Hovnan Derderian, Primate of the Western Diocese of North America, served as celebrant of the Divine Liturgy, revering the glorious past of the Holy See, while conveying the importance of maintaining the structural health of the vital institution. Handpicked by His Holiness Karekin II, Catholicos of All Armenians, Archbishop Derderian will lead worldwide fundraising efforts for this endeavor, coordinating and executing plans to shore up interest from Dioceses throughout the Diaspora. Under his tutelage, funds will be raised to reinforce the foundation of Holy Etchmiadzin and to restore its walls, murals and dome, while excavating archaeological findings.

A special Pontifical Encyclical commemorating the Feast Day was read by Reverend Khajag Shahbazyan, pastor of St. Leon Cathedral, during the Divine Liturgy. The message, written by His Holiness, highlighted the rich history of the Mother See and the critical need for renovation funds to procure the indelible presence of Holy Etchmiadzin, which traces its roots to the advent of Christianity.

Echoing the words of His Holiness, Archbishop Derderian focused his sermon on the fruitful legacy of Holy Etchmiadzin, and how the sentiments of the Pontifical Encyclical were shared with Armenian Churches from the Diaspora, to Armenia, to Artsakh, asserting that the institution was “born into the lives of Armenians in the fields of Ararat, where God descended with a golden hammer and selected the spot of where the first Catholicon would be established.”

“Etchmiadzin is God’s house and it is the home of our prayers today and for upcoming generations,” said Archbishop Derderian. “It brings the children of our nation together from all four corners of the world.”

He urged the faithful to visit Armenia and make an ookhd (vow) on the religious soil “to remain an Armenian Christian and to serve the Armenian Church and Armenian nation.”

“From the altar of Holy Etchmiadzin, we birthed our people’s identity and through God’s words we enlightened the lives of our faithful,” said Archbishop Derderian. “Because of Holy Etchmiadzin, our presence as a nation and as a people is secure.”

Reverend Shahbazyan reading the Pontifical Encyclical

He elaborated further on the Pontifical Encyclical and the powerful directive from the Mother See that Holy Etchmiadzin is the “foundation of the Armenian faith” for close to 2,000 years and that renovation funds will help maintain the “golden bridge” between Armenia and the Diaspora. Archbishop Derderian noted that the reconstruction campaign is a monumental undertaking and careful planning is in place under the watchful eye of professional experts who came from around the world to assess the renovation needs.

“If every Armenian makes a contribution, we will succeed in this effort and the light will remain in Etchmiadzin,” said Archbishop Derderian. “It is in the church that we feel the breath of our homeland and our holy faith and where we instill in our children the Armenian language, religion and culture.”

A UNESCO World Heritage Site that attracts countless visitors, Holy Etchmiadzin has undergone a series of renovations since its founding in 301 AD. Major restorations during the 17th century included work on the dome, ceiling, roof, foundations and paving as well as the addition of belfries. A century later, the monastery was walled and separated from the city to create a fortress and keep the cathedral away from external harm. The last extensive renovation was completed in the mid-20th century, by virtue of the generosity of benefactors Calouste Gulbenkian and Alex Manoogian.

“The Cathedral of Etchmiadzin is, symbolically and actually, the rock on which the Armenian Church and our Apostolic faith rests,” said Stepan Khzrtian, Esq., Secretary for the Etchmiadzin Cathedral Renovation Campaign Committee of the Western Diocese. “To allow our Mother Cathedral to fall into a volatile state jeopardizes the very bedrock on which we are baptized, but also compromises the timeless leadership of our first Catholicos.”

The grace of Holy Etchmiadzin is not only in its distinct architecture and design, but how it has served as a source of unification for Armenians, particularly during times of oppression. Time and again the cathedral shielded itself against the hands of foreign aggressors, particularly during the tumultuous chapter of the Armenian Genocide, where close to 70,000 refugees found haven within its walls, and where the Armenian Near East Relief built a hospital and orphanage on the church grounds. From the shadows, Holy Etchmiadzin provided vigor, faith and inspiration to the Armenian forces who pushed back the Turks and defended what was left of the battered homeland during the victorious Battle of Sardarabad, which took place mere miles from Holy Etchmiadzin. The Cathedral continues to live and to strengthen the Armenian faith and people through its many wide-ranging functions.

“Etchmiadzin is our spiritual capital and has been a very important educational center where our intellectuals, spiritual leaders, educators, and historians received their education,” said Dr. Simonian, a board member of the Etchmiadzin Cathedral Renovation Campaign Committee of Southern California. “The Mother See enlightens the hearts and spirits of all the Armenians living in the Diaspora, which is so important to help us preserve our identity as proud Armenian Christians in these difficult conditions, thousands of miles away from our fatherland.”

Barekamutiun International Dance Studio performs a cultural program on Turpanjian Plaza of the Western Diocese

Following Divine Liturgy, a procession was led to Turpanjian Plaza where the Barekamutiun International Dance Studio presented a cultural program celebrating Armenian song and dance. In his remarks, Reverend Vazken Movsesian shared his personal journey and the meaning of Holy Etchmiadzin in his life, which was ignited when he first traveled to Armenia at the age of 20, accompanied by Archbishop Vatche Hovsepian, former Primate of the Western Diocese.

“During the Soviet Union religion was suppressed, but there was a light in Etchmiadzin I saw with my own eyes,” said Reverend Movsesian. “Today we have all the ability and the ease to travel to an independent Armenia, but during those years Etchmiadzin was what was Armenia for us and it was what gave us our faith and hope.”

“Long live Etchmiadzin,” concluded Reverend Movsesian. “It has been our home, and I’m so happy that we can dance, sing, pray and be happy in our house.”

The construction and restoration specialists plan to finish renovations prior to the National Ecclesiastical Assembly in September 2020, which will take place in the holy sanctuary, barring no further discoveries are made to warrant additional renovations.

“The Cathedral of Etchmiadzin must be saved as a religious and national structure, as a spiritual and a cultural phenomenon, and also as the oldest continually-standing cathedral in the world,” said Khzrtian. “This salvation shall come from broad circles of the children of our nation because the words and teachings of the Armenian Church nourish the many and not the few, so its eternity shall be ensured by the many, and not the few.”

Donations for the Etchmiadzin Cathedral Renovation can be made securely through the Western Diocese by mail or in person (please, note the reason for the donation in the memo section). All donations made through the Western Diocese are tax-deductible.

Karén Karslyan to Discuss Contemporary Armenian Revolutionary Movements at Abril Bookstore

GLENDALE—Author Karén Karslyan will release his new book in Armenian titled, “The Regime is in Panic.” The book launch will be accompanied by a special slideshow presentation, as well as a discussion of contemporary Armenian revolutionary movements. The event will be held on Saturday, July 13 at 7:30 p.m. at Abril Bookstore, located at 415 E. Broadway, Glendale, CA 91205. Admission is free with reception to follow. Karslyan will be introduced by activist Hayk Makhmurian.

“The Regime is in Panic,” a documentary tragicomedy consisting of 21.5 acts and 168 dramatis personnae, unearths the roots of the 2018 revolution of love and solidarity in Armenia going as far back as 1996. The most significant movements associated with the presidencies of Levon Ter-Petrosyan, Robert Kocharyan, Serzh Sargsyan, and the premiership of Nikol Pashinyan are depicted from the perspective of the notorious phrase “the regime is in panic.” Various derivatives of this phrase have, for decades, been periodically exploited by numerous public and political figures (such as Nikol Pashinyan, Levon Ter-Petrosyan, Artashes Geghamyan, Zaruhi Postanjyan, etc.). 91 out of 300 pages are Karén Karslyan’s authentic animated illustrations of the following remarkable revolutionary movements: “Levon, Go Away!” (1996); “Struggle, Struggle Until the End” (2008); “The Revolution of Hello” (2013), “Electric Yerevan” (2015), “Hostage Crisis of Sasna Dzrrer” (2016) and “My step” (2018). Some of these illustrations will be exhibited during the presentation at Abril Bookstore.

Directed by Nanor Petrosyan, and staged at the Tech Degh theater, the premiere of the play took place in Yerevan, on June 18.

Karén Karslyan is a poet, novelist, translator, musician, and a visual artist.
