ArmInfo.  The intention of the  Armenian government to build a 150-kilometer road from Kapan to  Hadrut (Nagorno-Karabakh) has angered and confused Baku.

Thus, the Ministry of Foreign Affairs of Azerbaijan hurried to make a  statement in which it once again criticized the Armenian authorities  and accused them of intent to strengthen the existing status quo.   “The statement by a high-ranking official of Armenia on the  construction of a new road called the” southern direction “along the  “occupied territories of Azerbaijan” is another example of Armenia’s  true intention to consolidate the status quo based on “military  occupation”, undermine the settlement of the conflict through  negotiations and annex the “occupied territories of Azerbaijan”,” the  Ministry of Foreign Affairs of Azerbaijan stated.

At the same time, Baku also assures that the “illegal” activities of  Armenia in Artsakh, including infrastructural changes, indicate that  its statements about the intention to resolve the conflict peacefully  are nothing but “hypocrisy and misleading of the international  community”. As follows from the statement by the ministry, Baku is  concerned that by building this road, Armenia will begin to enjoy the  benefits of natural and other resources in these areas.  

Earlier, Secretary of the Security Council of Armenia Armen  Grigoryan, in an interview with the RFE/RL’s Armenian editorial  Service, stated that the Armenian government plans to build a 150-  kilometer road from Kapan to Nagorno-Karabakh (to Hadrut) in 2020.  Grigoryan said the decision has already been made. “I hope that by  the end of the year we will summarize the discussions and we will  have a roadmap to build this road,” said Grigoryan. He added that it  is planned to build a road in a short time – in 2020, there are funds  for construction.

Gyumri has never celebrated Vardavar in such a way. Gyumri-born producer Ruben Mkhitaryan on Sunday told this to Tert.am.

“We have welcomed about 1,000 people yesterday alone, 2,000 to 3,000 [more] people are on the way, and there are 4,000 people at the [main] square,” he said. “There has never been such a thing in Gyumri; I’m convinced that [from now on] it [Vardavar] will be celebrated [in Gyumri] in such a way every year.”

Many well-known Armenians on Sunday have come to Armenia’s second largest city, along the lines of Mkhitaryan’s challenge that was made on social media. Ruben Mkhitaryan had challenged people to come to Gyumri, to celebrate Vardavar there, to shoot their “wet” video, and to mention the people whom they would like to see and water in Gyumri.

A famous physician and academician has died after a road accident Sunday, in Armavir Province of Armenia.

Between 7:30am to 8am, an SUV went off road—under yet unknown circumstances—on the Argina-Karakert motorway, crashed into huge stones, rolled over several times, and ended up in a gorge, shamshyan.com reported.

The driver—Nver Kirakosyan—died on the spot, but his body was found about 20 meters from the car.

Police arrived at the scene.

Those assembled at the scene said the deceased was a well-known and beloved physician who had saved many lives.

He was a physician and an academician, as well as the director of a medical diagnostic center.

STEPANAKERT. – President of the Republic of Artsakh (Nagorno-Karabakh Republic), Bako Sahakyan, on Sunday attended—in the Gandzasar Monastic Complex—an event devoted to the Feast of the Transfiguration of Jesus Christ, which is commonly known among Armenians as Vardavar.

Subsequently, the President was on hand at the launch of the newly reprinted The Book of Sadness by Gregory of Narek, Central Information Department of the Office of the Republic of Artsakh President informed Armenian News-NEWS.am.

In his remarks at this event, Sahakyan noted the importance of works contributing to the preservation of national cultural values and patriotic upbringing of the younger generation.

National Assembly speaker Ashot Ghoulyan, and several other officials also attended these events.

Deputy Prime Minister Tigran Avinyan, French Ambassador Jonathan Lacôte, Health Minister Arsen Torosyan, Ararat Province Governor Garik Sargsyan, and Deputy Education, Science, Culture and Sport Minister Gevorg Loretsyan on Sunday celebrated Vardavar in Masis, Armenia (PHOTOS).

The third Tour de Masis bicycle ride took place. The event brought together about 100 amateur cyclists, and it kicked off at 9am, from Republic Square, the heart of downtown capital city Yerevan.

The cyclists, led by deputy PM Avinyan, were accompanied by police cars and two ambulances.

“Such an initiative means we are going to see a lot of cyclists in the streets of Yerevan soon,” Avinyan said, in particular. “But Yerevan should be accessible for cyclists.”

The participants of this bike ride rode 16 kilometers, and they stopped over once.

The finish line was at La Francophonie Park in Masis, where a draw was held for a brand new bicycle.

Subsequently, the French ambassador, the Armenian deputy PM, and the other participants in this bike ride together celebrated Vardavar with buckets full of water.

Afterward, they rode back to Yerevan.

Once the center of IT innovation of the Soviet Era, Armenia has become the Silicon Valley of the South Caucasus, said author Kostas Pliakos in the report adding.

According to him, for over a decade, Armenia has entered the field of new technologies very quickly, not only as an outsourcing destination, but also as a producer of new ideas, applications, and products.

“57% of its students are women, which is normal for Armenia. It is the country with the largest proportion of female IT workers, reaching 33%,” the report said.

The journalists visited start-ups and IT companies in Yerevan, such as PicsArt, BetConstruct, TUMO Center for Creative Technology; and Armath Engineering Laboratory.

They also visited Vanadzor Technological Center and COAF Smart Center in the Armenian Lori province.

WCIT 2019 will be held in Yerevan on October 6-9, 2019. The Congress is hosted by Armenia with the support and under the high patronage of the Government of the Republic of Armenia. The World Congress on Information Technology (WCIT) was established by the World Information Technology and Services Alliance (WITSA). Its main organizing body is the Union of Advanced Technology Enterprises (UATE).

Two cases of suicide in Armenian army in one week

In the last week, there have been two cases of suicide by Armenian conscripts.

Judging by the articles of the criminal cases that have been launched, it would seem that the young men were driven to suicide by their fellow servicemen and officers.

The public is alarmed, as there have been no such cases in the Armenian army lately.

The body of 19-year-old Volodya Galoyan, serving in Nagorno-Karabakh, was found 50 meters from an observation post. Investigators say the soldier first tried to shoot his commanding officer, but failed.

Immediately afterwards, Galoyan left the fighting position. A few hours later, his body was found with a gunshot wound in the jaw area, and his AK-47.

A criminal case was opened into “attempted homicide” and “causing to commit suicide.”

Galoyan’s commanding officer has been detained, as he is suspected of “beating a subordinate.”

19-year-old Amik Vardanyan was the victim of the second incident.

Vardanyan, also a draftee, was found with a bullet wound through the forehead in a combat position. Under what circumstances the tragedy occurred has not yet been reported. However, a criminal case has already been initiated under the article “causing to commit suicide”.

Amik Vardanyan was the only child in the family. He was called up in January of this year. His relatives do not believe that he committed suicide, and declared he was physically prepared, balanced, could stand up for himself and would not take such a step. According to them, Amik recently came home on vacation, and did not speak of any disturbances in his army life.

Human rights advocates also have trouble believing that Vardanyan killed himself. For many years, human rights activist Zhanna Aleksanyan has been working to protect the rights of servicemen and says that the version of the investigation is full of holes:

“I do not understand how they determined within just two hours that it was suicide, moreover, as a result of a shot to the forehead. Although I am not surprised, after all, the Investigative Committee has even qualified a headshot from the back – at the top of the head – as suicide.”

Aleksanyan says that in such cases, the court generally takes the side of the prosecutor’s office:

“At best, charges are brought against several servicemen who are imprisoned for two to three years or are not imprisoned at all. Often they will not even be arrested. I will say that not a single officer, not a single commander of a unit has ever been convicted.”

On July 25, the Military Prosecutor’s Office of Armenia published official statistics, which indicate a decrease in the number of crimes in the Armed Forces.

According to official statistics, in the first half of 2019, 425 crimes were committed in the army – a 16.5 percent drop than in the same period of 2018.

It is worth nothing that crimes of a military nature also went down by 18.5 percent. According to the data provided by the military procurator, this year, five servicemen have been killed, two of them by shots from the Azerbaijani side.

The head of the Vanadzor office of the Helsinki Civil Assembly, Arthur Sakunts, commented to JAMnews on the data published by the Military Prosecutor’s Office.

Sakunts say that many cases of violence in the army are not recorded, as a result, they drop out of official statistics:

“We often do not find out about cases of harm to health as a result of non-statutory relations. It is more difficult to keep silent about deaths, but this can happen as well. But even official statistics indicate that there are fewer victims from the actions of the enemy. At the same time, the opposite trend is observed: the number of victims is growing in a largely peaceful environment.”

Sakunts says that the circumstances surrounding the death of the two soldiers will be discovered. However, the articles on which the criminal cases have been initiated nevertheless indicate that in the units where the deceased served, there is evidence of abusive and violent treatment of conscripts.

He also believes that the true culprits are often either not prosecuted at all, or receive a rather lenient punishment:

“Such cases suggest that there is still no systemic solution that could prevent such incidents. The servicemen are left alone with their problems. They have no means for self-defense. That is why such phenomena happen.”



What makes Armenia’s new national security strategy different compared to the old one?

Over the past 12 years, many events have taken place in the world and the region, and internal political landscape of Armenia itself has changed since the “velvet revolution”. This is the opinion of authorities of the republic and Prime Minister Nikol Pashinyan. That’s why country’s leadership has ordered to create special interdepartmental group, which will work on development of new national security strategy.

Despite statements and determination of the revolutionary government, it’s already clear that existing strategy of the republic won’t undergo significant changes. Armenia still develops its national security without any regard for the regional. Tense relations between the West and Iran, Russia and the United States, another escalation of Russian-Georgian relations, unresolved Armenian-Turkish and Armenian-Azerbaijani conflicts force Yerevan to maneuver in foreign policy space, according to Armenian strategists. Consequences of Iran’s isolation and aggravation of situation in relations with its neighbors, which are constantly threatening to develop into large-scale military actions, will be painful for Armenia. National security strategy that had existed for many years was based on ideological concept of preservation and maintenance of Armenian identity and didn’t envision creation of unified security system of the entire South Caucasus. Current authorities also don’t consider possibility of development of common regional approaches to problems of collective security. Armenia consistently builds foreign policy relations exclusively with interested parties, viewing international relations through the prism of balance of forces in the region.

Karabakh issue will continue to play a decisive role among main directions of the new strategy. Secretary of the Security Council of Armenia Armen Grigoryan noted at a press conference on July 26 that “Armenian authorities should take into account the events of April of 2016 in Karabakh and prevent their recurrence.” Translating ideological basis of the previous strategy, republic’s leadership basically identified foreign policy of Azerbaijan as the main threat to its security. However, declared values, challenges and threats donэt explain how Armenia will overcome blockade of transit routes to territories of border states, isolation from regional programs, arms race. Any creation, consolidation and expansion of strategic alliances between Turkey and Azerbaijan or other partners of Baku will be considered hurtful in Armenia.

Developers of the program want to strengthen it at the expense of “soft power”, which should become a new element of the strategy. Current leadership of the republic doesn’t hide its desire to actively use resources of the Armenian diaspora. Pashinyan doesn’t want to resolve problems alone and expects, through close contacts with representatives of foreign Armenians, to strengthen statehood and to structure national identity of the disparate diaspora. Zare Sinanian plays a huge role in this. He was appointed chief commissioner for diaspora affairs. His biggest achievement is the fact that he has numerous contacts with diaspora organizations in the United States, France, Belgium and other countries. He also proved himself to be very active in “legitimization” of the self-proclaimed regime in Nagorno-Karabakh, which earned him particular trust from the government.

Developers of the national security strategy also believe that it’s necessary to better define institution of the president and his powers. Speaking about prevention of excessive centralization of power, Pashinyan hopes to strengthen Armenian foreign policy, but not powers of the current president, Armen Sarkissian, despite his powerful ties with politicians and big businessmen in different countries, including with Armenian diaspora. Pashinyan is preparing a place for Levon Ter-Petrosyan, who is closest to him when it comes to political views. He hopes to use his return to big politics for personal political ambitions: by delegating some of his powers to Ter-Petrosyan, Pashinyan will protect himself any consequences of the developing Karabakh issue.
