Turkish Press: Sky is limit for Turkey-Azerbaijan relations: Envoy
The relations between Azerbaijan and Turkey are based on cordial, friendly, very practical and positive strategic ties, Azerbaijan’s ambassador to Turkey told reporters.
“Sky is the limit for Turkey-Azerbaijan relations,” Khazar Ibrahim said, recalling that relations between the two countries were based the principle of “one nation, two state” coined by former Azerbaijani President Haydar Aliyev.
Speaking on ending visa requirement for Turkish citizens, Ibrahim said that as of Sept. 1, visa requirements would be lifted for Turkish citizens visiting Azerbaijan for up to 30 days.
He said Turkish President Recep Tayyip Erdogan and his Azerbaijani counterpart Ilham Aliyev recently spoke on the matter, adding that Azerbaijan’s embassy in Ankara had “presented an official note verbale” to Turkey’s Foreign Ministry on Thursday.
“That goes in line with the general relations between two brotherly nations,” Ibrahim said.
He underlined that the decision to lift visas was made through political will, noting that he believed the motion will have a “very strong impact” on Turkish citizens’ travel to Azerbaijan.
Ibrahim stressed that even before the move there had always been a “big inflow” of Turkish citizens to Azerbaijan for many reasons, including travel, family affairs and business.
On the reason behind the long-awaited visa lifting, Ibrahim said: “Positively surprising our brothers is always good.”
Underlining visa requirements were matters to be considered within bureaucracies and would be decided “from the top” on the basis of practicality and national interests, he noted that such decisions rare in the history of Azerbaijan since its independence from the U.S.S.R. in 1991.
“So, that’s why this is a big decision, and this decision is taken, and that will have a big boost for bilateral relations,” he said, denying claims visas were previously required in relation to Turkish citizens of Armenian origin.
“I don’t think that we should look for the black cat in the dark room, because, there is no black room, and there is no black cat, actually,” he said.
“Travel freely, travel as easy as possible”
Ibrahim stressed that both countries always aimed to increase travel between them.
“We will never be satisfied with the numbers, both ways,” he said, adding that the goal was to have “brotherly” nations.
“Travel freely, travel as easy as possible,” he said.
He also stressed that sometimes there was a “huge exaggeration” of visa requirements.
Ibrahim highlighted that besides visa regulations, there were many other things which affected travel, including rising flight numbers, railway connections, road quality, general economic circumstances and tourism opportunities for the two countries’ citizens.
“Sometimes, it is psychological barriers,” he said, noting that some may not be aware all the rules regarding travel policies, and start “bureaucratic panicking”.
Latest developments on Upper Karabakh conflict
Ibrahim underlined that little progress had been made towards a resolution of the Karabakh conflict between Azerbaijan and Armenia.
“We had expectations from the new Armenian leadership. We don’t see it going as well as we have expected,” he said.
Stressing that “expectations are failing”, Ibrahim said Baku did not believe that “potential is exhausted”.
He underlined that the same “tactics” which have been played out by the previous Armenian administrations were currently being repeated.
Nevertheless, diplomatic efforts continue, he added.
“We believe that the [OSCE] Minsk Group co-chairs should be more active in pursuing the country which is indeed breaking international law and occupying illegally the territories of Azerbaijan to come in terms not only with its neighbors but also with international law.”
The Minsk group — co-chaired by France, Russia and the U.S. — was formed to find a peaceful solution to the conflict.
He also asserted that it was impossible to live in these kind of circumstances in the 21st century.
“You cannot just grab the lands of your neighbor and run away, especially the neighbor, who can easily take it back,” Ibrahim said.
Karabakh — a disputed territory between Azerbaijan and Armenia — broke away from Azerbaijan in 1991 with military support from neighboring Armenia, and a peace process has yet to be implemented.
Three UN Security Council resolutions and two UN General Assembly resolutions refer to Karabakh as being part of Azerbaijan, and the Parliamentary Assembly of the Council of Europe refers to the region as being occupied by Armenian forces.
The Armenian occupation of Karabakh led to the closing of the frontier with Turkey, which sides with Baku in the dispute.
Turkish Press: Ankara steps up for minority rights
These words were said by one of the elders of the Greek community in Turkey, First Representative of Minority Foundations Laki Vingas. The reason why he expressed these sentences is that the Presidency embraced and promoted to the world the Akdamar Church in Van, one of the most symbolic monuments of the Armenian community. Aya İrini Church, where Akdamar was promoted on Wednesday evening, smelled like “the spirit of common life” that Vingas mentioned.
Message to Armenians
The restoration of the 1,100-year-old Akdamar Church in Lake Van was actually started in 2005 under the Justice and Development Party (AKP) rule.
The church was opened in 2010, and there was a church service for the first time in 95 years. This was a key church for clergy until 1915, not only for Armenians but for the whole Christian world.
Now, the Presidential Communication Office, chaired by Professor Fahrettin Altun, is introducing Akdamar to the World. The website for “Akdamar Holy Cross Church” has been prepared not only in Turkish but also in English and Armenian languages. Moreover, this demonstration project is the first phase of an initiative to introduce all faiths, religious and cultural heritage of Turkey to the world. This first phase holds many historic firsts for Turkey. It gives critical messages to the whole world.
Historical firsts
The first of these is that the government of Turkey officially uses the concept of “Holy Cross” for the first time.
“It is very impressive and has huge symbolic importance as Turkey’s most senior office adopts and presents the church with this _expression_ and with this understanding,” Laki Vingas said. Moreover, this initiative, being done in the Christian church of Hagia Irene with Akdamar photographs taken by master photographer İzzet Keribar who is of Jewish origin, reinforces the message given. Invitations to the spiritual leader of the Armenian Patriarchate Gov. Sahak Maşalyan and Chief Rabbi of Turkey Jews Rabbi Ishak Haleva, were the manifestation of this message.
Another first is that the state has opened an official website for a church. Daily Hürriyet columnist Ertuğrul Özkök also pointed at this and asked, “Is this the first public service in Armenian by Turkey’s state?” Vingas is the one that would give the most competent answer. “The state had previously published Armenian books. However, this is the first Armenian website,” he replied.
Another issue that Vingas pointed out is that the assistance of the relevant minority in the process of renovation and opening of these monuments. In other words, with the spirit of the stakeholder. “But the Turkish people should also be the stakeholders of that monument,” he added. The positive atmosphere and awareness that it will create in the public opinion is preparing the ground for further progressive steps.
Original Turkey
The increasing importance of monuments of different faiths in its territory emphasizes the strategic value of Turkey. The fact that a Muslim-majority country preserves and presents the Ottoman heritage for the Christian and Jewish world makes the country’s unique position in the world. President Tayyip Erdoğan’s message in the invitation, which emphasizes that he will continue his efforts for “our common cultural heritage to regain its deserved value” is foreshadowing such a vision.
So let’s finish with Maşalyan’s words: “Not now, but in the past, the peak of every civilization, the highest point it reached, was measured by the glory of its temples. So people were mobilizing opportunities of their wealth, to build and equip their temples.”
Turkey also grew and will grow to the extent that it embraces the temples of all faiths in its territory. This is exactly what makes a state great.
Turkish Press: Turkish, Armenian athletes dive in Lake Van to raise awareness for environmental protection
Under the scope of a project initiated by the Van Metropolitan Municipality, Turkish athletes from the Van Diving School and a total of 10 Armenian divers gathered in the eastern Turkish province.
The group carried banners bearing Turkish and Armenian slogans to draw attention to the water pollution in the 3,712 square kilometer surface lake which is the largest in Turley.
The divers have also collected garbage they found during the dive.
Being the largest lake in Turkey, Lake Van is located in the far east of the provinces of Van and Bitlis. It is a saline soda lake, receiving water from numerous small streams that descend from the surrounding mountains. In the last couple of years, the popularity of Lake Van increased with a touristic train line from Ankara and beaches opened up on the shores of the lake. The lake is also popular among divers as the underwater riches of the lake lure explorers to the region.

As ARMENPRESS was informed from the press service of the Mother See of Holy Etchmiadzin, the religious leaders note that the Church welcomes any measure, including a legal document, aimed at ruling our any domestic violence or violence in general. “Irrespective of the biological differences created by God, all people enjoy the same care of God”, reads the statement, adding that prevention of violence as well as any other evil should never lead to another sin or evil. “In this context, some of the ideas and concepts of the Convention raise concerns”, says the statement, clarifying that the formulations and explanations that define a 3rd sex apart from female and male are incompatible with the moral understandings of the Church”, reads the statement, citing the relevant provisions of the Convention that allow an individual to choose his own gender.
“The Christian Orthodox understanding of human rights and freedoms rules out the distortion or modification of the Godly created identity of an individual”, emphasizes the statement.
The Church leaders also raised concerns over the fact that some provisions of the Convention are in contradiction with the Church’s invariable doctrine about family. According to the Church doctrine a family can be formed only by the unification of man and woman, who become one body and one spirit by sacred marriage.
“Given the fact that there are extremely concerning points in the Convention from the perspective of our national-spiritual identity and security, we urge our authorities to refrain from ratifying the document”, reads the statement.

Artsakh’s President convenes consultation to discuss maintenance of Pan-Armenian Summer Games
19:45, 26 July, 2019
YEREVAN, JULY 26, ARMENPRESS. President of Artsakh Bako Sahakyan met on July 26 in the Stepanakert Culture and Youth Palace with responsible officials involved in the maintenance of the 7th Pan-Armenian Summer Games to be held in Artsakh.
As ARMENPRESS was informed from the press service of Artsakh President’s Office, the Head of the State highlighted the need for high level performance of the maintenance activities, noting that they were an important component of holding the games up to par.
Samvel Babayan`s initiative group: The resignation of the NKR President Bako Sahakyan must be on the agenda
ArmInfo. The former head of the Artsakh Defense Forces, Samvel Babayan, stated that the media reports that he would not run for the presidency of the NKR, in the event of the resignation of Bako Sahakyan, are not true.
The statement of the representatives of Babayan’s initiative group, in particular, states: “The resignation of Bako Sahakyan and the nomination of Samvel Babayan cannot be linked to each other. There can be no agreement between the parties. These are two different and unrelated processes. This the process will be held according to the law, with all the appropriate steps. When it comes to the nomination, Samvel Babayan will surely put forward his candidacy for the presidency of the NKR, “the statement says.
The statement also touches upon the issue of the resignation of the current President of Artsakh Bako Sahakyan. “This is a very serious question. Bako Sahakyan must resign for illegally seizing the presidency of Artsakh for the third time, which is a violation of the constitutional order. The NKR must hold new free elections in which the people of Artsakh will express their will and form a legitimate authority. 20 years of democracy in Nagorno-Karabakh has been crushed. But it, in the end, must win, ensuring a healthy political competition for all forces, “the statement stresses. It should be noted that the day before the Artsakh party “United Armenia” made the same demand. However, the current Constitution of Artsakh does not give Samvel Babayan the right to run for president, since he has not lived in the republic for the past 10 years, as required by law for presidential candidates.
Lawyer: The search in the office of Judge David Grigoryan was carried out without his consent, and without the consent of the SJC, which is a gross violation of law
ArmInfo. As part of the case under investigation by the SIS, the case on the falsification of documents by judge David Grigoryan, a search was conducted in his office without his knowledge, meanwhile, according to the requirements of the law, at least one day before the search, he should be notified by the Supreme Judicial Council (SJC). On July 26 at a press conference, Georgi Melikyan, lawyer of judge David Grigoryan said.
He noted that on July 17, without knowing Grigoryan, investigator of the SIS Khoren Mezhlumyan, came to his office and carried out investigative actions in the judge’s office, while forbidding the judge to participate in them. The investigator confiscated the computer of the judge and his assistants, after which he sealed the door of Grogoryan’s office. The lawyer said that sealing the office without a relevant court decision is against the law and this action has serious legal consequences.
“Not only was the door of Grigorian’s office sealed without a corresponding court decision, it was outrageous to have the policeman put at the door, who did not allow the judge to enter his own office, this is outrageous,” Melikyan said. The lawyer noted that he and his client demanded that the investigator present the relevant court decision to them, however, the investigator could not present it. And after all this, he searched the judge’s office. “The police officer demanded that the judge leave, however, we began to protest, stressing that the judge’s key to the office was, and if the investigator intends to conduct a search in violation of the law, we will not give them the key. After long telephone conversations, the investigator finally resolved the judge participated in the search of the office “, said Melikyan, stressing that by a court decision the investigator had the right to search the office of the judge and his assistant, however, he also searched the offices of the assistant and the clerk, and illegally confiscated their flash drives. The lawyer noted that in this case he and his defendant appealed to the Prosecutor General’s Office, demanding to clarify the actions taken. Melikyan not only appealed against the decision to conduct a search, but also challenged the legality of the search and confiscation of computers. Moreover, the lawyer filed a complaint with the police against the investigator, since the latter violated the judge’s right to the inviolability of housing. It should be noted that on July 17 officers of the Special Investigation Service of Armenia searched the office of Judge David Grigoryan. “The search in Grigorian’s office was carried out within the framework of the criminal case investigated by the Special Investigation Service,” press secretary of the Special Investigation Service of Armenia Marina Ohanjanyan told ArmInfo. To recall, it was Judge David Grigoryan who earlier made the decision to release former President Robert Kocharyan from custody, on behalf of the former and current Presidents of Artsakh. Later, Grigorian suspended the proceedings and referred him to the Constitutional Court.
